  1. La Comisión Permanente se reunió esta mañana por segunda vez luego de que el presidente Martín Vizcarra disolviera el Congreso. Tras varias horas de debate, se aprobó la elaboración de un informe técnico-legal respecto al funcionamiento de la Comisión Permanente y, especificamente, de la Subcomisión de Acusaciones Constitucionales para el período anual de sesiones 2019-2020. A la sesión faltaron algunos congresistas como Indira Huilca, quien denunció un "uso político" de la Comisión Permanente y cuestionó que Pedro Olaechea convocara a este grupo para ver "temas que no le competen", como reformar la Comisión de Acusaciones Constitucionales, y no programar el estudio de tres decretos de urgencia emitidos por el Ejecutivo. Antes de tratar el tema central, la conformación de la Subcomisión de Acusaciones Constitucionales, los integrantes de la Comisión Permanente sostuvieron un largo debate sobre la legalidad de la disolución del Congreso dispuesta por el presidente Vizcarra y las reales funciones de esta comisión luego de esta medida. Así fue el debate 12:37 Comisión Permanente aprobó la elaboración de un informe técnico-legal respecto al funcionamiento de la Comisión Permanente y, especificamente, de la Subcomisión de Acusaciones Constitucionales. 12:29 Lourdes Alcorta: "El Gobierno se ha quedado sin control, sin fiscalización". 12:20 Luis Galarreta señala que la convocatoria a elecciones hecha por el Poder Ejecutivo no es "garantía" de un proceso legítimo e hizo una comparación con las elecciones convocadas por Nicolás Maduro en Venezuela. 12:18 Luis Galarreta se muestra a favor de la propuesta para que se elabore un "informe externo" sobre la idoneidad de reconformar la Subcomisión de Acusaciones Constitucionales. 12:15 Reátegui pide que el procurador del Congreso denuncie al procurador de la PCM, Carlos Cosavalente, quien días atrás denunció a Pedro Olaechea por usurpación de funciones. Para Reátegui, se trata de una medida arbitraria. 12:14 Rolando Reátegui: "Si no le gusta lo que votamos, por ejemplo, al Frente Amplio, también nos pueden denunciar. Pido que el procurador del Congreso actúe para proteger a los miembros de la Comisión Permanente". 12:12 Rolando Reátegui: "(...) Podemos ser denunciados. Si esta votación no les parece (al Ejecutivo o a otros congresistas), nos pueden denunciar. Hay que tener mucho cuidado para poder actuar". 12:09 Salvador Heresi: "Juramos defender la Constitución y la Constitución señala (tras la disolución del Congreso) que los miembros de la Comisión Permanente ejercen plenamente sus facultades de congresistas".
