  6. Israel and the Gulf state of Bahrain have reached a landmark deal to fully normalise their relations, US President Donald Trump has announced. "The second Arab country to make peace with Israel in 30 days," he tweeted. For decades, most Arab states have boycotted Israel, insisting they would only establish ties after the Palestinian dispute was settled. But last month the United Arab Emirates (UAE) agreed to normalise its relationship with Israel. There had been much speculation that Bahrain might follow suit. Mr Trump, who presented his Middle East peace plan in January aimed at resolving the Israel-Palestinian conflict, helped broker both accords. Israel's Prime Minister Benjamin Netanyahu said he was "excited" that "another peace agreement" had been reached with another Arab country on Friday. "This is a new era of peace. Peace for peace. Economy for economy. We have invested in peace for many years and now peace will invest in us," he said. Bahrain is only the fourth Arab country in the Middle East - after the UAE, Egypt and Jordan - to recognise Israel since its founding in 1948. "Another historic breakthrough today!" Mr Trump wrote on Twitter, adding: "Our two GREAT friends Israel and the Kingdom of Bahrain agree to a Peace Deal." The president also posted on Twitter a copy of a joint statement between the three leaders - Mr Trump, Mr Netanyahu and Bahrain's Crown Prince Salman bin Hamad al-Khalifa. "This is a historic breakthrough to further peace in the Middle East" that will "increase stability, security, and prosperity in the region", the statement reads. Prior to the announcement of the UAE agreement in August - which included the suspension of Israel's controversial plans to annex parts of the occupied West Bank - Israel had had no diplomatic relations with Gulf Arab countries. More recently, shared worries over Iran have led to unofficial contacts between them. Last month saw the first official flight from Israel to the UAE, which was seen as a major step in normalising relations. President Trump's son-in-law and senior adviser Jared Kushner, who was on the plane, described the UAE deal as having "the ability to change the whole course of the Middle East". Bahrain last week said it would allow flights between Israel and the UAE to use its airspace. Mr Trump is due to host a ceremony in Washington next Tuesday for the official signing of the Israel-UAE agreement. In 1999, Mauritania, a member of the Arab League in north-west Africa, established diplomatic relations with Israel - but severed ties in 2010.

  9. Graphics cards and power draw have always been quite synonymous with each other in terms of how much performance they put out for the power they take in. Measuring this has not always been the most straight forward when it comes to accuracy and methods for reviewers and end-users. NVIDIA has developed their PCAT system, or Power Capture Analysis Tool in order to be able to capture direct power consumption from ALL graphics cards that plug into the PCIe slot so that you can get a very clear barometer on actual power usage without relying on hacked together methods The Old Way The old method, for most anyway, was to simply use something along the lines of a Kill-A-Watt wall meter for power capture. This isn't the worst way, but as stated in our reviews it doesn't quite capture the amount of power that the graphics card alone is using. This results in some mental gymnastics to figure out how much the graphics card is using by figuring the system idle, CPU load, and the GPU load and estimating about where the graphics card lands, not very accurate to say the least. Another way is to use GPU-z. This is the least reliable method as you have to rely entirely on the software reading from the graphics card. This is a poor method as the graphics cards vary in how they report to software when it comes to power usage. Some will only send out what the GPU core itself is using and not consider what the memory is drawing or any other component. The last way I'll mention is the use of a multi-meter amperage clamp across the PCIe slot by way of a riser cable with separated cables then more power clamps on all the PCIe power cables going into the graphics card. This method is very accurate for graphics card power but is also very cumbersome and typically results in you having to watch the numbers and document them as you see them rather than plotting them across a spreadsheet. The PCAT Way Well, that's what it looks like when all hooked up on a test bench, you're not going to want to run this one in a case for sure. Before anyone gets worried, performance is not affected at all by this and the riser board is fully compliant with PCIe Gen 4.0. I'm not so certain about those exposed power points however, I will be getting the hot glue gun out soon for that. Now, what does this do at this point? Well, two options: Plug it into the computer that it's all running on and let FrameView include the metrics, but that's for NVIDIA cards only so a pass, OR (what we do) plug it into a separate monitoring computer and observe and capture during testing scenarios. The PCAT Power Profile Analyzer is the software tool provided to use to capture and monitor power readings across the PCI Express Power profile. The breadth of this tool is exceptionally useful for us here on the site to really explore what we can monitor. The most useful metric on here to me is the ability to monitor power across all sources, PCIe power cables (individually), and the PCIe slot itself. For those who rather pull long-form spreadsheets to make their own charts are fully able to do so and even able to quickly form performance per watt metrics. We've found a very fun metric to monitor is actually Watts per frame, how many watts does it take for the graphics card to produce one frame at a locked 4K 60FPS in DOOM Eternal, we'll get into that next. What That Looks Like For Us We're focused on 4K performance per watt here for this discussion so we're using DOOM Eternal and taking the GeForce RTX 2070 SUPER and the Radeon RX 5700 XT and pitting them against each other in the same scene. Mind you this scene is static so we're not looking for FPS performance per se, but rather how much power the cards pull, how much the total system pulls, and then how many Watts it takes to generate one FPS when locked to a 4K 60. This will force a card into a steady-state and see just how much power it takes to generate a given performance metric, hence Watts-per-FPS. This is quite a useful metric and after testing at various resolutions it's quite consistent. Now that's a bunch of useful information. We get to see how much the card itself uses at idle to see just how much it powers down and both are pretty close to being completely off in an idle state which is good for users. Under full load and total system load we can now see just how much power the GPU is using vs the entirety of the rest of our system. Lastly we can see just how much power is required by the GPU to generate a 4K 60 FPS scene in DOOM Eternal to measure the efficiency of the card's performance, but then we can break it down further in the chart below. And there you have it, we're able to objectively identify that while under full load both cards are using the same amount of power in this title when unleashed but when constrained to a target performance metric where both cards will reach the same performance number we see that the GeForce RTX 2070 SUPER is able to do it while using 2.8 Watts-Per-Fram and the Radeon RX 5700 XT is doing so at 3.2 Watts-Per-Frame. We will be continuing to work with and develop the usefulness of the PCAT system in future reviews as we're finding this tool to be exceedingly useful and we're able to deliver a much more nuanced look at power draw figures of graphics cards. We hope to be able to break each game into a charted power draw and FPS figures, pipe dream for now but the tools are becoming more useful every day.
  10. Rescuers in California have been airlifting dozens of people trapped by a huge fire, as crews continue to battle blazes across the state. An initial attempt to rescue the group, stranded in mountain refuge for two nights, was abandoned on Monday night because of smoke from the Creek Fire. But helicopters were able to land early on Tuesday and are have begun taking the hikers to safety. Fires in California have burned through a record 2m acres in recent weeks. In total, these blazes span larger than the US state of Delaware. California is currently experiencing an unprecedented heatwave. Los Angeles County reported its highest-ever temperature of 49.4C (121F) on Sunday. Temperatures have dropped since then, but high winds are expected to fan the flames until Wednesday. More than 14,000 firefighters are battling 25 major blazes in California. The Creek Fire is the largest one. It broke out in the Sierra Mountains - a major tourism spot - north-east of Fresno on Friday. The fire has burned more than 135,000 acres and none of it has been contained, Fresno fire chief Tony Escobedo said late on Monday. How are the rescues unfolding? Early on Tuesday morning, the California National Guard began efforts to reach groups of hikers and campers trapped by the Creek Fire in the Sierra National Forest. About 50 had been forced to shelter at the Vermilion Valley Resort in on Sunday. Beginning at 03:15 local time (10:10 GMT), helicopters were dispatched for three separate rescue flights to the area. Photos posted by the Vermilion Valley Resort showed hikers lining up to board an awaiting helicopter. Col David Hall of the California National Guard said early on Tuesday that there were "a lot of people that are still trying to be rescued". An earlier attempt was suspended on Monday night due to heavy smoke. "The weather and the smoke are co-operating with us a bit better," Col Hall told NBC News on Tuesday. None of those still stranded are currently in the fire danger area, he said, though they may be at risk if the fire continues to grow. At the weekend, 200 hikers were rescued from the area. The fire has devastated the small town of Big Creek, destroying at least two dozen homes, the Los Angeles Times reports. What about the other fires? Valley Fire in San Diego County has burned through more than 17,000 acres, and prompted the evacuation of the remote town of Alpine. Bobcat fire in Angeles National Forest has destroyed nearly 5,000 acres and forced the evacuation of the Mount Wilson Observatory. Another blaze, the El Dorado fire in San Bernardino County, was started by fireworks during a gender reveal party on Saturday, officials say. Gender reveal parties are celebrations announcing whether expecting parents are going to have a girl or a boy. In recent years, several large-scale parties have gone wrong, even resulting in the death of a woman in 2019. California has seen nearly 1,000 wildfires since 15 August, often started by lightning strikes. There have been at least eight fires and more than 3,300 structures have been destroyed, state agency Cal Fire said on Monday. Electricity supplies are being shut off to residents in 22 counties to prevent sparks from power lines setting off new fires. More than 170,000 residents are affected. In 2018, 1.96 million acres were burned - the highest since Cal Fire began tracking numbers in 1987. Cal Fire spokeswoman Lynne Tolmachoff told the Associated Press on Monday: "It's a little unnerving because September and October are historically our worst months for fires. It's usually hot, and the fuels really dry out. And we see more wind events".

  15. “What was it that forced Chitrangada to transform from a warrior princess to a mute doll then? And what would Chitrangada be like in 2020? Any different or just the same,” wonders director Neha Singh as she presents the short film Chitrangada 2020, inspired by Rabindranath Tagore’s dance-drama Chitrangada. Chitrangada 2020 is one of the 15 new shorts films, featuring theatre actors and based on plays that will release on The Company Theatre’s YouTube channel. Made during the lockdown, the idea behind these shorts was to create work for theatre practitioners since the traditional form of presenting plays has been on hold. Shown as part of Theatre Film Theatre Festival of Shorts, which started on August 30, a new short is released at 12 pm every second day and is available for the next 48 hours till it is replaced by another. The festival has already shown four experimental films based on adaptation of plays – Aab-e-Zamzam, Women of Rome, Shakkar Ke Panch Daane and just released Koot-Dwar (Trap Door). Coming up are 11 more short films including The Unbearable Gaze, based on Kalidasa’s Abhijnanashakuntalam; Aarzi, an adaptation of Mark Twain’s play The Burglar Alarm; Pinjara, inspired by Steve Moulds’ play Metamorphosis; Choice, an adaptation of Manav Kaul’s play Chuhal. The festival, initiated by Maharashtra-based The Company Theatre, will continue till September 27. It aims to raise money for artistes through donations made by viewers. “We wanted theatre artistes who are sitting at home to be engaged. The idea was to ask young filmmakers to cast theatre actors in these films. We wanted them to react to their immediate environment and what their immediate concerns were. The only pre-requisites were theatre actors and theatre scripts,” says Atul Kumar, one of the co-curators of the festival. Nearly 40 filmmakers responded when the plan for the festival was floated over two months ago. Some of them, however, could not work on their ideas due to the lockdown-related constraints. Several theatre practitioners from different parts of India have worked on these films. Speaking about Chitrangada 2020, Singh says, “Chitrangada, the character from Mahabharat was first written about in the 4th century BC by Vyasa. Then, the character featured in a play called Chitrangada, by Rabindranath Tagore in 1892 and I am making a theatre-film on it in 2020. But the beauty standards a woman must follow haven’t changed one bit in all these centuries,” she says. The story of Shakuntala had stayed with Priyanshi Vasani since her younger days. She wondered about the dualities that exist in Shakuntala as a woman as she is supposed to be not of heaven, nor of earth; not completely human or nymph; and not of the forest, nor of the city. Her film’s protagonist Sukoon is constantly being watched and told what to do. Her need to be an explorer and her constant curiosity for belonging is what keeps propelling her life forward. On this path, she meets Shakuntala in the form of a cheeky but empowered bird. Together they explore these complex dualities of a woman’s life in a man’s world. Interestingly, filmmakers picked up plays from different eras and genres for their short. Pradeep Vaiddya’s Brain Surgeon! has inspired Jayesh Jain’s short by the same name. For Blud, Namrata Bhatacharjee found inspiration in James Shirley’s 17th century play The Sisters. Zoya Khan’s Zar is based on the play The Djinns of Eidgah by Abhishek Majumdar. All the films to be shown during the festival are not ready yet. Some of the films are still being edited while the post-production of some others is going on. “All these shorts are being made pro bono. So, these artistes have to help each other and pass the equipment around,” says Kumar. Some films were made within a week while some others took a month. Vara Raturi, Mallika Singh, Sonal Gupta, Baani Singh and Anupam Barve are the other curators of this festival.

Something to look forward to: It's been almost a decade since a technology like the electrowetting display showed any promise of offering the same power-saving capabilities of E-Ink displays without any of the drawbacks. Chinese manufacturer TCL has made a new variant of LCD technology that could turn that dream into a reality, without completely re-inventing the wheel. TCL is mostly known for its relatively affordable TVs, soundbars, and smartphones, but for the past few years it's been busy cooking its own innovations. Last year, the Chinese company showed off its work on phones with foldable screens, including a dual-hinged phone that closely resembles a device from the fictional world of Westworld. At IFA Berlin this week, TCL revealed it would expand its offerings with 4G tablets for education, true wireless earbuds that look a lot like those from OnePlus, and a smartwatch designed for older family members. However, the more interesting reveal was a new display technology that's supposed to have similar qualities to the E-Ink panels commonly found on e-Readers. Despite being called "Next Paper," it's not an electrophoretic (or e-paper) display. Instead, it's a different spin on the traditional LCD technology that eliminates the need for a backlight in order to produce an image. It achieves this through a highly-reflective layer that allows it to use the natural light, and TCL says it owns 11 patents on the design -- despite this being a similar idea to the display technology used by the now defunct Pebble in its smartwatches. The company says the first commercial Next Paper display is Full HD and offers 25 percent more contrast when compared to an E-Ink display. And while it isn't as thin as an E-Ink panel, it is 36 percent thinner than a typical LCD display. Power consumption is 65 percent lower and there's support for millions of colors (as opposed to a maximum of 4,096 on E-Ink), but you'll need ambient light to see anything on the screen. Where it has potential to shine next to E-Ink displays is refresh rate. The latter technology isn't particularly good at displaying video content, which is why you'll only find it on e-Readers, price tags, and digital signage (likely manufactured by TCL). The Chinese company promises that Next Paper will be capable of smooth video playback for streaming or gaming. This won't be coming to TVs or smartphones anytime soon, but TCL says it's working on a tablet with Next Paper which is planned for release early next year.
