  1. Russian Foreign Minister Sergei Lavrov has warned that Europe could be returning to what he called the "nightmare of military confrontation". At a European security conference in Sweden, Mr Lavrov floated the idea of a new European security pact to try to stop Nato from expanding further east. US Secretary of State Antony Blinken warned of "serious consequences" if Russia sought conflict with Ukraine. The meeting comes as Russia boosts its military near Ukraine's border. Ukraine says Russia has amassed more than 90,000 troops there. Moscow denies it is preparing an attack on Ukraine and accuses Kyiv of its own military build-up. As tensions rise, Russia said on Thursday it had arrested three suspected Ukrainian security service agents. One of the three was accused of planning a terrorist attack, while the other two had been seeking to gather intelligence, Russia's Federal Security Service said. "The alliance's military infrastructure is being irresponsibly brought closer to Russia's borders in Romania and Poland, deploying an anti-missile defence system that can be used as a strike complex," he said. "American medium-range missiles are about to appear in Europe, bringing back the nightmare scenario of a military confrontation." He warned Nato against turning countries neighbouring Russia, ie Ukraine, into "bridgeheads of confrontation", and said he hoped Russian proposals for a new security pact would be carefully considered. t a joint news conference with the Russian foreign minister, Mr Blinken said the best way to avoid a crisis was through diplomacy and urged Russia to pull back its forces. On Wednesday, Ukrainian President Volodymyr Zelensky called for direct talks with Russia over the more than seven-year conflict with Russian-backed separatists in eastern Ukraine. He also said that Kyiv's goal was to "liberate" Crimea, annexed by Russia in 2014, but made no mention of using force. A large part of the recent Russian military build-up is in Crimea. Troops are also massing near Ukraine's eastern Donbas region, the name for parts of Luhansk and Donetsk regions under the control of separatists.   9. US President Joe Biden has suffered a setback after Congress delayed a vote on a $1tn (£750bn) infrastructure plan. Part of his Democratic Party refuses to move forward with the plan until Congress signs off on a separate $3.5tn plan on welfare and climate change. That plan is at the heart of the party's agenda for government and passions are high among its liberal (progressive) and centrist wings. Centrists want to scale the legislation back radically. The $1tn public works bill, which would apply to routine transportation, broadband, water systems and other projects, enjoys wide support but liberal Democrats are linking it to their more ambitious welfare and climate change bill. That bill would raise taxes on corporations and the rich, investing the revenue in a broad array of social programmes, including early childhood education, universal preschool, government-funded two-year college education, paid family and medical leave, an expansion of government health insurance and environmental spending. The biggest test of Biden's presidency so far President Biden and House Speaker Nancy Pelosi have been trying to reconcile the liberals with the centrists. Reflecting the centrist position, Senator Joe Manchin said he was ready to meet the president less than halfway, at $1.5tn. He described the proposed figure of $3.5tn as "fiscal insanity". Sen Bernie Sanders, a leading liberal, said the issue was "not a baseball game" but "the most significant piece of legislation in 70 years". A fellow liberal, Representative Ilhan Omar, said: "Trying to kill your party's agenda is insanity. Not trying to make sure the president we all worked so hard to elect, his agenda pass, is insanity." The House will be back in session on Friday when efforts to push through the bills will resume. "We are not there yet, and so, we will need some additional time to finish the work, starting tomorrow morning first thing," White House Press Secretary Jen Psaki said in a statement on Thursday. Mr Biden's party has the thinnest of majorities in both the House and Senate, and is eager to push through its signature policies before next year's congressional elections, when the Republicans attempt to regain control. On Thursday Congress did pass a temporary measure to keep the federal government funded until early December. Federal museums, national parks and safety programmes would have had to close without the funding, which also includes hurricane relief and help for Afghan refugees. Apple can not stop developers from offering third party payments that avoid the fees that it charges for in-app purchases, according to the ruling of the judge in the Epic vs Apple case that has been delivered after several months of deliberations. Apple can not stop developers from including external links that direct customers to purchasing mechanisms in addition to in-app purchasing, and developers can also communicate with customers through points of contact obtained voluntarily from customers through account registration. Last year, Epic updated the Fortnite add with its own in-app payment system, bypassing Apple, and it was then removed from the App Store for violating its policies. This led to the antitrust lawsuit from Epic. A similar case is also set to take place against Google. According to the injunction uploaded by The Verge, the court did not find Apple to be a monopolist, and as noted in Protocol, Apple has emerged from the ruling largely unscathed, but with one of the central App Store policies banned. It does not seem to require Apple to directly allow other forms of payment, but developers can link to websites with cheaper offers, or the same price without having to pay Apple its fees. This judgement comes soon after Epic Games asked Apple to restore the Fortnite developer account and for the re-release of the game on iOS in South Korea, offering both Epic and Apple payment, which Apple quickly rebuffed. The ruling is the result of years long struggle between Apple and Epic Games, the creators of Fortnite, and the fees charged by Apple on in-app purchases. Epic had characterised this as an unfair, monopolistic tax. Over the course of the trial, which kicked off in May, Judge Yvonne Gonzalez Rogers questioned Apple CEO Tim Cook, and said the profits Apple reaps from game developers "appear to be disproportionate." Cook responded that Apple's online marketplace would become a toxic mess without control.
