Shanay Walker died after being subjected to years of harrowing abuse at the hands of her aunt, Kay-Ann Morris, and grandmother Juanila Smikle, who were jailed for eight and four years respectively for child cruelty in 2015 - a year after her death. A judge described the abuse as “just about the worst case of child cruelty it is possible to imagine”. Shanay, who was placed in her aunt’s care in 2012 after her mother suffered post-natal depression, was shoved into a wall if she “stole” water, dragged by her hair and was also made to sleep on urine-soaked bedding if she wet herself. The little girl was found with 50 separate injuries when she died of a brain bleed. A misconduct panel found Peter Smalley, of Southglade Primary School, where she was a pupil, oversaw "widespread confusion" and "repeated failures". Concerns logged by her class teacher just 13 days before she died were never acted upon, the panel heard. Today, her former headteacher at Southglade Primary School, Nottingham, Peter Smalley, 44, was banned from teaching. Following a professional conduct panel outcome, conducted by the Teaching Regulation Agency (TRA), it found that Smalley, who was in charge at the school from September 2013 to 2017, committed unacceptable professional conduct. He has been struck off the teaching register and cannot reapply for at least five years. Gail Goodman, panel chair, said: "The panel's findings against Mr Smalley involved very serious failings in relation to the key leadership role of safeguarding over a significant period of time. There is, therefore, a strong public interest consideration in respect of the protection of pupils. "The panel has reminded itself that the safeguarding failures that Mr Smalley oversaw were systemic and in place for a significant period of time. "Mr Smalley repeatedly ignored obvious warning signs and thus missed numerous opportunities to act on those risk factors. "If it had not been for those extensive systemic failures in Mr Smalley's management of safeguarding issues the chance to intervene in Pupil X's case would have been greatly increased. Pupil X would have been identified as high risk at a much earlier stage." In total, 10 individual safeguarding referrals were made about Shanay by other members of staff at the school, but the concerns surrounding the child's safety were never passed on to the relevant authorities. A serious case review found, in the years leading up to her death, bruising and injuries were explained away by Morris as accidental or the result of self-harm. Morris was later cleared of murder but jailed for child cruelty along with Smikle. The disciplinary hearing, in Coventry, West Midlands, was told how staff were left untrained in child protection, with only one basic session held from some teachers. As a result, staff were unclear on how to raise safeguarding concerns. In evidence to the panel, Smalley said: "I did not understand my responsibilities as head teacher. "I hold my hands up. I should have put safeguarding at the front of my thinking. I was passive." Mr Smalley also admitted helping to "recreate" a lost referral form for Shanay weeks after her death - an action described as "self-serving" by a coroner - but was cleared of doing this dishonestly. In its findings, the TRA panel said: "Good safeguarding is a key precept for any head teacher. Mr Smalley completely failed in his execution of it as head teacher at the school." It added the "extensive systemic failures" meant chances to intervene in Shanay's case were missed.

We live in a global world: people meet from different cultures, we travel, we try different foods,” asserts Ken Hom OBE – an authority on Chinese cuisine, who grew up with Cantonese parents in the US. Hom penned cult cookbook East Meets West in 1987, which was pioneering in its exploration of a new cuisine combining techniques and ingredients from America, France, China and beyond. We’re discussing the furore over Gordon Ramsay’s latest restaurant opening, Lucky Cat in Mayfair, which promised “authentic” Asian cuisine. A preview party saw Ramsay criticised on social media by food writer Angela Hui, who called him out on his failure to recognise Japanese and Chinese cultural influences as distinct. “Japanese? Chinese? It’s all Asian, who cares,” she said of the restaurant, which is to serve drinks such as the White Geisha cocktail – a mixture of vodka, sake syrup, yuzu and egg white. Ramsay was accused of tokenism and lazy stereotyping on social media, and Hui’s “personal” comments directed at head chef Ben Orpwood and his wife led Gordon Ramsay to issue a retaliatory statement in turn via his Instagram feed, describing her as unprofessional. Formerly executive chef at nearby Asian restaurant and bar, Sexy Fish, Orpwood also spent six years at Zuma in Knightsbridge. Ramsay insisted Orpwood had “done his research”, having spent several months in south Asia studying the region’s cooking. “I wish Gordon the best and wish him much success. Perhaps I can be of help as consultant? I do have 59 years of experience in Asian cuisine,” the argument prompted Hom to comment. “Let’s see what Gordon’s going to do first, before everybody starts trashing him,” he expands when we talk. “When I heard he was opening an Asian restaurant, I thought oh god, why is he doing that? But he’s a very talented and skilled chef. I’ve known him for a long, long time. "Look, he was a British chef cooking French food - authentic or not, it was good. I remember when he first opened Aubergine, I went there with Alain Ducasse and he said 'not bad – for a Brit'.” For Hom, a chef cooking in a tradition that isn’t their own or taking licence to interpret other cuisines in itself isn’t a bad thing. He asserts that food cannot be “dictated”: cultural appropriation and evolution is inevitable. He points to the restaurant scene in Paris, where dozens of restaurants now incorporate Japanese touches into classical French dishes. But Hom does question Lucky Cat's promise of "authenticity" – largely because authenticity of food itself is such a slippery concept. “This thing about authenticity? Well, what does that mean? In China, the way we used to cook was very different, because we were quite poor and certain ingredients weren’t available. Today, Chinese chefs and restaurateurs serve far more beef, dairy and fat now, and less veg. Things change with time.” For Hom, the dawning of a new “global, world cuisine” is to be celebrated. “It doesn’t mean that distinctive cultures will die out, it will just mean that we’re all learning from each other.” So what does Hom think of dishes such as the mini wagyu pastrami burger with ‘Asian’ chilli jam, English asparagus with a smoked ponzu emulsion and smoked duck breast with plum and Japanese nashi pear at Lucky Cat? “You do have to have a fundamental grip of the distinctions between Chinese and Japanese food before you experiment,” Hom caveats. “I’ve taught chefs, and I always say only make what you want to eat: for the sake of satisfying a palette, not trying to impress people.” The most crucial thing to get right, for Hom, is to serve food that tastes good. “If it tastes good, who cares? Sharing makes the world of food better. Nobody has a monopoly of deliciousness. If it tastes good, everybody’s happy. We’re not going to a restaurant for a sociology lesson." “I’m sure Gordon will test out every dish and they’ll sit around the table and think about what they’re doing right to make the food taste good. I believe in waiting and seeing, giving him a chance and letting him show us what he can do, before we jump on him. It’s a bold new move for him, and it’s risky.” However, within that, there is a need for sensitivity, and Hom would warn Ramsay of the need to be “modest and humble” when experimenting with cuisines which aren’t your own speciality. “In East Meets West, I was very careful not to mix things I did not know and understand,” he says of his own experiences of fusion cuisine. Hom’s use of ingredients in recipes such as salmon fillets with ginger, basil, tomatoes, and salt sauce were not traditional or “authentic” per se (salmon is not a Chinese fish although of course, it has grown in po[CENSORED]rity in cosmopolitan Hong Kong and Canton) – but they were sensitively and knowingly combined. I drew from my own experiences – stuffing turkey with Chinese sausages, lap cheong, and using Chinese ingredients in a Western way to celebrate Thanksgiving - and it worked well. You need discipline: there are red lines that I don’t cross, such as using too much hoisin sauce in something so it becomes too sweet, or using too much soy sauce. “The best chefs, like Joël Robuchon, put their own personal touch on food. That’s what makes food so exciting. It’s flexible, it grows, it changes with the times. Now, we’re exposed to ingredients we were never exposed to before. “You have to have an instinct - that’s what’s important. I’m Chinese, but I go to Japan too and I love it - because I learn things that I didn’t know or grow up with. For example, miso. Who the bloody hell knew what miso was? I’m Chinese, and it’s Japanese, but I use it in everything, and it’s delicious!” Should Lucky Cat have consulted an Asian chef? “It’s not his sort of cuisine, and this is a bold new venture for him. If it works out then it will be sensational, if it doesn’t, then we’ll see! But I think we should give him some space to work it out.” “If I were advising Ramsay, I would say to lower expectations to give him a chance to show people what he’s got... that would be my advice, as an old codger who’s been cooking for 59 years.”
  19. olice have revealed more than 100 people were arrested on Waterloo Bridge last night and this morning as climate change protesters failed to abide an order allowing them to only congregate at Marble Arch. So far, 122 people have been held as part of the ongoing Extinction Rebellion (XR) demonstrations, the majority of which were for breaching a public order offence and obstructing the highway. The XR group yesterday targeted Marble Arch, Oxford Circus, Waterloo Bridge, and Parliament Square in a series of road blockades, which it warned could last for weeks. Police chiefs said they decided to impose an order last night stating activists could demonstrate within the Marble Arch area following "serious disruption" to businesses and public transport. Chief superintendent Colin Wingrove, from the Metropolitan Police, said 55 bus routes had been closed as a result of the blockades, which has affected half a million people. He said: "We need to ensure we are striking the right balance between allowing the right to a peaceful protest, while ensuring disruption to communities is kept to a minimum. “We are mindful of the impact the demonstrations are having on the local communities and are working hard with partners including TfL to keep London moving and open for businesses and visitors alike. “At this time, ongoing demonstrations are causing serious disruptions to public transport, local businesses and Londoners who wish to go about their daily business. As such a 24hour condition was imposed at 6:55pm last night which sti[CENSORED]ted that protestors should continue any demonstrations within the Marble Arch area only. “In order to impose this condition, the Met required evidence that serious disruption was being caused to communities in London. We so far have 55 bus routes closed and 500,000 people affected as a result. "Based on the information and intelligence available at the time, we are satisfied that this threshold has been met and this course of action is necessary in order to prevent ongoing serious disruptions to communities. We are taking positive action against those who are choosing to ignore this condition and are continuing to demonstrate in other areas across London." Chief Supt Wingrove said the force expected demonstrations to continue "throughout the coming weeks". Following disruption in the heart of the capital yesterday, groups lingered on Waterloo Bridge and Parliament Square into the early hours of Tuesday, as the disruption continued into its second day. Five of those arrested, three men and two women, were held on suspicion of criminal damage after protesters vandalised Shell's headquarters on Monday. The oil firm's revolving doors were shattered and graffiti was daubed onto the building near Waterloo station as activists glued themselves to the entrance. XR, whose prime goal is to reduce carbon emissions to zero by 2025, claimed between 3,000 and 6,000 supporters could take part in the protests before yesterday's action. Last November, they blocked bridges across London to bring chaos to the capital. The ongoing demonstrations comes as part of attempts to force the Government to declare a climate emergency. this month, several Extinction Rebellion activists stripped semi-naked in the House of Commons during a Brexit debate.
