    This is a forum buddy not a cs hosting provider, you will need to contact your hoster so they can solve the issue, or if you know how to create a free website and upload all the files there and then set the link in your server.cfg that will also help. Note: this is in case your host provider doesn't provide sv download url ( which is weird ) or your server isn't hosted. Good luck

    Try to start up the windows in safe mode by restarting your pc and then press F8 to enter Advanced startup options and select safe mode. Starting in safe mode prevents the blue screen,but this is NOT a fix. However once you are in safe mode look for any system/hardware updates your pc might be needing.

    Explicitly or you meant actively? It you mistaken and it's 'actively' try to check your protocol connection to be set to 'active port' (21 for ftp) as the normal winscp's default connectivity is sftp, there might be another issue regarding of who is "hosting" the server you are trying to connect to, the server might run a non-standard port. Also if you have the chance and try to ask your provider to disable the firewall,that usually blocks incoming connections Good luck.
