  1. Coronavirus will be present "forever in some form or another", a member of the government's Scientific Advisory Group for Emergencies (Sage) has said. Sir Mark Walport said people would need to be vaccinated at regular intervals. His comments come after the head of the World Health Organization (WHO) said he hoped the pandemic would be over within two years, as the Spanish flu had taken two years to overcome. Sir Mark said denser po[CENSORED]tions and travel meant the virus spread easily. He also said the world po[CENSORED]tion was now much larger than in 1918. Speaking to BBC Radio 4's Today programme, Sir Mark said that, in order to control the pandemic, "global vaccination" would be required, but coronavirus would not be a disease like smallpox "which could be eradicated by vaccination". Coronavirus cases have been increasing in European countries in recent weeks. Some nations, which had appeared successful in suppressing the initial outbreaks, are now seeing infections rise again. As of 22 August, the UK recorded 21.5 coronavirus cases per 100,000 people over the last fortnight, according to the European Centre for Disease Prevention and Control. Sir Mark said: "We know that less than one in five people around the country have been infected, so 80% of the po[CENSORED]tion are still susceptible to this virus. "It is this terrible balance between trying to minimise the harm to people from the infection and protecting people, whilst keeping society going." He said he was worried about the rise in the number of cases in Europe and other parts of the world. Meanwhile, tourists returning to the UK spent thousands of pounds arranging new flights in a race to get home before new travel rules came into force. From 04:00 BST on Saturday, travellers coming back from Croatia, Austria and Trinidad and Tobago must quarantine for 14 days. There were similar scenes last weekend when new rules kicked in for those returning from countries including France and the Netherlands.

AMD’s Ryzen 9 3900XT has been out for a bit now, and thanks to COVID-19 (I’m an eternal optimist), I’ve had ample time to play around and see what's going on with these new, high-frequency chips. I even managed to snag a few world overclocking records for the Ryzen 9 3900 XT along the way. When I was first asked if I wanted to try these new chips out, I figured, ‘meh.’ There doesn’t seem to be much difference between the X and XT models, and AMD probably just uses higher voltage and increased the turbo multiplier on a few cores. I have been wrong plenty of times, and I was again: The Ryzen 9 3900XT CPUs are cherry silicon. At the time of writing, the 3900X is $429 and the 3900XT is $479. That means you can have higher turbo clocks and better overclocking capability for roughly the cost of going out for a steak dinner (which you can’t do right now; thanks again, COVID). AMD really made a good move here. The performance increase is just enough to satisfy us overclockers, but not so much as to anger new 3900X owners. Meanwhile, AMD makes some extra revenue on what is essentially a super-binned Ryzen 9 3900X. Real World Overclocking I used the same components for real-world testing that I used for liquid nitrogen, but tapped the Enermax Aquafusion 3x120mm AIO for cooling. With my CPU already having been flattened (aka lapped), I wanted to check the surface of the AIO to make sure it was first as well. I tend to strictly favor the performance side of things, so aesthetics aren’t really in my realm of consideration. The cooler does a great job of handling the 1.4V I fed to the core at 4.55ghz through multiple loops of Cinebench R20. Temps reached the mid-80C's. The LED wattage display on the Maxtytan PSU showed that total system power usage clipped at just above 300W during the benchmark. That’s pretty low for a maxed-out overclock on 12 powerful cores. I'm a fan of fixed frequency, so I always lock my chip into the highest all-core clocks I can get, even on my daily-use computer. These chips run pretty cool for 12 cores, so fan noise, etc., is not really a problem. In this case, you can see that I hit 4.5 GHz all the time on all cores without any issues. Pretesting for Ryzen 9 3900XT World Records As we know, you can make some interesting performance enhancements with AMD processors by optimizing all the different multiplier ratios, including the memory, UCLK (memory controller frequency), and FCLK (fabric frequency). Many benchmarks, especially ones that favor memory bandwidth, respond well to a 1:1:1 ratio for these three key settings. For example, you could dial in an 1800 MHz fabric, DDR4-1800 memory and 1800 MHz UCLK. If we raised our memory frequency above our fabric clock, for example, setting an 1800 MHz fabric and DDR4-2000 memory, our UCLK would drop to 1000MHz, halving the memory frequency. UCLK is the memory controller frequency, so halving it can create an efficiency problem when benching. The fabric usually taps out between 1800-1900 MHz with normal ambient cooling, which means our optimal memory frequency is 1800-1900 MHz. On liquid nitrogen, I hit the fabric limit (before the chip fails to function) at 1600 MHz, which means a 3200 MHz total DDR4 frequency. That is pretty low in the grand scheme of things, which is tragic because AMD has a robust integrated memory controller (IMC). This gave me an idea. Dual Rank vs Single Rank Memory on Ryzen 9 3900XT I decided to try some old double-sided B-die memory I had sitting in a drawer. Double-sided memory is very stressful to the IMC, and thus it struggles to push high frequency compared to its single-sided brother (3933 MHz vs 4666 MHz). On the other hand, double-sided memory seems to run tight latency with no issues – it actually runs the exact same timings as single-sided. As a result, I can swap the memory from 16GB to 32GB without even clearing CMOS and it will run fully stable. The x265 4K benchmark, which uses AVX and is very sensitive to memory on AMD platforms, gains greatly from dual-rank DMMs. In this case, I gained an extra 1 FPS, which is about a 7% performance increase in the apples-to-apples test. This may not seem like much, but every little bit of efficiency makes life that much easier when you go to sub-ambient cooling. My chip isn’t the best out there, but with a lot of pretesting and efficiency tweaks, it gives me a chance to grab some gold medals. On a daily use machine, I would totally recommend lower-frequency double-sided memory over fancy high-frequency single-sided memory. LN2 Overclocking the Ryzen 9 3900XT My memory is tuned and my operating systems are tweaked, so it's time to pour some liquid nitrogen. My rig had the following specs: CPU: AMD Ryzen 9 3900XT Motherboard: ASRock X570 Aqua RAM: G.SKILL TridentZ RGB 3800C14 (2x 8GB) RAM: G.SkILL TridentZ 3466C16 (2x 16GB) PSU: Enermax Maxtytan 1250W LN2 Pot: BBDD-DD Custom Copper LN2 Pot Thermal Paste: Thermal Grizzly Kryonaut LHE Edition These CPUs need to be as cold as possible. My fabric limit at -192C is 1,600 MHz, and bumping up the fabric isn’t an option - even 1,633MHz creates a limit at -150C. If I go colder than that, the chip stops functioning. This isn’t optimal, but there are certainly worse chips out there. Some chips even struggle at sub-1,500 MHz. The next step is to set a decent core voltage. I started at 1.60V. Then, I increased the CPU frequency in 50 MHz steps. After it was all said and done, the chip ran at 5,650 MHz for x265 4K, and 5710 MHz for Geekbench 3. That was enough to clinch the record for each bench. Dual rank DIMMs really gave me the edge in X265, while Geekbench seems to prefer higher frequencies for its memory tests. The ASRock X570 Aqua ran the G.Skill TridentZ RGB single-sided sticks at nearly 4700 MHz, and with very tight timings, too. Bottom Line AMD’s Ryzen 9 3900XT is a frequency beast. There are plenty of LN2 results on hwbot.org that show that many 3900XT’s are running higher clocks than the best 3900X’s. It would be really cool to see a 16-core Ryzen 9 3950XT, or maybe even a Threadripper XT model (yeah right), but either way I think the top end of the Ryzen 3000 series gives us a little bit of a glimpse of what we will see with the 4000 series. Hopefully AMD brings more frequency along with an increase in instruction-per-cycle (IPC) throughput. It would also be nice to see more memory manufacturers push high-end, dual rank B-die memory even further before we move on to DDR5.
  3. LG Display has produced the first transparent OLEDs that are large enough to be used as subway train windows. At first, the translucent displays will be used on trains in the Chinese cities of Beijing and Shenzhen, with LG Display the first company to introduce 55-inch transparent OLEDs for subway windows. There is no information about resolution or luminance of the displays, just like there is no data about their expected lifespan or power consumption. Based on the image provided by LG, we are talking about a fairly high-res display with a decent brightness, and good viewing angles. In Beijing and Shenzhen, the transparent OLEDs will be used to display real-time information about subway schedules, locations, transfers, and flights. In addition, they will offer news updates and weather forecasts. It is noteworthy that the trains will continue to use LCD screens to display things like ads. In the coming years, the number of applications that use translucent OLEDs is expected to expand with things like self-driving cars or smart buildings, so makers of OLEDs are getting ready to produce such devices in volume. Given that OLEDs do not need backlighting, it is relatively easy to make them transparent, but making them big and ensuring their longevity is challenging. The transparent OLED displays will be installed in the Beijing (Line 6) and Shenzhen (Line 10) subways at first, but LG Displays is working with other railroad companies and subway stations to expand usage of its technology. According to Prescient & Strategic Intelligence, the transparent display market is projected to grow at an average rate of 46% yearly and reach $4.93 billion by 2024.

  5. Britain’s Max Chilton is hoping to achieve the highlight of his career on Sunday and win the Indianapolis 500 after coming so close three years ago. Chilton, 29, is one of three British drivers in the legendary IndyCar race - 200 laps and 500 miles. In 2017 he led for 50 laps, including 47 of the last 72, but was overtaken with seven laps to go and came fourth, 1.1 seconds behind winner Takuma Sato. "It’s the biggest single race sporting event in the world," said Chilton. "There’s a saying that the race will choose the winner and you have to hope something falls into place and the stars align. Maybe it will fall into place. "Would winning change my life? I don’t know but it would definitely change my feelings for achieving what I wanted to do. It would make me overall a more satisfied human being, that I’ve accomplished something I set out to do. "It would definitely be my career highlight - now and probably going forward too." 'I slightly tasted the milk - and someone snatched it away' The winner of the Indy 500 is often pictured celebrating drinking milk - a tradition that has been followed since the 1950s - although Chilton’s chances appear to be slim as he starts 30th out of 33 entrants. But his experiences of three years ago show anything is possible. "In 2017 at 40 laps Fernando Alonso was winning," recalled Chilton. "I was a lap down in the pit lane due to a red flag, after an awful accident for Scott Dixon, then on lap 80 I was leading, so it can turn around very quickly. "I was leading for more laps than anyone else and was super chilled - it was the easiest race of my career. I got out in front, my car was stupidly fast, no-one could touch me, so I just focused on being flat and on every corner. I led for over an hour. "I feel like I slightly tasted the milk and someone snatched it away from me, so I definitely want to have that chance again, hopefully sooner than later." Australian Will Power won the event in 2018 - and celebrated with some milk in the traditional fashion "Hindsight is a wonderful thing," Chilton told BBC Sport. "I honestly believe if a few things had changed that day and I had different people helping me I could have won that race, no problem. "I did a great job, led for 50 laps, defended pretty well and made one slight mistake where I lost the front end and had to do a lift, and Helio Castroneves just got around the outside of me. "If I hadn’t had to do that lift I would have probably been champion that day, but that’s the way it is. "The hardest thing in motorsport is to get to the front. I'd love to be in that position again. I enjoyed leading and the good thing is it has given me the expertise to know what to do next time in that position." A 'very odd' Indy 500 The Indy 500 is normally held in May with more than 200,000 fans packing the grandstands at the Indianapolis Motor Speedway. This time, though, as has happened in all the F1 races this season, no spectators will be in attendance because of the coronavirus pandemic. Chilton spent lockdown in the UK after just managing to get back from the United States in time, and said he spent "12 weeks not doing anything", unable to race on a track between March and July. "I was just running and eating too much food, then trying to burn it off going on my bike," he added. "There was some naughtiness, some chocolate brownies and ice cream. "The first race back was a shock to the system fitness-wise, but you soon adapt again." Chilton competed in 35 F1 races for the Marussia team in 2013 and 2014 and now represents Carlin in IndyCar The race begins at 18:00 BST on Sunday, with Marco Andretti, grandson of 1969 winner Mario, on pole position, Sato third, last year's winner Simon Pagenaud 25th and two-time F1 world champion Alonso 26th. Chilton expects a thrilling, if unusual, race weekend and said: "IndyCar is massive here. You normally have 200,000 people and lots of things to do. "On Saturday you have the parade down town with 100,000 people, but now there is none of that and the next hive of activity will be the green flag on Sunday. "On Sunday morning it will be very odd and feel like a practice session. When you are barrelling down to turn one the grandstands are normally full. "But everyone will be racing as hard as ever with no crowd and the winning team and the driver will still celebrate but not get the full sensation of winning it. "We will mix the strategy up a bit and hopefully it gets us up in the action. It’s going to be different this year but it will still be an exciting finish."

  9. Ministers have extended the ban on landlords evicting tenants in England and Wales until 20 September, following fears thousands could lose their homes. In most cases, until the end of March, renters will also get six months' notice if their landlord plans to evict them. Courts had been due to resume cases on Monday after a five-month pause. Labour leader Sir Keir Starmer said the latest announcement just gave "renters a few more weeks to pack their bags". Housing Secretary Robert Jenrick said he was "supporting renters over winter" amid the ongoing effects of the coronavirus outbreak adding that, when the ban was lifted, the most serious cases of anti-social behaviour, other crimes, and unpaid rent for over a year would be heard first. One landlords' group described the blanket extension as "unacceptable". Before the pandemic, notice of eviction was usually two months. In Wales, that had already been extended to six until the end of September and remains under review. In Scotland, a proposal for six months of notice until March requires approval from the Scottish Parliament, and laws in Northern Ireland include a 12-week notice period. Warnings A survey by homelessness charity Shelter suggested that more than 170,000 private tenants have been threatened with eviction by their landlord or letting agent, and 230,000 in England have fallen into arrears since the pandemic started. Polly Neate, Shelter's chief executive, said: "It is right for the government not to lift the ban when it risks exposing people to eviction and the threat of homelessness with no means of defence. "The government must use this short window of time wisely to put proper safeguards in place for renters." Health bodies had warned that homelessness or moves that resulted in people living in overcrowded accommodation could risk higher numbers of Covid-19 infections. Politicians have now called for more than the latest extension to the ban. Labour's leader, Sir Keir, said "Such a brief extension means there is a real risk that this will simply give renters a few more weeks to pack their bags." Charities welcome extended eviction ban in Scotland Coronavirus in Wales: Tenants to get six months' notice for evictions He described the move as an "11th-hour u-turn" and said Prime Minister Boris Johnson had "stuck his head in the sand" for months, adding: "The ban should not be lifted until the government has a credible plan to ensure that no-one loses their home as a result of coronavirus." The former Conservative Communities Secretary, Lord Pickles, told BBC Radio 4's World at One that the ban should be extended into next spring. He said "periodic" extensions were "pointless" without further legislative action to give tenants more security. In a letter to judges, Master of the Rolls Sir Terence Etherton said that, having expected the end of the ban on Sunday, the proposal had been of "an extremely unusual nature and timing" but would allow further work to be done to prepare for the ban to be lifted. 'Unacceptable' Lawyers and landlords' groups have said that, even after a ban expires, there is little expectation of people who have faced Covid-related financial problems being swiftly told to leave properties. Ben Beadle, chief executive of the National Residential Landlords Association, said: "A blanket extension is unacceptable, especially so close to the deadline. This announcement satisfies no-one. "Landlords have been left powerless in exercising their legal right to deal with significant arrears unrelated to Covid-19, anti-social behaviour and extremely disruptive tenants who make life miserable for their neighbours and housemates. "Private landlords cannot be expected to foot the bill for government failure." This announcement lifts the immediate threat of eviction. Ministers also hope the new six month notice period will prevent a raft of evictions in the winter month. The move has been welcomed - but some are warning it is a sticking plaster and ministers need to use the time to come up with solutions. Some are suggesting a fund to help those who have fallen into rent arrears. But on the other side of the debate, the National Residential Landlords Association is worried, saying landlords had been left powerless in dealing with non-payment of rent. In Wales, tenants who have fallen into arrears are being aided with a saving scheme. Landlord groups have called for more help in England to reduce the financial pressures on landlords, in addition to mortgage holidays. For most tenancy types this notice must now be at least three months in England or six in Wales, but lodgers may get less notice If a possession order had already been made against you before 27 March 2020, then your landlord may apply for this to be enforced when the ban comes to an end. Nearly every streamer has to deal with the occasional troll, but as a Black woman in gaming, I have faced horrifying levels of racist and sexist harassment from belligerent strangers on the other side of the computer screen. Unfortunately, I’m far from alone, as the moderators at major platform, such as Twitch, turn a blind eye and fail to enforce their own, seemingly well-intentioned, anti-hate speech policies, leaving women, BIPOC and LBTQIA users vulnerable. Warning: Some graphic descriptions of harassment to follow. In two decades of online gaming, I have been stalked offline, threatened with rape and murder and even saw users steal my kids' pictures from Facebook so they could mock them in online groups. The feeling of helplessness and violation is something you never forget. But with gaming giants, such as Twitch and Microsoft, embracing the Black Lives Matter movement in recent months, you might think that these companies would be more conscientious about stopping bigotry on their platforms. However, based on my experiences and those of other streamers of color I speak to, it’s clear that the reality doesn’t live up to the rhetoric. The problem isn’t limited to Twitch or to streaming. I have the same problem when I game on Xbox Live. I’ve suffered aggressive and demeaning comments from men in response to me being a woman. One user even threatened to murder me and rape my corpse. This gave me nightmares and caused me to stop playing games for a few months.

  14. GCSE passes for England's pupils, in the most disrupted academic year in UK history, have risen dramatically. Grades have been awarded by schools, after exams were cancelled, and data shows 78.8% of papers were rated grade 4 or above. It was 69.9% in 2019. There was a rise of a quarter in the top grades - a 7 or above, which is equivalent to an A in the old system. The exams season has been dogged by chaos, with policy changes leading to grades being altered at the 11th hour. In the latest debacle BTec grades were pulled hours before pupils were to receive them although some schools are giving out grades, which were assessed by schools, anyway. And universities are still waiting for pupils' adjusted A-level results, while they attempt to squeeze as many as possible into the courses they have qualified for. Universities and the government have now agreed to honour all degree places - this year or next - to students who have obtained the right grades, but there are concerns about the funding of these. The watchdog's efforts to maintain standards through a, now discredited, algorithm led to problems for the awarding of A-levels last week and stress for students. In Wales, where grades are alphabetical, 26% of results were at grade A*or A - up by eight percentage points from just over 18% in 2019. Almost all pupils - 99.6% - received passes at A*-G grades, compared to 97.2% last year. In Northern Ireland, 37.1% of pupils achieving grade A* to A - up by 5.7 percentage points on last year. The numbers receiving A*-G grades increased by 0.9 percentage points to 99.7%. 'The U-turn was for the best' At Bolton's Canon Slade School, Sophie, 16, said she was "super happy" with a string of top grades which will allow her to start her A-level course in a few weeks time. Her sister Hannah received her BTec results last week and is "over the moon" with her distinction scores. At Bexleyheath Academy in London, parent Heather Dockerill said the results system could have been managed better: "These kids have been through hell." But her daughter Jess said that, in the end, she was relieved to have got the grades she needed for sixth form. Evie, 15, agrees it's been a challenging year, but but she's "over the moon" with the results. "My hard work has paid off so there's a sense of relief." Cory, 16, who did both GCSEs and BTecs said he was proud of his grades. "2020 has been unfortunate, but I feel like I've made the best of the situation and I've stayed happy for the whole year." Harriet, 16, relieved when her GCSE grades came through: "I honestly don't think I could have been happier with the results." "The U-turn was for the best." Graeme Napier, principal of Bexleyheath Academy, said it was great to see happy students. "It's reassuring that the awarding bodies have agreed to look at the results again - the important thing is that students get the results they deserve." 'Unprecedented disruption' Education Secretary Gavin Williamson said young people should feel "incredibly proud of all they've achieved in the face of immense challenge and uncertainty". "I also want to pay a special tribute to teachers and school leaders this year who have shown dedication, resilience and ingenuity to support their students to get to this moment." Geoff Barton, head of the head teachers' union ASCL, said students and teachers should be congratulated. On BTecs, exam board Pearson said it needed to look again at grades following the education secretaries' reversion to centre-assessed grades, which pushed results higher. However, the late decision is causing even further disruption to students seeking places in further and higher education. Heads' leader Mr Barton he could not understand why it had taken Pearson until so late to realise the implications of grade changes for its BTec qualifications. "It really does need to give an explanation of why this has happened. We feel desperately sorry for the students affected in a year when they have already undergone far too much disruption." Pearson said in a statement: "BTec qualification results have been been generally consistent with teacher and learner expectations, but we have become concerned about unfairness in relation to what are now significantly higher outcomes for GCSE and A-levels." But Labour's Shadow Education Secretary Kate Green said the delay to BTec results was absolutely disgraceful. She said demanded to know what had been going on since it became apparent that there was a problem with exam results, adding that the government was warned the algorithm might treat people unfairly.

The 2.65-liter system arrives with Intel's Core i7-10750H processor and Nvidia's Quadro RTX 3000 graphics card. The Zbox QCM7T3000 has a 8.27 x 7.99 x 2.45-inches (210 x 203 x 62.2mm) footprint. It's one of those systems that should fit on any desk. Zotac sells the mini workstation as a barebones package, meaning it only comes with the CPU and graphics card. The Core i7-10750H is a 45W Comet Lake processor that brings six CPU cores, 12 threads and 12MB of L3 cache. The hexa-core chip runs at a 2.6 GHz base clock speed and 5 GHz boost clock. Nvidia's Quadro RTX 3000, meanwhile, is a Turing-based graphics card with 2,304 CUDA cores and 6GB of GDDR6 memory. The graphics card also features 288 Tensor cores for AI workloads and 36 RT cores for ray tracing activities. Thanks to the two SO-DIMM DDR4 memory slots, you can have up to 64GB of DDR4-2933 memory on the Zbox QCM7T3000. Storage is a bit restricted though, as there is only sufficient space for a single M.2 2280 SSD and 2.5-inch hard drive or SSD. If you're a fan of Intel's Optane drives, the Zbox QCM7T3000 provides a slot for units up to 80mm. The Quadro RTX 3000 does all the heavy graphical lifting. The graphics card can power up to four displays. In regards to video outputs, the Zbox QCM7T3000 lands with two HDMI 2.0 ports supporting up to 4K resolution at a 60 Hz refresh rate and two DisplayPort 1.4 outputs that can do 4096 x 2160 resolution at 60 Hz. Competing among other desktops for professionals, the Zbox QCM7T3000 is heavy on connectivity. The system supplies up to two USB 3.1 Gen 2 ports (one Type-A and the other Type-C) and four USB 3.0 Type-A ports. The integrated 3-in-1 card reader takes care of SD, SDHC and SDXC microSD cards and two 3.5mm audio jacks for connecting your headphones and microphone. The broker’s desktop app builds on its existing platform by offering dozens of widgets that traders can use to trade shares, analyze price data, and monitor market news, and follows closely on the heels of updates to Webull’s po[CENSORED]r mobile app and the broker’s introduction of commission-free options trading in March. Webull launched in 2018, but in just three short years it has gained a following of more than 11 million users. Likewise, it's been announced that the bigger, "worldwide reveal" for Call of Duty: Black Ops Cold War will be happening August 26, exactly a week from today. Recent reports claim that Call of Duty: Black Ops Cold War will release sometime in October or early November and introduce a new Call of Duty: Warzone map, a new zombies mode, and a full campaign of its own. Newegg recently put up the deca-core processor for $499.99. Intel's Core i9-10850K is the 10th Generation Comet Lake-S family's newest member. As such, the processor is still based on the 14nm process node and lives on the new LGA1200 platform, just like any other Comet Lake-S CPU. The flagship Core i9-10900K is the closet relative to the Core i9-10850K, since both processors are manufactured with similar ingredients. They each feature 10 CPU cores, 20 threads and up to 20MB of L3 cache. In order to avoid cannibalization, Intel gave the Core i9-10850K lower clock speeds. It's likely that the chipmaker is recycling sub-par Core i9-10900K dies to make the Core i9-10850K, which would be a smart way to maximize profits. The lower clock speeds aren't enough to warrant a TDP (thermal design power) decrease, however, as the Core i9-10850K is still rated for 125W. You can drop the Core i9-10850K down to 95W, but that means you'll be gimping the chip down to 3.3 GHz.
