The vacancy motion was promoted by the spokesman for Renovación Popular, Jorge Montoya, and has the endorsement of his parliamentary group, as well as congressmen from Fuerza Popular, Somos Perú, Avanza País, Podemos Perú and Alianza para el Progreso.
According to the document, Castillo Terrones' permanent moral disability is based on a series of "objective facts." These include:

According to the regulations of the Congress, for the impeachment appeal to be admitted for debate, 52 votes are required.
