  1. Police in California raided a "chop shop" and recovered more than $600,000 worth of Chevy Camaros, Corvettes, and dismantled parts, earlier in March, officials said. The California Highway Patrol (CHP) San Joaquin County Auto Theft Task Force led an investigation that resulted in the bust on the afternoon of March 11. The illegal operation specialized in high-end Camaros and Corvettes. Ten Camaros and two Chevy Corvettes were recovered. Three men were arrested.Leading up to the arrests, the task force (made up of officers from CHP, San Joaquin County Sheriff's Office, San Joaquin County DA's Office, Stockton PD, Tracy PD, Manteca PD, and the San Joaquin County Probation Department) executed a search warrant regarding an auto theft investigation. The warrant was executed at a rural property in Tracy, California. The search uncovered an operation that was in the middle of dismantling several Chevy muscle cars. Aside from the dozen vehicles found in various stages of disassembly, cops also uncovered a stash of stolen parts. He then bought a house practically next door to me without telling me – I find it hard to believe this is a coincidence. He has also started coming to work events that he knows I attend – events he has never had any interest in before.   3. A man has been arrested after dozens of dead animals were left outside a community shop. The bodies of about 50 dead hares, a barn owl and a kestrel were dumped outside Broughton Community Shop in Hampshire earlier this month. A 37-year-old man from Totton has been arrested on suspicion of seven offences. They include various animal welfare and poaching offences, as well as a firearms-related offence. Warning: This story contains graphic images that some readers may find upsetting. Hampshire & Isle of Wight Country Watch sergeant Stuart Ross said: "Since this incident took place, we have been actively pursuing a number of lines of enquiry and working with partner agencies to establish the circumstances of what happened. "We are grateful for the help we have received from the local community and we'd like to thank them for their patience while we investigate what happened." The full list of offences the man has been arrested for are: criminal damage, night poaching, an offence under the Public Order Act, killing of a schedule 1 bird, an offence under the Animal Welfare Act, killing of brown hare in the closed season and an offence under the Firearms Act. An investigation by Hampshire Constabulary included examinations of the barn owl and kestrel, which revealed that both birds had been shot with a firearm. Both the kestrel and the barn owl are listed under Schedule 1 of the Wildlife and Countryside Act 1981, giving them legal protection. Volunteers for Broughton Community Shop found the animals scattered outside their building on 15 March. There had been a public outcry after pictures of the scene circulated on social media. And the Catalan giants were almost punished late on when Alberto Moleiro nearly snatched a draw for Las Palmas, using trickery to create space and hit a shot which Barca were relieved to see crash into the side-netting. Gaza ceasefire talks to resume in Cairo – reports Talks aimed at brokering a truce between Israel and Hamas in the Gaza Strip will resume in Cairo on Sunday, Egyptian outlet Al-Qahera reported, days after Israel’s prime minister, Benjamin Netanyahu, gave the green light for fresh negotiations. “An Egyptian security source confirmed to Al-Qahera news the resumption of negotiations on a truce between Israel and Hamas in the Egyptian capital Cairo tomorrow,” an anchor for the channel, which is close to country’s intelligence services, said in a broadcast on Saturday. Egypt, Qatar and the US have mediated previous rounds of negotiations, but a workable agreement has remained elusive. The mediators had hoped to secure a ceasefire before the start of Ramadan, but progress stalled and the Muslim holy month is more than half over. On Friday, Netanyahu approved a new round of ceasefire negotiations to take place in Doha and Cairo.   14. Gordon Brown has said the UK needs to get out of its “doom loop of poverty”. In doing so, he has endorsed a proposal from us at NEF to change the way the Treasury currently subsidises the Bank of England’s interest payments to the banking sector. He’s right that the Treasury could make billions from changing these interest payments – but the problem is, it could have no impact at all on how much the government lets itself spend. These savings might not be a magic wand for the country’s economic woes if we stay ruled by our arbitrary debt and borrowing restrictions (known as “fiscal rules”) . Here’s why. Private banks hold reserves at the central bank, and the central bank pays interest to the private banking sector for holding them. These interest payments began when quantitative easing flooded the banking system with excess reserves in the aftermath of the 2008/09 financial crisis. The level of interest paid on these reserves is determined by central bank interest rates, which are raised or lowered in order to shape the economy using monetary policy. However, as we have argued since 2022, paying interest on all reserves is not necessary for monetary policy to have its desired impact on the wider economy – and it was not central bank policy before 2009. Instead, by requiring banks to hold some reserves that pay zero interest and only paying interest on reserves in an excess tier, central banks can save money. Since September 2023, the European Central Bank (ECB) stopped paying interest on required reserves which, they say, “improves the efficiency of monetary policy”. While the ECB has changed, the Bank of England continues to pay interest on all reserves. We calculated tiering reserves could save the Bank between £1.3 – 11.5bn a year. The range of estimates depend on the level of reserve requirements. A 1% reserve requirement, equal to the ECB’s, would save £1.3bn; a 2.5% reserve requirement, equal to the Swiss National Bank’s, would save £3.3bn; and a 10% reserve requirement, lower than the requirements the UK had in the 1970s, would save £11.5bn. Due to an indemnity between the Bank of England and the Treasury, the Treasury has effectively been funding the interest on reserves. Therefore, tiered reserves wouldn’t just be saving money for the Bank of England’s monetary policy operations but taxpayers too. As Gordon Brown argues, the money saved could be spent on reducing child poverty. With higher reserve requirements, it could also help fund mass insulation of our draughty, damp homes, keeping households warm, energy bills affordable, and carbon emissions down. However, as the chancellor has obsessed over in the past few budgets, spending decisions are subject to our “fiscal headroom” – meaning the amount the chancellor can borrow before breaking our fiscal rules. This headroom is based on the fiscal rules set by the government itself, which require the Office for Budget Responsibility (OBR) to forecast that debt will be falling in 5 years’ time. Importantly, falling here doesn’t mean debt being lower than it is now, just lower than it is in 4 years’ time. Therefore, making a fixed saving of billions of pounds every year, starting in the first year of the forecast, could make no difference to the fiscal headroom. It wouldn’t change the amount by which government debt falls between the 4th and 5th year of the forecast and therefore wouldn’t show up as extra headroom for government spending. Think this sounds ridiculous? It’s because our fiscal rules are. This doesn’t mean politicians couldn’t spend the money the Treasury saves – in fact, headroom would come out the same whether they spent this saving or not. But the point is it reflects how such a blunt metric is not adequate to assess the UK’s ability to spend and borrow. When such metric receives countless speculation and media coverage, we should hold it to a higher standard than for it to fail to account for a yearly saving. It’s partly why many have come out to say our fiscal rules are fundamentally flawed. Not only does this headroom not grow when the Treasury makes savings, it also is modelled as immovable even when government investment could change our outcomes. The OBR, who conduct the UK’s fiscal forecast, have modelling assumptions that assume by default fiscal policy has no effect after five years, meaning any increase in government spending does not affect the economic output forecast after five years. It is no wonder then that the UK has an underinvestment problem when our economic forecaster shows negligible effects from cutting investment and the Treasury cuts investment budgets to meet fiscal rules. As shown in the OBR’s latest forecast, public investment will flatline in the next five years. Both the Conservatives and Labour see fiscal rules as sacrosanct. Jeremy Hunt has fixated on fiscal headroom despite criticism and Rachel Reeves has announced Labour won’t be too different. Meanwhile, our US peers have seen a globally exceptional recovery from the pandemic, likely spurred by its pandemic stimulus and Inflation Reduction Act. Rather than force debt and borrowing down, the US is expected to continue to increase borrowing while its economy recovers. This has funded an expansive green industrial strategy that is already seeing results in mitigating dangerous carbon emissions. Rachel Reeves is right to identify the success of the US’s economic recovery as something the UK government should follow. But her “Bidenomics on a budget” is setting Labour up to fail. Without the funds necessary to unlock investment, the UK will continue to stagnate, the cost of living will continue to bite, and our people and planet will continue to suffer from the effects of the climate crisis.   15. Two years ago, IMSA competitor Till Bechtolsheimer purchased the legendary British racing manufacturer Lola. The company has spent the past two years rebuilding the brand from the ground up ahead of a return to the world of racing, and that return has begun with a new powertrain partnership with Yamaha in Formula E. The Race first reported on Tuesday that Bechtolsheimer's revival of Lola would join the electric racing championship. An announcement in Tokyo confirmed the deal on Thursday, adding the crucial detail of a partnership with Yamaha. Lola and Yamaha are expected to supply an existing team in need of a powertrain, like the Abt team that was once Audi's factory partner in the series, when they join for next year's season 11. The Lola-Yamaha alliance joins Stellantis, Porsche, Mahindra, Jaguar, and the Electric Racing Technologies team in building powertrains for the series. Nissan, which provides power for both its factory team and McLaren's operation, announced later on Thursday that it plans to stick with the series until at least 2030. In its original iteration, Lola built cars that competed in sports cars and open-wheel racing throughout the world. The brand's Sixties sports cars were some of the best private owners could buy, highlighted by the T70 that won the 1969 24 Hours of Daytona and the Mk. 6 that became the basis of the first Ford GT. The brand also produced Formula 1 cars and American open-wheelers, although the American entries were more successful.   17. Plans to build a 10-hectare animal sanctuary alongside a spa and restaurant have been rejected by a council. The wildlife retreat in Trowell, Nottinghamshire, would have kept lions, hippos and giraffes. Broxtowe Borough Council rejected the plans on five different grounds, including building in the green belt. Applicant Reece Oliver, who keeps lions, pumas and tapirs at his farm in Strelley, previously said the sanctuary would "improve lives". Mr Oliver claimed to have searched more than 200 sites before choosing the land next to The Forge, according to the Local Democracy Reporting Service (LDRS). He told the council's planning committee on Wednesday: "Animals are my life – I have rescued hundreds, and it pains me I don't have the finances to do more. Arsenal tend to find their forwards and wingers as soon as they can, while Guardiola prefers to wait to attack if the path is not clear. They are in a different moment in life. Fighting rages unabated in Gaza despite UN security council demanding 'immediate ceasefire' Fighting raged unabated in Gaza on Friday, including around its few functioning hospitals, despite a binding UN security council resolution earlier this week demanding an “immediate ceasefire”. The news agency, Agence France-Presse (AFP) reports that the Hamas-run territory’s health ministry said dozens of people were killed overnight. Among them were 12 people killed in their home in the southern city of Rafah, which has been bombed repeatedly ahead of a threatened Israeli ground operation. Men worked under the light of mobile phones to free people trapped under the debris, AFPTV images showed.
