  1. Porsche unveiled the latest evolution of the Panamera last fall, sporting crisper styling, an updated cabin, and a horsepower boost. Initially Porsche only showed the base V-6 model and the range-topping V-8–powered Turbo E-Hybrid, but now hybrid powertrains are spreading across the lineup. The V-6–powered Panamera 4 E-Hybrid and 4S E-Hybrid will reach dealerships this fall and will slot in below the Turbo-badged model. A revised turbocharged 2.9-liter V-6 is at the heart of the new E-Hybrid models. While the V-6 produces 348 horsepower in the non-hybrid base Panamera, the 4 E-Hybrid's six-cylinder only contributes 300 horses. But adding in the oomph from the hybrid system's electric motor sees output rise to a total of 463 ponies and 479 pound-feet of torque. This is an increase of 8 hp over the outgoing 4 E-Hybrid, and Porsche claims the 2024 model will zip to 60 mph in 3.9 seconds. Upgrading to the 4S E-Hybrid, however, squeezes all 348 hp out of the turbo V-6. Paired with the electric motor—which produces up to 187 hp—sees the 4S E-Hybrid churn out a brawny 536 hp total, which is actually down by 16 over the old 4S E-Hybrid. Torque remains at 553 pound-feet, so the 4S E-Hybrid still makes the 60-mph dash in a claimed 3.5 seconds. The 180 mph top speed is 6 mph higher than that of the non-S model. Supplying the juice to the electric motor is the same new battery found in the Turbo models, which has a 21.8-kWh capacity. Porsche says the 11-kW onboard AC charger can replenish the battery in two and a half hours. The e-motor, which can also put out up to 331 pound-feet of torque, is situated in the housing of the PDK transmission where it is integrated into the same oil circulation, helping save weight. The E-Hybrid can run in full electric mode until the battery reaches a certain level of charge, and we estimate it will earn an EPA-rated electric range of around 30 miles. The Panamera then switches into Hybrid Auto mode, which blend the gas engine and electric motor as needed based on driving behavior and navigation. An E-Hold mode preserves the battery level while the E-Charge setting uses the engine—while above 34 mph—to recharge the battery up to 80 percent. Of course, since this is a Porsche, there are also Sport and Sport Plus modes. All new Panameras come with standard two-chamber air suspension with adaptive dampers. The E-Hybrid can also be fitted with Active Ride, which controls a hydraulic pump at each damper using the 400-volt electrical architecture in order to minimize body movements from bumps and maintain a level ride during quick driving. It also allows the car to raise and lower, which eases with ingress and egress. Visual differences between the models are subtle. The Panamera 4 E-Hybrid wears standard 19-inch wheels with black brake calipers, which the 4S E-Hybrid gets 20-inch wheels, red calipers, and silver tailpipes. On the 4S, the brake calipers—which are 10-piston units—can also be had in acid green and black, and Porsche carbon ceramic composite brake rotors can also be fitted if you opt for the 21-inch wheels. The new E-Hybrid models do not come cheap. While a base V-6 non-hybrid Panamera costs $101,550, the Panamera 4 E-Hybrid starts at $117,495. That's around $7K more than the 2023 E-Hybrid, while opting for the 4S E-Hybrid takes the base price to $128,795. Orders will open at the end of March in anticipation of deliveries beginning this fall. 4. The Ministry of Finance will submit a Tax Policy Strategy for Egypt 2024/2030 document to the National Dialogue next week, Minister of Finance Mohamed Maait said in a statement on Monday. Maait noted that this strategy does not include any new burdens on investors, any increase in tax rates, or adjustments in the tax brackets, adding that the new income tax law will be an incentive for economic sectors. Under the directives of President Abdel-Fattah El-Sisi, the second round of the National Dialogue will kick off Sunday, with a focus on the serious economic issues that Egypt is experiencing. New amendment for General Finance Law The cabinet has approved the amendment of certain provisions of the Unified General Finance Law and referred it to the House of Representatives for discussion next week, the minister stated. This amendment introduces what is called the "general government budget," to achieve the budget comprehensiveness principle, according to Maait. The general government budget includes the general state budget and the budgets of 59 economic entities in terms of revenues and expenditures, he explained. “This will be implemented gradually over five years, starting with the presentation of the general government budget during the upcoming FY2024/2025, including the general state budget and the budgets of 40 economic entities, after the approval of the House of Representatives,” said Maait. Moreover, he added that for the first time, after the issuance of this legislative amendment, the government will present 61 budgets, which are the general government budget, the budgets of 59 economic entities, and the general state budget. This amendment includes a fundamental change in the general state finances that contributes to improving financial indicators, according to the minister. The revenues of the general state budget along with 59 economic entities amount to about EGP 5 trillion, while the revenues of the general state budget alone amount to EGP 2.1 trillion, which leads to unrealistic indicators. Controlling debt Maait also stated that the concerned authorities are currently setting a debt ceiling for budget agencies and economic entities, to be determined annually and not to be exceeded except after the House of Representatives’ approval. “This comes in line with the state's efforts to put the debt-to-GDP ratio on a sustainable downward path,” he said. He added that they are working on extending the average maturity of the budget agencies' debt to four years in the medium term, instead of the current three years, to reduce the need for rapid financing. In this regard, the minister noted that Egypt’s debt-to-GDP ratio decreased from 103 percent in June 2016 to about 80 percent of the GDP in June 2020. Still, it started to rise again driven by the high inflation and rising interest rates, reaching 95.7 percent in June 2023. Maait also emphasized the government's commitment to continuously update the debt strategy annually to reduce its ratio and service to the domestic product. The International Monetary Fund (IMF) concluded its mission to Egypt earlier in February, through which the two sides had reached a staff-level agreement for pushing forward the ongoing $3 billion loan deal, besides a possible additional financing package. This comes amid the severe repercussions of both the war in Gaza and in Ukraine on the Egyptian economy. Supporting exporters The government continues its supportive journey for the export sector despite all internal and external challenges, the minister said. “We are launching a new phase of the ‘Instant Cash Payment’ initiative to support exporters, with around EGP 54 billion being disbursed to exporting companies since the implementation of the initiatives to settle the outstanding exporters’ arrears in October 2019,” Maait added. The minister indicated that the General State Treasury bears the value of the tax on built properties utilized in carrying out certain industrial and productive activities, representing 21 economic sectors for 3 years until the end of 2026, amounting to EGP 1.4 billion annually. Egypt plans to raise its annual exports to global markets to $100 billion annually. https://english.ahram.org.eg/NewsContentP/3/517994/Business/Tax-Policy-Strategy--to-be-submitted-to-Egypt’s-Na.aspx

  7. Microsoft is teasing the potential for unique Xbox hardware in the future and a powerful next-gen console. Four previously exclusive Xbox games are officially coming to the PS5 and Nintendo Switch soon, and Microsoft wants to reassure Xbox fans that it’s still very much invested in the future of its platform and hardware. In an official Xbox podcast today, Xbox president Sarah Bond teased that Microsoft will deliver “the largest technical leap” with the next-generation Xbox: We’ve got more to come. There’s some exciting stuff coming out in hardware that we’re going to share this holiday. We’re also invested in the next-generation roadmap. What we’re really focused on there is delivering the largest technical leap you will have ever seen in a hardware generation, which makes it better for players and better for creators and the visions that they’re building. Speaking to The Verge, Microsoft Gaming CEO Phil Spencer went a step further, teasing that the Xbox hardware teams are thinking about building different kinds of hardware. “I’m very proud of the work that the hardware team is doing, not only for this year, but also into the future,” says Spencer. “[We’re] really thinking about creating hardware that sells to gamers because of the unique aspects of the hardware. It’s kind of an unleashing of the creative capability of our hardware team that I’m really excited about.” Perhaps that unique hardware is an Xbox handheld. “We see a lot of opportunity in different types of devices, and will share specifics on our future hardware plans as soon as we are ready,” says Microsoft in an Xbox blog post today. There have been persistent rumors of an Xbox handheld, and Spencer has been liking posts on X that mention the possibility of this hardware. “I’m a big fan of handhelds,” says Spencer. “I’m a big fan, but nothing to announce.” He does admit that there’s still a lot of work to do on the Windows side for handheld gaming PCs. “One of the weak points in the experience on a ROG or the Lenovo [Legion Go] is Windows,” says Spencer. “How Windows works on controller input only on that kind of DPI, on a smaller eight- or seven-inch screen. That’s a real design point that our platform team is working with Windows to make sure that the experience is even better.” Before the next-generation Xbox and potentially even a handheld, it sounds like the leaked discless Xbox Series X and new controller might still be a thing. “We have a robust and innovative multi-year hardware roadmap including more console and controller options for you this holiday,” says Microsoft in a blog post. “Xbox players will know that their games are built to maximize the latest features of our hardware and services.” https://www.theverge.com/2024/2/15/24073723/microsoft-xbox-next-gen-hardware-phil-spencer-handheld
  8. On an average day about a dozen new games are released on Steam. And while we think that's a good thing, it can be understandably hard to keep up with. Potentially exciting gems are sure to be lost in the deluge of new things to play unless you sort through every single game that is released on Steam. So that’s exactly what we’ve done. If nothing catches your fancy this week, we've gathered the best PC games you can play right now and a running list of the 2024 games that are launching this year. Release:‌ February 15 Developer:‌ Experience, Ghostlight LTD The first Death Mark game was a gratifyingly odd Japanese horror, so I was surprised to see this sequel release last week: I hadn't known it was in development. It's a visual novel with first-person point 'n' click adventure sleuthing elements, though this new instalment adds a small amount of exploration thanks to its side-scrolling navigation. The protagonist is a Spirit Doctor sent to the fancy Konoehara Academy to investigate some pesky supernatural visitations. What follows—if it's in any way like the first Death Mark—is an atmospheric and occasionally disturbing story with a really, really gorgeous art style. This Early Access tycoon sim is about building and running a newspaper in early 20th century New York. Once you've got a daily out on newsstands, it's time to decide what goes in the paper, what gets left out, and whose agenda you're going to disseminate—whether opportunistically or by force. Which is to say that if you publish something the mafia doesn't like, for example, that might have consequences. Whether playing as a flagrantly unethical publisher or as a truth-dedicated paragon, News Tower still has you picking and choosing from various 1930s news stories and space is limited. This Early Access build includes the period 1930 to 1932; the final build will go all the way up to 1939. Long in Early Access, this stylish open world skater has finally hit 1.0 and it looks great, especially if you loved Jet Set Radio and Rollerdrome. Neon Tail is similarly about skating on rollerskates, not a skateboard, and there are ways to gain "strange super powers" to make your trips around the neon-hued Bluepulse City more dramatic. Oh, and there are aliens, so getting rid of those with guns and various bizarre melee attacks while moving balletically around on wheels is also on the menu. Looks like a lot of fun. Release:‌ February 15 Developer:‌ Squidbit Works 8-bit platformers with grainy dark fantasy pixel art are among my very favourite things, so of course I'm including Lords of Exile this week. It's basically an old school Castlevania instalment (back when they were linear), but if you're a bit younger it may be more useful to reference Bloodstained: Curse of the Moon. There are eight levels, two playable characters, a boss rush mode and more annoying enemies with hard-to-hit movement patterns than you can wave a katana at. Release:‌ February 17 Developer:‌ FLEB The name seems self-explanatory and not particularly promising, but this free puzzler offers up not just 20 simple mazes but 20 new twists on mazes. One maze needs to be folded in a certain way to be completable, another has destructible walls, and yet another puts you in control of the maze itself, repositioning around the navigating dot. It's free, takes about two hours to complete, and is sitting on an "overwhelmingly positive" ranking on Steam. Seems like a no-brainer. Shaun Prescott is the Australian editor of PC Gamer. 14. One month deep into the year, Samsung is going strong with a new security update for several devices. Here’s the full list of devices receiving the February 2024 security update. What’s new in Samsung’s February security update Because of the nature of the update, Samsung isn’t bringing any big changes to One UI 6. Instead, there are a few tweaks to the software that will better protect users against malicious attacks or other vulnerabilities baked into the system. If the February security patch is available for your Galaxy device, be sure to update it when you’re able. Security threats change fast, and keeping your device updated means the best chance of avoiding attacks. Devices with the Samsung February 2024 security update The February security patch is going to follow the same recipe other security updates have in the past. Samsung’s most recent flagships will see the update first, followed by the po[CENSORED]r midrange devices. Samsung prioritizing midrange devices a little more than in the past is something we’ve seen more of in the past year, and it’s a welcome shift. This month, the Galaxy Z Flip 3 was the first phone to see the One UI 6 security update. Beyond that, the Z Fold series has been spotted with the patch, as well. Interestingly enough, Samsung has not pushed the widely available February security patch to the Galaxy S24 series – the company’s latest flagship lineup. Instead, the Galaxy S20 series saw the update before other S devices. It makes sense, as Samsung has noted that the Galaxy S24 lineup has just been added to the group of devices receiving the monthly security update. https://9to5google.com/2024/02/13/samsung-february-security-update/
  15. TOKYO, Feb 15 (Reuters) - Japan's Renesas Electronics (6723.T), opens new tab on Thursday said it would buy electronics design firm Altium (ALU.AX), opens new tab for $5.9 billion in cash, as the acquisitive automotive chipmaker looks to offer digital device design to customers. The acquisition places Renesas at the forefront of dealmaking and investment in Japan's chips industry, with the government making efforts to improve competitiveness and boost supply chain resilience against geopolitical shocks.Renesas, which manufactures chips for automakers such as Toyota (7203.T), opens new tab and Nissan (7201.T), opens new tab, aims to provide device design through the purchase of Altium, which offers digital tools for engineers and designers devising circuit boards. "As long as we remain a traditional device manufacturer we will only be marginalised," Renesas CEO Hidetoshi Shibata said at a news conference. Renesas has offered A$68.50 per Altium share, 34% more than the stock's Wednesday closing price, and said it will finance the purchase with cash on hand and bank loans.Altium is headquartered in the United States and listed in Australia. It booked sales of $263 million in the year ended June with an earnings before interest, tax, depreciation and amortisation margin of 36.5%. "This is going to help us execute at a faster pace," Altium CEO Aram Mirkazemi told the news conference. The deal has been approved by both companies' boards of directors but requires approval from Altium shareholders, an Australian court and regulators, Renesas said. It expects the deal to close in the second half of the year. Renesas' share price fell as much as 4.9% after the announcement before paring losses to trade down around 1.3% at 2,568 yen in the afternoon session. Altium shares, which this year had risen 9.4% as at the last close, jumped 28% to A$65.83. "They don't seem to be overpaying," said chief strategist Tatsunori Kawai at au Kabucom Securities. "But the fact (market) players are not reacting positively also means they are still unconvinced about how this deal would contribute to the company's long-term growth." Altium said its board recommended the deal in the absence of a superior offer and subject to an independent expert concluding it was in the best interests of its shareholders. "It's a strong endorsement of Altium's strategy and its performance," said Mirkazemi. Altium rejected a $3.9 billion takeover bid in 2021 from software company Autodesk (ADSK.O), opens new tab as too low. Autodesk later ended talks. "Given unanimous support from the board, as well as the large premium to prior close, we would expect the transaction to be supported and go through," analyst Paul Mason at E&P Capital wrote in a client note. JAPAN DEALMAKING Japan was the only major Asian market to see growth in outbound merger-and-acquisition deals in 2023, with a 71% jump from the year earlier to $56 billion, showed LSEG data in late December. Its outbound deals peaked in 2018 at $178 billion. In recent weeks, Nippon Steel (5401.T), opens new tab announced a $14.9 billion deal for U.S. Steel while homebuilder Sekisui House (1928.T), opens new tab sealed a $4.95 billion deal for U.S. builder MDC Holdings (MDC.N), opens new tab, as Japanese companies develop revenue streams overseas to offset deteriorating demographics domestically. Renesas itself was created in 2010 through a merger of NEC's (6701.T), opens new tab chip division and Renesas Technology, which in turn was established through a merger of the chip operations of Hitachi (6501.T), opens new tab and Mitsubishi Electric (6503.T), opens new tab. The struggling company achieved a turnaround under a government-backed fund - which later sold down its stake - after closing plants and laying off workers. It then went on an overseas spending spree with a $3.2 billion deal for chipmaker Intersil in 2016 and $6.7 billion purchase of peer Integrated Device Technology announced in 2018. Last month, the chipmaker said it would buy U.S. power semiconductor company Transphorm Technology (TGAN.O), opens new tab for $339 million as it looks to build its business in gallium nitride chips used in electric vehicles. 16. The competition between companies such as AMD, Intel and Nvidia shows no signs of slowing and 2024 looks set to be a hugely exciting year for PC enthusiasts and gamers with AMD's Zen 5 Ryzen 8000 series and Intel's 15th Gen Arrow Lake CPUs due as well as new graphics cards from AMD and Nvidia. This is off the back of 2023, which saw AMD's Ryzen 7000X3D CPUs launch with the Ryzen 7 7800X3D widely regarded as the best gaming CPU out there. We also saw Nvidia's RTX 4070, 4070 Ti, 4060 and 4060 Ti launch this year as well as Intel's 14th Gen CPUs. Here's my list of the top five PC hardware launches to look forward to in 2024.AMD has a new architecture planned for 2024 and Zen 5 will also use a smaller 4nm manufacturing process ushering in yet greater power efficiency to its already substantial lead over Intel in this area. Of course, the new architecture will also mean more performance, but it will also be compatible with current Socket AM5 motherboards. AMD's Ryzen 7000 series along with its Zen 4 architecture launched all the back in the last months of 2022 and despite it having a huge active fan base and the Zen 4 being highly anticipated, it came at a time of increasing prices and tightening wallets and AMD had the added task of forcing any would-be upgraders to invest in expensive DDR5 memory and new motherboards too. This time, though, memory and motherboard prices are far more reasonable than they were at launch. Since then the Ryzen 7000 series has gained traction and the 3D V-Cache gaming-centric models launched earlier in 2023 certainly helped. However, Intel matches or betters AMD's latest CPUs in most tasks except in games that benefit the most from 3D V-Cache and the Ryzen 8000-series is largely seen an important test for AMD's new Socket AM5 platform. And It’s Perfectly Legal. It has reiterated it's support for Socket AM5, which will see new processors till at least the end of 2025 and possibly beyond that so even buying into the new platform late in 2024 when Ryzen 8000 is due to launch will still make sense seeing as there will likely be another few generations of processors launched after Ryzen 8000 too. Current Ryzen 7000 owners will likely need to upgrade their motherboard's BIOS but CPU coolers will still be compatible as the socket is staying just as it is and it goes without saying that if you own a current 600-series AMD chipset motherboard, it will be compatible with Ryzen 8000 too. https://www.forbes.com/sites/antonyleather/2023/12/29/the-top-five-pc-hardware-launches-coming-in-2024/?sh=28cb783230d6

Here's a moody and meditative visual novel set in Shanghai at the beginning of the 21st century. Protagonist Baichuan receives a note from long-estranged ex-girlfriend Qiuyu, which prompts a melancholy reassessment of not only Baichuan's life, but the lives of his closest friends. Poised between aching nostalgia and the search for optimism, Shanghai Dreaming is elevated by its gorgeously detailed anime art style, and will probably appeal to fans of Life is Strange. As the name implies, Pixel Noir is a crime noir adventure with pixel art graphics. Set in seedy Pinnacle City and explored from an isometric perspective, the protagonist is a disgraced former cop who is now "the cheapest Private Eye" in the business, which suggests he's probably pretty dodgy. Or, it suggests he's not averse to taking up some pretty trifling tasks, like searching for missing pets. He will get his hands messy though because there's turn-based combat, which pits you and your miscreant crew against the thugs of Pinnacle City. Pixel art and noir don't seem like the best fit but this looks great. Release:‌ February 7 Developers:‌ iFAction Studio River Town Factory exited Early Access into 1.0 last week, and it's an interesting hybrid of cosy game, RPG and automation sim. I like the premise: after a meteorite disaster, the player-character is transported a thousand years into the past with all the knowledge of the modern world intact. That means you can show those antiquated bozos how to build some pretty crazy stuff. Don't expect to pull that off without the usual fishing around for resources, which is where the combat and RPG elements come into play. It looks like iFAction Studio has thrown everything into the pot with this one; there are even mechs. You could probably sink hundreds of hours into it.
