The long-awaited bill will replace a 2019 law that has proved problematic for citizens wishing to reconcile with state authorities on their construction violations. The new draft bill will make it easier for owners of illegal buildings to reconcile with municipal authorities and go legitimate in return for paying reconciliation fees, said Minister of Parliamentary Affairs Alaaeddin Fouad. The amendments aim to “pave the way for a new construction code that all will respect," Fouad told the joint committee. The government, Fouad noted, had heavily discussed the bill to guarantee all issues related to construction violations would be solved. The bill grants a 25 percent discount to those who pay reconciliation fees in full or through instalment payments over no more than five years. It will also legalize constructions that were illegally built on state-owned lands or with a distinct architectural style in return for paying the reconciliation fees. The bill mandates the formation of committees in all governorates to examine the reconciliation requests. The government will direct the collected reconciliation fees toward building housing units for low-income citizens, said the parliamentary affairs minister. Mohamed El-Fayoumi, head of the housing committee, said the bill “serves the interests of citizens as it helps them resettle construction disputes and violations in a much easier way." It also helps put an end to the informal housing phenomenon, which has swept the country since the 1980s and led to the proliferation of haphazard communities and slum areas, said Al-Fayoumi. Ahmed El-Signi, head of the local administration committee, said hopes are high that the new bill will solve the problems faced by citizens under the current 2019 reconciliation law. El-Sigini estimated the construction violations at around 2.8 million. The new bill is expected to be on the agenda of the parliament's debates when it reconvenes next Sunday 19 November. https://english.ahram.org.eg/News/512311.aspx

An outbreak of an undetermined illness among dogs at the Prince George’s County animal shelter prompted officials to close the facility to the public and temporarily halt dog adoptions, according to a news release late Thursday. Fast, informative and written just for locals. Get The 7 DMV newsletter in your inbox every weekday morning. Noting that the decision comes amid a nationwide increase in canine illnesses, officials said they were taking swift action to contain the problem. “As we are seeing an uptick of this disease strike shelters nationwide, we are acting out of an abundance of caution to help stop the spread of this disease,” David Fisher, associate director of the county’s Department of Animal Services, said in a release. “The best place for a dog to be at this time is in a home being watched carefully by their owner.” Linda Lowe, public information officer for the county’s Department of the Environment, said that as of Friday, tests had ruled out parvo, a very contagious viral disease that usually causes acute gastrointestinal illness in puppies, and canine influenza. She said officials had not yet determined what was causing the illness.Lowe didn’t specify how many dogs are affected by the closure or what kind of symptoms they’re showing. She said more data should be available next week. The announcement of Prince George’s County’s animal shelter pausing dog adoptions comes after the American Veterinary Medical Foundation said last month that veterinarians in multiple states have seen cases of canine infectious respiratory disease complex. The number of cases nationwide is unknown, the AVMF said, but officials in Colorado, New Hampshire and Oregon are collaborating with state and federal veterinary diagnostic laboratories to find the root cause of the illness.Prince George’s County will focus on stopping the spread. The illness, the agency said, hasn’t spread from dogs to any other animals in the facility. Shelter heads in the District, Montgomery County and Fairfax County said they are not seeing cases of unknown illness in their shelter dogs. However, the news out of Prince George’s County has placed nearby shelters on alert, said Reasa Currier, director of the Fairfax County Department of Animal Sheltering.Currier noted that there has been an increase in upper respiratory illnesses in the region and said that her shelter hit a peak of infection around last summer and early fall when about 50 to 75 percent of its dogs had some type of mild upper respiratory-type symptoms. At least 70 to 80 dogs were in the shelter’s care at that time, she added. Share this article Share Currier said officials believe both canine influenza and canine upper respiratory disease complex were to blame, and that the illnesses were spread when dogs that were infectious, but not symptomatic, entered the shelter. She said the shelter was able to recover from the outbreak through individualized treatment plans for dogs and enhanced infectious-disease protocols for staff. Many of the dogs in the shelter’s care had mild symptoms that cleared rather quickly, removing the need to close the shelter to the public or halting adoptions, Currier noted.“We’re watching the news in Prince George’s County and it’s disheartening to see … it’s very difficult for organizations to manage these outbreaks,” Currier said, adding that infectious respiratory diseases and canine influenza can be very infectious. “These respiratory diseases are spread through direct dog-to-dog contact. They’re also spread [through] droplets created by coughing or sneezing.” There’s no danger to humans with these illnesses, Currier said, but pet parents can take precaution by avoiding communal water bowls and toys and washing hands if they touch other dogs. The best action owners in communities can take will be to make sure their furry friend is up to date on its vaccinations as well, she said. Prince George’s Animals Services Facility and Adoption Center advise pet owners to limit visits to dog parks, doggy day cares, groomers and other public places where dogs interact with each other. https://www.washingtonpost.com/dc-md-va/2024/01/04/dog-illness-closes-shelter-prince-georges/

Super Bowl XLVIII odds are on the move again as we get ready for the NFL playoffs. As the regular season wrapped up, the San Francisco 49ers remained alone atop the Super Bowl oddsboard at +230, dipping slightly from +210 last week. The Baltimore Ravens remained at +350, seconds behind San Francisco. Making a hard charge are the Buffalo Bills, who moved from tied for fourth at +950 to third at +650.The Cowboys beat the Washington Commanders 38-10 and moved from +850 to +750. That win, combined with the Eagles' 27-10 loss to the New York Giants, gave Dallas the NFC East Division title and the second seed in the conference. That means the Cowboys will have home-field advantage until the NFC Championship Game. FOX Sports' Skip Bayless, host of "The Skip Bayless Show," pointed out the Cowboys have won 16 in a row at home. "How ‘bout those Cowboys? … Think about this: I predicted the Eagles' collapse long, long ago," Bayless said. "I said their defense was torchable and vulnerable. I don’t think they can beat Baker Mayfield & Co. at Tampa. That would mean, if [the Cowboys] beat Green Bay and Tampa wins and the Rams win at Detroit – I believe the Rams will beat the Lions at the Lions – that would mean Baker & Co. would come to Dallas." Also making a big move were the Texans, who won three of their past four games to capture the AFC South. The Texans moved to +4500 from +8500. Who are you backing to win Super Bowl XLVIII? Nora Fatehi's dancing and fashion skills are at par with each other and when they both come together, expect a celebration like no other. An electrifying start to the new year ahead was on the cards for Nora Fatehi or at least her outfit choice of the night was indicative of it. It was a New Year's Eve bash in Goa and she grooved to her tunes dressed in an electric blue co-ord set that included a blue halter crop top and cutout cargo trousers. The blue co-ord set is strategically structured to cinch her waist further but with an extra dose of crystals that embellish her entire outfit. In case that wasn't already enough, her dancing shoes add a monochrome touch perfectly. Her confidence shines as always in anything she wears but her glamorous makeup and hair sure are a bonus. Unlike her signature minimal soft glam, it was glitter and curls all the way for this Bollywood beauty, to not just dance to her tunes but for others to groove to it too.Nora Fatehi loves all things glitter and would rather leave the room than have a dull moment. Her latest cover for Lifestyle Asia recognised her love for sparkle and ensured she did just that in an embellished sheer catsuit. No room is too dark for Nora Fatehi. When it comes to experiments with fashion, we're yet to find someone who does it better than Nora Fatehi. f you look ahead on the roadmap to 2024, some impressive parts are coming from AMD, Intel, and Qualcomm, targeting your PC that will change dramatically how these machines work. This period is when hardware tries to catch up with the generative AI trend, and our PCs, tablets, and smartphones get smarter. But the real battle will be on PC CPUs which will increasingly get GPU and NPU capability — or VPU if we are talking about Intel — and as a result, performance and battery life should get huge bumps. Given that these products will all be relatively new, their real benefits may not show up until 2025 as software evolves to take advantage of the latest hardware features. Let me lay out the battlefield for you and showcase that this fight will also open the door to new competitors like Nvidia that will step in to shift the marketplace. We’ll close with my Product of the Week, a new workstation from HP that is the quietest I’ve ever tested. It’s Intel’s Market To Lose Intel is the established vendor when it comes to mobile parts, so this war is on Intel’s traditional battlefield. The product to watch is code-named Lunar Lake, arguably the most significant advancement Intel has ever made for a PC platform. On paper, this product should be more than good enough if it weren’t for the fact that Intel has undergone both layoffs and a salary adjustment where employees get reduced income. These two events are typically very damaging to morale and productivity and could put the timely release of this product, due in 2024, in question. In addition, the revolutionary nature of this product will require a more robust campaign than Intel has recently executed. It continues to struggle to retain a chief marketing officer at a time when it will need a Dennis Carter-level of execution. Intel has not adequately supported CMOs since early this century, which adds concerns about the company’s ability to execute this launch fully. Fortunately for Intel, it is the entrenched vendor in mobile parts. However, AMD has been making inroads, so a failure to execute here could give AMD and Qualcomm a huge boost in their efforts to dethrone Intel. AMD Recently, AMD has been firing on all cylinders. When it says it’s going to do something, it happens. AMD is expected to have a similar product to Intel’s Lunar Lake in the market in 2024 and has indicated it will have pivoted sharply to generative AI tools to create it. The use of AI in this context is doubly important and may indicate some risk because AI continues to be a driving force, and a vendor actively using the technology should have better insights on how to optimize hardware for it. Also, we expect AI to be a significant sales driver for this entire PC hardware class. Again, however, as with Intel, the exposure for AMD is marketing. Never a marketing powerhouse, AMD is like most engineering-driven companies in that it underfunds marketing, which means it may not get the credit for its advancements that it otherwise would. With the right marketing campaign and an Intel miss (this last is likely, as noted above), AMD could take a major laptop share. But this potential may remain unmet without the interest or ability to fund and run such a campaign. Should Intel miss its deadlines, AMD is the most likely to benefit, given that it will already be in the market with a similar alternative. Qualcomm Qualcomm is in a unique position due to its dominance in the smartphone space. It is developing a fresh new PC processor design co-developed with Nuvia, which Qualcomm acquired in 2021 for $1.4 billion. There is increased interest in integrating smartphones with PCs, and nobody should be able to do that better than a vendor aggressively working to improve both platforms. However, to make this work, Qualcomm’s marketing requirements are significantly higher than those of Intel or AMD due to its negligible presence in the PC market. Qualcomm recently lost one of its early design wins, the HP Folio, to Intel, even though the resulting product only offered about a third of the battery life compared to earlier Snapdragon-based alternatives. Qualcomm’s higher marketing requirement is because it is the most different. Both Intel and AMD are x86-based, while Qualcomm is uniquely ARM-based. ARM isn’t pleased with Qualcomm or its effort because it feels that Qualcomm should pay it more for a PC platform license. The litigation between ARM and Qualcomm has the potential to damage the initiative significantly, and Qualcomm is already in the weakest position of the three vendors mentioned so far. This brings us to… Nvidia Nvidia’s plan to buy ARM fell through, leaving the company high and dry on the CPU side but continuing to execute well with its GPU products. Nvidia also licenses from ARM, but, unlike Qualcomm, due to its vastly smaller commitment to that company, it could switch to RISC-V, an equivalent product to ARM that appears to lack the ARM financial troubles left over from the failed acquisition. Nvidia’s plan to buy ARM fell through, leaving the company high and dry on the CPU side but continuing to execute well with its GPU products. Nvidia also licenses from ARM, but, unlike Qualcomm, due to its vastly smaller commitment to that company, it could switch to RISC-V, an equivalent product to ARM that appears to lack the ARM financial troubles left over from the failed acquisition. Nvidia is a wild card here but has more AI presence than the other three vendors combined, so whatever they do will likely significantly impact the marketplace. Its latest RTX 4060 card is an impressive showcase of the level of performance a vendor can bring to the market for a small amount of money. With the right combination of CPU, GPU, and NPU (neural processing unit), Nvidia could move in and steal much of this market from the other players. We don’t know what Nvidia will replace ARM with as it moves ever closer to becoming a solution vendor. Wrapping Up 2025 will be the year of massive laptop chip wars with Intel entrenched but weakened, AMD performing well but continuing to underfund marketing, and Qualcomm not yet in the market with its next-generation PC part and appearing to underfund its marketing. If any of these vendors can step up and meet their timeline objectives and find a way to fund demand generation marketing for new parts, they could own or take this market. While I’ve listed Nvidia as a wildcard, RISC-V is a wildcard also and could be used by Qualcomm, Nvidia, or some new arriving vendor to pivot the market from x86 to a more forward-looking AI-centric alternative. The good news for all of us is that in 2024, at least by the end of it, we should see laptops with 20+ hours of battery life without sacrificing performance. I hope we’ll also see some new designs that better embrace sustainability and reduce electronic waste. Tech Product of the Week HP Z8 Fury G5 Tower Workstation Workstations are an interesting product category because it’s usually the engineer who uses them that specifies their configuration rather than the IT department. These tools are tied directly to the productivity of the engineer, graphics artist, researcher, architect, or other creative professionals using them. Workstations come with industrial processors, typically from AMD, or in this case, Intel Xeon, and a professional GPU from Nvidia or AMD. This HP Z8 Fury G5 has an Nvidia T400 card. They are equipped with error correction code (ECC) memory, which is rarely used in mainstream PCs, to reduce defects in the coding done on them. Priced starting at $5,320, the HP Z8 Fury G5 is a decent mid-range workstation with solid performance and some of the quietest usage experiences I’ve ever heard. This thing redefines quiet. My main PC is a water-cooled unit, and even it makes more noise than this HP box. Another differentiator for this HP workstation is that it uses Wolf Security to protect it, which is arguably the best of the OEM-based security programs. Finally, this workstation is surprisingly light, 10 or 20 pounds lighter than my gaming rig, which is unusual for a workstation since they traditionally tend to be a handful. But this one was surprisingly light, making it very useful for some remote implementations, particularly when office space is fluid and requires frequent PC movement. The HP Z8 Fury G5 workstation is an impressive product — from its low error rate performance to its noiseless fans and relatively light weight — making it ideal for my Product of the Week. https://www.technewsworld.com/story/2024-and-how-the-coming-cpu-war-is-likely-to-play-out-178325.html

The survivors-like genre is perfect for mobile considering the simplicity of the gameplay. The latest addition to this party is Pickle Pete from Frojo Apps. The game is a 2D survival affair about a mutated pickle. Each world comes with a series of levels made up of small contained arenas. You start off with just one weapon and whatever gear you've equipped to fight the hordes as they emerge from the ground. Things get hectic pretty fast so you'll need to make sure you always have a way out of a tight spot, otherwise you'll find yourself in a pickle. It's quite common to name a piece of media after the character, and sometimes that's all you need. Pickle Pete keeps things simple and you can fill in the gaps easily. You are Pickle Pete, a mutated pickle that may or may not be the size of the average human. He has been altered to be able to wield a variety of weapons effectively. This is because he seems to be the only line of defense against waves of undead and mutant monsters rising from the earth. Pickle Pete will need to stay on the move as he grows as many arms as possible to get a full 360-degree attack range. It may seem that there's not a lot to a survivors-like game, but the trick is to make it entertaining. Pickle Pete does this in a variety of ways. The most notable is the art style. It has the charm of a flash game while still feeling modern. The most amusing part is how the titular character will continuously grow additional arms as he gets more weapons and each one has a distinct animation. The enemies are another point in its favour, with each managing to avoid overlapping and giving you a headache. Then there's the sheer variety, which is another aspect of a good survivors-like. Pickle Pete has an appealing look, but you can customise him however you want. Playing through levels will unlock additional clothing items and weapons to add to your loadout. In addition to each piece having a different style, they also come with their own perks which only improve as you level up. The game is also quite generous with the number of rewards you can earn without playing feeling like a grind. Pickles are a common food, but not everyone likes the taste and not everyone will like the design of Pickle Pete. An issue that quickly becomes apparent is the size of the arenas. Each level is the same (based on the world's theme) with the only change being the type and number of enemies that appear. Though they start off slow, it's not long before things get crowded. Best survival games for iPhone and iPad This is to be expected in survivors-like titles, but here it can pose a problem. Not only is the space limited, reducing your options, but Pickle Pete himself is not the most manoeuvrable guy. He's a bit slow and will have a lot of trouble weaving through the hordes as time goes on. The fact that he also has a sizable hitbox makes him a pretty big target to take lots of hits in a matter of seconds. Pickle Pete is a 2D survivors-like affair about a mutant pickle with enough arms as weapons fighting against mutant undead forces. It works well for mobile with an amusing graphics style and lots of customisation options. It has issues that come from the combination of a restricted playing space and a big slow protagonist. But, if you find yourself in a market full of zombies, you should grab a jar of Pickle Pete. https://www.pocketgamer.com/pickle-pete/review/
