US President Donald Trump has presented his long-awaited Middle East peace plan, promising to keep Jerusalem as Israel's undivided capital. He proposed an independent Palestinian state and the recognition of Israeli sovereignty over West Bank settlements. Standing alongside Israeli PM Benjamin Netanyahu at the White House, Mr Trump said his proposals "could be the last opportunity" for Palestinians. Palestinian President Mahmoud Abbas dismissed the plans as a "conspiracy". "I say to Trump and Netanyahu: Jerusalem is not for sale, all our rights are not for sale and are not for bargain. And your deal, the conspiracy, will not pass," he said in a televised address from Ramallah in the West Bank. The blueprint, which aims to solve one of the world's longest-running conflicts, was drafted under the stewardship of President Trump's son-in-law Jared Kushner. Thousands of Palestinians protested in the Gaza Strip earlier on Tuesday, while the Israeli military deployed reinforcements in the occupied West Bank. The joint announcement came as both Mr Trump and Mr Netanyahu faced political challenges at home. Mr Trump is the subject of an impeachment trial in the US Senate while the Israeli PM on Tuesday dropped his bid for immunity on corruption charges. Both men deny any wrongdoing. David Friedman, the US ambassador to Israel, said that the timing of the announcement was not tied to any political development, adding it had been "fully baked" for some time.

Fourth Test, Johannesburg, (day three of five): England 400 (Crawley 66; Nortje 5-110) & 248 (Root 58, Hendricks 5-64) South Africa 183 (De Kock 76, Wood 5-46) South Africa require 466 to win England are closing in on a series victory after setting South Africa an unlikely 466 to win the fourth Test in Johannesburg. Mark Wood completed a five-wicket haul as the home side were bowled out for 183 before the lunch break on day three. England had an advantage of 217 runs, but declined to enforce the follow-on, instead opting to bat the Proteas out of the match on a pitch starting to show signs of uneven bounce. Dom Sibley made 44 in steady progress to 92-2, after which a cluster of wickets fell amid England's desire to push on after tea. Captain Joe Root played a number of one-day strokes in his 58, sharing stands of 46 with Sam Curran and 34 with Wood. Root was dismissed off the last ball of the day, his side 248 all out and now with two full days to take the 10 wickets that would seal a 3-1 series win - only their second overseas success in four years. South Africa's hopeless situation was compounded by the loss of opening bowler Vernon Philander, who pulled up with a hamstring injury in what will be his final Test before international retirement. Not only that, but Philander became the latest player in this series to be sanctioned by the International Cricket Council, being handed a fine of 15% of his match fee and one demerit point for using "inappropriate language" after dismissing England's Jos Buttler on day two. England nail it down In reality, England's decision to bat again ensured much of the day would lack drama and instead be about the tourists moving to a position from which they were happy to bowl again. With the Proteas 88-6 overnight, England may have still been entertaining the follow-on when Philander fell to Chris Woakes in the first full over of the day, only for a stand of 79 between Quinton de Kock and Dwaine Pretorius to dispel that notion. Therefore the match continued, but the contest was put on hold. It is to South Africa's credit that England's second innings was not a complete procession. Every time Zak Crawley, Ben Stokes and Ollie Pope threatened to dominate the bowling, they were dismissed. At one stage, England lost three wickets for 24 runs, but it was of little consequence as Root and Curran pushed South Africa's target to what would be the highest successful run-chase in Test history. Given the choice, England probably would have liked for Joe Denly and Buttler to make big scores, only for both to fall for eight. Their long-term Test futures will continue to be the subject of debate.

Thirty-eight people have been killed on smart motorways in the last five years, the government has told BBC Panorama. It is the first time that the total number of deaths has been reported. Smart motorways have been criticised because they do not have a hard shoulder and drivers who break down can be trapped in the speeding traffic. The network is facing an overhaul with the results of a government review due to be announced shortly. A Freedom of Information (FoI) request sent by Panorama to Highways England revealed that on one section of the M25, outside London, the number of near misses had risen 20-fold since the hard shoulder was removed in April 2014. In the five years before the road was converted into a smart motorway there were just 72 near misses. In the five years after, there were 1,485. A "near miss" is counted every time there is an incident with "the potential to cause injury or ill health". The FoI request also revealed that one warning sign on the same stretch of the M25 had been out of action for 336 days. The idea behind smart motorways was to improve the flow of traffic through the most congested parts of the network by using the hard shoulder as an extra lane. There are currently 200 miles of smart motorway and another 300 miles are due to be converted by 2025. There are around 90 deaths per year on the UK's motorway network as a whole, which covers about 2,300 miles of road. The figure of 38 deaths over five years on the smart motorway network is significant because it only makes up a small proportion of the total miles of road. Transport Secretary Grant Shapps told BBC Panorama he wants to fix smart motorways because they are too confusing for drivers. He said: "We absolutely have to have these as safe or safer than regular motorways or we shouldn't have them at all." A government review, the results of which are due to be announced shortly, is expected to recommend reforms to improve safety. Panorama understands that radar will be fitted across the whole smart motorway network over the next three years. The car detection system - which is currently only fitted on two sections of the M25 - can spot stranded vehicles as soon as drivers break down. Nationally, motorists currently have to wait an average of 17 minutes to be spotted, and a further 17 minutes before they are rescued. The government is also planning to scrap so-called dynamic hard shoulders, which are sometimes used as a hard shoulder and sometimes used as a live lane for traffic. The BBC understands there will also be more emergency lay-bys. It is unlikely to satisfy road safety campaigners.

The UN has called for international help to fight huge swarms of desert locusts sweeping through east Africa. A spokesman for the UN's Food and Agricultural Organisation (FAO), called for aid to "avert any threats to food security, livelihoods, malnutrition". Ethiopia, Kenya and Somalia are all struggling with "unprecedented" and "devastating" swarms of the food-devouring insects, the FAO has said. The agency fears locust numbers could grow 500 times by June. Ethiopia and Somalia have not faced an infestation on this scale for 25 years, while Kenya has not seen a locust threat this size for 70 years, the FAO said earlier this week. South Sudan and Uganda are also at risk if the swarms continue to grow and spread. The swarms have spread from Yemen across the Red Sea. Heavy rainfall at the end of 2019 created ideal conditions for the food-devouring insects to flourish. And the problem could get worse as the year goes on. Aside from growing numbers in east Africa, locusts have also been breeding in India, Iran and Pakistan, which could turn into swarms in the spring. Locusts can travel up to 150 kilometres (93 miles) in a day. Each adult insect can eat its own weight in food each day. A swarm the size of Paris could eat the same amount of food as half the po[CENSORED]tion of France in a single day.

It was a horrifying death for the 39 Vietnamese nationals found in the back of a trailer in an industrial park in Essex, in October last year. The story shone a light on the subterranean world of people smuggling and human trafficking, reports Cat McShane, specifically the thriving route between Vietnam and the UK. Ba is slight for 18. His body shrinks into a neat package as he recalls his experiences. We're sitting in a brightly lit kitchen, a Jack Russell dog darting between us under the table. Ba's foster mum fusses in the background, making lunch and occasionally interjecting to clarify or add some detail to his account of his journey here from Vietnam. She wants to make sure his story is understood. Ba's lived here for nearly a year. He was placed with his foster parents after being found wandering, confused and scared, around a train station in the North of England, with just the clothes he was wearing. "You feel safe now though, don't you?" his foster mum asks, needing affirmation that the mental and physical scars Ba wears will heal with enough care. His story is one both extraordinary, and typical of the growing number of Vietnamese men and women recognised as being potential victims of trafficking in the UK. For several years, Vietnamese have been one of the top three nationalities featured in modern slavery cases referred to the National Crime Agency, with 702 cases in 2018. The Salvation Army, which supports all adult victims of modern slavery in the UK, says the number of Vietnamese nationals referred to them over the last five years has more than doubled. It's estimated 18,000 people make the journey from Vietnam to Europe each year. Ba believes it was a Chinese gang that trafficked him to the UK. He was kidnapped off the streets of Ho Chi Minh City, where he was a street child, an orphan who slept in the bend of a sewage pipe. He sold lottery tickets for money, although older men sometimes beat him and grabbed his takings. A 2017 Unicef report described Ho Chi Minh City as "a source location, place of transition and destination of child trafficking". And a 2018 report by anti-trafficking charities said numerous trafficked Vietnamese children had reported being abducted while living on the streets. That's what happened to Ba. "An older man told me that if I came with him, he could help me earn a lot of money. But when I said no, he put a bag over my head. I couldn't believe what was happening," he says. He was then bundled into a small van, bound as well as blindfolded, his shouts stifled. Somewhere along the way, Ba's captors changed, and now he couldn't understand the language they spoke. When they finally came to a standstill and the bag was removed, Ba found himself in a large, empty, windowless warehouse in China, and was told to wait. "I knew they were preparing to send me somewhere to work," he says. During the months that Ba was held there, a guard regularly beat him. "I don't know why," Ba says with a shrug, "there was no reason." When he was caught trying to escape, his punishment was far worse than kicks and punches - the guard poured scalding water over his chest and arms. "It was agony. I was shouting at him to stop but he didn't listen," he says. Ba became unconscious with the pain. "I just lay still for days. I couldn't walk. It was painful for a very long time." His foster mum adds that his scarred skin is tight all over his body, and a permanent reminder of what happened to him. "How did I keep going? I kept telling myself to keep eating, keep working and to wait for the opportunity to run away," he says. He finally escaped by smashing an upstairs window, and jumping to the ground. Then he ran for as long as he could!

US President Donald Trump has made an unannounced visit to American troops in Afghanistan, his first trip to the country since taking office in 2017. Speaking to troops at Bagram Air Field, Mr Trump said the US was "substantially" drawing down its troops in Afghanistan, without giving specific numbers. The visit comes a week after a prisoner swap with the Taliban aimed at restarting talks with the group. He also met President Ashraf Ghani. BBC
