  1. The amount of hate speech Twitter removed after it was flagged up slipped to 45.4 percent from 49.8 percent the year before. Twitter took longer to review hateful content and removed less of it in 2022 compared with the previous year, according to European Union data released Thursday. The EU figures were published as part of an annual evaluation of online platforms' compliance with the 27-nation bloc's code of conduct on disinformation. Twitter wasn't alone — most other tech companies signed up to the voluntary code also scored worse. But the figures could foreshadow trouble for Twitter in complying with the EU's tough new online rules after owner Elon Musk fired many of the platform's 7,500 full-time workers and an untold number of contractors responsible for content moderation and other crucial tasks. The EU report, carried out over six weeks in the spring, found Twitter assessed just over half of the notifications it received about illegal hate speech within 24 hours, down from 82 percent in 2021. In comparison, the amount of flagged material Facebook reviewed within 24 hours fell to 64 percent, Instagram slipped to 56.9 percent and YouTube dipped to 83.3 percent. TikTok's removal rate fell by a quarter to 60 percent, while Facebook and Instagram only saw minor declines. Only YouTube's takedown rate increased, surging to 90 percent. “It's worrying to see a downward trend in reviewing notifications related to illegal hate speech by social media platforms,” European Commission Vice President Vera Jourova tweeted. “Online hate speech is a scourge of a digital age and platforms need to live up to their commitments.” Twitter didn't respond to a request for comment. Emails to several staff on the company's European communications team bounced back as undeliverable. Musk's acquisition of Twitter last month fanned widespread concern that purveyors of lies and misinformation would be allowed to flourish on the site. The billionaire Tesla CEO, who has frequently expressed his belief that Twitter had become too restrictive, has been reinstating suspended accounts, including former President Donald Trump's. Twitter faces more scrutiny in Europe by the middle of next year, when new EU rules aimed at protecting internet users' online safety will start applying to the biggest online platforms. Violations could result in huge fines of up to 6 percent of a company's annual global revenue. France's online regulator Arcom said it received a reply from Twitter after writing to the company earlier this week to say it was concerned about the effect that staff departures would have on Twitter's “ability maintain a safe environment for its users." Arcom also asked the company to confirm it can meet its “legal obligations" in fighting online hate speech and that it is committed to implementing the new EU online rules. Arcom said it received a response from Twitter and that it will “study their response,” without giving more details.   2. OBS Studio 29 Beta 1 has officially been released and introduces AV1 encoding support for Intel & AMD GPUs. OBS Studio opens up AV1 encoding support for Intel and AMD after NVIDIA received support earlier this month OBS Studio previously introduced AV1 encoding support for NVIDIA and the new GeForce RTX 40 series Ada Lovelace graphics cards but is branching out to offer further support for NVIDIA's competition.   3. Jon Peddie Research (JPR) has published the full GPU market share report for Q3 2022 that cover AMD, Intel & NVIDIA GPUs. While we reported their full GPU market share report a few days ago, today, we will be talking specifically about the discrete GPU numbers which are just as grim as the full PC share report. Despite Dwindling GPU Shipments, NVIDIA Gains Discrete GPU Market Share Big Time While AMD Falls Below Single-Digit Figures During Q3 2022, total PC GPU shipments declined by -25.1% (Y/Y) out of which desktop graphics saw a -15.43% decline and notebook graphics saw a -30% decline. This was termed as 'the biggest drop since the 2009' recision by Jon Peddie himself. More on the overall GPU market share here. So coming to the discrete GPU market share numbers, the report tells us that the dGPU shipments decline to 14 million units versus 24 million units in the previous year. That's a drop of -41.6% & is quite massive if you consider that the third quarter is usually the strongest growth quarter for PCs. During this quarter, NVIDIA managed to raise its market hold to 88%, a record number followed by AMD whose market hold declined to single-digit figures of just 8%. Intel managed to more or less retain its share hold of 4%, witnessing a 1% decline from the previous quarter but a solid 4-5% gain versus the previous year. The market saw a large uptick in GPU shipments for a brief two-year period all thanks to the crypto craze but it has been on a decline ever since. Currently, the number has fallen before the 100M unit shipments and doing a breakdown, we can see that all segments are mostly down.   5. Here's what we know about the long-awaited Skull and Bones Skull and Bones could finally be releasing, and fans of seafaring pirate adventures don't have all that long to wait. It's been rocky road getting there, but the launch of Skull and Bones is now well within reach. Barring anymore delays that is. If you've been following Skull and Bones since the beginning, you'll know that the game has been retooled a couple of times over the past few years. It originally started out as more of a multiplayer experience, but now offers something altogether more singleplayer focused. Now, it's all about customizing your character, taking them from being a washed up nobody to a full-fledged pirate legend. Now that we have what seems to be the final release date for Skull and Bones, we're starting to see what the final product is going to look like. It's still possible we may see another delay, here's hoping we don't, but for now here's what we know about Skull and Bones so far. This includes all the latest news, which will be added to this page as it is revealed by Ubisoft. After the most recent delay, Skull and Bones will launch March 9, 2023. This follows a new showcase which gave us our best look at the game yet. It will release on PS5, Xbox Series X|S, and PC. When Skull and Bones was announced it was only confirmed to release on PS4, Xbox One, and PC. Though, back then, it was due for release in 2018. After many delays, and the launch of the new generation of consoles, Skull and Bones has now dropped PS4 and Xbox One. It'll still be on PC but instead, it's coming to the PS5, Xbox Series X, and Xbox Series S, too. There have been reports of Skull and Bones' development troubles, which we'll go into more below, but we started getting hints that Ubisoft was getting ready to announce a new released ate when, back in March, the game's website received a redesign. Another hint dropped during an earnings call in February 2022 (via VGC), Ubisoft stated that it is aiming to release Skull and Bones during its next fiscal year, meaning the developer was aiming to release the game by April 2023. Thanks to an Ubisoft Forward, we learned that Skull and Bones planned to launch on November 8, 2022, a day before God of War Ragnarok. This obviously did not hold true. Skull & Bones will also be Ubisoft's first game to sell under a $70 / £70 price tag for new-gen consoles, something it previously hadn't committed to. Speaking in a recent interview (via Axios), Ubisoft CEO Yves Guillemot stated: "Some of the games will come at the same price as the competition. The big AAA games will come at $70."   6. Kalos’ legendary bird returns to five-star raids in Pokemon Go from September 27 - October 8, 2022. Yveltal makes its return to Pokemon Go Gyms near you for a limited-time appearance in five-star raid battles. This legendary Pokemon is appearing along with the start of Pokemon Go’s Fashion Week event. Yveltal hasn’t been available in Pokemon Go since its debut in May 2021, so now is a great opportunity to catch one if you missed out before. Yveltal Raid Schedule Yveltal is appearing as the sole five-star raid boss in Pokemon Go from 10 AM local time on September 27, 2022 and will remain available to challenge in raids until the same time on October 8. Raids do not generally follow a set schedule, and Yveltal raids will appear randomly at Gyms around the world during this time period, but you will receive a notification from the game when a raid is about to begin nearby. Your best chance to find Yveltal raids is during the two Raid Hours in which the Destruction Pokemon will be featured. Every Wednesday from 6 PM to 7 PM local time, the majority of Gyms host five-star raids for Trainers to work together to take down. The two Raid Hours that will occur while Yveltal is available to challenge will be on September 28 and October 5. As with all raids, you’ll need your free daily Raid Pass or a Premium Battle Pass to join a raid in person, or a Remote Raid Pass to join a raid remotely. Can I Catch a Shiny Yveltal? If you’re looking for Yveltal’s white and red shiny version, you’re in luck. This appearance in raids will be the first time shiny Yveltal will be available to Pokemon Go trainers. Remember that a shiny is never guaranteed, and you won’t know if an Yveltal will be shiny until after you’ve completed the raid, so be sure to do as many as you can to increase your chances of finding a shiny. Yveltal Weaknesses and Counters Yveltal is a Dark and Flying-type Pokemon. This means it takes super effective damage from Rock, Electric, Ice, and Fairy-type attacks. Some recommended Pokemon include: Electric: Mega Manectric, Zapdos, Xurkitree, Raikou, Electivire, Magnezone, Zekrom Fairy: Gardevoir, Togekiss, Granbull, Zacian Ice: Mega Abomasnow, Mamoswine, Galarian Darmanitan Rock: Mega Aerodactyl, Rhyperior, Rampardos, Terrakion, Tyranitar A Mega Tip: A Mega Evolved Pokemon boosts the damage of all Pokemon in the raid by 10%, and the damage of all Pokemon using attacks that share a type with the Mega Evolved Pokemon by 30%. Coordinate those Megas with your raid group for added damage. Note that while Mega Altaria will boost the damage of fellow Fairy types in the raid, its defensively oriented stats mean it likely won’t output enough damage of its own to be worth using. Mega Manectric, Abomasnow, or Aerodactyl would be ideal Megas to use in Yveltal raids. Don’t be afraid of the shadows: Shadow Pokemon deal 20% more damage than their non-shadow counterparts, so the shadow versions of any of the suggested Pokemon that have them can help you win. Types to Avoid Yveltal’s Dark and Flying-type attacks like Dark Pulse and Hurricane will deal super-effective damage to Psychic, Ghost, Fighting, Grass, and Bug-type Pokemon. It can also learn the Fighting-type move Focus Blast, which will hit back against the Rock and Ice-type counters used against it very hard. Also keep in mind that Yveltal’s typing provides it with resistances to Ghost, Dark, and Grass-type attacks, and double resistances to Psychic and Ground-type attacks. Stay away from Pokemon that use these types of attacks. Usefulness Is Yveltal worth raiding after you’ve gotten the new Pokedex entry and a shiny? Yveltal is a very good raid attacker for both of its types, and also has a strong position in the Master League meta. It’s definitely worth raiding a few to use in raids, and if you’re into Master League, it would be worth raiding to get enough Candy XL to bring one to level 50.   7. Expect to see improved stability, and haircuts. Fatshark's co-op Ogryn party simulator Warhammer 40,000: Darktide has been in preorder beta for just under a week, and in that time players have been pointing out various issues. Chief among those issues: crashes. While I've been lucky enough to only have Darktide crash on me twice, plenty of others have found it to be less stable. The patch notes(opens in new tab) for version 1.0.7 identify six different types of crashes that have now been purged: matchmaking crashes, cutscene alt-tabbing crashes, falling-out-of-bounds crashes, crashes caused by starting a mission with a specific feat equipped, crashes caused by certain weapon traits, and multiple crashes caused by the Beast of Nurgle. As if we didn't have enough reasons to hate Beasts of Nurgle already. Fatshark says that, while many of the causes of crashes have been dealt with, "there is one big category of crashes manifested as 'GPU-hangs', that probably still will show its ugly face at times. That said, we are on a good trajectory to have a stable game at the time of release due in large part to the many players that are helping provide us with the required data to help address these issues." Together we all do our part to serve the Graphics Card Imperium. As for new features added by this update, the big one is Oska Krall the Barber-Chirurgeon. This blood-spattered member of the Mourningstar's crew can be found in the hub, where he offers the chance to go back into character customization and tinker with your face, hair, scars, and tattoos. If you're starting to regret that droopy moustache or want to roll a full-blown Ogryn-Orson Welles(opens in new tab), now you can finally get rid of it. Though Krall mentions a cost, it's currently free to modify your appearance. This update also brings with it a big honking block of text in the top-left of the screen that says "Pre-Order Beta Test November 17-29, 2022." Presumably it's there to help out the many players who preordered Darktide so they could play the beta and then were confused by the fact it's a beta. Emperor preserve us. As for balance changes, the Psyker continues being reworked after a nerf from the initial beta was poorly received. The latest change removes the Peril cost of pushing with the force sword, while slightly reducing its range. "Peril cost is still there on the push follow-up, though," Fatshark says, "which should help to balance its ability to ignore the stagger reduction." Some weapons have been improved, making infantry autoguns, shredder autopistols, and Ogryn bully clubs more worthwhile choices. The attack attributes of ranged minions have been adjusted, and the pacing of spawns as well. Now, Fatshark says, "Locking the forces of chaos in melee should be a bit smoother while clamping down some of the more insane spikes in the pacing." Finally, being rescued or revived will now be shown in third-person, and a bug I'm kind of sad I never saw that caused "various issues where if you look straight down, the third-person character's head will twist and rotate 180 degrees" has been fixed.   8. Around 70% of the Ukrainian capital woke up without power on Thursday morning, as work continued to restore the city's water supply. Russian attacks on energy facilities have caused power cuts across Ukraine. Kyiv Mayor Vitali Klitschko told BBC Ukrainian he was not ruling out a "worst scenario" where the city would be without electricity, heat and water. President Volodymyr Zelensky's office later reported that "electricity is supplied to all regions" of Ukraine. The objects of critical infrastructure were revived first, said Kyrylo Tymoshenko, deputy head of the presidential office. "As of now, the connection to the network of household consumers is gradually proceeding," he added. Across Ukraine, winter is setting in, with snow and sub-zero temperatures. This morning, a thick wet mist hung over Kyiv. You could make out the shapes of nearby buildings, but barely. The only lights seemed to be the headlamps of cars. Many people now see their workplace as a refuge from the cold, because at least the heating is always on - unlike at home. But many in Kyiv seem matter-of-fact about the hardships they are facing, finding ways to work around it. More and more people are installing generators as a means of having back-up power. And running water is also no longer a guarantee - even before yesterday's latest missile attack. President Volodymyr Zelensky was defiant on social media, writing: "Light always prevails over darkness." He said Russian occupiers would never understand this, "existing for a long time in an impenetrable darkness themselves". Newborn baby killed in attack on Ukraine hospital In the western city of Lviv, power, water and heat have been restored, after it was left entirely without electricity, according to its mayor Andriy Sadovyi. But he said there would still be planned blackouts in parts of the city. Russia has been targeting missiles at Ukraine's energy network for weeks, with rolling power cuts becoming part of everyday life for millions of Ukrainians. In the capital, there has been huge disruption to mobile communication, with many unable to even make voice calls. Residents of high-rise blocks cannot cook food without electricity - and ordering online is a challenge too, given unstable internet access. Even though the city's water supply is being restored, thousands are still without drinking water. And supermarkets are struggling to accept card transactions. The problems follow 70 missile strikes across Ukraine on Wednesday, according to Mr Zelensky. Ten people were killed, said Interior Minister Denys Monastyrsky, and three nuclear power plants were closed. Officials say they will be up and running again by Thursday evening - which should help to ease supply issues. More than half of neighbouring Moldova also had its electricity cut, but power was restored in much of the capital Chisinau within a few hours. The country's foreign ministry has reportedly summoned the Russian ambassador - and in a statement decried the "dramatic consequences" for Moldova of Russia's "brutal bombing of Ukraine". In an address to the UN Security Council, Volodymyr Zelensky accused Moscow of "an obvious crime against humanity". Millions had been left in the cold without heating, water or energy due to Moscow's "formula of terror", he said. The World Health Organization has warned the country faces a humanitarian catastrophe, as hospitals are left without energy. After Wednesday's strikes, a hospital in central Ukraine had to switch to generators as doctors carried out two kidney transplants. In a statement, Russia said it had used "high-precision" weapons in a mass strike to target energy sites linked to Ukraine's military, as well as other military infrastructure. It said it achieved its goal: disrupting the transport of Ukrainian reservists, foreign weaponry and ammunition to conflict zones. The Russian defence ministry also claimed "not a single strike" was carried out in Kyiv - suggesting all damage in residential areas was a result of Ukrainian and foreign anti-aircraft missiles. The auction house Christie's has called off the upcoming auction of a T. rex skeleton, known as Shen, after experts noticed it looked suspiciously similar to another famous T. rex specimen, Stan. The sale of a Tyrannosaurus rex skeleton, which was expected to fetch up to $25 million, has been controversially called off shortly before the behemoth's bones were due to hit the auction block. The cancellation comes after experts raised concerns that a significant proportion of the bones are actually replicas from another famous T. rex skeleton, which was not disclosed by the auction house. The T. rex skeleton, known as Shen, was uncovered at the Hell Creek Formation in Montana and dates back to between 66 million and 68 million years ago during the Cretacous period (145 million to 66 million years ago). Shen is around 40 feet (12.2 meters) long, 15 feet (4.6 m) tall and 7 feet (2.1 m) wide, and it weighs in at around 3,000 pounds (1,400 kg). The dinosaur king was due to be auctioned off in Hong Kong on Nov. 30 by the U.K.-based auction house Christie's, and would have been the first T. rex to be sold in Asia. However, paleontologists noticed that a number of Shen's bones were remarkably similar to another famous T. rex skeleton, known as Stan, The New York Times(opens in new tab) reported. In 2020, Stan was auctioned by Christie's in New York for a whopping $32 million, making it the most expensive T. rex skeleton of all time. After mounting criticism, Christie's announced on Nov. 20 that it was pulling Shen from the upcoming auction just 10 days before it was due to go under the hammer, saying that the specimen would "benefit from further study," The New York Times reported. The similarities between Shen and Stan were first spotted by paleontologists from the Black Hills Institute of Geological Research (BHIGR) — the South Dakota-based fossil company that excavated Stan in 1992 and later reassembled its skeleton. The most noticeable similarity between the two skeletons is a large hole in the lower left jaws, which was unique to Stan, BHIGR(opens in new tab) president Peter Larson told the New York times. Despite selling Stan in 2020, BHIGR retained the intellectual property of the famous skeleton and has been using the copyright to create and sell painted polyurethane casts of the skeleton, which are currently priced at up to $120,000 each. By James Waterhouse BBC Ukraine correspondent, Kherson region There is a business-like synchronisation to Andrii's Kysenko's team as they work on a downed electricity cable in the rural Kherson region. With a crater only a few metres from the pylon, they're confident a shell was the culprit. Two months ago, this 100km (62-mile) long powerline cut through the boundary of Russia's occupation. Since Russian forces retreated about two weeks ago, a typically once in a five-year repair job has become a daily ritual for these engineers. "Before, work like this was only necessary after extreme weather," explains Mr Kysenko. "Now it's like we're rebuilding the whole cable network from scratch." They work for Ukraine's biggest energy company DTEK and have so far repaired 50km of this line. They expect the second half to be more difficult as they near the Dnipro River, where there is increased shelling. As far as work environments go, they don't get much more challenging - not least with the flak jackets they all must wear. Yet his team methodically clamp the cable back together and hoist it into place. As the powerline stretches into the misty horizon, it seems like an endless treadmill of work. "When it all began, the first days were challenging," the engineer says. "There would be constant shelling and torn cables. "But we got used to it, and we have to hope things will get better." As the Kherson region continues to be liberated, the demand on Ukraine's strained energy grid rises too. It's why the authorities are urging people to leave the region, but for many, that is easier said than done. The villages close to the pylons have spent eight months without water or power. The roads are dotted with shell craters. Distant artillery reminds you the fighting has only moved, not disappeared. We meet 90-year-old Anton Kramar, whose windows are boarded up after they were smashed by shrapnel, which injured his wife. They've lived here for 50 years and have seen three wars. "It's very hard," he says. "People bring candles, but they don't last long." Some humanitarian aid has reached their village. Mr Kramar says he was promised wood and an oven, but they haven't arrived. "If we get no oven, then we'll have to go cut the trees ourselves and carry the wood on our shoulders. "I've worked my entire life but have nothing." In his flat, Bohdan Dzepchuk shows us his small gas stove which is his only source of heat. He still uses it to cook meals for his neighbours who don't have one. "Maybe I should go to Kyiv and ask for help there!" he suggests. "This is madness." He only uses half of his flat because the windows are smashed in the other rooms. The cold air is biting as you peer into his living room. Then for Mr Dzepchuk, it becomes too much. "This is no way to live. It's madness." He says tearfully. "I don't know what to do. "I've never cried like this in my life. Now I'm an old man." Kyiv has accused Russia of "crimes against humanity" after their latest missile strikes. Moscow's new tactic of targeting infrastructure has left Ukraine a darker country. That's not to say Ukrainians' sense of resolve has been weakened necessarily, but more are suffering.
