  1. Trump hedges 'bomb' claim as US offers Lebanon aid after explosion US President Donald Trump said Wednesday the deadly Beirut explosion may have been an accident, after raising eyebrows earlier suggesting it was an attack. Trump said it is still unclear what happened, although Lebanese officials have blamed the massive eruption on a poorly secured stockpile of highly volatile fertilizer ingredient ammonium nitrate. On Tuesday he said it appeared to have been caused by a "bomb of some kind," citing unnamed US "generals" for the information. "It looks like a terrible attack," he said. But on Wednesday the US leader said the question was still unanswered, as he pledged US support to Lebanon. "I can tell you whatever happened, it's terrible. But they don't really know what it is. Nobody knows yet," he said. "How can you say accident? Somebody ... left some terrible explosive-type devices and things around perhaps. Perhaps it was that. Perhaps it was an attack. I don't think anybody can say right now." "I've heard it both ways," he added. Trump's comments came after the Pentagon declined to confirm his "generals" claim and Defense Secretary Mark Esper supported the accident explanation for the explosion, which left at least 113 people dead, including at least one American, and thousands injured. "I'm still getting information on what happened," Esper told the Aspen Security Forum. "Most believe that it was an accident as reported," he said. Trump said the United States stands by Lebanon, a longstanding ally in the Middle East but whose powerful political and paramilitary group Hezbollah is designated a terrorist group by Washington. "We're standing with that country. You know, we have a very good relationship with that country, but it is a country under a lot of turmoil and a lot of problems. We stand with them," he said. Earlier Secretary of State Mike Pompeo offered assistance in a phone call with Lebanese Prime Minister Hassan Diab, the State Department said. Pompeo voiced "our steadfast commitment to assist the Lebanese people as they cope with the aftermath of this terrifying event," according to a statement on the call. He "further stressed our solidarity with and support for the Lebanese people as they strive for the dignity, prosperity and security they deserve." Pompeo later told a news conference that the United States would unveil measures to support Lebanon "in the coming days."
  2. What Is the Difference Between a Bookkeeper and an Accountant? An accountant is in charge of assessing and interpreting the financial data of a company, and for reporting on it. An accountant has a higher skill set than a bookkeeper, whose primary responsibility is handling the actual recording of the company’s financial transactions. An accountant usually has a degree or certification (CPA), and is paid better than a bookkeeper. Typically, a bookkeeper reports to the accountant. A bookkeeper does not require any formal training, however a bookkeeper’s job is important. The information a bookkeeper is responsible for gathering and managing affects how an accountant will interpret the financial information of the company. Based on this information, the accountant provides recommendations to management or the company’s owners about spending, tax issues or other financial concerns. What Are the Duties of a Bookkeeper? The duties of a bookkeeper vary, depending on the company. Here is a breakdown of the responsibilities typically associated with a bookkeeping role: Recommend, implement or manage accounting software for the development of a single or double entry system of accounting. Recommend, implement and monitor bookkeeping policies and procedures. Develop credit and debit accounts, including the assigning of expense categories. Enter expenses and income into the software, including non-digital methods of payment such as cash and checks. Handle banking activities including new deposits. Train staff on the use of relevant bookkeeping software (such as how to enter expenses). Verify recorded expenses are within company’s policies, and manage approvals. Verify the accuracy of information and that the accounts balance (if a Double Entry system). Maintain records, and backup and archive as necessary. Assist the accountant in the preparation of financial statements (or depending on the type of statements required, prepare them himself). Ensure bookkeeping adheres to accounting best practices and government regulations. Assist with audits. Flag discrepancies. A bookkeeper also has a duty to keep the information he processes confidential, as he will be privy to sensitive financial information, including payroll salaries. What Are the Duties of an Accountant? The duties of an accountant can be broken down into four areas: Data Management Overseeing how data is stored, managed and updated. For instance, a bookkeeper might recommend the software for a double entry system of accounting, but the accountant would approve it. Financial Analysis and Consultation Properly assessing data and advising management. Financial Reports Being able to generate the standard business reports and statements required by businesses and the IRS. Regulatory compliance Being up to date on government regulations and ensuring the company is following industry standards.

  5. Mistakes vs. errors—know the difference How many times have you been speaking in English, and you make a silly mistake? For instance, "Yesterday, I go to work." You know you should have said, "went." You just made a mistake. Mistakes are an accident. You know it's wrong, but the wrong word slips out. An error, on the other hand, is something you don't know. It's grammar you haven't learned yet or vocabulary you haven't learned the nuance of yet. Errors are interesting because it gives you a chance to learn something for the first time. Many people find mistakes boring. "Yesterday, I went to work, Yea, yea, yea. I got it." It's not fun to re-study basic points. But it is very important. When you make a mistake, the listener doesn't know it's just a mistake. If you are speaking in a business situation, you'll lose a little of the listener's respect. If you make mistakes in speaking tests, you will get a very poor score. If you ignore your mistakes, your English will not improve. What should you do? There are two steps: 1) now, and 2) later. 1. NOW: When your mistake is corrected, pay attention. Repeat the correction with variation, "Yesterday, I went... right, I went yesterday, went yesterday." Make a note to review later. 2. LATER: Review the note you made of the correction. You will forget most things quickly, so notes and review are vital. So, what's the difference between an error and a mistake? For a speaking test assessor, nothing. They are the same. So, take both seriously.

  13. When will Indian auto sector resume growth story? So, what do the Indian automobile industry feel about the slowing market? Most of the industry leaders, whom I interviewed blamed the fast policy decisions and flip-flops on EVs for the sluggish demand. They held demonetisation, new axle norms and GST as the key reasons for the crisis in Indian auto sector. The sound of rain is a welcome relief that allays the anxieties of farmers. In the same way, the recent demand spike in retail during Dhanteras seems to have sown the seeds of hope in the Indian automobile industry. Many have joined the celebrations, at least on public platforms; yet, there are quite a few who are either sceptical or confused about what lies ahead. So, it’s unclear whose side should one take while assessing all the possible aspects and perspectives. Also, it remains to be seen how fertile these seeds of recovery are, especially when demand during the rest of the festive season, comprising Ganesh Chaturthi, Onam and Navratra, remained subdued. The most important point to note is that this year, Dhanteras was on October 25, unlike last year when it fell on November 5. So, the growth shown is on a low base because in 2018, September onwards, the slowdown intensified due to the Kerala floods, impact of GST and hiked insurance costs of vehicles. I have serious reservations about the tenacity of the euphoria as it is most likely ephemeral, and I shall argue the same later in the report. However, all hope doesn’t seem to have been lost as the passenger vehicles segment looks positive. The largest carmaker Maruti Suzuki India Limited’s (MSIL) domestic sales in October 2019 went up 4.5%. While no other major carmaker posted growth (except for fringe players like Renault and Volkswagen), MSIL’s growth can also be attributed to the low base on account of heavy production cuts it had undertaken in the last few months. What played spoilsport in the festive season was the confusion over BS-VI norms, the transition to EVs and expectations about GST cuts. All these factors kept people away from the showrooms in the hope of further slashing of prices, over and above the already existing steep discounts.

  14. Differences between British and American English History The British actually introduced the language to the Americas when they reached these lands by sea between the 16th and 17th centuries. At that time, spelling had not yet been standardised. It took the writing of the first dictionaries to set in stone how these words appeared. In the UK, the dictionary was compiled by London-based scholars. Meanwhile, in the United States, the lexicographer was a man named Noah Webster. Allegedly, he changed how the words were spelled to make the American version different from the British as a way of showing cultural independence from its mother country. In terms of speech, the differences between American and British English actually took place after the first settlers arrived in America. These groups of people spoke using what was called rhotic speech, where the ‘r’ sounds of words are pronounced. Meanwhile, the higher classes in the UK wanted to distinguish the way they spoke from the common masses by softening their pronunciation of the ‘r’ sounds. Since the elite even back then were considered the standard for being fashionable, other people began to copy their speech, until it eventually became the common way of speaking in the south of England. Spelling differences British and American English have some spelling differences. The common ones are presented in the table below: British English American English -oe-/-ae- (e.g. anaemia, diarrhoea, encyclopaedia) -e- (e.g. anemia, diarrhea, encyclopedia) -t (e.g. burnt, dreamt, leapt) -ed (e.g. burned, dreamed, leaped) -ence (e.g. defence, offence, licence) -ense (defense, offense, license) -ell- (e.g. cancelled, jeweller, marvellous) -el- (e.g. canceled, jeweler, marvelous) -ise (e.g. appetiser, familiarise, organise) -ize (e.g. appetizer, familiarize, organize) -l- (e.g. enrol, fulfil, skilful) -ll- (e.g. enroll, fulfill, skillfull) -ogue (e.g. analogue, monologue, catalogue) -og (e.g. analog, monolog, catalog) *Note that American English also recognizes words spelled with –ogue -ou (e.g. colour, behaviour, mould) -o (e.g. color, behavior, mold) -re (e.g. metre, fibre, centre) -er (e.g. meter, fiber, center) -y- (e.g. tyre) -i- (e.g. tire) Vocabulary differences The Americans and the British also have some words that differ from each other. The table below lists some of the everyday objects that have different names, depending on what form of English you are using. British English American English trousers pants flat apartment bonnet (the front of the car) hood boot (the back of the car) trunk lorry truck university college holiday vacation jumper sweater crisps chips chips French fries trainers sneakers fizzy drink soda postbox mailbox biscuit cookie chemist drugstore shop store football soccer Grammar differences Aside from spelling and vocabulary, there are certain grammar differences between British and American English. For instance, in American English, collective nouns are considered singular (e.g. The band is playing). In contrast, collective nouns can be either singular or plural in British English, although the plural form is most often used (e.g. The band are playing). The British are also more likely to use formal speech, such as ‘shall’, whereas Americans favour the more informal ‘will’ or ‘should’. Americans, however, continue to use ‘gotten’ as the past participle of ‘get’, which the British have long since dropped in favour of ‘got’. ‘Needn’t’, which is commonly used in British English, is rarely, if at all used in American English. In its place is ‘don’t need to’. In British English, ‘at’ is the preposition in relation to time and place. However, in American English, ‘on’ is used instead of the former and ‘in’ for the latter. Final point While there may be certain differences between British and American English, the key takeaway is that the two have more similarities. Accidentally using one instead of the other will not automatically lead to miscommunication. Americans and Brits can usually communicate with each other without too much difficulty, so don’t be too hard on yourself if you are unable to memorise the nuances of both languages.

  15. Hong Kong's vast $3.8 billion rain-tunnel network The city's complex drainage system protects Hong Kong from once-disastrous flooding caused by seasonal typhoons. But will it be strong enough to withstand the effects of climate crisis? elow the mountains that overlook Hong Kong's financial district, drainage engineer Alex Lau is ankle-deep in water flowing into a giant tunnel almost twice the height of a double-decker bus. Part of a ground-breaking, $3.8 billion (30 billion Hong Kong dollar) drainage network, this tunnel runs nearly the length of Hong Kong Island and has saved the city from floods that decades ago routinely cost lives and caused widespread destruction. "This tunnel intercepts about one third of the rainfall for the northern Hong Kong area," Lau says, as he looks west to the point where the tunnel fades to black. "We have about 34 intakes and all the intercepted water will be diverted into the tunnel and carried all the way to the sea." Dug with two vast tunnel-boring machines over five years, beginning in 2007, the 10.5-kilometer-long (6.5 mile) tunnel, about half the length of Manhattan, has solved a basic but pressing problem facing one of Asia's wettest cities: rain. Hong Kong receives about 2,400 millimeters it per year, according to the Drainage Services Department (DSD). And about 80% of that water falls in just a few months But building this network in one of the world's densest cities wasn't easy. Hong Kong Island was already criss-crossed by tunnels, carrying the city's subway system and accommodating roads that slice through the mountainous landscape. Consequently, the Hong Kong West Drainage Tunnel runs through the hills behind the city, tucked less than a dozen meters below the surface -- though few of the city's residents, whose lives it protects each rainy season, ever realize it is there. Engineers had to shore up insecure ground above the tunnel to prevent water seeping through and causing parts of it to collapse. To tackle the difficulty of building tunnel intakes -- pipes and entrances leading to the main drain -- in dense urban areas, the decided to dig upwards from the tunnels and then extract gravel and debris that fell down out of the subterranean network to avoid causing too much disruption at street level.
