As we have heard today from Ms. Zainedin, there is a vibrant community of civil society actors who stand ready to support the Syrian political process, accountability efforts and humanitarian work, with dynamism and tenacity. Where members of this Council have failed to back resolutions in the interest of Syrian people, civil society actors have stepped in, creatively unblocking issues that have regretfully become politicised. I commend their tireless work to advocate on behalf of Syrians for a better and peaceful Syria, but particularly to lend a voice to those who cannot speak up for fear of the regime. The work of civil society organisations, like Madaniya, serves as an important reminder of why so many Syrians took to the streets in 2011 and continue to protest peacefully for change. Let me be clear - we remain firm in our pursuit of a political settlement, in line with Resolution 2254. We urge all parties to recommit to the political process. However, if we are to achieve lasting peace, we must make sure it empowers ordinary Syrians, rather than the regime and its backers. We must actively involve and consult civil society, and I encourage you all to listen to their fresh ideas. Colleagues, in the absence of a political settlement and amidst regional escalation, the security situation in Syria is as dangerous as ever. Syrians continue to experience horrific levels of violence. As people flee from Lebanon into Syria, displaced civilians must be protected and given safe passage. Not only when using border crossings, which have been subject to airstrikes, but also once inside Syria, which remains unsuitable for safe, dignified and voluntary returns at-scale. We acknowledge that Syrian authorities have allowed UNHCR and others to monitor arrivals and respond to needs. We are closely monitoring the treatment of these civilians in Syria including deeply concerning reports of arrests. All parties must do everything possible to protect civilians and fully comply with international humanitarian law. Finally, to respond to the remarks of our Russian colleague about briefers, we invite civil society briefers to the council to provide civilian perspective, to provide truth to power and to hold us all to account no matter how uncomfortable that may feel.   2. The goblin shark (Mitsukurina owstoni) is a rare species of deep-sea shark. Sometimes called a "living fossil", it is the only extant representative of the family Mitsukurinidae, a lineage some 125 million years old. This pink-skinned animal has a distinctive profile with an elongated, flat snout, and highly protrusible jaws containing prominent nail-like teeth. It is usually between 3 and 4 m (10 and 13 ft) long when mature, though it can grow considerably larger such as one captured in 2000 that is thought to have measured 6 m (20 ft).[3] Goblin sharks are benthopelagic creatures that inhabit upper continental slopes, submarine canyons, and seamounts throughout the world at depths greater than 100 m (330 ft), with adults found deeper than juveniles. Some researchers believe that these sharks could also dive to depths of up to 1,300 m (4,270 ft), for short periods of time.[3] Various anatomical features of the goblin shark, such as its flabby body and small fins, suggest that it is sluggish in nature. This species hunts for teleost fishes, cephalopods, and crustaceans both near the sea floor and in the middle of the water column. Its long snout is covered with ampullae of Lorenzini that enable it to sense minute electric fields produced by nearby prey, which it can snatch up by rapidly extending its jaws. Small numbers of goblin sharks are unintentionally caught by deepwater fisheries.   3. I was excited to dive into New Cycle when I saw it was up for review. As someone who considers himself a retro gamer, finding a game that grabs my attention is pretty rare these days. However, there are still those moments when I see a game and it grabs me, and I become addicted to it for a while. I often find myself enjoying the odd strategy game like SimCity or other games where you really have to plan out your next move and the consequences that can arise from it. So it comes as no surprise that when I saw the game New Cycle developed by Core Engage, I was immediately interested and thought it could be a new, challenging game for me to try and grasp the concept and see if I could master it. New Cycle’s storyline involves civilization being destroyed along with all technology that came with it, and it is up to you to not only rebuild your settlement but also to help your people survive in the process against the world’s unforgiving tendencies and weather.   4. Microsoft is launching a new Windows Resiliency Initiative to tighten security, enhance reliability, and protect system integrity. The intention is to prevent issues like the CrowdStrike incident from happening again, while giving users more flexibility without requiring admin privileges. The initiative also includes tighter controls for risky applications and drivers, as well as improved personal data security measures. At the heart of the effort are updates that make it easier to recover Windows-based devices in case of a major issue. One standout feature is Quick Machine Recovery, which allows IT admins to remotely fix machines that can’t boot. It builds on improvements to the Windows Recovery Environment (Windows RE), enabling Microsoft to deploy targeted fixes directly. “In a future event, hopefully that never happens, we could push out [an update] from Windows Update to this Recovery Environment that says delete this file for everyone,” explained David Weston, Microsoft’s VP of enterprise and OS security, in an interview with The Verge. The feature gives admins a reliable way to tackle widespread problems quickly. Following the CrowdStrike debacle, Weston has been in talks with hundreds of customers, all of whom were asking for better recovery tools and stronger resiliency. “Every one of them is saying I owe my board a response on how this doesn’t happen again,” he said. To address those concerns, Microsoft is requiring security vendors in its Microsoft Virus Initiative (MVI) to adopt stricter protocols, including safer update rollouts and better monitoring and recovery procedures. A key focus is moving antivirus processing outside the kernel—the core part of the operating system that has unrestricted access to system memory and hardware. The shift is intended to prevent issues like the ‘Blue Screen of Death’ caused by CrowdStrike’s kernel-level software update. “We’re developing a framework that [security vendors] want to use and they’re incentivised to use,” said Weston, adding that Microsoft is working closely with partners to make this happen. A preview of this new framework will be available in July 2025. Aside from the changes, Microsoft is introducing Administrator Protection to Windows 11. The feature gives users the security of a standard account while also granting temporary admin privileges for specific tasks. Once a user authenticates with Windows Hello, they can install apps or make system changes, and the admin rights are automatically revoked when the task is done. “Windows creates a temporary isolated admin token to get the job done,” Weston explained. Microsoft is also improving Windows security by transitioning parts of the operating system from C++ to the memory-safe programming language Rust, in line with recommendations from the White House.   5. Back at Computex 2024, AMD unveiled their highly anticipated Zen 5 CPU microarchitecture during AMD CEO Dr. Lisa Su's opening keynote. AMD announced not one but two new client platforms that will utilize the latest Zen 5 cores. This includes AMD's latest AI PC-focused chip family for the laptop market, the Ryzen AI 300 series. In comparison, the Ryzen 9000 series caters to the desktop market, which uses the preexisting AM5 platform. Built around the new Zen 5 CPU microarchitecture with some fundamental improvements to both graphics and AI performance, the Ryzen AI 300 series, code-named Strix Point, is set to deliver improvements in several areas. The Ryzen AI 300 series looks set to add another footnote in the march towards the AI PC with its mobile SoC featuring a new XDNA 2 NPU, from which AMD promises 50 TOPS of performance. AMD has also upgraded the integrated graphics with the RDNA 3.5, which is designed to replace the last generation of RDNA 3 mobile graphics, for better performance in games than we've seen before. Further to this, during AMD's recent Tech Day last week, AMD disclosed some of the technical details regarding Zen 5, which also covers a number of key elements under the hood on both the Ryzen AI 300 and the Ryzen 9000 series. On paper, the Zen 5 architecture looks quite a big step up compared to Zen 4, with the key component driving Zen 5 forward through higher instructions per cycle than its predecessor, which is something AMD has managed to do consistently from Zen to Zen 2, Zen 3, Zen 4, and now Zen 5.
