During an interview with Stockwatch.pl(translated via Google) Piotr Nielubowicz was asked whether future games will have microtransactions added into them. To this, Nielubowicz replied "we do not see a place for microtransactions in the case of singleplayer games". The clarification arrives at a time when microtransactions are once again the subject of fierce debate, due mainly to the controversy surrounding Dragon's Dogma 2's lengthy list of DLC items which released alongside the main game.   7. n February 10th, 2024, representatives of the European Council, the European Parliament (EP), and the European Commission (EC) reached an agreement on yet another reform of the fiscal rules.[1] The legislative package still has to be approved by both the European Council and the European Parliament by the end of April 2024. While the new rules have thus far received little attention, they will shape the fate of the European Union (EU) economy for years. After a decade of partial relaxations of its older super-restrictive rules that pushed the euro area into a prolonged recession in the years 2011-2013, and the activation of a general escape clause in the wake of multiple shocks (pandemic, energy crisis), the rules will abruptly turn restrictive again, though less so than the old ones. But if the new rules go into force, their effect on the socio-ecological transformation and the European welfare state will still be profoundly disastrous. In announcing the agreement of the Trilogue negotiations, Vincent Van Peteghem, the finance minister of Belgium, which holds the EU presidency in the first half of 2024, claimed that the new framework “will safeguard balanced and sustainable public finances, strengthen the focus on structural reforms, and foster investments, growth and job creation throughout the EU.”[2] This is not correct. The discrepancy between technocratic rhetoric and economic facts is just colossal. The new rules will impede, not foster growth and job creation, and they put the Euro area on track for another deadly cycle of austerity that sowed the seeds for the rise of the far-right in Europe. They admittedly build in some incentives to raise public investment, but this step implicitly comes with new pressures to restrain non-investment budgetary categories, such as social expenditures. Further, austerity programs threaten to curb economic performance, which will work against the reduction of the debt ratio which is a central objective of the new governance framework. Even though significant long-term investments in the socio-ecological transformation and in the strengthening of Europe as a business location more generally are desperately needed, the necessary investments are insufficiently protected and promoted in the agreement. The Cup car is based on the roadgoing Ioniq 5 N and features racing upgrades including slick tires and a stripped interior. The new race car will make its debut at the Inje Speedium circuit in South Korea on April 27 as part of the new eN1 class of racing. With the introduction of the new Ioniq 5 N eN1 Cup car, Hyundai is taking its Ioniq 5 N racing in an all-new electric professional racing series. The new Cup car builds on the already sporty Ioniq 5 N, the performance version of the Ionia 5 electric SUV, bringing it up to the demanding level required for professional racing. Julian Hales has made several trips since the Russian invasion in 2022 and plans to return to the port city of Kherson later this month. As well as delivering supplies the 52-year-old from Sheffield will also help abandoned street animals. He said he had been inspired to "do something" following the death of his wife in January 2022 aged 47. Kherson was captured just days after Russia invaded Ukraine two years ago, before troops were forced to withdraw in November 2022. Reflecting on his previous trips Mr Hales said: "Just seeing the state of the animals on the streets in freezing conditions, half blown-up, injured, sick, it's something you can't imagine until you actually see it.   11. Ajax chief executive Alex Kroes has been suspended by the Dutch club's supervisory board over allegations of insider trading. In a statement, the club board alleges Kroes bought more than 17,000 shares in the club a week before his appointment was announced on 2 August. The board said it sought external legal advice which "indicates that he likely engaged in insider trading". Ajax say they intend to sack the 50-year-old Dutchman. Kroes, who has only been in the job for two weeks, said he would seek a judgement on his acquisitions by Dutch financial watchdog AFM and did not accept the board's decision. He said he had purchased club shares in stages from April 2022 to July 2023, stopping once his appointment at Ajax was confirmed "to avoid any misunderstandings". Kroes added he purchased the shares "out of confidence in the club. Not to make quick money" and had "provided full disclosure" to the supervisory board about his assets. "I believe that you radiate confidence to your fellow shareholders and stakeholders if you buy shares yourself and therefore also run financial risks yourself," he said. "The AFM can then independently assess whether or not I have acted contrary to the law and the severity of this. Naturally, I will bear the consequences." Board chairman Michael van Praag said the club is "deeply dismayed" and Kroes' position is "untenable". In a statement, Van Praag said: "It is highly detrimental to the club and everyone who holds it dear to them. "Alex Kroes' actions are not in line with what Ajax stands for. The timing of his share purchase indicates insider trading. Such a violation of the law cannot be tolerated by a publicly listed company, especially when it involves the CEO." Shareholders will hear the details about Kroes' intended dismissal at an extraordinary general meeting, with the supervisory board then having the final say over his future. Despite being appointed in August, Kroes only began his role last month because of a non-competition clause in his contract at previous club AZ Alkmaar, where he was director of international football strategy. Israeli military spokesperson, Rear Adm Daniel Hagari, said the incident would be investigated in the “Fact Finding and Assessment Mechanism”, which his statement called an “independent, professional, and expert body”, without giving further details. He said he had spoken to the WCK founder, chef José Andrés, and expressed his deepest condolences. “We also express sincere sorrow to our allied nations who have been doing and continue to do so much to assist those in need,” he said in the statement. The strike hit an aid convoy, killing seven people working with World Central Kitchen (WCK), a charity spearheading efforts to alleviate looming famine in Gaza. They were delivering desperately needed food aid that had been brought in by sea. The WCK said Israel was behind the airstrike. Head of central insights Jan Wedekind and senior director of data science Xavier Guardiola started by noting that millions of players have passed the 10,000th level in Candy Crush Saga, and most of them have not paid a penny. Guardiola said that at launch, Candy Crush Saga’s notoriously difficult level 65 was originally intended to be the final stage of the game. It was too hard, and as a result it became both the highest converting level in the game and the stage that has “has made the most revenue ever,” said Guardiola. But it has also caused the most player churn, he said. It was one of the first levels King A/B tested after launch, the results of which naturally showed that increasing difficulty raised conversions short term. After a lot of wrangling with regulators, Microsoft recently spent $69 billion-with-a-b to acquire Activision Blizzard, after which it almost immediately cut 1,900 jobs across its gaming business. Not great news for anyone, unless perhaps you own MSFT stock. In an interview with Polygon about the driving forces behind layoffs at Microsoft and across the industry, Xbox boss Phil Spencer pointed the finger at—well, really, just capitalism in general. The problem, according to Spencer, is a "lack of growth" across the videogame industry as a whole. "When you have an industry that is projected to be smaller next year in terms of players and dollars, and you get a lot of publicly traded companies that are in the industry that have to show their investors growth—because why else does somebody own a share of someone’s stock if it’s not going to grow?—the side of the business that then gets scrutinized is the cost side," Spencer said. "Because if you’re not going to grow the revenue side, then the cost side becomes challenged." If you can't grow by making more money, in other words, then you can "grow"—in terms of profits, share price, EBITDA, and all those other metrics that Wall Street types care about— by spending less. The obvious question is, why are you bringing in all these new people if you can't afford to pay them?   22. The UK is facing a skills shortage and a productivity problem. A key driver of this stagnation has been the decline in both state and private sector investment in skills. Alongside austerity-era cuts to state spending on adult education, total employer investment in skills declined 19% per employee, in real terms, between 2011 and 2022, with sharper declines in larger businesses (-35%), primary (-44%), and public (-38%) service sectors, as well as the north east (-27%) and south west of England (-32%). While the support available to workers wishing to upskill has rolled back, the wider economic context has made participation harder. The high cost of living, matched by the proliferation of low-security work, means few workers can embrace the risk presented by mid-career upskilling. An under-equipped workforce leaves businesses heavily reliant on migration to fill surging rates of skills-shortage vacancies. Facing significant international competition in emerging green industries and an urgent need to decarbonise the economy, we identify two key areas in which the UK lags behind its international competitors in supporting large-scale upskilling. The first, in providing adequate support to workers with the subsistence costs of upskilling and an upskilling offer sufficient to persuade workers with financial and caring responsibilities to engage. The second, in providing incentives which de-risk skills investment for businesses against the backdrop of high-frequency job switching. The government is at a key stage in designing the next generation of upskilling support: the Lifelong Learning Entitlement. A process is underway to reform the student finance system into something more akin to a personal/individual learning account. In this working paper, we propose, and seek feedback on, the introduction of a new overarching principle of the government’s upskilling offer. The proposed framework is based on a simple commitment to a National Skilling Wage (NSW). Important both for the message it sends, and its potential to boost productivity, the NSW would provide workers and businesses with the financial stability, and confidence, to commit to (re)training. We propose a role for the NSW in supporting both those in and out-of-work, upskilling via two core reforms to the government’s support for upskilling: Switching state support from corporation tax relief to a payroll tax credit at the National Skilling Wage. Current corporation tax relief on training investment should be scrapped. Its design, which is untargeted, profit-contingent, and opaque, and favours large businesses training already highly skilled workers, does not serve the needs of present skills challenges. Instead, we propose a new, flat-rate payment at the NSW to all employers for every hour a worker spends on an approved training course. This payment would take the form of a tax credit, similar to the concept of a human capital tax credit proposed by others, but made via payroll taxes instead of corporation tax. This credit would increase the level of state support for upskilling, allow targeting of additional incentives at key skills-shortage courses, increase the incentive for businesses to upskill lower-paid workers, and expand support to all employers irrespective of their profitability (including charities and other non-profit-motivated organisations). Reforming student finance into an Personal Learning Account which pays the National Skilling Wage. Student finance is due significant reform as the new Lifelong Learning Entitlement is designed and rolled out. In its current design, the student maintenance loan will not prove to be an adequate incentive to attract mid-career workers and workers with financial and caring responsibilities to undertake independent upskilling during a cost-of-living crisis. A Personal Learning Account model, providing a simple drawdown facility throughout a learner’s career should expand uptake, but critically, the account should pay the NSW, equivalent to at least the real living wage, on an hourly basis for every hour of total qualification time studied on an approved qualification. A key priority of our proposed policies is to de-risk skills investment for both the business and the individual. This should include individuals who are unemployed and/or in receipt of means-tested benefits. The NSW should also benefit this group, but further work is required to understand how these reforms would interact with the benefits system. Alongside our proposed reforms we consider issues of state costs and revenue raising. We first consider the potential for the government to apply an additional charge to employers’ national insurance on the trained worker in the months following completion of their training course. This charge, illustratively representing 50% of the total hourly tax credit, could mean businesses partially repay the state support received. We also consider revenue-raising options such as widening the uses of the apprenticeship levy funds, replacing corporation tax relief on skills investment, and clawing back the productivity gains which will result from boosted skills investment via corporation tax. https://neweconomics.org/2024/03/solving-the-uks-skills-shortage
