It's been a rough month -- and, really, year -- for President Joe Biden. Beset by the Omicron variant, high inflation and the uncertainty in Ukraine, Biden's poll numbers have lagged badly, with his approval ratings stuck in the low 40s. A new NPR/PBS NewsHour/Marist poll suggests that all might be changing. Biden's overall job approval rating among Americans is at 47% in the survey, up 8 points from where he was in the same poll last month. That bump is reflected in individual issues too. A majority (52%) of Americans now approve of how Biden is handling the situation with Russia and Ukraine -- up 18(!) points from last month. On Covid-19, 55% now approve of the way he is handling the pandemic, up 8 points from last month. And 45% approve of his handling of the economy, a 9-point increase. Some of that positive movement can be attributed to Biden's State of the Union speech earlier this week. It was generally well-received, and anytime a president has the bully pulpit for an hour in prime time, it's usually a good thing for him. But there are several other threads beyond a temporary State of the Union bump that suggest a Biden comeback could be in the works. 1) His handling of the Ukraine situation -- leading an international coalition against Russia and imposing harsh economic sanctions all while refusing to commit American military forces -- has won him positive reviews from Democrats and Republicans. 2) The US economy is clearly moving in the right direction -- and fast. An eye-popping 678,000 jobs were added in February alone. The unemployment rate is now down to 3.8%, the lowest it's been in two years. 3) Covid-19 is in retreat. Average daily case numbers are down to around 55,000 nationally, and a slew of states are getting rid of indoor mask mandates -- making "normal" seem a whole lot more attainable. Now, it's worth noting that if the past two presidencies -- Barack Obama and Donald Trump -- have taught us anything, it's that partisanship has hardened in the electorate. That trend leaves fewer independents and fence-sitters whose opinions of Biden can change based on external events. That said, Biden's numbers earlier in his term were in the mid-50s -- he was at 54% approval in Gallup polling at roughly this time last year -- which means some elasticity remains in the electorate. The Point: Democrats on the ballot this November have to hope this represents a real turning point for Biden and not just a false positive. If his numbers remain anywhere close to the low 40s, the 2022 election is going to be a wipeout for his party.

Capercaillie could be wiped out in Scotland within the next 30 years, scientists have said. Numbers of the large grouse have declined markedly since the 1970s and there may now be fewer than 1,100 of the birds left. In continental Europe, the birds' conservation status is not rated as a concern but they are considered to be an endangered species in Scotland. Most capercaillie are found in the Cairngorms National Park. The sub-group has suggested a number of action, including controlling foxes and crows by diverting them to alternative food sources, or killing them. Pine martens could be trapped and released elsewhere. They have previously been relocated from Scotland to parts of England. Removing deer fences, and creating larger refuges free of human disturbance have also been suggested. While the Ukrainian military's resistance against Russia's invasion has been well-documented, the last few days have seen growing po[CENSORED]r defiance of Russian forces. In the south of Ukraine, especially, there have been multiple protests in areas where Russian troops have arrived. At least several hundred people gathered in the center of Kherson on Saturday to protest the Russian occupation of the Black Sea port. One video of the demonstrations showed people walking into Kherson's main square despite the occasional volley of gunfire. Where that gunfire came from is unclear, but a small detachment of Russian soldiers is seen guarding the Regional Council building. The protesters chanted "Ukrainia," and the largest cheer went up when a young man waving Ukraine's blue-and-yellow flag scrambled onto a Russian troop carrier. The protests in Kherson this weekend were the largest and latest in a growing tide of confrontations in the few Ukrainian towns and cities of any size that Russian forces have taken. They may be an ominous sign for Russian commanders already struggling to break down Ukrainian military resistance. And, despite the risk, this civil disobedience is being urged on from above. On Saturday, Ukrainian President Volodymyr Zelensky said in a Facebook message: "Everyone who can defend their city must continue to fight. Must. Because if everyone leaves, then whose city will it be?" And, on Sunday, hundreds of people heeded Zelensky's call and took part in marches throughout the Kherson region, which is close to Russian-controlled Crimea. These are all scattered examples, and they don't amount to organized resistance. But they do demonstrate genuine defiance and opposition to the new order that Russian forces are trying to impose as they gradually take more territory. They have stood their ground but not reacted. But not always. In a town in the eastern region of Luhansk, which is largely Russian-speaking, residents took to the streets of Novopskov on Friday. They came back for more on Saturday, when Russian troops shot one man in the leg and fired volleys into the air to disperse a crowd approaching their position. What's unclear is whether the Russians can both control the cities they are beginning to occupy and try to drive forward across this vast country. The end of negotiations between President Joe Biden and Democratic Sen. Joe Manchin of West Virginia means that these and a multitude of other provisions to strengthen the nation's safety net won't happen -- at least not soon. The fate of the Democrats' $1.75 trillion spending plan is now uncertain. Manchin announced on Sunday that he would not support the current version of the legislation, halting its path through the Senate since the party needs the support of all 50 of its members to approve the package through the budget reconciliation process. It passed the House last month. Manchin has repeatedly voiced concerns about the size of the proposal, which he called a "mammoth piece of legislation" on Sunday. He has objected to the enhanced child tax credit, paid family leave and climate provisions, along with several tax measures. Plus, he said the package could add to the nation's rising debt and worsen inflation, which is already soaring. A majority of the legislation would be paid for with new tax increases on corporations and the wealthy. But even with those revenue raisers, the Congressional Budget Office estimated it would add $367 billion to the deficit over 10 years. Senate Majority Leader Chuck Schumer on Monday vowed that the chamber would "vote on a revised version of the House-passed Build Back Better and we will keep voting on it until we get something done." What that package ultimately looks like remains to be seen. Children's nutrition: The current bill would have expanded free school meals to nearly 9 million children during the school year and provided the parents of 29 million kids a $65 per child per month benefit to purchase food during the summer. Earned income tax credit: The expanded earned income tax credit would have been extended through 2022, helping 17 million low-wage childless workers, under the current version of Build Back Better. The boost, which is also part of the American Rescue Plan, is only in place for this year. It nearly triples the maximum credit childless workers can receive, extends eligibility to more people, reduces the minimum age and eliminates the upper age limit. This provision costs about $13 billion, according to CBO. Home health care: Build Back Better called for permanently improving Medicaid coverage for home care services for seniors and people with disabilities, with the goal of reducing the more than 800,000 people on state Medicaid waiting lists. It also aimed to improve the quality of caregiving jobs. The measure would have cost nearly $146 billion, according to CBO. Drug price reduction efforts: Build Back Better contained multiple efforts to lower the price of prescription medication -- most notably allowing Medicare to negotiate prices for the first time. The bill would have empowered Medicare to negotiate prices of certain costly medications administered in doctors' offices or purchased at the pharmacy. The Health and Human Services secretary would negotiate up to 10 drugs in 2025 and up to 20 medications starting in 2028. The legislation also would have imposed penalties if drug companies increased their prices faster than inflation. And it would have redesigned Medicare's Part D drug plans so that seniors and people with disabilities wouldn't have had to pay more than $2,000 for medications bought at the pharmacy. The bill would also have capped what Americans pay for insulin at $35 a month. And it would blocked the implementation of a Trump administration regulation that would change the drug industry's rebate system, though it isn't set to go into effect until 2026. The rule effectively bans drug makers from providing rebates to pharmacy benefit managers and insurers. Instead, drug companies are encouraged to pass the discounts directly to patients at the pharmacy counter. Altogether, these measures would have saved around $297 billion, including about $79 billion from allowing Medicare to negotiate drug prices, according to CBO. Paid family and sick leave: The bill would have provided four weeks of paid leave for new parents as well as workers recovering from illness or caring for sick family members. It would have cost an estimated $205.5 billion, according to the CBO. The United States currently has no federal paid family or sick leave benefit, making it an outlier among developed countries. Pell grants: Build Back Better would have increased the maximum Pell grant by $550 for more than 5 million students enrolled in public and private nonprofit colleges and expand access to undocumented students brought to the US as children, who are known as Dreamers. It would have invested in historically Black colleges and universities and other institutions that serve underrepresented communities, as well as increased funding for workforce development. These provisions would have cost a total of $39.8 billion, according to the CBO's estimate. Affordable housing: The legislation called for a $25 billion investment in the construction, rehabilitation or purchase of affordable homes for low-income people and for the creation and preservation of affordable rental housing. It would have provided $65 billion to address the capital needs backlog of public housing and would bolster rental assistance to hundreds of thousands of families. The measure would have also invested in down payment assistance and in community-led redevelopment projects in under-resourced neighborhoods. And it would have provided $24 billion to fund housing vouchers and supportive services.
