NEW YORK: In a major relief for the struggling Pakistan economy, the International Monetary Fund (IMF) has indicated a willingness to relax the tough conditions under which the country signed the loan programme. This was shared by Minister for Finance Miftah Ismail who is in New York along with Prime Minister Shehbaz Sharif to attend the 77th session of the United Nations General Assembly (UNGA).The Pakistani delegation has held meetings with IMF MD Karistalina Georgieva and World Bank Group President David Malpass on the sidelines of the UNGA and apprised them of the problems faced by the country due to the losses caused by unprecedented floods. Miftah said that the IMF MD was requested to relax the conditions to which she expressed her willingness to do so. He said the World Bank has also been approached, adding Pakistan will receive an additional $2 million from the lender this year. The Imran Khan-led government signed an agreement with the IMF and the PDM's coalition government had to stick to it, he said. However, the PML-N government achieved some relaxation from the IMF, he added. The economic situation of Pakistan has changed after the floods that damaged the cotton crops in Sindh, said Miftah. Pakistan will have to import cotton this year, he said. "Pakistan will have to import wheat as well and it will increase the current account deficit," the finance minister said. He also said the incumbent government is doling out Rs25,000 to 4 million flood-affected families each under the Benazir Income Support Programme (BISP). The finance minister rubbished rumours regarding corruption in the flood victims' fund, saying any such report is false and baseless. At the 40th plenary of the 76th session of the United Nations in February 2021, the UN General Assembly recommended graduating Nepal from Least Developed Country (LDC) status to Developing Country (DC) in 2026. Though Nepal originally planned to graduate in 2022 and consecutively met the UN review criteria in 2015 and 2018, development faltered following the 2015 earthquake and COVID-19 pandemic. Nepal is once again close to achieving this major recognition, marking the country as self-reliant and demonstrating its development progress. At the same time, graduating from DC may endanger Nepal’s economy by removing certain safeguards attached to LDC states, such as financial assistance, interest-free loans, and loan adjustment programs from the United Nations, World Bank, International Monetary Fund, and other international organizations. For instance, Nepal enjoys duty-free markets in the developed world due to the Generalized System of Preference (GSP)—under the aegis of the United Nations Conference on Trade and Development (UNCTAD), which it may also lose with graduation. As Nepal prepares to sacrifice international protections for DC status, it must address weaknesses in its economy. First, Nepal must improve its domestic industry by increasing textile manufacturing, integrating technology in its trade, and addressing political issues and concerns, which can also remedy its existing import-to-export imbalance. To fulfill its economic potential ahead of its advancement to DC status, Nepal must overcome its landlocked position to secure foreign direct investment, expand trade with neighboring and Western countries and fix longstanding issues in its manufacturing sector. Focusing on Domestic Industry In 2021, Nepal’s GDP stood at USD 36.3 billion, primarily composed of agriculture, services, industry, remittances, and tourism. Though Nepal’s industrialization is evident by its decreasing agricultural input to its GDP, its heavy reliance on remittances illustrates the fragility of the economy, which was especially visible during the COVID-19 pandemic. Policymakers in Nepal have often advocated increasing Nepal’s industrial output to increase the stability and size of the economy. However, due to inadequate industrial planning, Nepal’s industry and manufacturing sectors contribute less than 15 per cent to its GDP. …Nepal must overcome its landlocked position to secure foreign direct investment, expand trade with neighboring and Western countries and fix longstanding issues in its manufacturing sector. One way Nepal can expand its manufacturing sector is to improve its textile industry. Nepal’s textile industry has seen considerable growth in recent years, and products – like carpets – have seen massive demand in the United States and Europe. Scaling up the manufacture of these textile products can generate employment and increase exports to Western markets. Nepal also needs to improve its technology to track the manufacture of necessary country-specific exports. It can also provide real-time data on its local produce and integrate it with the global import market for interested importers. For instance, Nepal is among the few countries manufacturing Pashmina Shawls, which is in high global demand. Therefore, data on importer countries’ specific needs would be useful for Nepalese manufacturing. While focusing on domestic industrial development, Nepal will have to address the lack of political will from policymakers and the government to innovate its economy. Since the advent of democracy in 2006, Nepal has seen more than ten prime ministers, and no government has been able to chalk out a long-term national plan. Therefore, Nepal must achieve political stability to enhance its domestic industrial capacities. Attracting Foreign Direct Investment Nepal requires considerable investments to establish new industries and develop the existing ones. Therefore, attracting Foreign Direct Investment (FDI) is critical to Nepal’s overall economic development. However, Nepal has historically been unable to attract significant investors aside from India and China, whose motivations are primarily driven by security priorities, given Nepal’s strategic position. Investors have often stepped back from their FDI commitments in Nepal due to unfriendly laws and political instability. Nepal’s significant reliance on India and China for investment often puts the country in a geopolitical bind. Though Nepal has limited areas for investment, FDI in Nepal’s tourism and hydropower sectors can provide more for economic progress. In addition to Nepal’s geopolitical competition, sluggish approvals through various channels, risk management, and local politics primarily demotivate foreign investors. In 2019, Nepal introduced Foreign Investment and Technology Act to structuralize the single window system. However, the act has not seen full-scale implementation, and it still takes longer than expected to get approvals to coordinate among the different ministries. Similarly, the lack of infrastructure, like providing land and quality roads, is yet another challenge before the investors. The problem appears to be getting worse for Ford, as The Drive reported satellite images of Kentucky Speedway's auxiliary parking lots filling up with unfinished Ford trucks. In two images spaced roughly a month apart it can be seen that more trucks were added to the lot over time until the speedway became literally surrounded by brand new, unfinished vehicles.According to a report from CNN, Ford revealed that it is currently holding on to 40,000-45,000 large trucks and SUVs there are still waiting on necessary components to complete production. In February of 2021, the semiconductor shortage was so bad that Ford had to temporarily halt F-150 production at two U.S. plants. In July of this year, GM reported that it had to park 95,000 unfinished vehicles as it waited on chips. Ford is not alone. Shortly after the reveal of the new 2024 Chevrolet Equinox EV, GM CEO Mary Barra predicted in an interview that the semiconductor shortage would likely continue into 2023 and into 2024. The Islamabad High Court (IHC) on Thursday deferred contempt proceedings against PTI chief Imran Khan after he expressed the willingness to apologise to Additional District and Sessions Judge Zeba Chaudhry. The IHC had initiated contempt proceedings against Imran over his diatribe against Judge Chaudhry, who had approved PTI leader Shahbaz Gill’s physical remand in a sedition case, at a public rally in Islamabad’s F-9 Park on Aug 20. At the previous hearing, the IHC had termed the PTI chief’s revised response in the case as “unsatisfactory” and decided to indict him on September 22 (today). A larger bench, headed by IHC CJ Athar Minallah and comprising Justice Mohsin Akhtar Kayani, Justice Miangul Hassan Aurangzeb, Justice Tariq Mehmood Jahangiri and Justice Babar Sattar, heard the case today. In its written order, a copy of which is available with Dawn.com, the court observed that in his statement today, Imran said that he “may have crossed a red line”. “He wanted to assure the Hon’ble Judges of this Court that he was willing to clarify before the Hon’ble Judge of the District Court that neither he nor his party sought any action against the Hon’ble Judge of District Court and that he would willingly apologize to the Hon’ble Judge if she felt that the respondent had crossed a line.” The order went on that the PTI chief has promised never to do anything in the future that would hurt the dignity of the judiciary and especially the lower judiciary. In view of Imran’s response, the court said that it was “satisfied with the apology rendered by the respondent”. “Let him file an affidavit for consideration of this Court before the next date fixed,” the IHC added. The hearing During today’s hearing, the former prime minister took the stand. He sought permission from the bench to put his statement on the record, saying he was not allowed to speak at the last hearing. “I am ready to apologise to the female judge,” he told the court. “The court thinks that I have crossed a line. My intention was not to threaten the female judge. If the court says so, I am ready to personally go to the judge and apologise,” he offered. “I assure the court that I will not do something like this in the future,” he added. “I am sorry if I have crossed a red line.” Following this, the IHC CJ said that the court would record the PTI chief’s statement and told Imran to submit an affidavit. “Submit an affidavit detailing what you have said,” the IHC CJ said. “It is your personal decision as to visit the judge in person,” the IHC bench said. “If you have realised [your] mistake and ready to apologise for it […] that is enough,” the court remarked. The hearing was subsequently adjourned till October 3 with the court directing the PTI chief to submit an affidavit within a week. In the opinion of former Singaporean diplomat Kishore Mahbubani, India is best suited to mediate the dispute between Ukraine and Russia because it is one of the few countries that enjoy good will in both Washington and Moscow. For India, engaging in the mediation process would also increase its stature on the world stage. The idea of third-party mediation is not new to India, as it has played a major role in the Cold War in supporting a peaceful resolution to conflicts. During the Korean War, India played a pivotal role as a mediator and proposed a resolution that offered the essential means to end the Korean War and eventually resulted in the signing of the Armistice Agreement. Though this agreement did not end with a termination of the conflict, it helped establish a Neutral Nations Repatriation Commission, chaired by India, to determine the fate of more than 20,000 prisoners of war from both sides. Despite various setbacks in the mediation process of the Korean War, India’s role elevated its stature among the newly independent Afro-Asian countries as a diplomatic negotiator. From 1954-65 India chaired the International Commission for Supervision and Control, established in one of the successful resolutions at the Geneva conference after the first Indochina War (Vietnam War). Despite a widespread perception that the Commission ultimately failed, it delivered several successful results during its early phase and its failure is largely attributable to the Commission’s inadequate mandate. The overall objective of India’s foreign policy was to prevent the involvement of large powers in India’s extended neighborhood. India’s engagement can be attributed to the fact that the potential instability in other parts of Asia could harm its interests. India believed that it would spread outside of East and Southeast Asia and constrain the resources needed for its development.India’s role in mediating conflicts was severely hampered by its wars with China and Pakistan in 1962 and 1965, which ultimately led to a shift in India’s foreign policy from one of peacemaker to security seeker. The shift entails, defining India’s interests in narrower terms and a regional image centered on a subcontinent as opposed to an expansive Asian space, acceptance of balance of power as a norm, and a willingness to use force was no longer avoided. Although India has adopted a more securitized approach to its foreign policy, it has never been reluctant to mediate a conflict when it was requested to do so. In 1987-88, when Vietnam decided to withdraw its troops from Cambodia, Nguyen Co Thach, the former foreign minister of Vietnam, requested India to convey Vietnam’s decision to ASEAN countries. Immediately recognizing the importance of the request from Hanoi, then Prime Minister Rajiv Gandhi sent India’s former Minister of State for External Affairs, Natwar Singh, to serve as a special envoy to Vietnam and other ASEAN nations in an effort to end the Vietnam invasion of Cambodia. With this action, Natwar Singh was undertaking the equivalent of shuttle diplomacy.However, India’s policy of not employing third-party mediation on its own disputes in Kashmir has prevented it from actively intervening in conflicts in other regions. As this effort may attract the focus of the third-party mediation to India’s own issues in Kashmir. India has never formally offered to mediate in any conflicts since the end of the Cold War. Even while leaders from the Middle East, including Palestine, Syria, and Israel, have at regular intervals expressed interest in India playing a constructive role in the Middle East Peace Process, India has been reluctant to do so. Linking the Past and the Present India’s actions reflect the geopolitical interests that flow from its geography and history. During the Cold War, Delhi became involved in the Korean War and the Vietnam War to maintain peace and order in the region, which had implications for India’s interests. Likewise, in the current international security landscape, it is prudent for India to have an integrated approach when it comes to geography, as both the Indo-Pacific and the Eurasian theater need to be treated as a single geographic space. As the ongoing Ukraine-Russia conflict demonstrates, instability in Eurasia has direct economic and security implications for the Indo-Pacific and vice versa. Historically, India’s approach towards mediation was not borne out of idealism, but rather a well-calibrated policy approach to suit its interests. It is likewise in India’s best interest to make every effort possible to prevent Russia from becoming China’s “junior partner.” India has steadfastly maintained its ties with Russia, however, a weakened Russia will be vulnerable to China’s diktats and it would constrain India’s space in the region which are important to its economic and security interest which includes Eurasia, Indo-Pacific, and potentially the Arctic region. If India intends to maintain a balanced relationship with Russia, it should not be concerned about the possibility of Russia’s reprisals for engaging with Ukrainian policymakers. As a result of its isolation from the west, Russia has less incentives to sour its ties with India. Finally, India’s position is progressively altering in response to developments on the ground. The lightning-fast onslaught by Kyiv, which saw its military forces seize some significant cities in the Northeast of the nation that has been occupied by Russia, must push India to step up its engagement with Ukraine, and be open to mediating the conflict. The pod, which is stranded on Ocean Beach, appears to be pilot whales and at least half are presumed to still be alive, the Department of Natural Resources and Environment Tasmania said Wednesday. A team from the Marine Conservation Program was assembling whale rescue gear and heading to the area, the department said.A resident told the Australian Broadcasting Corp. the whales were visible near the entrance to Macquarie Harbor and described the stranding as a “massive event.” David Midson, general manager of the West Coast Council, urged people to stay clear. “Whales are a protected species, even once deceased, and it is an offense to interfere with a carcass,” the environment department said.“They will be going to different areas and searching for different food sources,” Meynecke said. “When they do this they are not in the best physical condition because they might be starving, so this can lead them to take more risks and maybe go closer to shore.”Fourteen sperm whales were discovered Monday afternoon on King Island, part of the state of Tasmania in the Bass Strait between Melbourne and Tasmania’s northern coast. The department said it is not unusual for sperm whales to be sighted in Tasmania. The pilot whale is notorious for stranding in mass numbers, for reasons that are not entirely understood. Two years ago, about 470 long-finned pilot whales were found beached on sandbars off Tasmania’s west coast in the largest mass-stranding on record in Australia. Well, the folks at Affalterbach are perhaps just a little nervous about how this new C63 will be received by the AMG faithful. There were some grumbles in 2015 when those fans learned the W205 version of the C63 would be powered by a 4.0-liter twin-turbo V-8 rather than the thunderous naturally aspirated 6.2-liter engine (the ambitiously named "6.3") of AMG legend. But that development pales in comparison to what's coming for the new W206 series model: The V-8 is gone, replaced by a 2.0-liter four-cylinder hybrid powertrain.The new C63 might be a hybrid, but it's nothing like a Prius. In fact, many of its key technologies are derived from a 1.6-liter hybrid that is the most advanced and highest performance powertrain ever to carry the three-pointed star: the EQ10 Power+ powertrain used in the Mercedes-AMG Petronas Formula 1 racers.The all-wheel-drive C63 S E Performance packs a system output of 670 hp and 752 lb-ft of torque, enough, says AMG to punch the 4653-pound sedan to 60 mph in less than 3.4 seconds, and to a top speed of 174 mph with the optional AMG Driver's Package fitted. For the record, the turbocharged 4.0-liter C63 S we tested back in 2015 had a mere 503 hp and 516 lb-ft of torque, and despite its near-mythical status among AMG aficionados, the 6.2-liter powered C63 we tested in 2011 could only muster 481 hp and 443 lb-ft. The new C63 will be at least six- to eight-tenths of a second quicker to 60 mph than either. More impressive than the headline numbers, perhaps, is how they're made. The C63's hybrid powertrain consists of a 469-hp version of AMG's M139l inline four under the hood, and a 201-hp electric motor mounted at the rear axle. "What's different is we didn't put the e-motor 'on top' of the internal combustion engine," says AMG development engineer Peter Szalay. "Instead, we have a 'virtual' engine that provides the output demanded by the driver in the fastest, most responsive way, using the best characteristics of both." What that means in simple terms is the outputs of the internal combustion engine and the e-motors are treated separately. The gas engine drives all four wheels through the AMG Speedshift multi-clutch nine-speed automated transmission. The e-motor drives the rear wheels through its own automated two-speed transmission, which shifts to high gear at 87 mph, and an integrated electronically controlled limited slip differential. It also sends drive forward via a separate propellor shaft to a clutch unit at the rear of the nine-speed transmission, from which it can be distributed to the front wheels as well. Szalay says this setup avoids having to put the e-motor's torque through the Speedshift transmission, which is torque-limited to about 736 lb-ft, and allows it to freely distribute torque to the front and rear axles as needed. But more importantly, Szalay says, if the ICE and the e-motor shared the same output shaft, as is the usual practice with many hybrids, the system could not deliver maximum power because the power peaks of both occur at different revs. That's why the C63's peak power number is a simple sum of the ICE and e-motor outputs.
