The PTI led by Imran Khan came into power with a consistent narrative that promised to eliminate elite-led corruption—allegedly rampant among opposition leaders—which would inevitably revive Pakistan’s economy. However, this narrative began to falter as the PTI’s central and provincial governments failed at governing their respective administrative units during their four years in office. The then-opposition used their provincially concentrated vote bank to rally against Imran Khan. This consensus eventually formed the Pakistan Democratic Movement (PDM), a joint opposition front, that ultimately ousted the Khan-led PTI government on April 9, 2022 making him the first Pakistani Prime Minister to be voted out of office through a Vote of No Confidence (VoNC). The addition of the 18th Amendment to Pakistan’s Constitution has made provincial politics more consequential to political stability. The 18th Amendment—passed in 2010 during the Pakistan People’s Party (PPP) government—gave the four provinces increased autonomy relative to the federal government through increased budget spending and administrative rights. This year, it enabled several provincial parties and individuals with strong provincial voter banks to play a vital role in uprooting Imran Khan from office. The PTI’s failure to consolidate the federation through an inability to facilitate provincial administration worsened the center-province power balance. This essay will establish how each province’s politics affected the PTI, coalition allies, and opposition amidst political powerplays preceding the VoNC. Sindh The Pakistan People’s Party (PPP) formed Sindh’s government through a majority in 2018. However, despite the PPP’s majority, the political stage was set for confrontation. In a significant electoral upset for the PPP, the PTI triumphed in Karachi, which, while remaining under Sindh’s jurisdiction, remains the province’s largest and most influential constituency. The PTI’s failure to consolidate the federation through an inability to facilitate provincial administration worsened the center-province power balance. The PTI has long criticized the PPP’s decade-long policies in Sindh, promising a change of the status-quo when in office. The critiques of the PPP ranged from not instituting solid waste management mechanisms in Karachi, appointing a controversial mayor, instituting a European-style COVID-19 lockdown at the expense of daily wage laborers, and being responsible for decades of administrative and governance neglect. The confrontational environment between the PPP and PTI resulted in needless semantic political powerplays that detracted from the PTI’s governance. The PTI attempted to hijack the PPP-instituted Benazir Income Support Program—a social safety scheme that provides direct cash transfers to the most vulnerable—by rebranding it as “Ehsaas” while facing additional challenges in implementing the program in rural Sindh without PPP support. The PTI failed to rectify the PPP’s decade-long mismanagement of Sindh by not prioritizing governance. Much of the PTI’s electoral success in Karachi and sway in Sindh can be attributed to its partnership with the Muttahida Qaumi Movement (MQM) in a coalition alliance from 2018 to 2022. The MQM’s voter base are primarily Karachi residents who immigrated from India during Partition and speak native Urdu. Soliciting their coalition support was essential for the PTI to win Karachi and compete with the PPP for provincial control in Sindh. During the PTI’s tenure, Karachi’s living situation continued to remain unbearable for residents, who experienced monsoon floodings, water and power shortages, and anti-encroachment drives resulting in homelessness under the PTI. The MQM, which enjoys a large Karachi-based Muhajir vote bank, could not afford to lose Karachiites’ goodwill due to the PTI’s misgovernance. In March 2022, after four years in the PTI’s coalition, the MQM announced it would join the PDM’s coalition days before the Vote of No Confidence. With the MQM bidding farewell, the PTI lost one of its most important provincial coalition partners in the National Assembly. Punjab In 2018, the PTI formed government through a slender majority in Punjab. However, Imran Khan’s nominee for the Punjab Chief Minister, Usman Buzdar, proved unpo[CENSORED]r both internally within the PTI and externally in the (then) opposition. Historically, the post is held by politically powerful members in the Punjab Assembly; current Prime Minister Shehbaz Sharif was previously the Chief Minister of Punjab between 2013 and 2018. In comparison, PTI’s Usman Buzdar’s relatively low-profile baffled policymakers. Speculations about the unconventional choice later led to Farah Khan, Bushra Bibi’s friend and confidant, leaving the country in early April 2022 after (unproven) allegations surfaced accusing her of influencing Imran Khan’s decisions about his executive appointments in Punjab. Prior to the 2018 election, Imran Khan successfully received support from the Junoobi Punjab Sooba Mahaaz Party (JPSM), led by Makhdoom Khusro Bakhtiar. The JPSM broke its historic alliance with the PML-N in favor of the PTI on the condition that the PTI will take tangible steps to create a fifth Pakistani province: South Punjab. This was supported by a wide range of lawmakers, including within the PTI, who hailed from South Punjab. While the PTI repeatedly attempted to pass the requisite legislation, Punjab’s provincial administration and other lawmakers wielding influence and power did not allow the PTI to fulfil its promise in over almost four years. By the end of 2021, forward blocks emerged from within the PTI. Imran Khan’s close confidant, friend, and financier, Jahangir Tareen, was booked for money laundering by the Federal Investigation Agency (FIA). His sudden alienation from Imran Khan had negative ramifications for the Tareen’s (and PTI’s) voter base, who saw him as the face of PTI in Punjab but was now out of favor. Several members of the so-called “Tareen Group,” including dozens of disgruntled PTI parliamentarians in the Punjab Assembly, voted for PMLN’s Hamza Shehbaz (and not PTI’s candidate) as Chief Minister of Punjab during the week of the Vote. Mohammad Javed Miandad PP SI (Urdu: محمد جاوید میانداد; born 12 June 1957), po[CENSORED]rly known as Javed Miandad (Urdu: جاوید میانداد), is a Pakistani cricket coach, commentator and former cricketer known for his unconventional style of captaincy and batting. ESPNcricinfo described him as "the greatest batsman Pakistan has ever produced" and his contemporary Ian Chappell extolled him as one of the finest batsmen in the history of cricket. He played for Pakistan in Tests and One-Day Internationals between 1975 and 1996. Noted for his unique technique and impressive control,[2] Miandad has won accolades and applause from cricket historians as well as contemporaries. Miandad was ranked 44th among the best cricketers of all time by the ESPN Legends of Cricket.[3] He has served as a captain of the Pakistan team. He is widely known for his historic last ball big six against India in 1986 at Sharjah, when 4 runs were required to win, winning an international game in that fashion for the first time,[4] and for his contribution with the bat in the 1992 ICC World Cup. After his playing career, Miandad has remained the coach of Pakistan cricket team at various occasions, as well as held key positions in the Pakistan Cricket Board. He had three coaching stints with the Pakistan national team.[5] In 2009, Miandad was inducted into the ICC Cricket Hall of Fame.[6]Early life Javed Miandad was born on 12 June 1957 in Karachi.[7] His parents moved from Palanpur, Gujarat, India, where his father, Miandad Noor Mohammad, worked in the police department, posted in cities like Ahmedabad and Baroda, whilst at the same time, he was also overseeing the sports clubs in the city for the Nawab.[8] He had three brothers who played first-class cricket in Pakistan: Anwar Miandad, Sohail Miandad and Bashir Miandad.[9][10][11] His nephew, Faisal Iqbal, is also a Test cricketer.[12] Test career Debut and early years Pakistan's first Test captain, Abdul Hafeez Kardar, upon seeing Miandad during the 1970s, predicted famously about him: "the find of the decade". A formidable batting line-up of Mushtaq Mohammad, Majid Khan, Sadiq Mohammad, Zaheer Abbas, Asif Iqbal and Wasim Raja were hard to break into, but Miandad's raw talent made it possible and he became an integral part of Pakistan's strong batting lineup. Miandad was the third highest run-scorer, with 594 runs – after Mudassar's 761 and Zaheer's 650 runs – at the average of 118.80; they made the record for the three top batsmen in any Test series.[56] Miandad and Mudassar's partnership of 451 runs in the Hyderabad Test constituted a new world record for the third wicket, and equalled the all-time record for any Test wicket, made by Don Bradman and Bill Ponsford in 1938.[56] They became the first two Pakistani batsmen to score double-centuries in an inning.[57] Miandad scored his career best 280 not out, before the captain Imran Khan, decided to declare the innings, thus stopping him from "possibly breaking the individual Test world record of Sir Garfield Sobers".[58][59] Cricket critics call this "one of the worst decisions by Imran as captain of Pakistan" as he "didn't even give him a particular time or the number of overs he could bat on for."[59] Miandad, however never expressed displeasure on the decision.[59] Pakistan won the match by an innings and 119 runs. In the second innings of the match, he established a partnership of 212 runs for third wicket with Mudassar, a Pakistani record at that time. This was the 1,000 match in the history of Test cricket.[66] He was the highest run-scorer of the series, with 337 runs at the average over 84;[67] Pakistan won the series 2–0.[68] Miandad captained the Pakistan cricket team in the next series against the same team, which was played in New Zealand. He could not maintained his previous form against them, and only managed to score 138 runs, averaged below 28.[69][70] During 1985–86 Sri Lankan tour to Pakistan, three Test matches were played between the teams.[71] Miandad, who was captaining Pakistan, made his third double century in the first Test at Iqbal Stadium. During his innings of 203 not out, he made a partnership of 397 runs with Qasim Umar—who also made a double century in the innings—for third wicket, which was eighth highest overall and second highest for the third wicket at that time.[72] Miandad's score of 306 runs from three innings were the most by any batsmen in the series, and his average for the score was 153.00.[73] In the same season Pakistan visited Sri Lanka, and played three Tests against them. During the second Test, Two unpleasant incidents occurred: when an umpire started rubbing the new ball replaced with the older one on the ground, during Pakistan's second innings after sixteen overs to get the similar characteristics; Pakistan manager came to the umpire and showed him the 1985 Wisden's relevant Law; and Miandad's disagreement to the umpire's decision of lbw against him. Later on someone from the crowd threw a stone upon Miandad, and he went upstairs into the crowd to take revenge from the spectator.[74][75] Later career In 1992, during the Pakistan tour to England, he scored 153 not out in the first Test at Edgbaston, Birmingham.[76] From then to his retirement he scored 578 runs, without scoring a century, at the average of 32.11 in 11 Tests. He made only four half-centuries during that period.[77] Miandad played 124 Test matches, batting in 189 innings. His aggregate of 8,832 Test runs was a Pakistani record until Younis Khan broke it in 2015. Inzamam ul Haq also came close to breaking this record just falling short by 4 runs. Even though his test career spanned 17 years, he failed to make it into the top-most category of batsmen with test aggregates of over 10,000 runs.[13][78] Miandad's 23 centuries and 43 fifties were Pakistani national records, until they were broken by Inzamam-ul-Haq. Miandad's Test career batting average of 52.57 is currently the highest for Pakistani batsmen. He scored six double centuries which is the most by a Pakistani and 6th overall. He became the first batsman in the history of cricket to score a century in both his 1st and 100th test (against New Zealand and India respectively).[79] He made his highest score of 280 not out against India. Pakistan went on to win that match by an innings and 119 runs.[80] One Day International career Miandad made his One Day International debut against the West Indies at Edgbaston, Birmingham in the 1975 Cricket World Cup. His last ODI was also a World Cup match, and Pakistan lost the match. More, he scored 2 fours and 0 sixes and his strike rate was below 100 in both of his, first and last ODI innings.[81][82] His highest ODI score came against India at the Gaddafi Stadium in a match which Pakistan lost in 1982. He faced a little opposition but his first two series as captain, in 1981/82, included a win against Australia, and a credible 0–1 loss to the West Indies.[89][90] After a tough tour of Australia, opposition to his captaincy gained strength, and his first captaincy period ended during the following home series against Sri Lanka.[91][92] He captained Pakistan in six more tests in 1985, and thereafter broadly shared Test captaincy duties with Imran Khan until the end of his career. Pakistan won 14 and lost 6 of his 34 tests in charge. He captained them to home and away Test series victories against England in 1987-8 and 1992, and averaged just over 50 as a batsman when Pakistan's captain.[93] In one-day cricket he captained Pakistan in 62 one-day internationals of which they won 26 and lost 33. None of his one-day international hundreds came as captain.[94] Coaching and commentary Miandad is one of the few individuals (others being Waqar Younis and Richard Pybus) to have coached the Pakistan Cricket Team over three or more separate occasions. He was first appointed coach in September 1998. Under his reign Pakistan defeated India in India (once in the Test series which ended 1–1, and once in the Asian Test Championship), won the tri-series in India, won the Asian Test Championship and won the 1999 Sharjah Cup in April. Strangely, Miandad faxed his resignation to the PCB in late April 1999, just before the 1999 Cricket World Cup.[95] The reason for his first resignation was unknown. Many cited hiring of Richard Pybus (technical coach) and Sarfaraz Nawaz (bowling coach) as a possible reason. Others suggested unrest with senior players.[citation needed] In 2000, after Moin Khan took over captaincy from Saeed Anwar, Miandad was reappointed as the coach. During his second reign, Pakistan won the Sharjah Cup (March 2000), the Asia Cup (May–June 200), the West Indies tri-series and the Test series in Sri Lanka. Pakistan lost the ICC Champions Trophy semifinal under his reign. Miandad was removed along with Moin Khan in April 2001 after Pakistan lost the ODI series in New Zealand. There were also reports of match fixing during the preceding Test series which Pakistan drew after losing the third game.[96] After Pakistan's dismal show in the 2003 Cricket World Cup, another cleanup operation was undertaken by the PCB, naming Rashid Latif as captain and Javed Miandad as team coach in March 2003.[97] During this reign, Miandad won Pakistan the Sharjah Cup (April 2003) bereft of big names like Inzamam and Yousaf. Pakistan won the home Test series against South Africa after losing 3–2 in the ODI series. Justice Shah is a part of the three-member Supreme Court bench — also comprising Chief Justice of Pakistan Umar Ata Bandial and Justice Ijazul Ahsan — that took up Imran’s plea, which claims the new NAB laws are and “violation of fundamental rights”. During the hearing today, Justice Shah said that the public had trusted Imran by electing him a member of the National Assembly. “Why did he leave the assembly without the wish of the people of his constituency?” he inquired, adding that the PTI chief could have raised his objections against the NAB ordinance in the parliament as well. The hearing At the outset of the hearing today, Imran’s lawyer Khwaja Haris presented his arguments before the bench, claiming that the new amendments had rendered the accountability law “ineffective”. “In the past, the Supreme Court had declared corruption cancer for the country,” he recalled. “Public officeholders were never given exemption in any accountability laws that were made. “And the law for them [public officeholders] has been the same since 1949,” Imran’s counsel argued, adding that holding a public office was a “sacred responsibility”. At this, Justice Shah said that the court could not do anything if the parliament had abolished a law. “Has the court ever restored a repealed law before?” Haris replied that in 1990, the court had restored a repealed law. At one point during the hearing, CJP Bandial remarked that the parliament was only submissive towards the Constitution and shariah. Justice Ahsan concurred and said that accountability was a fundamental principle of Islam. Continuing his arguments, Haris said that important changes had been made to the accountability laws regarding plea bargains. “Those who do not pay instalments of the plea bargain have been facilitated [under the new law].” The lawyer contended that earlier, action was taken against those who failed to pay the plea bargains. “After the amendment, the plea bargain of the non-payer will expire,” he said, adding that if the corruption case was regarding an amount of less than Rs50 million, the charges against the accused would be automatically removed. “Under the amendment, the accused can claim the amount of plea bargain deposited after being acquitted,” he pointed out. “A person who has paid the full plea bargain amount can also ask for the money deposited.” Here, Justice Bandial observed that this way the state would have to pay billions of rupees. Justice Shah also wondered if taking money from the accused under pressure was correct. To this, Haris replied that the plea bargain was only approved by the accountability court. “But if the accused is under pressure, they can let the court know,” the lawyer added. Subsequently, the court adjourned the hearing till Oct 6. Imran’s petition In his petition, Imran Khan had claimed that the amendments to the NAB law were made to benefit the influential accused persons and legitimise corruption. The coalition government led by the PML-N had introduced 27 key amendments to NAO, but President Dr Arif Alvi did not accord his assent to these. However, the bill was adopted in a joint sitting of parliament and notified later. The petition pleaded that the fresh amendments tend to scrap corruption cases against the president, prime minister, chief ministers and ministers and provide an opportunity to the convicted public office-holders to get their conviction undone. “The amendments to the NAO is tantamount to depriving the citizens of Pakistan of having access to law to effectively question their chosen representatives in case of breach of their duty towards the people of Pakistan,” the petition argued. Moreover, the word “benamidar” has been re-defined, making it difficult for the prosecution to prove someone as fictitious owner of a property, the petition argued. The application has also challenged the second amendment to the law done by the coalition government on Aug 16 in which offences involving misappropriation of less than Rs500 million were taken out of the purview of the law. Moreover, absconders who were punished under Section 31 of the ordinance in absentia were also taken out. The petition stated that most of the changes were ‘person specific’. The petitioner pleaded that it would be just and fair in protecting the constitutional and fundamental rights of the citizens that NAB should be asked to provide details of all cases, which relate to prominent and influential holders of public office, especially regarding cases pertaining to offences of owning assets (movable and immovable) beyond known sources of income and misuse of authority. However, the petitioner feared, the recent amendments operated to preemptively exonerate public office holders or their co-conspirators from offences of corruption. The petition claimed the amendments were also ultra vires of the fundamental rights guaranteed to people in articles 9, 14, 18, 24 and 25 of the Constitution. NAB law amendment The NAB (Second Amendment) Bill 2021 states that NAB’s deputy chairman, to be appointed by the federal government, would become the acting chairman of the bureau following the completion of the tenure of the chairman. The bill has also reduced the four-year term of the NAB chairman and the bureau’s prosecutor general to three years. After approval of the law, NAB will not be able to act on federal, provincial or local tax matters. Moreover, the regulatory bodies functioning in the country have also been placed out of NAB’s domain. It says that “all pending inquiries, investigations, trials or proceedings under this ordinance, relating to persons or transactions … shall stand transferred to the concerned authorities, departments and courts under the respective laws.” It has also set a three-year term for the judges of the accountability courts. It will also make it binding upon the courts to decide a case within one year. Under the proposed law, it has been made binding upon NAB to ensure the availability of evidence against an accused prior to his or her arrest. In the past few years, extreme weather conditions have become commonplace in Pakistan. Heat waves, droughts, and floods have become a yearly endemic, affecting food and water security. Marginalized communities—such as the poor, elderly, and women—face the brunt of these consequences. Despite being one of the world’s lowest carbon emitters, Pakistan is among the top ten nations most vulnerable to extreme climate events. According to UNESCAP, Pakistan could lose more than 9 percent of its annual GDP due to climate change. Severe heat waves and untimely rains have also severely impacted Pakistan’s agricultural production. The Intergovernmental Panel on Climate Change has warned that the frequency of such extreme weather conditions will increase in the future, causing a severe risk to Pakistan’s food security. The Asian Development Bank projects sharp declines in key food and cash crops (such as wheat, sugar cane, rice, maize, and cotton) in the coming years due to rising cultivating costs and climate change. Pakistan ranked 92nd out of 116 countries on the Global Hunger Index in 2021. Climate change and supply chain disruptions after Russia’s invasion of Ukraine are also likely to further aggravate the situation in the coming years. If timely measures are not taken to address food insecurity and adapt to the adverse effects of climate change, Pakistan can face an existential threat. Extreme Climate Events Continue Unabated Climate change is a direct threat to Pakistan’s food production. Himalayan glaciers, which feed the country’s primary water source (the Indus Basin), have lost more mass since 2000 than in the entire twentieth century. For a country like Pakistan, where 23 percent of its GDP relies on the agriculture sector and the Indus Basin, this is a serious cause for concern. Beyond the risks of water shortages, extreme climate events are increasingly posing threats to livelihoods and agriculture. Each summer, heavy monsoon rainfall cause flash floods, property damage, and loss of life across the fertile plains of Punjab and Sindh. The consequences seem to worsen every year. This summer, historically high temperatures reached 51 degrees Celsius (approximately 123 degrees Fahrenheit) in Jacobabad, the highest temperature reported in South Asia. As the war in Ukraine halted wheat exports from “Europe’s breadbasket”, farmers in India estimated that the rise in temperature had destroyed 10-15 percent of their crops. With climate shocks like this expected to become only more frequent in the years ahead, Pakistan’s food production capacity may be hindered by extreme climate events.Pakistan’s total wheat demand—the primary source of fiber in the national diet and an important determinant of overall food security—is roughly 30.8 million tons. Heat waves in mid-March and increasing fertilizer costs led to an almost two million ton shortfall against a target of 28.9 million tons for this season. Supply and demand gaps are fulfilled by wheat imports in a volatile international market. LAHORE: PML-N Vice President Maryam Nawaz on Tuesday demanded that the contempt cases against her party leaders Talal Chaudhry, Daniyal Aziz, and Nehal Hashmi should also be quashed as it was done in the case of PTI Chairman Imran Khan. Addressing a press conference after receiving her passport following the passage of three years in line with the Lahore High Court's orders, the PML-N vice president spoke at length about her legal battles, Khan's vendetta against her family, the court's decision to let him go, and other pressing political matters. She maintained that the Islamabad High Court's decision to dismiss the contempt case against the "devil" PTI Chairman Imran Khan has "emboldened" him. Maryam told the judiciary that it should not be lenient with a person like Khan who thinks like "satan" and his only job is to blame people and launch smear campaigns. "For years, he has been doing this. And when he does [something illegal] and sees that action will be taken against him, he apologises," Maryam said about Khan who recently escaped being charged for contempt of court. The PML-N leader said Khan went to the chambers of Additional District and Sessions Judge Zeba Chaudhry to apologise as he was aware that if he does not do it, then he can be disqualified. "Was Zeba asked whether she wants to forgive him or not? Do you (courts) know what kind of precedent are you setting? Now, anyone can abuse and threaten any woman in jalsas," she said. Maryam added that since Khan has been forgiven, the contempt cases against PML-N leaders Talal Chaudhry, Daniyal Aziz, and Nehal Hashmi should also be disposed of. "This devil (Khan) whom you have forgiven will do this again. He has been emboldened as he knows that now no matter what he does, he can seek forgiveness," she said. "This wasn't a record of a diamond ring that you misplaced or the record of the dollars that you took in the foreign funding case. It was Pakistan's property," she said. Maryam said that since Pakistan's inception, no cypher had been misplaced. The PML-N leader added that a more serious crime than misplacing the cypher was changing the minutes of the meeting. "There was no mention of a conspiracy, and then, you built a conspiracy [by mani[CENSORED]ting the minutes of the meeting]," the PML-N vice president said. Maryam said that after Khan's stunt, the Ministry of Foreign Affairs has told officials that the international world has refused to send cyphers to Pakistan, fearing that it might be turned into a conspiracy. The PML-N leader castigated Khan for dissolving the parliament on the basis of "forged" minutes of the meeting. At the outset of the press conference, the PML-N leader thanked everyone — including the media and her legal team — for helping her in the cases lodged against her. "I am happy today that I have received my passport, but I would like to ask as to why I was deprived of my fundamental right for three years," the PML-N leader said. Maryam said that her passport was confiscated when the "foreign-funded fitna (anarchist)" Imran Khan was in power and he was afraid that her jalsas would lead to his ouster. "My jalsas were going on till 3am at night in support of Mian Nawaz Sharif," she said. Maryam said the National Accountability Bureau (NAB) arrested her — while she was visiting her father in jail — under the pretext of investigation. "They kept me in the NABpremises unlawfully as there was no space to detain women at NAB; they evacuated their daycare centre and held me there," she said. "They held me there for 57 days," Maryam noted, adding that during the probe, the investigators would ask her questions totally unrelated to the case — including which Paulo Coelho book was she reading and who sets the menu for her family. "They did not have any case against me; they confiscated my passport and did not return it for three years," she said.
