Prime Minister Shehbaz Sharif appointed General Asim Munir as Pakistan's next army chief, a move that could further deepen the nation's political crisis and exacerbate former premier Imran Khan's high-stakes clash with the powerful military. Information Minister Marriyum Aurangzeb announced the appointment on Twitter. Munir will replace General Qamar Javed Bajwa, whose six-year term ends Nov. 29. The appointment has been sent for approval to President Arif Alvi, who belongs to Khan's party, Defense Minister Khawaja Asif told reporters. Asif said he doesn't expect any delays and the president's approval would come later Thursday. However, the new appointment is likely to be a setback for Khan, who had removed Munir as chief of the military's elite spy wing, the Inter-Services Intelligence, within eight months of his appointment. Khan replaced him with an officer considered close to him. Munir is currently serving at the army headquarters as quartermaster general, overseeing supplies for all military units. Apart from the ISI, he has also led the military intelligence department. He has served under Bajwa's direct command in the often-troubled northern areas that border Afghanistan, China and India. The appointment of Pakistan's army chief is watched keenly because the institution wields outsized influence over the country's politics -- particularly its foreign and defense policies. The army has also directly ruled the nuclear-armed nation for about half of its history since its creation in 1947. This time the announcement has garnered even more attention as tensions between the military and Khan have soared. The former leader has blamed Sharif of colluding with the US to mani[CENSORED]te his exit from office through a no-confidence vote in April. Meanwhile, Khan accused the army of not doing enough to save his government. It's a charge all three have denied. At higher price points, it's easier for automakers to extract a profit from pricey-to-build EVs using new technology; plus, until recently, usable driving range has required a lot of batteries—thus larger cars to fit them into. As battery technology improves, smaller electric vehicles with more modest batteries and usable range have become possible. The Mini Cooper SE hatchback teeters on the edge of this transition; a gasoline-to-electric conversion, it's representative of an older school of thought, where automakers simply removed engines and fuel tanks and replaced them with electric components to quickly and relatively cheaply deliver new EVs. Around since 2019, the stylish, fun-to-drive Mini is finally getting a direct competitor: the newly announced 2024 Fiat 500e. Unlike the Mini, the Fiat arrives on a dedicated EV platform, meaning that it was developed from the ground up as an electric vehicle. In the past, both the Fiat 500 and Mini Hardtop have been rolling style statements as much as they are means of transportation, and that certainly hasn't changed with these quirky and cute electric variants. As city cars, we think that they benefit from lower centers of gravity (thanks to low-hanging batteries) and instant and substantial torque (thanks, electric motors!), factors that contribute to the nimbleness and maneuverability for which they are known. The mid-level Signature Plus model starts at $34,750 and the top-spec Iconic trim is priced at $37,750. Fiat hasn't yet announced pricing for the upcoming 2024 500e but has indicated that it will be offered as a luxury item rather than a car for the people this time around: Fiat brand CEO Olivier Francois has said that "The car will be expensive" and that special edition pricing will be "ridiculously high." In Europe, top trim models start around the $40,000 mark, so we expect the same to be true for the version that's offered in the United States. With this in mind, we anticipate that the Cooper SE, even if it receives a major update or even a full redesign, will remain the better value of the pair as far as pricing and features are concerned. The Federal Investigation Agency (FIA) early Sunday morning arrested PTI Senator Azam Swati — the second time in less than two months — over strongly worded tweets against senior military officials. He was previously arrested by the FIA in October for a controversial tweet thought to be against the armed forces. Since he was released on bail, the senator has maintained that he was allegedly tortured in custody and has demanded the removal of two military officials, one of whom he used foul language against in his tweet yesterday. A first information (FIR) report was registered by the FIA on the complaint of the state through Islamabad Cyber Crime Reporting Centre (CCRC) Technical Assistant Aneesur Rehman. The complaint was registered under Section 20 of the Prevention of Electronic Crime Act 2016 (Peca) which deals with offences against dignity of a person as well as Sections 131 (abetting mutiny or attempting to seduce a soldier from his duty),500 (punishment for defamation), 501 (defamation and printing of content deemed defamatory), Section 505 (statement conducing to public mischief) and 109 (abetment) of the Pakistan Penal Code (PPC). According to the FIR, Swati and three other Twitter accounts — @Wolf1Ak, @HaqeeqatTV_20 and @Azaadi99 — “with malafide intentions and ulterior motives, started [a] highly obnoxious campaign of intimidating tweets […] against state institutions” and senior government functionaries, including outgoing army chief General Qamar Javed Bajwa. It said that on Nov 26, Swati shared a tweet wherein he stated that he would go after a senior military official at every forum. It went on to say that on Nov 19, @Azaadi99 shared a tweet in which held generals responsible for the country’s destruction to which Swati replied with “thank you”. Further, @Wolf1Ak on Nov 24 stated that “tabdeeli” had to begin by clearing the filth of the “corrupt generals” from the institution, to which Swati again replied with “thank you”. The complaint said that on Nov 24 @HaqeeqatTV_20 tweeted about a word for those on their way out to which the senator responded with strong language. The FIR said that such “intimidating tweets of blaming and naming” were a “mischievous act of subversion to create a rift between personnel of armed forces to harm the state of Pakistan”. The FIR said that through the offensive tweets as well as the comments on instigating tweets, the accused attempted to seduce army personnel from their allegiance from their duties as subordinates,“ adding that this was a “calculated and repeated attempt” by Swati. The FIR noted that a similar complaint had been filed against the senator in the past, adding that Swati attempted to “provoke” the general public and personnel of armed forces by trying to create “a feeling of ill-will among the pillars of the state”. Swati “violated the privacy and intimated by using false information” which was likely to incite any officer, soldier, sailor or airman to mutiny or otherwise disregard or fail in his duty, the FIR said, adding that the remarks were also likely to cause “fear or alarm” in the public. Swati urges lawyers, senators to ‘come out’ against oppression Soon after Swati was arrested, PTI leader Shireen Mazari posted a video of a statement he made just moments before was taken into custody. In it, he said a magistrate had come, he provided him with a warrant, which he found respectful. “As soon as I delivered my speech yesterday, I came straight home. I am not one to run away. I’m not going to KPK. In the PTI power show last night, Swati delivered a fiery speech in which he again mentioned his alleged torture while asking a series of pointed questions from COAS Bajwa. PTI Chairman Imran Khan has also on several occasions decried Swati’s “custodial torture” in press conferences and various television interviews. “This is why we have come out,” Swati said in today’s video. “For the rule of law and against oppression.” He pointed at the officials there for taking him into custody and claimed that they get their orders directly from the military establishment. He urged fellow senators and lawyers to get out of their homes. “I am telling the all the country’s women that I am fighting your war so that they never again strip a senator, a 74-year-old man — or any Pakistani citizen — outside of the law,” he said. The senator also said that since they brought him a warrant, he was voluntarily surrendering before them. He, however, decried “torture, getting [physical] remand and again torture, and on top of that stripping”. “This is no way [to treat anyone].” Swati and party senators have also held a series of protest marches outside the Supreme Court, demanding justice. Hours later, PTI’s official Twitter account posted photographs of party senior leaders Shah Mahmood Qureshi, Senate Opposition Leader Shahzad Waseem, Imran Ismail and others who reached the capital’s F-8 area in solidarity with Swati. FIA gets 2-day physical remand of Swati Later in the day, the FIA produced Swati before a judicial magistrate seeking his physical remand for eight days. Officials produced him before Duty Judge Waqas Ahmed Raja. PTI’s Babar Awan represented Swati during the hearing, saying that the effects of the physical and mental torture on the senator still remained. He said that Swati’s life was also in danger while also arguing that the tweets in question did not fall within the provisions of the sections filed in the FIR. He also contended that Swati’s statement under Section 164 of the Code of Criminal Procedure was not recorded. “Senator Swati was brutally tortured last time. He has still not recovered,” Awan said. On the other hand, the investigating officer said that a “narrative was being prepared”. He noted that a similar case had been registered against Swati in the past. After hearing the arguments, the judge granted the FIA two-day physical remand of Swati. Separate FIRs filed in Balochistan and Sindh Another FIR was registered against Senator Swati in Balochistan’s Kuchlak town. The report was lodged by a citizen named Aziz-ur-Rehman in the Kuchlak police station under section 20 of the Prevention of Electronic Crimes Act (PECA) 2016 and sections 131 (Abetting mutiny, or attempting to seduce a soldier, sailor or airman from his duty), 153 (Wantonly giving provocation with intent to cause riot), 504 (Intentional insult with intent to provoke breach of the peace), 500 (Punishment for defamation), 501 (Printing or engraving matter known to be defamatory), 505 (Statements conducing to public mischief) and 109 (Punishment of abetment if the act abetted committed In consequence and where no express provision is made for its punishment) of the Pakistan Penal Code. A series of political developments following the revocation of Articles 370 and 35A on August 5, 2019, have plunged Jammu and Kashmir’s traditional parties—known for their advocacy on Kashmir’s special status and identity—into a deep existential crisis. Hirdesh Kumar, Jammu and Kashmir’s chief electoral officer, sent shockwaves after he recently stated that at least 2.5 million new voters, including non-local residents, would be enrolled to vote in the next assembly election in the Union Territory (UT). The Bharatiya Janata Party (BJP) described the revocation of the special status of the former state as a complete integration of Jammu and Kashmir with the rest of India. However, the BJP’s ‘New Kashmir’ slogan has also sought to establish a new political order that suits the party’s national interests. Though similar attempts have been made by Congress-led central governments in the past, the new political structure introduced by the Modi government has completely subverted the old political model of the special constitutional status of J&K. The new political order involves not just renewed political processes but also new political parties, leadership, and classes. Considering these new developments, if the BJP’s machinations successfully form a government after the Union Territory’s first assembly election, it will be seen as a victory for the party’s Hindu nationalism in Kashmir. Following an uproar, the UT administration refuted the news reports about the potential addition of new voters as “misleading.” However, such statements haven’t allayed the fears of mainstream opposition parties, such as the National Conference (NC), Congress, the People’s Democratic Party (PDP), and other pro-India political parties in Kashmir. Even after the official clarification, the Lt. Governor, Manoj Sinha, has been sending up one trial balloon after another. On October 12, the administration in Jammu first issued – and then swiftly withdrew its order – that allowed non-locals to vote in the UT’s assembly election. Opposition parties alleged that the ruling BJP could use the electoral roll revision as a weapon to mani[CENSORED]te the election. In the former state, the last delimitation exercise was conducted under President’s Rule in 1995, based on the 1985 Census. Undertaken by an independent body called the Delimitation Commission constituted by the Indian Parliament, the process entailed drawing and delimiting electoral constituencies in Jammu and Kashmir. In 2002, the government of then Chief Minister Farooq Abdullah brought a freeze on the delimitation of assembly constituencies till 2026. This established the hegemony of Kashmiri leaders in the former state’s assembly, where Kashmir had 46 seats, Jammu 37, and Ladakh four. After the former state lost its special constitutional status in 2019, the freeze on the delimitation of assembly constituencies also became irrelevant. In Jammu and Ladakh, it is widely alleged that the special status was selectively used by previous governments to benefit the Kashmir region politically and economically. Except for the cabinet of Ghulam Nabi Azad, the former state always had a majority of its cabinet ministers from the Kashmir Valley and has never had a chief minister from the Jammu or Ladakh regions. In Jammu, Articles 370 and 35A were largely seen as pro-Kashmir, as they allegedly facilitated regional discrimination against the Jammu region, which did not have many proponents of Kashmiri ethnic nationalism and separatism. In Jammu, these constitutional provisions led to a denial of citizenship rights to about 9000 families, including Hindu and Sikh refugees from Pakistan and Dalit families from Punjab employed as sanitation workers in Jammu and Kashmir for the past over 60 years. The Current State of Electoral Politics in J&K In conjunction with the BJP’s longstanding demand to redress the asymmetry in political representation between Kashmir and Jammu, the delimitation commission has redrawn electoral constituencies based on the 2011 Census. As per the new delimitation order dated May 5, 2022, the number of assembly seats has increased. Of the total 90 assembly constituencies in the region, 43 will be part of the Jammu region, and 47 will be part of the Kashmir region. Therefore, while the po[CENSORED]tion of Kashmir is larger than Jammu, the delimitation commission has proposed the addition of six new assembly seats in Jammu but only one in Kashmir. The delimitation commission has also recommended the reservation of assembly seats for displaced persons from Pakistan-administered-Jammu and Kashmir, as well as for militancy-affected migrants from Kashmir. All major Kashmiri political parties except for the BJP have criticized the delimitation panel’s final report. On September 10, National Conference (NC) chief Farooq Abdullah, who has been a three-time chief minister of the former state, held an all-party meeting to discuss the reported inclusion of nonlocal voters. Though Jammu based political parties with little electoral strength did participate, Kashmir-based parties like Sajjad Gani Lone’s People’s Conference and Altaf Bukhari’s Apni Party didn’t attend the meeting, demonstrating disunity among Kashmir-centric parties. J&K has been under Central rule since the BJP-PDP coalition government collapsed in June 2018. In the highly-polarized political environment post-August 5, 2019, there has been a dramatic emergence of new political parties and the poaching of leaders from principal opposition parties like NC, PDP, and Congress—who were kept under house arrest for several months following the revocation of J&K’s special status. This combination of factors could ultimately strengthen the BJP’s chances during the next election. Implications of Future Elections in J&K: Furthering the BJP’s Nationalism Several new political parties have emerged in Kashmir. Former J&K chief minister Ghulam Nabi Azad has floated his own party: the Democratic Azad Party. Having maintained a cautious silence on BJP policies in Kashmir previously, he has made a U-turn on restoring J&K’s special status and stressing in public rallies that these constitutional provisions are unlikely to return. Meanwhile, there have been cordial exchanges between NC leader and former chief minister Omar Abdullah and Jammu and Kashmir BJP chief, seen as a kind of backdoor patch-up between the two parties. In August this year, the NC hinted that it would contest future assembly polls on its own and will not have a prepoll alliance with any constituent parties of the People’s Alliance for the Gupkar Declaration, an amalgam of traditional mainstream Kashmir-centric parties. The amalgam exists for the restoration of the erstwhile state’s special status. With nothing to lose, the PDP, unlike the NC, continues to be a bitter critic of the Modi government’s Kashmir policies. While the BJP-led central government can’t afford to have a hostile government after the first assembly election in UT, it has started to woo communities disillusioned with the traditional parties. Besides its core Hindu voters, the BJP is eying the votes of Muslim tribal and Pahari communities. Incidentally, the BJP leaders have discussed installing a Hindu chief minister in the Muslim-majority Union Territory. Amid targeted killings of Kashmiri Pandits and non-local migrant laborers, concerted efforts to renovate old Hindu temples and shrines, the renaming of public places and institutions, and declaring Maharaja Hari Singh’s birth anniversary a public holiday after dropping Martyr’s Day and Sheikh Abdullah’s birth anniversary from the list, are a part of the cultural-political interventions.
