The incessant drumming of a woodpecker on a hollow tree can be an annoying distraction for anyone who has to listen to it. To other woodpeckers, however, it’s as distinct and as telling as any bird song. A new study, published last week in the journal PLOS Biology, found that both a woodpecker’s drumming and a songbird’s singing are governed by similar specialized structures in the birds’ brains, structures that are not found in other nonsinging birds. And both behaviors serve the same purposes of marking out territory and attracting mates, the researchers said. The findings are especially intriguing because the singing of songbirds has important parallels to human speech, and so the drumming of woodpeckers could now, too, give new scientific insights into how humans talk. “Woodpeckers use drumming as songbirds use song,” said evolutionary biologist Matthew Fuxjager, an associate professor of ecology, evolution and organismal biology at Brown University in Providence, Rhode Island, and senior author of the new research. “The structures are similar in size and shape, and are similar in terms of where we find them in the brain.” The research combines two approaches to the study of woodpeckers: work by Fuxjager into their ecology, and work by his collaborator, Erich Jarvis, a professor of neurogenetics at Rockefeller University in New York, into the genetic mechanisms at play. The researchers found that drumming by woodpeckers and singing by songbirds are governed by very similar structures in the forebrains of the animals, made of cells that strongly express the protein parvalbumin. “When you study songbirds, hummingbirds and parrots, you find areas that control vocal learning express parvalbumin more than other parts of the brain,” Fuxjager said. He noted that structures of cells that strongly express parvalbumin are also seen in human brains, but they aren’t seen in birds that don’t communicate with vocalizations. It was a surprise, therefore, when the research led by Fuxjager and Jarvis found such structures in the woodpecker brains but not in birds that don’t sing, such as emus, penguins and ducks (quacks don’t count). Fuxjager suggested in the study that both the singing and the drumming originated in specialized brain structures for refined motor control in the ancestors of modern birds. Although they might sound quite different, both behaviors are remarkably similar. Both involve complex muscle coordination, and both are used to mark out territory to competitors, which can hear the drumming or singing from afar.Fuxjager noted that there are more than 200 species of woodpecker around the world and that they inhabit every continent, except Australia. Each species of woodpecker drums in short bursts with a specific rhythm and at a specific speed, depending on what they want to communicate and to whom. If a woodpecker doesn’t get its drumming pattern right, that will be noticed by other woodpeckers of that species, which use it to assess whether an individual is a worthy competitor. If they get it wrong, however, then other woodpeckers won’t be able to recognize it or understand it. Drumming also has certain advantages over singing, since it has other uses: It’s used to reveal edible insects in wood and to make cavities in tree trunks for nesting. But the drumming to find insects or make nests is much slower than the repetitive — and loud — drumming that woodpeckers use to mark out territory and attract mates, Fuxjager said. Scientists study the singing of songbirds — and possibly now the drumming of woodpeckers — because it has parallels to human speech. Both are learned when young, for example, but have a genetic component. Both require complex muscle coordination and both are controlled by specialized regions of the brain. Jon Sakata, an associate professor of biology at McGill University in Montréal who specializes in the neurophysiological and behavioral mechanisms of songbird communications, noted the similarities between the forebrain structures that seem to control drumming in woodpeckers, described in the new study, and singing in songbirds. Sakata wasn’t involved in the latest study. Shaheen Shah Afridi (Urdu: شاھین شاہ آفریدی, Pashto: شاهین شاہ آفریدی; born 6 April 2000) is a Pakistani professional cricketer who plays as a fast bowler for the Pakistan national cricket team. TALLAHASSEE, Fla. — Florida Gov. Ron DeSantis on Monday said the state is continuing to prepare ahead of Hurricane Ian, including sending hundreds of medical personnel, mobile generators and water pumps to the Tampa-area where the storm is expected to make landfall. The storm, which could turn into a powerful Category 4 hurricane before it hits Florida’s gulf coast, could be 500 miles wide — making it potentially larger than Hurricane Irma, the 2017 storm that was 400 miles wide and battered much of the state. Forecasters at the National Weather Service in Miami predict that Ian will strengthen after it crosses Cuba, but that could change.what’s going on, but this has really developed into a really big storm,” DeSantis told reporters at the state Emergency Operations Center in Tallahassee. “Just the impacts are going to be far and wide.” Ian is expected to make landfall near Levy County, which is north of Tampa Bay, and is expected to bring rain, flooding and dangerous storm surges. DeSantis said the state Division of Emergency Management has already summoned more than 300 medical professionals to special needs shelters around Tampa Bay, along with 300 ambulances and hundreds of mobile generators and pumps to help mitigate power losses and flooding in the region. Voluntary evacuations have already begun farther down the coast in Collier County.DeSantis said localities will declare more evacuations throughout the day. “Be on the lookout for that because I know we’ve been conferring with a lot of local officials that those are going to happen,” DeSantis said. DeSantis declared a state of emergency well ahead of Ian’s landfall last week. President Joe Biden on Saturday also announced an emergency for Florida, which allows the Federal Emergency Management Agency to help coordinate assistance. The Republican governor so far, has deployed 5,000 members of the Florida National Guard to assist with storm preparations. A state official said an additional 2,000 guardsmen from Georgia, North Carolina and Tennessee have been called in to help. The potential flooding from Ian could leave thousands of residents without power even if the eye of the storm remains off shore. National Guard Major General James O. Eifert on Monday said he expects to reposition troops as the path of the storm becomes more clear. “We’re also assessing constantly the location and path of the storm, and repositioning and pre-positioning our resources and our people to be able to most immediately and effectively respond once the landfall has passed,” Eifert said. “So we’re here, we’re ready.” DeSantis said the state also faces the challenge of refilling gasoline stations in regions where fuel is shipped into one of the state’s seaports. Florida Division of Emergency Management Director Kevin Guthrie said the Port of Tampa Bay is expected to close but ports along the Atlantic coast are expected to remain open. U.S. Coast Guard Rear Admiral Brendan McPherson is scheduled to arrive in the state Tuesday to make plans. “He has already prepared to expedite the opening of those ports and getting back open so we can get that in there,” Guthrie said of McPherson. To ease travel, DeSantis said he has removed tolls on major thoroughfares along the Gulf Coast, from Okaloosa County to Alligator Alley in South Florida, and waived weight restrictions that make it easier for trucks to bring in supplies from outside the state. For instance, one of the largest gasoline suppliers serving north Florida is in Bainbridge, Ga., which is about 40 miles away from Tallahassee. The location was instrumental in delivering fuel to the state after Hurricane Irma closed ports on both sides of the state after it made landfall in September 2017. MADDOCK, N.D. — A woman who brought a wild raccoon into a North Dakota bar, which prompted state health officials to issue a warning about potential rabies exposure, is facing criminal charges. Erin Christensen, 38, of Maddock, is charged with misdemeanor counts of providing false information to law enforcement, tampering with physical evidence and unlawful possession of furbearers. Christensen was arrested last week after authorities found her and the raccoon by serving several search warrants in and around Maddock.Christensen said her family found the raccoon on the side of a road about three months ago and named it Rocky. She said they were nursing the animal back to health with plans to release it back into the wild. It’s illegal under North Dakota Board of Animal Health laws to keep a wild raccoon. While a lot of the news on vehicle fires has been related to electric vehicles—and the Ford Expedition—that's not to say other makes don't suffer "park it outside" orders from the National Highway Traffic Safety Administration (NHTSA). Now it's the Hyundai Palisade and the Kia Telluride's turn, with a fire risk related to a factory, dealer, or owner installed trailer wiring harness for the trailer hitch. Until a fix is found, owners are being told to park their vehicles outside to minimize the risk to their homes. A similar part has also included the 2016-2023 Kia Sorento and 2017-2022 Kia Sportage as of September 26, 2022, with the same warning to park them outside, too. The recall and park outside advisory is for 2016-2023 models that had a Hyundai or Kia approved four-pin trailer connector harness, which allows the lights on the trailer to work in conjunction with the SUV lights. According to the report from NHTSA, there was potentially an issue during production that caused moisture to affect the printed circuit board (PCB) and cause an electrical short. These harnesses were installed at the factory, but could also be purchased and installed at the dealer or installed by the owner. However, we must reiterate that the issue is unrelated to the actual installation, as it's an issue with the harness' circuit board itself.According to the report, just over 281,000 Palisades and Tellurides as well as 70,887 Kia Sorentos (including the 2021-2022 Hybrid and 2020-2023 PHEV) and Sportages have been affected by the park outside order. Four Tellurides and Palisades as well as four Sorentos have actually caught fire, while the remaining 50 vehicles so far involved have been instances of something melting without a fire occurring. The main reason that so many vehicles are caught up in this recall is because of the potential that many of these wiring harnesses might have been installed after the vehicle left the factory. As mentioned above, a dealer or owner could purchase that four-pin harness and install it. One way to know if your vehicle is equipped with the problematic part is to call your Hyundai or Kia dealer and see if there is a record of that harness being installed. Even then, that's not a guarantee that you'll know and an inspection might be warranted, even if the dealer has no record of its installation. Also, this is only for the Hyundai or Kia "genuine" harness and not any aftermarket harness you (or a previous owner that owned your Telluride or Palisade before you) may have installed. Again, if you're unsure and have no receipts for its installation or purchase, get to your local dealer to see if it's a Hyundai or Kia harness. The report from NHTSA doesn't give any insight on how to tell the difference, but your dealer should be able to tell. LONDON: PML-N supremo Nawaz Sharif has tasked his close aide and party’s finance guru, Ishaq Dar, to control the rising dollar rate and bring down inflation that has affected the government badly. The former finance minister has departed from London for Islamabad after remaining in exile for five years in the UK where he had gone for treatment.The PML-N has announced that Dar will take oath as senator soon after reaching Pakistan and assume the finance ministry charge following the resignation of Miftah Ismail. On August 17, Indian Minister for Housing and Urban Affairs, Hardeep Singh Puri, sparked a Twitter controversy on the presence of Rohingya refugees in the capital. Puri tweeted that Rohingya in New Delhi would be relocated from slum-like camps to flats in the Bakkarwala neighborhood of Delhi and provided with basic amenities, UNHCR cards, and Delhi police protection. However, this ‘landmark decision’ was swiftly reversed: within hours, the Ministry of Home Affairs tweeted that such a decision was never approved and Rohingya refugees would be sent to detention camps to be deported back to Myanmar, where they face severe ethnoreligious persecution. While seemingly mundane, the Twitter feud garnered national and international media attention as it was symptomatic not only of inefficient federal machinery, but also of the gaps in India’s refugee policy. For a country with foundations in the forced displacement of the 1947 Partition, and one with more than 200,000 refugees, India has no international or domestic refugee policy. While India has historically been deemed a ‘safe haven’ for refugees, the absence of a formal law allows the state to deal with refugee groups on an ad hoc and arbitrary basis, governed not by international, humanitarian, or constitutional considerations but by geopolitical and diplomatic incentives, domestic electoral mandates, and local socio-cultural dynamics. The absence of a domestic refugee policy allows for a level of strategic ambiguity in India’s policy response. Given increasing levels of forced migration in the region due both to conflict and climate change, India must find the political will to create renewed refugee legislation for a uniform, unbiased, and predictable administrative policy towards refugees. Strategic Ambiguity in India’s Refugee Law India is not party to the 1951 Refugee Convention or its 1967 Protocol, which provide the definitions and obligations of host countries towards those facing persecution. Furthermore, India does not acknowledge the administrative role of the UNHCR within its territory and chooses to handle refugee crises unilaterally. Only about 46,000 of the 200,000 refugees in India have received formal protection from the UNHCR office in New Delhi, while others either receive state recognition or are entirely undocumented. Differentiated architectures of documentation from state and international actors, along with newer national identification technologies like Aadhar, have made it increasingly challenging for refugees to gain access to necessities, assert economic and political needs, and gain recognition from the state on a uniform basis. While India has historically been deemed a ‘safe haven’ for refugees, the absence of a formal law allows the state to deal with refugee groups on an ad hoc and arbitrary basis… The 1946 Foreigners Act is the main law that deals with the treatment of non-citizens in India. However, this law does not have a distinct ‘refugee’ category delineating specific rights, addressing refugees at the political and administrative, rather than legal and judicial levels, and handling them in the same manner as undocumented migrants, tourists, and foreigners. If and when the Center violates constitutional rights, judicial intervention is sparse and insufficient, necessitating clear-cut legal definitions. The legal conflation of refugees and ‘illegal migrants’ is even more dangerous in the face of increasing national political rhetoric against migration and rising anti-Muslim sentiment under the Modi regime. Moreover, India’s treatment of its own marginalized groups has shaped its policy approaches towards supposed ‘outsiders.’ For example, the 1955 Citizenship Act was first revised in response to the Assam Movement in 1985, ensuring the naturalization of all migrants who entered before 1971, while mandating that those entering after 1971 be deported. With the 2019 amendment (the Citizenship Amendment Act or CAA), all non-Muslim refugees from Afghanistan, Pakistan, and Bangladesh are eligible for Indian citizenship, making religion a formal criterion for state protection. While there are some benefits to avoiding a one-size-fits-all policy approach, the state’s lack of a moral imperative coupled with widespread anti-Muslim sentiment inevitably engenders biases in the treatment of various refugee groups. Ad Hoc and Arbitrary: Between Geopolitics and Humanitarianism In the absence of formal legislation, the dynamics of political realism and prescriptive ethnonationalism have shaped India’s responses to successive influxes of refugees. For instance, while India did not militarily interfere with the Chinese occupation of Tibet in 1959, it wholeheartedly welcomed Tibetan refugees. Capitalizing on nationalistic fervor against Chinese aggression at the shared border in 1962 and widespread public support for the Tibetan cause, the government used Tibetan refugees as political pawns, both in vote-bank politics and in increasingly tense Sino-Indian relations. Nehru sought creative policy solutions, such as institutionalizing the Central Tibetan Administration in Dharamsala, allocating land for refugees, and setting up Tibetan schools. Again, in 1971, India housed ten million Bangladeshi refugees to secure its own security interests in its war against Pakistan by having a ‘friend’ on one side and a ‘rival’ on the other. Electoral politics and local-level communal dynamics also largely shaped regional rehabilitation and repatriation responses. DENVER — A man accused of using an AK-47 to kill a woman and wound her boyfriend as they walked their dog was convicted of first-degree murder and attempted murder on Thursday. Prosecutors alleged Michael Close, 38, had gotten into a “verbal exchange” with Isabella Thallas, 21, and Darian Simon as they were encouraging their dog to relieve itself outside Close’s apartment near Coors Field on June 10, 2020. Close had pleaded not guilty by reason of insanity but jurors concluded that he knew what he was doing when he opened fire, The Denver Post reported. Close yelled out the window at the couple as they urged the dog to “go potty” before getting the AK-47, which he had taken from a friend who was a Denver police sergeant. Prosecutors said he fired 24 times.Close’s public defender, Sonja Prins, said Close had suffered a mental break, saying an abusive childhood, a string of job losses, a breakup and the Covid-19 pandemic contributed to his poor mental health at the time of the shooting. Many things have changed in the automotive industry over the last ten years or so, but one constant is German tuner Brabus' penchant for turning Mercedes-Benz vehicles into snarling (and usually controversial) beasts. The tuner seemingly has no interest in subtlety, discretion, or horsepower numbers below 500. When you factor in the massive presence of the Mercedes-AMG G63, Brabus had to do something different. The P 900 Rocket Edition is very different. And it's a truck.On its own, the Mercedes-AMG G 63 is nothing to scoff at. Its 577-hp, 4.0-liter twin-turbo V-8 engine pushes the boxy SUV from 0 to 60 mph in just 4.5 seconds. As impressive as those numbers are, for some they may not be nearly enough. The engineers at Brabus have transformed the G 63 into a ridiculously powerful, wide-body street animal they've dubbed the P 900 Rocket Edition. If you find your eyes immediately darting to the rear of the Rocket, that's because Brabus has completely reworked the back half of the SUV and bolted on its bed module, transforming it into a pickup truck. Because, what's the point of having all this power and luxury if it can't also be practical, right? The body modifications don't stop there. A suite of carbon fiber body pieces not only widen the Rocket's stance but might shave a few pounds off the total weight. Of course we can't detail this transformation without talking about what Brabus put under the hood of this supertruck. Brabus starts by ripping out the stock powerplant and disassembling it. The pistons are replaced with larger diameter forged units which are mated to "balanced, high-performance" connecting rods. From there a stroker kit is added which bumps displacement up to 4.5 liters. The turbochargers are upgraded and finally the ECU is reprogrammed. The result is a larger V-8 which now produces 900 horsepower and a whopping 922 ft-lb of torque.Brabus failed to mention any transmission upgrades or any useful truck-ish information, like how much towing capacity this newly minted pickup can muster, but we don't imagine that the buyers of the Rocket are looking to tow an Airstream down to the lake for a weekend of fishing. Speaking of, if you want your very own Brabus P 900 Rocket Edition, you'll need to move quickly. The tuner is only building 10 examples of this supertruck before retiring the badge.
