  1. Toppled president Hosni Mubarak has been pronounced clinically dead upon his arrival at a military hospital in the upscale neighbourhood of Maadi, according to Egyptian state news agency MENA. Medical sources told MENA that Mubarak's heart stopped after efforts to resuscitate him failed. However, Mubarak's lawyer Farid El-Deeb told Al-Hayat television channel that he is still alive. Efforts to revive him are beginning to have some effect, he added. Ahram Online's correspondent overlooking Tahrir Square reports fireworks and cheering after news began trickling in of the imprisoned president's apparent death. Demonstrators began playing the national anthem over loudspeakers. The majority of the gathered crowd are Muslim Brotherhood supporters, with other groups having largely pulled out of the flashpoint square. Mubarak was transferred to Maadi's military hospital amid tight security measures. Media personnel were denied entry to the hospital, according to Al-Ahram's Arabic news portal. Earlier the 84-year-old former president suffered a stroke, but paramedics at the Tora Prison hospital resuscitated him with electric shocks. Mubarak was incarcerated in Tora Prison after being given a life sentence early this month for failing to stop the killing of peaceful protesters. For months during his trial, he was held captive at the International Medical Centre, a military hospital on the Cairo-Ismailia road. It is understood that Mubarak is suffering from cancer and heart problems. During his stay at the Medical Centre, it was reported on quite a few occasions that his heart had stopped and had to be restarted by doctors. Revolutionary forces called for Mubarak's incarceration in Tora Prison before the verdict, to join the rest of the defendants from the former regime who were kept at the facility during their trials.   2. A divisive bill regulating the ownership and breeding of dogs and other "dangerous animals" has come into effect in Egypt. The dangerous animals bill requires owners of dogs – as well as animals such as lions and tigers – to pay fees and collar the animal with a metal tag. They must register their pets with the country’s general veterinary authority at a cost of up to 50,000 Egyptian pounds ($1,618). The authority will conduct an inspection to decide how safe any dog is. The law did not specify whether confiscated dogs will be culled or moved to a shelter. Only 10 breeds of dog will be approved for registration without the need for further inspection. The amount will depend on the breed, although the way the fee will be determined has not been revealed. The bill was ratified by the president late last month after receiving preliminary approval in parliament. Under the new law, only cocker spaniels, labradors, poodles, malinois, pomeranians, Jack Russell terriers, great danes, white German shepherds, Maltese dogs and samoyeds will be allowed to be registered with no further inspections. The breeds were chosen for their "friendly natures", according to the bill, released on May 29 in the Official Gazette. Other dog breeds may also be registered if they are approved by the veterinary authority. The authority retains the right to change the allowed list of breeds as it sees fit. Egypt’s General Organisation for Veterinary Services has been appointed as the sole authority on dog ownership. Owners are required under the new law to inform the state should their dogs run away, injure someone or have offspring. Failures to notify the government will be punished by a fine between 10,000 and 500,000 Egyptian pounds, provided no injuries were caused by the owners’ infractions. The penalties increase dramatically if an animal injures another person or damages property, amounting to a fine of between 30,000 and one million pounds as well as a possible minimum jail term of three months. If an owner is to found to have deliberately initiated an attack but no injuries occur, they will be fined between 50,000 and one million pounds. The minimum will be increased to 100,000 pounds if the attack was premeditated. 'No dog is born dangerous' The law has been met with outrage by some dog owners, with many arguing on social media that the law suggests all dogs are dangerous. Some argued that the fees are too high, while others said they do not solve the country's dog-ownership problems. "No breed of dog is born dangerous," wrote Facebook user Marja Everwijn. "They have to do something against the owners who raise their dogs up in a dangerous way and using them for dog fighting." “I am all for regulating dog ownership in Egypt, but some owners are awful to their animals," said Nourhan El Sebai, 37, a dog owner who lives in Cairo. "I heard about these dog-fighting rings all over Cairo, which should definitely be looked into.” Ahmed El Segeiny, the head of parliament’s local administration committee, called the bill "a historic law for Egypt as there has been a legislative gap when it comes to regulating dog ownership”. He said stray dogs often group around heaps of rubbish in Cairo to find food, with dog numbers in the past decade reaching levels the state cannot handle. He said the law is intended in part to control stray dog po[CENSORED]tions using “international standards”, rather than "inhumane" methods. “This point has reassured me as a legislator that mass poisoning campaigns on street dogs, for instance, will not be used this time around,” he said. An economic crisis is forcing many Egyptians to abandon their pets, Mira Gamal, owner of a Cairo dog shelter, told The National. She said the high fees could lead to more people abandoning their pets on the street. In March, a dog owned by a television presenter attacked her neighbour in a gated community in the Greater Cairo district of 6 October. Starting from January 2023, February 2024 was the 14th straight month, clocking the highest-ever volume for that month. Also, the industry registered its third-best monthly despatches ever from the original equipment manufacturers (OEMs) to dealerships in February 2024. The passenger vehicle (PV) volume rose 11.3% year-on-year (y-o-y) in the domestic market at 373,177 units in February 2024 from 335,324 units in February 2023.   4. Over 5,600 athletes from all over the country will compete at the Khelo India Youth Games 2024, which runs from January 19 to 31. Tamil Nadu will host the KIYG 2024 with four cities - Chennai, Madurai, Trichy and Coimbatore - conducting the events. KIYG 2024 Tamil Nadu is the sixth edition of the flagship event under the Indian government’s Khelo India initiative to promote sports at a grassroots level. A total of 933 medals - 278 gold, 278 silver and 377 bronze - are up for grabs across 26 sports at KIYG 2024 Tamil Nadu. Squash is making its KIYG debut this year while Silambam, a form of indigenous martial arts, features as a demonstration sport. The Khelo India Youth Games operates in a team championship format, wherein the medals earned by individual athletes or teams contribute to the overall medals tally of their respective state or Union Territory (UT). Upon the event's conclusion, the state or UT securing the highest count of gold medals is declared the winner. All 36 States and Union Territories of India have representation at KIYG 2024. Hosts Tamil Nadu boast of the largest contingent with 559 athletes while three-time champions Maharashtra are fielding 415. Haryana, two-time champions, have 491 athletes competing at the competition. The formation of a new Palestinian technocratic government would be aided by both Qatar and Egypt and involves consultations with all Palestinian political factions – including Hamas, the Palestinian ambassador to the UK, Husam Zomlot, has said. The move appears to be part of an attempt to show that a reformed interim Palestinian government that has roots in the entire Palestinian movement is ready to take over the governance of both Gaza and the West Bank soon after any ceasefire. Zomlot stressed Hamas would have no members in the new technocratic government, but the fact that it would be consulted showed efforts were under way to see if Palestinian unity between Hamas and Fatah was achievable. The Palestinian prime minister, Mohammad Shtayyeh, and his government resigned en masse on Monday, confirming that its recent attempts at internal reform had not been extensive enough. The two factions have been divided since Hamas threw the Fatah movement out of Gaza in 2007. Zomlot stressed this would be a purely technocratic government without factions, saying: “It is designed to unify the Palestinians, their geography and polity.” “The political landscape has changed. This is the time to hear our people, and not the time for political factions. We have a responsibility to provide a government that can provide for its people, unite our people, and political system. The twin tasks of the government was to provide humanitarian support and prepare for elections, as well as economic reforms.” Talks on relations between the factions are due to start this week in Moscow. Zomlot said he hoped the technocratic government would be followed by both Palestinian parliamentary and presidential elections, once wounds had healed. He did not set a precise timeline for this ambition, but said it would be a matter of months not years. Palestine has not held elections since January 2006, and the US has been insisting that as part of a revitalised Palestinian government fresh elections must be held in which the current president, Mahmoud Abbas, would stand aside. At present, polls suggest Hamas rather than Fatah, the party with which Zomlot is associated, would win, but gauging opinion at present is hard, and may depend on how the ceasefire is reached. Zomlot said progress may depend on the degree to which Israeli government rightwingers allow the technocratic government to govern by no longer depriving them of revenue and restricting movement on the West Bank. Zomlot, who has been mentioned as a future president or prime minister, framed the formation of the Palestinian technocratic government for the entire occupied territories as part of a wider agreed strategy including an immediate and permanent ceasefire that allows for a “hostage swap”, removal of Israel from every inch of Palestinian territory, the launch of a reconstruction program in Gaza, a vote at the UN security council backing full UN recognition of Palestine, an international peace conference to agree short timetables for formation of two states including security arrangements, accountability for war crimes against Palestinians. These extensive demands are unlikely to be met in full and are anyway predicated on a permanent ceasefire involving a swap of hostages and prisoners. Zomlot sounded doubtful that Hamas and the Israeli government would agree to a ceasefire on the kind of swift timetable set out by the US president, Joe Biden, on Monday night. He said: “Benjamin Netanyahu so far sees the end of this aggression as the end of his political career. He is bragging and gaslighting all of us. He talks about possible agreements and he is just buying time. He knows how to play the game of deceit, and words, and then is good at the game of blame. Elements of his government are interested in ethnic cleansing, and they make no secret of it. They have a plan and have been waiting for the right moment to implement the plan.” Zomlot said that due to the level of destruction and state of famine, ”it is likely that another 10,000 Palestinians will die even if a ceasefire was achieved now”. He said an Israeli ground attack in Rafah “will bring untold casualties and despair. There are 6,000 people per kilometre. If Israel went about this the way it did in the North of Gaza, Israel will kill tens of thousands, and we think Rafah is the final push for mass expulsion. That is why it must be prevented and here the US must not mince its words.” He said the only way to stop Netanyahu was for the US and the UK to stop supplying arms to Israel.   11. Earlier this week, Garmin pushed new stable updates to the Forerunner series smartwatches, such as the Forerunner 965 and the older Forerunner 255. However, it appears that the company has not finalised equivalent updates for its more expensive smartwatches like the Epix 2 and Fenix 7. Instead, Garmin has published Beta Version 16.20, which follows Beta Version 16.18 that the company released in late February. As with Beta Version 16.18, Beta Version 16.20 is limited to non-Pro smartwatches for the time being. With that being said, Garmin eventually offered up Beta Version 16.18 to the likes of the Epix 2 Pro and Fenix 7 Pro, albeit silently. Incidentally, Garmin's forum post notes that Beta Version 16.20 enables ECG functionality on Epix Pro and Fenix 7 Pro models. Thus, there is no reason to suggest that anything different will occur with Beta Version 16.20.   12. We know that Thunderbolt’s next major iteration, Thunderbolt 5, will debut sometime in 2024. Two vendors, J5create and Hyper, showed off their first hardware at CES 2024. But there are two big questions: When will you actually get it and how much will it cost you? The answer? It depends. Both J5 and Hyper representatives told PCWorld that they received their prototype hardware just Sunday, and a J5 representative said he was optimistic that his company’s first product would ship in March. Others weren’t so sure. Thunderbolt is the more powerful I/O alternative to the generic USB-C connection found within most laptops. Though a 10Gbps USB-C connection can be used to drive a USB-C hub or dongle to add ports to your laptop, the 40Gbps Thunderbolt 3/4 connection allows for multiple high-speed displays via a Thunderbolt dock. Thunderbolt 5 doubles that throughput to 80Gbps, and in some cases offers a one-way connection that can hit 120Gpbs. That will allow consumers to add one or more high-speed displays to their laptop. Thunderbolt 4 allowed you to connect two 4K displays, at 60Hz. Thunderbolt 5 increases that to support three 4K displays, at 144Hz each. The problem is that Thunderbolt requires both device support as well as in your laptop or desktop PC. Intel has said previously that Thunderbolt 5 will be supported in its 2024 product lineup, but as a discrete chip: That means that laptop OEMs will pay more to add Thunderbolt 5 to their laptops, and, by extension, so will you. It will also likely sap a bit of power from your laptop’s battery. We still don’t know when either the Thunderbolt host controller or the device controller will ship. But with the first Thunderbolt controllers already in prototype hardware, we can be optimistic. The first Thunderbolt 5 docks, revealed J5create, also known as J5, showed off the Thunderbolt 5 Dual 8K60 Display Dock at the CES Unveiled show on Sunday night. It will be priced at $499, a representative said, and likely available for consumers to buy in March. (After publication, a company representative later said it would be available to buy “later this year.”) It’s not quite clear what the specific features of the J5 device will be, but it appears that it will lean into the existing Mac market for Thunderbolt displays as well as the emerging USB-C/Thunderbolt monitor market for Windows devices. It has two Thunderbolt 5 ports on the front, a microSD/SD card slot, a mic/speaker jack, and a 10Gbps USB-A port. On the back, there’s a power input, a 2.5Gbps Ethernet jack, two USB-A ports (5Gbps and 10Gbps), and a third Thunderbolt 5 upstream port, combined with the downstream connection to your PC. It’s worth noting that Thunderbolt 5 does allow for up to 240W downstream charging to your laptop, but J5 plans to support 140W charging instead. Hyper, the more consumer-focused imprint of Targus, also revealed the Hyper TB5 Dock, which it plans to sell for $399, a representative said. Hyper’s TB5 dock looks similar. There, Hyper’s TB5 Dock offers both a microSD card and SD card slot, alongside two upstream Thunderbolt 5 ports. There’s also a 10Gbps USB-A port and a mic/headphone jack. On the rear, this triple display dock offers two DisplayPort ports and an HDMI port, the specifications of which weren’t clear. There is also an Ethernet connection. On the rear, there is a pair of USB 3.2 Type A ports (at 10Gbps apiece) as well as a Thunderbolt 5 port. And there was a hidden surprise in both docks, too: a small foldout port for an M.2 SSD card, making them Thunderbolt dock enclosures, as well. Bernie Thompson, the chief technical officer of dock maker Plugable Technologies, told PCWorld that he expects Thunderbolt 5 hardware to be available “towards the end of the year.” Plugable launched the TBT4-UD5 Monday at CES 2024, which he said could be one of the company’s last Thunderbolt 4 docks. The TBT4-UD5, priced at $199, pairs two HDMI ports with a downstream Thunderbolt 4 port, a 10GBps USB-C port, four USB-A ports (two at 10Gbps, and two at 5Gbps), microSD/SD card readers, and a 3.5mm jack. It delivers 96W downstream to your notebook. Plugable’s Thompson said that it’s pretty clear that HDMI has won out as the I/O connection interface of choice, though noting that it’s the embedded DisplayPort protocol that actually is the Thunderbolt transfer medium. Protagonist Baichuan receives a note from long-estranged ex-girlfriend Qiuyu, which prompts a melancholy reassessment of not only Baichuan's life, but the lives of his closest friends. Poised between aching nostalgia and the search for optimism, Shanghai Dreaming is elevated by its gorgeously detailed anime art style, and will probably appeal to fans of Life is Strange. As the name implies, Pixel Noir is a crime noir adventure with pixel art graphics. Set in seedy Pinnacle City and explored from an isometric perspective, the protagonist is a disgraced former cop who is now "the cheapest Private Eye" in the business, which suggests he's probably pretty dodgy. Or, it suggests he's not averse to taking up some pretty trifling tasks, like searching for missing pets. He will get his hands messy though because there's turn-based combat, which pits you and your miscreant crew against the thugs of Pinnacle City. Pixel art and noir don't seem like the best fit but this looks great. Release:‌ February 7 Developers:‌ iFAction Studio River Town Factory exited Early Access into 1.0 last week, and it's an interesting hybrid of cosy game, RPG and automation sim. I like the premise: after a meteorite disaster, the player-character is transported a thousand years into the past with all the knowledge of the modern world intact. That means you can show those antiquated bozos how to build some pretty crazy stuff. Don't expect to pull that off without the usual fishing around for resources, which is where the combat and RPG elements come into play. It looks like iFAction Studio has thrown everything into the pot with this one; there are even mechs. You could probably sink hundreds of hours into it. Release:‌ February 7 Developer:‌ Mango Protocol Here's a grim point 'n' click adventure the developers describe as a "puzzlevania". The protagonist is a weird worse-for-wear doll who finds a notebook with "CLeM" emblazoned on the cover. It's a bizarre and cryptic book, vaguely reminiscent of Codex Seraphinianus, or the Voynich Manuscript, and you'll need to do a lot of exploration and puzzle solving to get to the bottom of it. If you're keen to give it a shot there's a free prologue chapter. Release:‌ February 7 Developer:‌ MrSuicideSheep This free platformer comes courtesy of electronic musician SuicideSheep, who has a pretty big following on YouTube. I'm not sure if the resulting po[CENSORED]rity of this platformer is because of that already big fanbase or just because it's good, but it does at least look good, with an ornate art style that reminds me of Rain World by way of Ori.
