Ex-Betsi Cadwaladr independent board members cannot "shrug off" responsibility for how the service is run, the health minister has said. On Monday, Eluned Morgan forced the 11 board members to quit the north Wales health board and put it into special measures for a second time. She said she lacked powers to make top managers quit but could intervene with independent board members. Those board members say her actions expose patients to "significant risk". Betsi Cadwaladr was already under "targeted intervention" from the Welsh government in a range of areas, including mental health services. Just two years ago it came out of special measures, after 1,996 days of being under more direct Welsh government oversight. It is led by a group of executive directors, responsible for the day-to-day operation of services, and independent board members there to scrutinise their decisions. The former independent board members have said in a letter to politicians that they had "no confidence" in the Welsh government's grasp of the situation. They said they had been raising concerns with ministers about the health board and questioned the focus on them, instead of senior executives. "It wasn't my job to have a grasp on things, they were in charge," Ms Morgan told BBC Radio Wales Breakfast on Tuesday. "They can't shrug off the responsibility and say it's my responsibility. We've had concerns about the health board for a while. Bees do have a femur and a tibia, but do they have a kneecap like ours? If anyone has ever called you "the bee's knees," take it as a compliment! The phrase dates back to the 1920s and describes a "highly admired person or thing," according to the Merriam-Webster dictionary(opens in new tab). But have you ever really stopped to imagine a bee with knees? Do bees — and other insects, for that matter — even have knees? First, let's consider the knee we know best: our own. The human knee is a complicated structure. It includes three bones: the femur (thigh bone), tibia (shin bone) and patella (kneecap). But it's not just bones. An assortment of cartilage, ligaments and tendons, with the help of lubricants, all work in sync to help you straighten and bend your leg at the knee. Many other animals — such as birds, mammals and some reptiles — also have knees with kneecaps. Bees and their fellow insects, on the other hand, do not have bones in the sense that other animals do. Unlike vertebrates, which have hard skeletons that hold up their squishy outsides, bees and other insects are the opposite: A bee's skeleton, or exoskeleton, is on the outside. The exoskeleton, made of a tough material called chitin, protects its internal softer parts. But similarly to the legs of humans and other legged animals, bees' legs are made up of distinct segments. According to Ramesh Sagili(opens in new tab), a bee researcher at Oregon State University, bee legs are divided into five parts; starting closest to the body, they are the coxa, trochanter, femur, tibia and tarsus. In between the femur and the tibia, is there a knee like ours? The answer is no, according to Sagili. "There will be a chitin joint [between] each of these segments," Sagili told Live Science. "Bees have six segments on the leg, and they are all joined together." Rather than a jumble of tendons, ligaments and a kneecap, bees have a simple ball-and-socket joint between their leg segments, Sagili said. Those joints help bees move their legs, groom themselves, dislodge pollen or dance to show their hive-mates where to find nectar-filled flowers. The problem could cause the vehicle to shut off while moving. The recall affects 2014–2020 models of the Rogue and Rogue Sport. Nissan is recalling 712,458 of its 2014–2020 Rogue and 2017–2022 Rogue Sport (pictured above) SUVs in the U.S. to fix a problem with the ignition key. The problem affects only the S trim level, which has a "jackknife style" key that could collapse and cause the vehicle to shut off during driving. Owners are being told to use the key fob without any attached accessories and only use the key unfolded until a recall, with first notifications set to go out to owners on March 17. Nissan has notified the National Highway Traffic Safety Administration (NHTSA) that it is recalling 712,458 Rogue and Rogue Sport SUVs in the United States over a problem with the ignition key. The key is a "jackknife" design that can collapse while the vehicle is moving, potentially causing it to shut off, Nissan's filing states. The issue is exclusive to the base S level of the Rogue and Rogue Sport SUVs and involves 517,472 Rogue and 194,986 Rogue Sport models in the U.S. Other trim levels and Rogues produced more recently have an Intelligent Key, and the jackknife-style key is no longer being used, according to Nissan. No other Nissan or Infiniti models are affected. The recall report says this key's internal pivot that allows it to fold may weaken over time, allowing the key fob to unlock and rotate downward. This could allow the driver's hand to contact the key and accidentally shut off the vehicle. Nissan advises owners to avoid attaching anything to the key fob and to use the key in the non-folding position. Dealers and rental fleets will be instructed on a way to insert a fastener into the key slot to keep the key from folding. Once Nissan has provided the fix to dealers, they will insert a spacer into the key slot of owners' key fobs so that the key can no longer collapse. Nissan has issued a "stop sale" order, meaning that dealers cannot sell, lease, trade, rent, or loan any affected vehicles in their inventory until the fix is applied. Suppose a person is very concerned about the ethical issues around food and farming, especially animal welfare, but for whatever reason finds that a wholly plant-based diet does not work for them. What is the most defensible step away from veganism – the best compromise to make, if it is a compromise at all? About a year ago, this question became vivid to me soon after I set out on an experiment: a near-vegan diet for a month. For some time, I have tried to eat in a way mindful of ethical issues, avoiding, albeit imperfectly, the products of inhumane factory farming. But I have eaten animal products, including meat and fish, regularly. After I spent a lot of time in recent years working on questions about animal minds (initially trying to understand octopuses and other cephalopods, and then moving on from there), the ethical questions around food began to feel quite pressing. So I wanted to find out how I felt on a diet with almost no animal products. My plan was near vegan, as I allowed myself two eggs each day, and some minor deviations (I didn’t worry if I was given butter for my toast, didn’t query the details of Thai sauces and stayed with my usual fish oil tablets). The eggs were included because, ever since another series of dietary experiments a few decades earlier, I have found that a high-protein and fairly high-fat diet is best for my general wellbeing. So, I thought, two eggs would help smooth the transition, along with protein supplements. Free-range eggs I see as the most ethical of all widely available animal products. Some vegans hold that eating eggs of any kind is unethical, while others at least see this choice as more defensible than other animal foods. (Peter Singer, in his book Animal Liberation, regards free-range egg production as acceptable.) The aim of the experiment was to look at the possibility of heading towards veganism, and to do this primarily for animal welfare reasons. I accept some of the arguments against meat made on environmental grounds, but the issues around animal suffering are primary for me. To my surprise, the experiment quickly became an illuminating failure. The regimen was, after just a few days or so, much harder than I had expected. I felt unsettled, tired and much of the time quite cold, surprisingly (in February in Australia). Heartburn, headaches, inattention … it did not go well. On day 10, I decided to change plans and add some dairy products to the diet for the middle third of the month. This transition was just as surprising as the previous one. Immediately I felt fine, with all those problems out of the picture. I felt better than fine, in fact – very sharp. Ten days after that, I resumed the near-vegan regime. The results were as discouraging as before, and I switched back. By the end of the month, I’d spent half of it mostly vegan and half as a vegetarian. Perhaps I should have stuck with the first, mostly vegan diet, and waited to get used to it. (My understanding is that one’s microbiome, one’s gut ecology, has to make a shift.) But I was reluctant to do this, especially during the Covid-19 pandemic. With that unsettled feeling, day after day, I suspected I was more vulnerable to pathogens than usual. The situation in the city of Bakhmut, on the eastern frontline, is becoming "more and more difficult", Ukraine's President Volodymyr Zelensky has said. Russian forces have been trying to take the city for over six months. "The enemy is constantly destroying everything that can be used to protect our positions", Mr Zelensky stated. The Ukrainian leader's remarks came as US Treasury Secretary Janet Yellen warned China against arming Russia during a visit to Kyiv on Monday. Some of the fiercest fighting since Russia invaded Ukraine just over a year ago has taken place in Bakhmut, in Ukraine's Donetsk region, part of which is under the control of Russia and its proxy forces. Recently efforts by Russian forces to capture the industrial city have intensified, with its troops gaining ground. Footage carried by the Russian RIA state news agency showed Su-25 fighter jets roaring over Bakhmut. Despite the Russian gains, a reporter from the Reuters news agency who visited the area on Monday said there was no indication that Ukraine's forces were preparing to withdraw, and said reinforcements were arriving. The separatist leader of the self-proclaimed Donetsk People's Republic, Denis Pushilin, said "practically all roads" into the city were "under [Russian] fire control". And the commander of Ukraine's ground forces, Col Gen Oleksandr Syrskyi, said the situation around Bakhmut was "extremely tense". "Despite significant losses, the enemy threw in the most prepared assault units of Wagner, who are trying to break through the defences of our troops and surround the city," Gen Syrskyi said. Speaking about the situation in his nightly address on Monday, President Zelensky said managing to gain a foothold in Bakhmut and ensuring its defence were being heavily compromised by Russia's renewed onslaught. He was "grateful to each and every person who is heroically holding" the area. President Zelensky also called once again for modern combat aircraft to be sent so that "the entire territory of our country" can be defended from "Russian terror". On her surprise visit to Kyiv on Monday, Janet Yellen announced the latest transfer of $1.25bn (£1bn) in economic aid to Ukraine. Ms Yellen reiterated US President Joe Biden's message - made during his own visit to Kyiv last week - that Washington would stand with Ukraine for as long as it took to win the war. Speaking to CNN, Ms Yellen added that while Russia's economy had not yet buckled under the vast sanctions imposed on Russia by Western powers, she expected it to grow weaker over time. She also stated that Russia's ability to replenish military equipment destroyed in attacks on Ukraine was being "gradually jeopardized", adding that any move from China to supply such weaponry to Russia would lead to "severe" consequences. "We have been extremely clear that we will not tolerate systematic violations by any country of the sanctions that we have put in place that are intended to deprive Russia of access to military equipment to wage this war," she said. "And we have been very clear with the Chinese government and have made clear to Chinese firms and financial institutions that the consequences of violating those sanctions would be very severe." Last week US Secretary of State Antony Blinken said China was considering supplying weapons and ammunition to Russia. Beijing strongly denied the claim. A meeting between China's top diplomat, Wang Yi, and Russia's President Vladimir Putin in Moscow last week looked to many to be an indication of China's close ties with Russia. And Mr Putin's staunch ally, Belarusian leader Alexander Lukashenko, is scheduled to begin a three day tour of China on Tuesday. During the visit he is expected to meet with President Xi Jinping. Meanwhile, Kremlin Press Secretary Dmitry Peskov said Russia was willing to re-enter negotiations with Kyiv. However, he said that Ukraine and its Western allies must accept Russia's illegal annexation of four Ukrainian regions - Donetsk, Luhansk, Kherson and Zaporizhzhia. "There are certain realities that have already become an internal factor. I mean the new territories. The constitution of the Russian Federation exists, and cannot be ignored. Russia will never be able to compromise on this, these are important realities," Mr Peskov said during a news conference in Moscow. Ukraine has already ruled out recognising Russian control over the regions. Mr Peskov's comments came after officials in Moscow accused Ukraine of launching drone attacks on civilian targets in Russia overnight. Moscow's defence ministry said it had destroyed the Ukrainian drones after they targeted two southern Russian regions - Krasnodar and Adygea. The US report also stressed the importance of cooperation between Morocco and the US to tackle security threats. Rabat - The US State Department’s Country Terrorism Report 2021 has extolled the Morocco-US counterterrorism cooperation. Published on Monday, the report recalled that the US and Morocco have a long “history of strong” counterterrorism cooperation, stressing the “vigilant” security approach adopted by the North African country to tackle terror threats. “The Government of Morocco continued its comprehensive strategy that includes vigilant security measures, regional and international cooperation, and counter radicalization policies,” the report emphasized. The US State Department recalled that the country, like many others across the world, continues to face security threats from terrorist cells that claim to be inspired by or affiliated with ISIS. In 2021, Morocco’s security services arrested at least 55 individuals linked for their alleged involvement in terrorism cells and dismantled cells in “the early stages of planning attacks,” the report said. The cells dismantled by Moroccan security services were planning attacks against several public buildings, prominent figures, and security service buildings. The report, however, acknowledged that the number of terrorism-related arrests was lower compared to years before the COVID-19 pandemic. The North African country has been intensifying its efforts to tackle terrorism threats while continuing to help many of its international partners by sharing essential data and intelligence that assisted many of them to arrest terror suspects. Acknowledging Morocco’s support for other countries' intelligence, the US State Department report stressed that Morocco’s security services have “leveraged intelligence collection” as well as collaboration with international partners to carry out counterterrorism operations. Morocco has several security departments The Central Bureau of Judicial Investigation (BCIJ), which the country introduced in 2015, is the primary agency that is in charge of counterterrorism prosecutions. Recent data from the BCIJ emphasized that Morocco has dismantled over 2,009 terrorist cells since 2002 and arrested more than 3,353 people for their alleged involvement in terrorist activities. During the same period, Morocco also aborted over 500 “bloody” terrorist plots.” US-Morocco counterterrorism cooperation Stressing the importance of joint cooperation between Rabat and Washington DC, the State Department emphasized that Moroccan security agencies took part in various US-sponsored programs to improve Morocco’s technical and investigative capabilities to tackle different issues, including forensics, cybersecurity, as well as financial investigation. The report also noted cooperation between all of Morocco’s security units, including the General Directorates of National Security and Territorial Surveillance (DGSN-DGST) to tackle security threats, including at airports. “Law enforcement officials and private airline carriers worked regularly with the United States to detect and deter individuals attempting to transit illegally and to address watchlisted travelers,” the report added. The US and Morocco frequently reaffirm their commitment to continue boosting cooperation to tackle security threats. The same commitment was renewed last week on February 21, when Head of DGSN-DGST Abdellatif Hammouchi met with Director of the US Federal Bureau of Investigations (FBI) Christoper Wray. During the meeting, the two officials discussed counterterrorism cooperation and measures, including means to surveil and counter tracks in ports of entry. The two security institutions are also determined to exchange information between both countries on terrorist threats. “This new visit signifies the advanced levels that have been reached in bilateral cooperation between Moroccan security authorities and law enforcement agencies in the US,” a communique from the DGSN noted. Anti-radicalization, extremism initiatives In addition, the US Department also listed a series of initiatives that Morocco has launched to tackle radicalism and extremism among others. “The Ministry of Endowments and Islamic Affairs has developed an educational curriculum for Morocco’s nearly 50,000 imams as well as for female Islamic guides (mourchidates),” the report said. Under the strategy, Morocco also receives and trains dozens of imams mostly from West Africa. Among the projects was the reconciliation (Moussalaha) program, a deradicalization initiative that helps terror convicts to reintegrate into society after serving their prison sentences. The smartphone series from the Chinese manufacturer sported three models — the vanilla Xiaomi 13, the Xiaomi 13 Pro and the Xiaomi 13 Lite. The smartphone series announced its launch in China in December 2022, however, it included only two variants. While the Xiaomi 13 and the Xiaomi 13 Pro are powered by Qualcomm's latest Snapdragon 8 Gen 2 SoC, the Lite version in the series comes equipped with a Snapdragon 7 Gen 1 SoC. Xiaomi 13, Xiaomi 13 Pro, Xiaomi 13 Lite price, availability The Chinese tech giant Xiaomi announced the launch of the Xiaomi 13 series in Barcelona. The base storage variant has a starting price of EUR 999 (nearly Rs. 87,600), while the Xiaomi 13 Pro is priced at EUR 1299 (roughly Rs. 1,13,900). On the other hand, Xiaomi 13 Lite cost EUR 499 (roughly Rs. 43,800). The Xiaomi 13 Pro global variant will make its debut in two colour options — Ceramic Black and White. It features a 6.73-inch OLED 2K (1,440x3,200 pixels) display that gets support for Dolby Vision and HDR10+. The Xiaomi 13 Pro pairs up to 12GB of LPDDR5X RAM, with up to 512GB of UFS 4.0 inbuilt storage. FPS Boost makes old games feel new again Xbox FPS Boost allows select backward-compatible Xbox games to run at double or even quadruple the original framerate without any developer input, so the games you remember running at 30fps can now hit the heady heights of 60fps or even 120fps to make for an even better experience. This feature is only available on Xbox Series X and Xbox Series S, so if you're still using a last-gen console, we've got bad news, just because it requires the vastly increased CPU power of these newer platforms to run the games at a higher framerate. We've assembled the complete list of titles applicable to this feature and details on what framerate the games used to run at, how they run now, and any other particulars worth noting. It's worth noting that some Xbox FPS Boost games are considered some of the best Xbox Game Pass games, so it's worth taking a look. Xbox FPS Boost LIST OF XBOX FPS BOOST GAMES Xbox FPS Boost doesn't require any developer input but it is subject to certain restrictions. Some games might only be patched on one platform since a backward compatible Xbox One X version could already be running a game at 60fps. In order to take advantage of this framerate-boosting feature, you'll just need to play the games on your Xbox Series X or Xbox Series S. Rip and tap until it is done. At long last, a new game in the Doom franchise has been announced, but this one won't be headed to PC or consoles. Instead, Mighty Doom is a new mobile game that features the Doomslayer--or Mini Slayer--doing what he does best, which is running and gunning down scores of demons while you direct his rage with your fingers. Bethesda says that you'll be able to work your way through hordes of adorably violent demons, iconic levels, and challenging bosses as you level up, unlocking powerful skills and upgrading your arsenal in the process. The Mini Slayer also has a cuter design when compared to his mainline counterpart from 2016's Doom and its Doom Eternal sequel, as well as an unquenchable thirst for violence thanks to the demon dolls stealing his beloved pet rabbit Daisy. As an added twist, Mighty Doom has a roguelite design so expect to die often, rise back up, and grind your way through the hordes of hell as you steadily grow more powerful. The game officially launches on March 21 and is being developed by Nova Scotia studio Alpha Dog Games. Interestingly, this is the second recent mobile game release that features an iconic character running through dangerous locations and gauntlets of enemies, as Tomb Raider Reloaded is now available for Netflix subscribers. Developer Ironmace wants a little more shakedown time before Dark and Darker launches into early access. The subterranean extraction hack-and-slasher Dark and Darker(opens in new tab) was a huge hit during the latest Steam Next Fest—in fact, it was one of the biggest things on Steam(opens in new tab). I didn't get to spend as much time with it as I wanted (I was distracted by the excellence of Weird West) and so I'm very happy that developer Ironmace will give me, and everyone else, another shot at it in April. After thanking players for their help, Ironmace said the most recent playtest gave the studio "a lot of clues on how to proceed with development," but also raised "some important questions that need to be answered." As a result, it has decided to do another round of playtesting before a planned launch into early access. "We hope to test some pretty substantial additions for this playtest that requires a bit more development time than in the past," the studio said. "Therefore, the next playtest is scheduled for April 14-19th. We know the extended down time between the playtests may be disappointing to our fans but we will work our hardest to make the next one even better than before." The April session will actually be Dark and Darker's fifth playtest. An early access launch date hasn't been announced. Based on its Steam performance, and our own enthusiasm for it(opens in new tab), Dark and Darker has a bright future. But it's also facing allegations that the game is based on a cancelled Nexon project called P3, and actually makes use of assets and code stolen from that game.
