Michael Carey Abadin, 19, was living in Old Havana with his Cuban mother when spontaneous protests broke out on the island on July 11. He was planning to leave and study in Canada and already had a plane ticket, his mother told CBC News, but his flights were repeatedly cancelled because of the COVID-19 pandemic. He was arrested the day after protests broke out in at least 40 cities across the island and accused of throwing a rock at a patrol car. Prosecutors have charged him with damage to public property and are seeking a five- to six-year prison sentence. The young man first contracted COVID-19 in custody and then hepatitis and HSV-1 (non-genital herpes), which is widespread in Cuban prisons. Ultimately his condition became so severe that he was transferred to the infirmary at Jovenes de Occidente prison on the outskirts of Havana. 'Even worse condition than before' Hepatitis caused his skin to turn yellow, and herpetic lesions spread over his body. His mother, Yvis Abadin, says she was visited by a police captain at home after CBC News first published details of his detention. Shortly after that, her son was taken out of the infirmary and put into a "work brigade", cutting brush with a machete. "They use the prisoners for agricultural work, building work, normally very tough work in abusive conditions." Pappier said that in some cases such an assignment could be a harbinger of good news. "Sometimes this happens just before some kind of parole." But Pappier also noted that releases of political prisoners in Cuba have slowed down as the government braces for new protests planned for November. Of approximately 3,000 people detained on July 11 and 12 this year, most were released within a short period of time, often under strict conditions or into house arrest. Many have already undergone summary trials and received sentences of up to one year. Over 500 remain in prison and the Cuban state is seeking sentences of up to 18 years in those cases. According to the Ontario Living Wage Network (OLWN), people residing in Toronto need to make $22.08 per hour, which is the most in Ontario, to afford the basics. The OLWN says a living wage is how much you need to make in order to cover the costs of living in your community, including food, clothes, shelter, transportation, child care, medical care, recreation and a modest vacation. It does not include things like paying off debts, homeownership, saving for your children's education or any other type of emergency fund. "Our 2021 calculations now take into account a weighted average between a family of four, single parent with one child and a single adult," the OLWN said in their report. Halton Region requires the second highest living wage in the province at $20.75 per hour. In Peel Region, people need to make $19.80 per hour to afford a basic lifestyle. According to the report, the lowest living wage required to afford a basic lifestyle is in Sault Ste. Marie, where $16.20 per hour is needed. Minimum wage in Ontario is currently $14.35 per hour. After being elected in 2018, the Ford government scrapped legislation that would have pushed the minimum wage to $15. On Monday, NDP Leader Andrea Horwath asked Premier Doug Ford in Question Period about the cost of living and minimum wage. The premier, billionaires, the premier’s buddies, they never need to worry about putting food on the table or putting a roof over the head of their kids," Horwath said. "Workers have lost out on $5,300," Horwath said. Ford responded by talking about gas prices and then said more people have jobs since he took over from the Liberal government. Canada will impose a hard cap on emissions from the oil and gas sector, Prime Minister Justin Trudeau announced Monday at the COP26 summit in Glasgow. Calling the promise "a major commitment" that should inspire other resource-rich countries to dramatically curb their own emissions, Trudeau said Canada is prepared to limit the growth of one of the country's largest industries to help the world hold the global average temperature increase to 1.5 degrees Celsius. "We'll cap oil and gas sector emissions today and ensure they decrease tomorrow at a pace and scale needed to reach net-zero by 2050," Trudeau said during his two-minute speech in front of other world leaders gathered in Scotland. "That's no small task for a major oil and gas producing country. It's a big step that's absolutely necessary." In 2019, Canada's oil and gas sector accounted for 191 megatonnes of greenhouse gas emissions — 26 per cent of the country's total emissions. The country's second largest source of emissions is the transport sector, which emitted 186 megatonnes. Since 1990, emissions from the oil and gas sector have nearly doubled — an increase largely attributed to a dramatic expansion of the oilsands industry. The Canadian Association of Petroleum Producers (CAPP), the lobby group that represents oil and gas interests, has argued that Canada accounts for less than 1.5 per cent of the world's GHG emissions and global climate change efforts should be directed at coal, which still accounts for half of all emissions. "Natural gas and oil are Canada's largest export products and a foundational pillar of Canada's economy and innovation capacity, supporting approximately 500,000 jobs and representing about $30 billion in annual economic investment," CAPP president and CEO Tim McMillan said in a media statement issued Monday. "To achieve the ambitions of the Paris Agreement the world will need increased access to lower emission natural gas and oil. Canada, under the right policy environment, can position ourselves as a preferred global supplier, creating jobs and prosperity for Canadians and helping to lower global greenhouse gas emissions." In a letter to the government's net-zero advisory board, Environment Minister Steven Guilbeault and Natural Resources Minister Jonathan Wilkinson say they need the board's help to craft the new sector emission cap. "Specifically, we seek your advice on key guiding principles to inform the development of quantitative five-year targets," the ministers wrote in a letter sent Monday. COP26 leaders warned of 'doomsday' as India vows to reduce emissions to net zero by 2070 "It is essential that as we move to a net-zero emissions economy, Canadian workers and communities continue to prosper. Our goal is a future in which the energy workers and communities that helped build this country have even greater opportunities than they do today, through a responsible transition to the low-carbon economy." Speaking with reporters Monday in Glasgow, Guilbeault said he didn't have any details yet on what would happen to a company that goes beyond the cap. "We will need to be developing this, and that's exactly what we will be doing in the coming months," he said. ANALYSISRadical or pragmatist? Either way, Steven Guilbeault has his work cut out Guilbeault said the proposal has received praise from other countries and that John Kerry, the United States special presidential envoy for climate, had expressed interest in the idea. "So I think that what we're bringing to the table is clearly getting very positive attention," he said. Catherine Abreu is the executive director of Destination Zero and a member of the net-zero advisory panel. She said she was expecting more from the Canadian delegation at this summit — which has been billed as the "last, best chance" to commit the world to aggressive emissions cuts. "We didn't get any commitment to Canada thinking through an economic transition and diversification strategy that means we're going to stop exporting a huge amount of emissions to the rest of the world," Abreu told CBC News. "I was really hoping that we would hear more from Canada when it comes to the level of ambition that's needed in our energy transition." Dale Marshall is the national climate program manager at Environmental Defence. He said the emissions cap doesn't go far enough. "The biggest challenge we have is oil and gas production. Unfortunately, the solution he came up with focused on emissions and not production. And what that allows is for oil and gas companies to continue to put forward false solutions and net zero plans that are far into the future," he said. Green Party Parliamentary Leader Elizabeth May said what Canada needs is a moratorium on development. "We need to continue to press for real action, which is uncomfortable for many politicians, including Justin Trudeau," she said. "But between being politically uncomfortable and saying to our children, 'We can't guarantee you a livable world,' I don't think we have any choice." When asked why the government is capping oil and gas emissions but not production, Guilbeault said the federal government is prevented from doing so by law because natural resources fall under provincial jurisdiction. "Constitutionally, we can't do that," he said. 'We must do more, faster' Speaking at the COP26 plenary, Trudeau also floated the idea of establishing a minimum global price on emissions to level the playing field for countries like Canada that have levied taxes on emissions-intensive fuel sources to shift consumers to cleaner energy. He said Canada pushed through a carbon price "despite stiff political opposition" and a year-long battle in the courts because "the science is clear — we must do more, faster." The price at the pump will increase by 37.57 cents a litre by 2030 as a result of the $170 a tonne tax, and the cost of light fuel oil for home heating, natural gas and propane will rise as well. "I call on other countries to do the same. Just as globally we've agreed to a minimum corporate tax, we must work together to ensure it's no longer free to pollute anywhere around the world. That means establishing a shared minimum standard for pricing pollution," Trudeau said. Guilbeault said the conference may prove to be a pivotal moment in the quest for a global emissions price, adding there's "growing interest" in the idea. "Is it a done deal? Absolutely not. Could Glasgow be the moment that we actually start working on developing something like that? I think it has the potential to do that," he said. To help with the global green transition, the United Nations Framework Convention on Climate Change (UNFCCC) created something called the "Adaptation Fund" more than 10 years ago. Daily counts of infections and deaths, coupled with precautionary mandates, has forced the conversation of health and healthcare in a way seldom seen before. It has also underscored the medical conditions that are prevalent throughout the Black community, many of which have contributed to a race gap in COVID-19 fatalities. “The pandemic has laid bare some unfortunately long-standing racial health inequities in the United States,” says Dr. Ehimare Akhabue, a cardiologist based in New York City. “Risk factors for heart disease in addition to having heart disease itself are associated with worse outcomes after getting COVID.” A study published last May in an American Heart Association Journal found that Black, Hispanic, and Asian po[CENSORED]tions each experienced a roughly 20 percent relative increase in heart disease deaths, and a roughly 13 percent relative increase in cerebrovascular disease deaths, during the COVID-19 pandemic. White po[CENSORED]tions saw an increase of roughly 2 percent and 4 percent, respectively. “Heart disease is a type of cardiovascular disease that actually includes a broad spectrum of conditions, some of which Black people have a higher prevalence compared to other racial/ethnic groups,” says Akhabue, an Assistant Professor of Medicine at Rutgers University’s Robert Wood Johnson Medical School. He adds that African Americans, overall, have a higher risk of certain types, including higher deaths from stroke and are at higher risk of developing heart failure. Risk factors such as high blood pressure, an unhealthy weight and diabetes are more common in Black people, which unfortunately contributes to greater risk of developing cardiovascular disease. Below, Akhabue outlines the steps we all can take to maintain a healthy heart. Diet and exercise. Keeping a heart healthy diet Mitigate social determinants when possible. The conditions we are born into and where we live has a huge impact on our overall health. We refer to this as social determinants of health which sometimes people do not have full control over. With that said, certain risk factors that contribute to the development of cardiovascular disease are more common in African Americans, including high blood pressure and diabetes. The good thing is that although some of these risk factors are more prevalent in the African American po[CENSORED]tion, these are also conditions that can be addressed by working with a trusted healthcare provider to get treatment and through our individual choices to manage our health. Keep tabs on your health. Cardiovascular disease is very common so remind yourself every so often that what you do today to reduce your risk can help you live your healthiest life in the future. The most dangerous conditions are ones like high blood pressure, where sometimes people don’t get it treated because they may feel totally fine. However, it is silent killers like high blood pressure that when untreated lead to the higher rates of heart failure, stroke and kidney disease in our communities. Build a relationship with your physician. Some people feel more connected with a physician who looks like them. “I have definitely had some Black patients tell me they were really happy to find me, which is great,” says Akhabue. “But for me, it is all about building a relationship of trust with all my patients and helping them live as healthy a life as they can.” and staying active are two important prescriptions for good heart health. We are all different and no one strategy is going to necessarily work for everyone. So identify small changes that you can make. The idea is to build up to a healthier lifestyle that they can maintain for the long term. If you are not doing any exercise, this can be something as simple as starting to take walks two to three times per week for 30 minutes. Even if you only walk, you’ll start to feel better and that’ll drivethem you to continue to do more. For those who enjoy fried foods, try baking or sautéing instead, and cutting the frying down to only a few times a month. Simple changes like this can get you started on changes that can be lifelong. Maintain a healthy body weight. Maintaining a healthy body weight is really important to overall health. An unhealthy weight is not only a big driver for risk factors for cardiovascular disease like diabetes and high blood pressure but also for cardiovascular diseases such as stroke and heart failure. However, you can also be thin and lead an unhealthy lifestyle. So a healthy weight can mean very different things for different individuals. Your biggest focus should be on what you can do to achieve the goal of living a healthy, active lifestyle to the best of your ability. Telling people to get vaccinated during a pandemic shouldn’t be controversial. Cavuto’s employer has worked overtime to ensure that it is. A recent analysis by a media watchdog found 60% of Fox News’ summer programming included claims undermining vaccinations. While Fox has been amplifying anti-vaxxer propaganda, however, it has also been quietly enforcing its own strict vaccination and testing policies. It has become depressingly clear that we’re not going to end this pandemic by relying on everyone to do what is best for the greater good. There are heated debates across the world about how to implement this. Indonesia has made vaccines mandatory, with big fines for refuseniks. While it seems unlikely that most countries will go that far, vaccine mandates for people such as government employees and care workers have been implemented in countries including the US, Australia, France and – from 11 November – in England.   16. The first AMD Ryzen Rembrandt APU which will be part of the next-gen Ryzen 6000 series lineup has been spotted. AMD Ryzen 6000 'Rembrandt' APU Featuring 8 Cores, 16 Threads, RDNA 2 GPU & DDR5-4800 Memory Spotted AMD's next-gen Rembrandt Ryzen APUs will be based on the Zen 3+ and RDNA 2 GPU cores. But these aren't just any Zen 3 / RDNA 2 cores, a leaked roadmap mentioned that the core IPs will be based on a 6nm process node.AMD is expected to retain TSMC's as its choice of fab for the Rembrandt CPUs and as such, we can expect around 20% higher density with better power consumption on the improved node. AMD's Zen 3+ has been stated to be an evolution of the existing Zen 3 core architecture. It will carry a range of process optimizations and clock speed improvements but the underlying design would be kept the same. The brand new entry was spotted in the UserBenchmark database and was running on the Corsair Xenomorph platform which seems to be the name of an upcoming AIO (FP7) featuring Rembrandt APUs. Based on specifications, the AMD Ryzen 6000 APU sample codenamed '100-000000518-41_N' has a total of 8 cores, 16 threads while clock speeds are reported at a 3.1 GHz base and 3.9 GHz boost. It also comes with a brand new RDNA 2 GPU which has the '1CFA 0004:164D' Device ID though we can't tell the exact core configuration or the clocks on this specific SKU. The platform features a 16 GB DDR5 4800 Mbps memory in the SODIMM form factor which confirms that this isn't a desktop SKU but it is rather a mobility variant that would either fall in the Rembrandt-H or Rembrandt-U segment of APUs. Since the core clocks are lower than existing parts due to the AMD Rembrandt chip being an early engineering sample, the performance is slightly lower than the Ryzen 9 5900H but expect it to get a decent increase as we get closer to launch. With that said, the chip scored 111 points in the single-core and 1308 points in the multi-core tests which should provide you a base to compare the AMD Ryzen 6000 ES chip with existing parts. A recent rumor already stated that Rembrandt Ryzen 6000 APUs are currently in production so we can definitely expect an announcement around CES 2022.

Computer users install software updates to improve the performance and security of their computers. However, slow downs can happen. There are several reasons why. If your computer has limited amount of random access memory (the physical hardware inside a computer that temporarily stores data), then updates could slow your computer down. Nowadays, 4–8GB RAM would be limited, and 16–32GB would be ideal for a general purpose computer. Software updates often require the use of additional RAM. This reduces the amount of RAM available for the operating system to run software. In addition, most home computers don't run on powerful processors, which means that installing many software updates can cause slow downs. Software updates will require more processing power, resulting in an overall reduction of the computer's capability to run the operating system and application software. Installation of new updates will increase the total number of processes to be handled. This results in delays in executing tasks required by the operating system and application software for their smooth running. But if your computer has a lot of software installed, consuming large amount of computer memory and processing power, then you have limited available resources for running the computer. Installing new software updates further increases the pressure on your computer, and then results in it slowing down. Meanwhile, if you have a large volume of data stored in your computer disk, then updates might also result in a slow down. Because software updates might use your storage space for temporary processing, this could further reduce available disk space. This ultimately results in slower computer performance with each software update. However if your computer has sufficient memory, processor power and disk space, then software updates should result in your computer performing better. Remember, despite being rigorously tested for accuracy and security, operating systems and software may contain loopholes that might be targeted by unauthorized users to gain access of your computer and personal data. Whenever these loopholes are identified, organizations release patches in the form of software updates and installing those updates are very important to keep your computer and data safe. So what are the simple steps to improve computer performance and avoid it slowing? 1. Regularly delete temporary files Temporary files and folders are regularly created on computers by operating system and application software. These files consume computer disk space and often use processing power which can be attributed to the slowing down of a computer. Regularly deleting these files can improve a computer's overall performance and speed. Temporary files can be deleted safely using disk clean up and management tools for po[CENSORED]r operating systems including Windows, Macintosh and Linux. 2. Keep startup processes low Many software processes such as Dropbox, Skype, Adobe may automatically start up and run in the background when your computer starts up. These processes can be monitored using tools such as the task manager in the Windows operating system. Always keep the number of startup processes as low as possible by disabling the unnecessary ones. Remember, there are some operating system required startup processes that cannot be disabled. 3. Uninstall unnecessary software There might be some software installed in a computer which you rarely use. Uninstalling these bits of software might improve the performance and speed: the computer gains disk space as well as freeing up some processing power. This can be done using add or remove software features for Windows and moving to the bin in Macs. 4. Store data in the cloud Storing bulk data in the cloud (a network of remote servers) can improve computer performance significantly by saving computer disk space and related file management. It is wise to store big files like music and video there. The only limitation of using cloud space is that an active internet connection is required to access the files, and you need to pay a provider such as Apple for access. But this can be helpful in keeping your computer running faster. 5. Increase computer resources The ultimate solution to improve a computer's speed is to increase the resources by adding or replacing hardware such as computer memory, processor and disk drives. However, it is not always possible to add RAM to all machines and it can be more complex than you feel happy with, so do make sure you have tried the other (easier) solutions first.
  18. Halo veteran Marcus Lehto's last attempt to start afresh didn't go down so well. But never one for giving up, Lehto today announced that he's begun working with EA to build another new studio. Breaking the news on Twitter earlier today, Lehto announced he'll be working as game director at the new Seattle-based outfit, one that'll primarily focus on first-person games. "We’re opening another new studio near Seattle that is part of the EA Studios organization, reporting into Vince Zampella’s organization," an EA spokesperson said in a statement. "Marcus Lehto will be the studio’s game director, focused on developing first-person shooters. We’ll share additional details on its future at a later date." EA also clarified that Lehto's studio is completely separate from the new outfit being headed by former Monolith vice president Kevin Stephens. Lehto's history as co-creator on Halo and art director on the first three games isn't to be scoffed at, and helped him get then-new studio V1 Interactive off the ground back in 2014. The studio's first and only game was Disintegration, an ambitious marriage of FPS and RTS that Morgan unfortunately felt didn't work on either level in early previews. That sentiment was unfortunately felt upon Disintegration's release, with the game failing to make much of a splash. The game closed its multiplayer servers last September, with the studio ultimately shuttering this March. Lehto isn't ready to say what exactly he's working on.
