President Vladimir Putin is set to sign agreements Friday that will absorb into Russia thousands of square miles of Ukrainian territory in what will be the largest forcible annexation of land in Europe since 1945. The agreements will be signed at a ceremony at the Kremlin, three days after hastily-conducted referendums concluded in the four areas of Ukraine that Moscow will now consider Russian territory. Putin will deliver a speech and meet with Russian-backed leaders of the four occupied regions, according to the Kremlin. Ukraine and its western allies have categorically rejected the planned annexation of the four regions – Donetsk, Luhansk and much of Kherson and Zaporizhzhia, a swathe of Ukrainian land that contains heavy industry, rich farmland and a critical freshwater conduit for Crimea. Donetsk and Luhansk are home to two breakaway republics that Moscow has backed since 2014, while Kherson and parts of Zaporizhzhia have been controlled by Russian forces since shortly after the invasion began in late February. Ukrainian President Volodymyr Zelensky has asserted that if the Kremlin presses ahead with annexation, any negotiation with Putin will be impossible.In all, Russia plans to raise its flag over some 100,000 square kilometers (38,600 square miles) of Ukrainian territory in what is a flagrant breach of international law and after votes dismissed by the great majority of countries, including some friends of Russia like Serbia, as null and void. While the international community will reject Russia’s plan almost in unison (expect a few outliers like Syria and North Korea), annexation does change the “facts on the ground” and diminishes the prospects for any negotiated settlement. There’s a huge difference between withdrawing from occupied land (as the Russians did in April when they pulled back from much of northern Ukraine) and giving up areas that has been formally and ceremonially absorbed into the motherland – especially for a leader like Putin who is fixated with a “greater Russia.” Around 10,000 Russians have been crossing the border into Georgia daily, according to the country's interior ministry. 'The worst is yet to come': Russians rush to the borders amid draft fears Indeed, former Russian President Dmitry Medvedev said last week that once the so-called republics were integrated into the Russian Federation, “not one future leader of Russia, not one official will be able to reverse these decisions.” And once the Russian flag flies over these areas, they qualify for the same level of protection as any other part of the Russian Federation, as Russian Foreign Minister Sergey Lavrov stated Saturday. As Alexander Baunov at the Carnegie Endowment put it last week, the message from the Kremlin to Ukraine’s allies is this: “You chose to fight us in Ukraine, now try to fight us in Russia itself, or, to be precise, what we call Russia.” The second part of that message – spelled out in Putin’s speech announcing partial mobilization – is that any attack on what is considered Russian territory invites the full range of retaliation. In 2020, Putin signed a decree updating Russia’s nuclear doctrine that allowed for the use of nuclear weapons “in the case of aggression against the Russian Federation with the use of conventional weapons, when the very existence of the state is put under threat.” The definition of that threat is not exactly clear, but last week Putin issued his most explicit warning yet: “The territorial integrity of our homeland, our independence and freedom will be ensured, I will emphasize this again, with all the means at our disposal. And those who try to blackmail us with nuclear weapons should know that the prevailing winds can turn in their direction.” To most observers, such dire warnings are a desperate gambit. US officials have said that they don’t believe Putin would resort to tactical nuclear weapons, though they cannot discount the possibility. LINK

A trio of Intel 13th Generation Raptor Lake (RPL) processors appears to have recently checked into SiSoft’s sysinfo and benchmarking tools. Prolific Twitter tech data detective Tum Apisak spotted(opens in new tab) and highlighted(opens in new tab) SiSoft database entries for the purported Core i3-13100, i5-13400, and i9-13900 desktop CPUs. Of course, we have seen a lot of leaks and spills regarding Raptor Lake’s top-end and upcoming flagship CPUs, so it is interesting in this instance to see some light shone on the more mainstream offerings by Intel. Tum_Apisak neatly collected the respective CPUs’ essential specs from the online charts. One of the key things to see from this is that the new Intel Core i3-13100 model has a Performance-Cores (P-Cores) only configuration. Thus it is a very similar offering to the previous (current gen, Alder Lake or ADL) Intel Core i3-12100, with 4C / 8T. It is the configuration we expect to see with the most entry-level 13th Gen CPUs that are essentially speed-bumped 12th Gen parts. Conversely, the Core i5-13400 shows some significant differentiation from its ADL predecessor, by adding some Efficiency-Cores (E-Cores) to the chip. And the Core i9-13900 (a close relative of the widely leaked Core i9-13900K) has double the number of E-Cores compared to its ADL predecessor. The data dug up by Apisak also included a mishmash of benchmark data. Each separate processor seems to have been put through different tests by its user. However, they all did one particular test, so have a ‘processor multimedia score’ recorded by SiSoft, which is a test of the iGPU processing performance – and it also notes the number of GPU compute units and average clock speed. The iGPU scores are interesting, but the compute unit counts and clock speeds are not as expected. For example, the Core i5 has nearly double the CUs but a lot slower GPU clock, according to SiSoft, which wouldn’t deliver the almost 10X performance increase vs. the Core i3. Moreover, rumors claim that Raptor Lake will provide no significant changes vs. Alder Lake in the iGPU stakes - only a modest few MHz of extra speed. Thus, if you want to know how a particular 13th Gen Core processor iGPU might perform, look for reviews of the corresponding 12th Gen part. Intel will rumoredly share extensive details about its Raptor Lake CPUs at the Intel Innovation event on Wednesday, September 28 – with reviews on the same day. The Netflix anime series Cyberpunk: Edgerunners is the first thing that's made me a little bit interested in playing Cyberpunk 2077 since its rough launch in late 2020. And it seems like I'm not the only one who dug the anime's interpretation of Night City. Cyberpunk 2077's player count has jumped up to an impressive million people per day. And for the last two weeks, the Cyberpunk 2077 Nexusmods page has increasingly been po[CENSORED]ted with Edgerunners-inspired mods. I've counted about 30 so far, released since September 15. There are quite a few character presets and customization options: David's haircut lets you get your spiky hairdo on, or you could download a facial preset to recreate the character, though a lot of the personality's lost in the transition from 2D. This face preset for Lucy—one of several—looks a bit better, and has racked up almost 8,000 downloads so far. There are a few other cool aesthetic mods, like Rebecca's pistols, but most are inspired by the show's music or general aesthetic. There are multiple menu replacement or music replacement mods: this radio station adds 13 tracks from the show into the game, for example. This tracks if you've seen the show: the pop soundtrack is excellently curated and really elevates some of the action scenes and character moments. So far none of the Edgerunners mods are particularly big, but since CD Projekt Red recently released some more powerful modding tools, maybe there's a chance we'll see NPCs or even quests based on the show make their way into the game. I'd definitely be down to do a heist with David's crew if given the chance. A dog is lucky to be alive after she was allegedly thrown off of a bridge from a moving car while in a plastic container. The incident happened on Wednesday when the Orange County Sheriff’s Office in Florida received a call from a local area resident who was walking her dog when she found a dog that had been abandoned near a bridge and flagged down police for help, authorities said in a statement posted on social media. “Our enforcement section received a call from law enforcement that someone had tossed a plastic tote over a bridge from a moving vehicle, said Orange County Animal Services in a statement detailing the incident. “The concerned resident had stated they thought there was a dog inside, as they could see it curled up inside from the top of the bridge.” Authorities from the sheriff’s office along with an official from animal services then spent about 30 minutes attempting to get to the abandoned animal by “climbing through thick brush, crawling on [their] hands knees, and scaling a 15-foot wall,” before finally reaching her. “What they found was a young female dog inside a small blue plastic tote that had been thrown away like garbage,” said Orange County Animal Services. “Our officer along with the deputy had to risk injury to climb down the steep embankment … We're grateful for their courage and their quick response.” The dog -- who the deputy named Daisy -- was miraculously unhurt from the fall and was taken in to be cared for by animal services to get prepped for adoption. The 4-year-old dog has since been adopted to a loving home, authorities said. “We will never understand why people do these cruel things to animals, but we feel fortunate that so many residents see something and say something,” said animal services. While the story may have a happy ending, Orange County Animal Services took the opportunity to warn the public about committing such atrocious acts towards animals. The location where Daisy was dumped is a short drive from the shelter,” animal services said. “There are literally hundreds of private rescues that would be willing to take in a sweet and gentle dog for foster or adoption. And yet someone chose instead to commit this act of cruelty.” “If you see something, say something,” they continued. “There is no reason for animals to be treated like this. Daisy was lucky someone saw her, and contacted us immediately. As a sleep coach, I regularly meet people who have “tried everything” to get more sleep. They have read every article on the subject and devoured every tip on the internet and then adjusted and readjusted their routines based on the advice they have found. Many of them are doing all the right things – spending time winding down before bed, curbing screen time, meditating – but still they struggle. The problem is that when it comes to sleep, unlike almost every other area of life, effort is not rewarded. In fact, it is actively punished. The more you try, the less you are likely to succeed. The problem is that when it comes to sleep, effort is not rewarded. In fact it is actively punished This is because sleep is a passive process, like breathing or digesting. It cannot be controlled and nothing we can do can force it to happen. If we can stop trying, sleep will naturally follow. But not trying to sleep is extremely hard, especially when you are exhausted and desperate. Instead, I get my clients to shift their attention towards the main causes of sleeplessness: lack of sleep drive and hyperarousal. Tackling these two factors (which happily respond very well to a bit of effort) can then create the right conditions to allow sleep to happen all on its own. The more scientifically sound advice addresses these factors too, but it also unintentionally gives the false impression that you are able to make yourself sleep by doing certain things and so creates a frustrating cycle that is difficult to break. Insomnia is like a Chinese finger trap which grips tighter the more you pull your finger away. The only way out of the trap is to go against your instincts and push. Sometimes you have to do things differently to get a different outcome. Here are seven ways to improve your sleep that might just work, as long as you don’t try too hard. Give up trying to sleep tonight As brutal as it sounds, there is nothing you can do between now and bedtime to guarantee that you will sleep tonight. There is, however, plenty you can start doing to improve your chances of sleeping well next month. It takes time to optimise your sleep drive and reduce hyperarousal, and there are no quick fixes, so instead of worrying about the night ahead, make sleeping well a long-term goal and expect to see progress in a few weeks rather than tomorrow. Breathe less According to James Nestor, author of Breath: The New Science of a Lost Art, modern humans tend to over-breathe, which can raise blood pressure and keep us in a state of constant nervous arousal. Slowing your breathing down from our regular 12–20 breaths per minute to four or five breaths per minute engages the parasympathetic nervous system which counteracts this arousal. To boost your chances of better sleep, consciously slow your breathing down for at least 10 minutes a day (breathe in for roughly five seconds and out for around seven seconds). Do this sitting comfortably, focusing on each breath, though it works just as well if you do it during regular activities like watching TV, hanging out the washing or working at your desk. Don’t do it just before bed, however, because relaxation techniques can be the opposite of relaxing when you desperately want them to send you to sleep. In fact, tackling hyperarousal should be thought of as a 24-hour project rather than something you do only in the run-up to bedtime. Introducing a breathing exercise every morning, for example, will not only help you to feel calmer during the day, it will also reduce the amount of hyperarousal you have to deal with at night. LINK

President Joe Biden on Friday presented Sir Elton John with the National Humanities Medal, surprising the music icon following a performance on the South Lawn of the White House. “I’m never flabbergasted, but I’m flabbergasted,” a visibly moved John said, thanking the President and saying that he will “treasure” the honor. The medal, according to the Friday presentation, was to honor John “for moving our souls with his powerful voice and one of the defining song books of all time. An enduring icon and advocate with absolute courage, who found purpose to challenge convention, shatter stigma and advance the simple truth – that everyone deserves to be treated with dignity and respect.” Biden said that he and first lady Jill Biden had invited John to the White House to thank him and praised the singer for his music and advocacy in the global fight against HIV/AIDS. “As Jill just mentioned, we’re joined by so many people that … he’s set free to be themselves, to be treated with dignity and respect they deserve. Families and advocates in the fight against HIV/AIDS. A fight that he has led with sheer will, a fight for those lives lost and those lives we can save. Leaders standing up for equality of all people, no matter who you are, or who you love,” the President said. John was met with standing ovations as he performed a number of hit songs, including “Your Song,” “Rocket Man” and “Tiny Dancer,” during the concert titled “A Night When Hope and History Rhyme,” in collaboration with A&E Networks and The History Channel. Approximately 2,000 guests were invited to the event and attendees included high-profile guests and government officials such as civil rights advocate Ruby Bridges, House Speaker Nancy Pelosi and Transportation Secretary Pete Buttigieg, as well as teachers, nurses, LGBTQ advocates and military families, who the White House dubbed “everyday history-makers.” Speaking in between songs, John addressed former first lady Laura Bush, who was also in attendance, acknowledging former President George W. Buckingham Palace has released a photograph of Queen Elizabeth II’s final resting place within St. George’s Chapel following her interment in Windsor on Monday. An engraved ledger stone featuring the name of the late monarch was installed in the King George VI Memorial Chapel, an annex to the main chapel, on Monday evening after a private service attended by her family. The slab is hand-carved from Belgian black marble and features brass letter inlays reading the names of her parents – King George VI and Queen Elizabeth – followed by the late Queen’s name along with that of her husband, Prince Philip. A garter star separates the two royal couples, and the years of birth and death have been inscribed next to each name. The four royals were members of the Order of the Garter, the country’s most senior order of chivalry that dates back to medieval times and the reign of King Edward III. The group’s members are personally chosen by the sovereign in recognition of an individual’s service to the nation and includes several members of the royal family, former prime ministers and other senior figures. The order’s spiritual home is St. George’s Chapel. The Queen was laid to rest, after an elaborate state funeral at London’s Westminster Abbey attended by leaders from across the world. More than 26 million people in the United Kingdom tuned in to watch the funeral service on Monday, the first to be televised for a British monarch. When the Queen’s husband of 73 years Prince Philip died in April 2021, his coffin was initially placed in the Royal Vault, set below St. George’s, where it remained until it could be relocated to the memorial chapel upon the Queen’s death. The ashes of the Queen’s sister Princess Margaret, who died in 2002, are also interred in the chapel. Royal residences, including Windsor Castle, have been closed since the monarch’s death on September 8. But the general public will be able to visit the Queen’s resting place when the castle reopens on September 29. Some areas within royal residences reopened to tourists on Thursday, including the Queen’s Gallery at Buckingham Palace, the Palace of Holyroodhouse and the Queen’s Gallery in Edinburgh, Scotland, according to the Royal Collection Trust. However, Buckingham Palace’s summer opening of the State Rooms and Royal Mews will not return this year. Additionally, special displays marking the Queen’s Platinum Jubilee at Buckingham Palace, Windsor Castle and the Palace of Holyroodhouse will not reopen to the public, the trust added. LINK
