for spam he can gag you, 

About bots only managers/elders can kick because they can add back also, Admins are not alowed to kick anybody...

We must remove the command amx_kick for admins. - Only elders and up must have that command! About gag, must using gag 6 minutes. Or better dont use it, if u will use it for 2 minutes.
