i think you are banned from server or check your net . or

• speak with founders to unban your ip  Find Your Ip Here
•  or make  request unban Here if still doesn't work that mean 

you have downloaded a different version of cs 1.6 from the internet. Or maybe the version of the host server is different(unlikely).

anyway

resetting modem and if you have steam reinstalling steam cs 1.6 and download it again . 

try this too :

• Disable your software firewall
• Disable your firewall in your router

Download the new map and then try again...

I think u got banned from the server try to speak with founders or any admins to unban your ip if that not work maybe ur connection are too slow try to fix it Hope That will fix your problem !
