  1. It wasn’t supposed to turn out this way. Just over thirty years ago, the Cold War came to an improbably abrupt and peaceful end. After nearly half a century of multi-dimensional rivalry with the U.S., Russia appeared poised to become a free-market democracy and a strategic partner to Washington. Instead, over the coming decades, Moscow would revert to authoritarian rule and today once again menaces the West—posing one of the most consequential tests of American power and leadership in the modern world. What went wrong? The purpose of this seminar is to study the trajectory of U.S. policy towards Russia during this consequential period—from the Soviet collapse in 1991 to the invasion of Ukraine in 2022—an arc of history that encompasses six American presidents, three Kremlin leaders, and (along the way) the social, economic, technological, and geopolitical transformation of much of the planet. Our goal will be to understand both how we got to where we are now and where we are going—and what that journey reveals about the character of two of the world’s most consequential countries, the United States and the Russian Federation.
  2. Battersea Dogs & Cats Home has been “overwhelmed and touched” by public donations, which have passed £100,000 after the death of the charity’s ambassador Paul O’Grady. The TV and radio presenter became an ambassador for Battersea in 2012 after the success of ITV’s multi-award-winning For the Love of Dogs, 11 series of which were filmed at the home. After O’Grady’s death on Tuesday at the age of 67, the animal charity set up a “tribute fund”, which has raised more than £100,000.Peter Laurie, the charity’s chief executive, said: “We have been overwhelmed and touched by the countless letters, calls, emails and messages of support along with the generous donations made by kind members of the public this week. “We will be looking to find a suitably fitting way to remember the profound impact Paul had at Battersea and the rescue animal sector, something that will support the animals that Paul loved so much and that would make him proud.” Laurie previously told the PA Media news agency that O’Grady was a “genuine animal lover” and that his “real legacy” was how he showed the British public and an international audience how “lovable and incredible” rescue dogs are, inspiring people to rehome them. O’Grady was given a special recognition award at the 2018 National Television Awards for the impact For the Love of Dogs had on helping find homes for rescue animals nationwide. His contribution to animal welfare was also recognised with an RSPCA animal hero award.Eddie was joined by Boycie, a shih-tzu, in 2014; Conchita, a Maltese, in 2015; Arfur, a mongrel puppy, in 2017; Nancy, another mongrel puppy, in 2020; and Sausage, a wire-haired dachshund, in 2021. Last year O’Grady was joined by the queen consort in a one-off episode of For the Love of Dogs to mark 160 years of the Battersea home. In tribute to the late comedian, O’Grady’s final radio show will be rebroadcast on Easter Sunday, after originally airing on Boom Radio on Christmas Day last year.   3. VW's top UK executive, Paul Willis, has said that of the 1.2 million cars in the UK affected by the diesel emissions scandal, 470,000 have been fixed. "At the current rate, we are applying these measures to 20,000 cars a week," he told MPs on the Transport Committee. But after he had left the hearing, Mr Willis was accused of lying to MPs over whether he had supplied the government with promised information. A VW spokesman said Mr Willis had indeed handed over what was promised. Mr Willis told the MPs there had been no redundancies in the UK because of the diesel dishonesty.Indeed, the company was trying to recruit more people to help with the technical fixes, he said. Many UK VW owners are angry that they will receive no compensation as a result of the scandal, unlike customers in the US. But Mr Willis said there was "no legal basis for compensation". He added there was no comparison between the situation in the US and Europe. The scandal broke in 2015, when it emerged that the carmaker had installed "defeat devices" in its diesel models that allowed them to falsify the results of US pollution tests. Accusation of lying Mr Willis told the MPs that VW had handed over all the information asked for by the government so it could press on with inquiries. Later on in the what became a heated committee session after Mr Willis had left - the Transport Minister John Hayes, who is looking at the diesel emissions scandal's impact in the UK, said it was "not true" that VW had given him all the information requested. Committee member Graham Stringer MP went further, saying of Mr Willis's testimony, "I have seen all sorts of evasive witnesses, but I think we have just seen somebody tell us absolute blatant lies." Responding to the exchange, a Volkswagen spokesman told the BBC that Mr Willis has supplied what he agreed to supply, but that the government may have requested more. The company will pay £1.1m for testing Volkswagen vehicles, but not the £0.9m needed to test other companies' vehicles. VW denies misleading millions of consumers as it claims it did not sell vehicles based upon low nitrogen oxide emissions. In his testimony, Mr Willis had said "I don't think we did anything wrong". For his part, Mr Hayes said this was a shift from the company's original position. "I think VW acted extremely badly," he said. "I think it is extraordinary in their evidence this afternoon they seemed to be uncertain about whether they had behaved badly or not. "Yet when this scandal first broke their tone was a very different one," he added. During the hearing Mr Hayes also asked about a report into the scandal written by lawyers Jones Day, which was commissioned by VW. The MPs said VW had promised the committee that it would be published, but the carmaker had now decided not to. Mr Hayes said one could "reasonably assume" that one reason is "that it contains information which contradicts what Volkswagen have said both publicly and to this committee". More investigation While VW has agreed to pay fines and compensation in the US amounting to more than $19bn, it insists that legally in Europe it did nothing wrong. It accepts that 8.5 million vehicles in Europe were fitted with software that could detect when they were being tested for emissions. But it denies that the software amounts to a "defeat device" under EU law. Ian Yarnold, head of international vehicle standards at the Department for Transport told the MPs that he thought the device was "prohibited," but that he would need to gather evidence to determine if fitting the devices amounted to a criminal act. Mr Hayes said he and his boss, transport minister Chris Grayling, would go to Germany next month to meet their counterparts and seek more information. He added that the government had not ruled out launching legal action against VW. The chairman of the Transport Select Committee, Louise Ellman MP, said that it had heard of complaints from customers whose cars had been subjected to Volkswagen's technical fix. Mr Willis responded that there had been around 3,500 such complaints, which he said amounted to 0.75% of those whose cars had been recalled. He insisted that in 65% of cases, the complaints were "subjective" and linked to issues such as the feel of the car and noise levels.

  5. Reuters reports London lost its spot as the top global stock market, now tied with New York City. According to data benchmarks collected by the city, 2023 is the first year London isn’t the clear global leader. Enough international companies sought U.S. listings that England’s capital lost its dominance as the sole leading global financial center. What made London lose its spot as the top global stock market? According to Financial Times, Brexit, the United Kingdom’s departure from the European Union, forced several companies to move operations. Additionally, New York’s lighter regulations and potentially higher valuations make the Big Apple more attractive for global companies to list. However, it’s not just companies based outside of the United Kindom that are leaving London’s stock exchange. For example, CNBC reports the Cambridge, England-based semiconductor chip and software designer, Arm, ditched London in favor of the NYSE. The company’s departure from the FTSE was a significant blow to the financial center. 95% of the world’s smartphones, including iPhones, use Arm’s semiconductor chip designs. Unfortunately, the company left the U.K.’s financial center despite British Prime Minister Rishi Sunak’s best efforts. “After engagement with the British Government and the [Financial Conduct Authority] over several months,” said Arm CEO Rene Haas. “[We have] determined that pursuing a U.S.-only listing of Arm in 2023 is the best path forward.” The city’s future as a dominant force in global finance is uncertain. CNN reports Arm’s departure from London could lead other domestic companies to consider following suit. Britain’s financial services sector makes up over 8% of the United Kingdom’s GDP and about 10% of the country’s tax revenue. Companies see the U.K. capital as a great place to garner start-up capital and launch a business. However, the financial center falls behind when it comes to growing a business, according to Aquist Exchange CEO Alasdair Haynes. He says the U.K. needs to make it easier for smaller companies to list. “It doesn’t mean lowering standards,” Haynes said. “It means rules should be proportionate and appropriate for the size of the business.”

It is also the main cause of road rage, an aggressive behavior exhibited by drivers toward other drivers. The situation may include vulgar hand gestures, yelling, threats, fighting, and even injury or death. Below is a list of the biggest traffic jams in history. Beijing, China - August 2010 Drivers traveling on the Beijing-Tibet Expressway were caught in a traffic jam that caused travel to last for three days. This incident was attributed to an excess of vehicles on the road as well as slow-moving heavy trucks that were carrying materials for road work. The congestion lasted for 12 days. Bethel, New York - August 1969 The famous Woodstock Music Festival of 1969 caused a three-day traffic jam in Bethel, New York in the US. Over 500,000 people came to attend the music and arts event which led to an increase in traffic over a 20-mile stretch. Many drivers decided to park their cars on the side of the road and walk in rather than fight the traffic. Chicago, Illinois - February 2011 On February 1, 2011, this city experienced a blizzard of historic proportions. Just over 20 inches of snow fell during rush hour traffic causing a significant number of collisions. Cars stuck in traffic were nearly buried over a 12-hour period. East/West Germany - April 1990 This traffic jam occurred on April 12, 1990, after the fall of the Berlin Wall. People who had been forced to live on either side of the wall were finally free to travel with ease, or so they thought. Over the Easter holiday, that ease was abrupted by 18 million cars when the highway typically carried 500,000 cars on a daily basis. Interstate 45, Texas - September 2005 On September 21, 2005, Galveston, Texas residents were under an emergency evacuation order due to the impending Hurricane Rita. The interstate connecting to Dallas filled with roughly 2.5 million evacuees which created a 100-mile long standstill. The traffic jam lasted for two days, but the evacuation saved millions of lives. Lyon-Paris, France - February 1980 Parisians have a long standing love affair with winter vacations to Lyon where they enjoy wine and skiing. In February of 1980, streams of vacationers returning to Paris were caught in surprise weather that left many motorists stranded. The congestion stretched for 109 miles. Moscow, Russia - November 2012 The Highway M-10 that connects Moscow to St. Petersburg trapped travelers for three days beginning on November 30, 2012. Yet another story of inclement weather, this particular traffic jam was attended to by the government. Stranded drivers and their friends and family found shelter in government tents that provided food, drink, and counseling. New York City, New York - September 2001 This traffic jam followed the city-wide panic caused by the terror attacks on the World Trade Center. Officials virtually shut down New York City, tunnels and bridges were closed to civilian traffic to clear the ways for emergency vehicles, and public transportation was halted as well. People wanting to flee the city were all but trapped. Even air traffic was prohibited leaving thousands of travelers stranded at the airports. Sao Paulo, Brazil - June 2009 Brazil is infamous for its traffic jams and 4-hour road delays. The city has even begun an Uber helicopter service from the airport to the city center to counter the astonishingly long traffic times. But, on June 10, 2009, the traffic met an all time low with over 182 miles of blocked highways and 522 miles of congested city roadways. This is the result of too many vehicles in use. Tokyo, Japan - August 1990 The highway between Hyogo and Shiga was at a standstill on August 12, 1990. For over 84 miles, holiday travelers and typhoon evacuees crowded the roadways and inched along to their destinations.
