  6. The political canvas is ripe with somersaults, and not many are sure as to what it entails. An Islamabad court’s decision, after a brief hiatus, to once again remand PTI leader Fawad Chaudhry in police custody over his alleged threatening remarks against the Election Commission has rolled out a formal forum for agitation in the country. The PTI as well as many more, from other sides of the divide, believe that the contention to try Fawad under criminal procedure is unwarranted, and the government is unnecessarily exhibiting its bias. Secondly, the return of Maryam Nawaz from London after a self-proclaimed 100 day respite from proactive politics is fomenting the puzzle of electioneering. Last but not least, the claim from former Prime Minister Imran Khan that there is a plot to exterminate him, and the subsequent surprising withdrawal of security from him, has made it too unnerving. The question now being asked is whether the country is heading towards elections, or not? Punjab and Khyber-Pakhtunkhwa are constitutionally-ordained to hold polls by April, and so is the necessity for the vacant National Assembly seats, which are now more than 100. This is where the mindset of the sitting dispensation is being read very closely, as there are hints of delaying the polls under the pretext of security threats and the plummeting of the economy. But such a figment of imagination, whoever is seized with, does not come to address the problems that the country is faced with. There is no room for delaying elections under the Constitution, and efforts to quick-fix it through exigency legislation would be a disservice to democracy. The good point is that there are saner voices on both sides. The President of the Republic too has spoken his mind, calling upon the stakeholders to foment a consensus for chartering a way out. He, and his likes, are in need of being heard, in an endeavour to channelise the country towards the path of representative politics.   7. Battersea Dogs & Cats Home has been “overwhelmed and touched” by public donations, which have passed £100,000 after the death of the charity’s ambassador Paul O’Grady. The TV and radio presenter became an ambassador for Battersea in 2012 after the success of ITV’s multi-award-winning For the Love of Dogs, 11 series of which were filmed at the home. After O’Grady’s death on Tuesday at the age of 67, the animal charity set up a “tribute fund”, which has raised more than £100,000.Peter Laurie, the charity’s chief executive, said: “We have been overwhelmed and touched by the countless letters, calls, emails and messages of support along with the generous donations made by kind members of the public this week. “We will be looking to find a suitably fitting way to remember the profound impact Paul had at Battersea and the rescue animal sector, something that will support the animals that Paul loved so much and that would make him proud.” Laurie previously told the PA Media news agency that O’Grady was a “genuine animal lover” and that his “real legacy” was how he showed the British public and an international audience how “lovable and incredible” rescue dogs are, inspiring people to rehome them.   8. Chinese manufacturer BYD has confirmed that it will bring a new small electric car to the UK this year. At 4290mm long, the new BYD Dolphin sits in between the Peugeot e-208 and Volkswagen ID 3 in size. Based on the same E-Platform 3.0 as the BYD Atto 3 family hatchback with which the brand launched its UK offensive earlier this year, the electric-only Dolphin will arrive with a 60kWh lithium-iron phosphate (LFP) ‘Blade’ battery capable of delivering an official combined WLTP range of up to 265 miles. Power will be sent to the front-wheels via a 201bhp electric motor that’s good for a 0-62mph time of 7.1sec. Rapid charging rates peak at 88kW. UK prices are yet to be confirmed, but will likely start from around £32,000. A smaller-battery version of the Dolphin will follow, and while specifics haven’t been confirmed it's probable that it will use the 44kWh pack already used in the Chinese market version of the Dolphin. The interior of the Dolphin is a more conventional-looking affair than the wildly styled interior of the Atto 3, but the Dolphin still gets some aquatic-themed details including what one company source describes as “dolphin-shaped interior door handles that will bring a joyful twist". The Dolphin will be offered in four trim levels and with a variety of different finishes. A rotating, 12.3in touchscreen interface is standard across the range, as is a heat pump. There will be a wide range of exterior finishes to choose from, including optional dual-tone paint and a panoramic glass roof, in keeping with the brand’s efforts to pitch itself as a semi-premium offering on a par with the likes of Kia and Hyundai. A comparably spacious three-person rear bench and a 345-litre boot also make the BYD Dolphin an interesting small family car option, straddling the traditional B- and C-segment hatchback classes. The BCCI has made the decision, anticipating a large number of fans from abroad for the fixture. With a seating capacity of 1 lakh, the Narendra Modi Stadium is the largest in the country. The BCCI is expected to announce the World Cup schedule after the Indian Premier League is over. The tournament will kick off from October 5, with Nagpur, Bengaluru, Trivandrum, Mumbai, Delhi, Lucknow, Guwahati, Hyderabad, Kolkata, Rajkot, Indore, Bengaluru, and Dharamshala being short-listed as venues, even for practice fixtures. The Indian team has requested the BCCI to allot fixtures against Australia, England, New Zealand, and South Africa to venues that aid spinners. A successful staff-level agreement (SLA) for the 9th Review, which has been pending since November, will unlock the $1.1 billion tranche. The funding is part of a $6.5 billion bailout package the IMF approved in 2019, which is due to end in June, prior to the budget. “In all IMF programmes, the authorities issue a letter of intent associated with the last review outlining their policy intentions for the period after the programme,” said Nathan Porter, mission chief to Pakistan. Pakistan has been in economic turmoil for months with an acute balance of payments crisis while talks with the IMF to secure a $1.1 billion tranche have not been successful. Inflation surged to a record 36.4 percent in April from a year earlier, driven mainly by skyrocketing food prices and rising energy costs. The finance ministry projected that inflation would rem­ain in the range of 36-38 pc mainly due to the rupee’s depreciation and rising administered prices, which contributed to the increase in overall prices. Last month, IMF Chief Managing Director Kristalina Georgieva said the Fund hoped to complete its current programme with Pakistan successfully. Responding to a question about IMF-Pakistan talks for the revival of the 2019 loan package, Georgieva said: “We have been working very hard with the authorities in Pakistan within the context of our current programme to make sure that Pakistan has the policy framework that makes it possible to avoid what you are talking about.” The reporter who asked the question had hinted at the possibility of Pakistan’s burgeoning debt becoming unsustainable. But Georgieva said the purpose of the IMF-Pakistan talks was to avoid getting to a point where the country’s debt may become unsustainable. “We are not there yet and it’s better not to get there,” she said. ISLAMABAD: Sustainable Development Goals (SDGs) in Pakistan are often hailed as a panacea for improving livelihoods, the environment, and health of masses at large – thanks to a better framework for programming and monitoring of development activities. The debate to ensure meaningful sustainable development, however, constitutes a paradox as many of its goals don’t fit with our existing governing structures and the SDGs themselves can serve as self-defeating. For example, the po[CENSORED]tion of a province carries more than 80pc weightage in the National Finance Commission (NFC) Award formula, which means that there are no incentives for provinces to promote po[CENSORED]tion control by design as reducing po[CENSORED]tion rates will be synonymous to foregoing future revenue shares from the federal tax pool. This also means that fiscal inequities between Balochistan and the rest of Pakistan will increase with time due to the disparity in growth rates. Fertility control schemes (SDG no 11 and 1), to bring the masses out of chronic poverty, stand no chance in the long-run due to these inherent politics of po[CENSORED]tion. A simple fix to such a disastrous and unsustainable NFC award could be giving more weightage to tax collected by provinces on behalf of the federal government and reciprocal weights to their per capita income – with no mention of po[CENSORED]tion or area. Pakistani governments, however, have used the SDGs achievement fund to cater instead to the pet projects of parliamentarians – with all political meddling happening under the umbrella of SDG frameworks. Despite consensus on a system of devolution, the planning commission has always creatively engineered the transfer of development funds by maintaining a parallel structure of advisors – without getting noticed by the Supreme Court – like it happened to the People’s Works Programme in the past. Similarly, while all governments over-emphasise the 11th SDG – aiming to promote a resilient infrastructure – this is used only as a vehicle to channel money from public finances to campaign coffers and special interest groups. Spending on the name of SDGs is establishing new cycles of direct patronage and influencing local vote banks, affecting the dynamics of the election campaign in the long run. Besides politicising SDGs and inherent inconsistencies in SDG framework, what we don’t realise is that SDGs aim to make a very much Western problem look like an Asian problem. With exorbitant, extravagant lifestyles, the West is hell bent on pushing the emerging economies of Asia take steps – even though the average carbon footprint of an Asian is a tiny fraction to that of an American citizen. So, when China banned foreign plastic waste imports for recycling, it received huge backlash from American companies and was accused of being selfish and not thinking of the global environment. While Vietnam and Malaysia have been at the receiving end of waste from rich nations for decades, at the same time, they are also blamed for polluting the seas and marine life. Similarly, the European Union’s (EU) proposal to ban Malaysian palm oil on the pretext of halting deforestation – without taking into account the damage being inflicted on small farmers who account for over 50% of output – is another case of ‘greenwash’ sustainability as it is actually aimed at promoting European oils such as rapeseed and sunflower. Likewise, in Pakistan’s Nationally Determined Contribution (NDC) 2021, our ministry was under pressure to make stringent commitments related to coal power plants. In a bid to score brownie points, we pledged to build no new coal power plants and to ban the use of imported coal for energy generation. Such a drastic step, however, is uncalled for as countries like the United Kingdom (UK) have traditionally used coal to provide around 50% of national power (with exception of the last few years). Hence, it is grossly unfair for developing economies to abandon coal at once. Moreover, green renewable energy plants can’t run baseline load which has to be taken by gas or coal powered plants. Similarly, former Sri Lankan president Gotabaya Rajapaksa decided to ban chemical fertilisers in the spirit of sustainable agriculture (SDG no 2) that single-handedly led to a food crisis and sovereign default. In a nutshell, SDGs have further aggravated the dichotomy between rich, unsustainably developed countries and developing countries who sometimes receive aid but are surely at the receiving end of climate change. The politics behind the use of SDGs make it a slippery slope; our local government uses them as tools for sponsorship while the Western establishments deploy them as an economic and strategic weapon to shift their burden. It’s important to be aware of these factors and work to ensure that SDGs are implemented in a way that is inclusive, equitable, and free from political mani[CENSORED]tion as well as structural inconsistencies.
