Transport Secretary Grant Shapps told the Sunday Telegraph a potential change in legislation could allow companies to hire temporary workers to cover some roles and prevent disruption. Any intervention would not affect the rail strikes across Britain this month. But Mr Shapps said changes could be brought in quickly to minimise future action in rail or other sectors. A war of words between rail unions and ministers has been escalating since the RMT union announced three days of strikes, after talks about pay, terms and conditions, and redundancies fell through. Mr Shapps said should the action continue then "further measures certainly would come in during this particular dispute, if it can't be resolved". "We will be looking at the full suite of modernisation that's required," he told the Telegraph. "The country must not continue to be held to ransom." The transport secretary said any change could involve secondary legislation, which can be signed off by ministers "very fast". Meanwhile, writing in the Sun on Sunday, Mr Shapps warned rail workers who plan to strike this month that they will not be able to work overtime on subsequent days to top-up pay they will lose as a result of taking part in the action. It is is understood this is because rail companies may decide to run restricted timetables after the strike days. Describing the strikes as a "disruptive and unnecessary stoppage", he wrote: "Rail managers and ministers are determined to ensure strikers cannot milk the system to maintain their income while inflicting misery on the public." Mr Shapps' comments come less than a month after rail unions reacted with fury to a government threat to make strike action illegal unless a minimum number of train staff remained working during a walkout. In response, RMT general secretary Mick Lynch said "any attempt" by Mr Shapps to "make effective strike action illegal on the railways will be met with the fiercest resistance from RMT and the wider trade union movement". More than 40,000 RMT members working for Network Rail and 13 train operating companies across Britain will strike on 21, 23 and 25 June. In a separate dispute over pensions and job losses, the RMT's London Underground members will also strike on 21 June. The RMT is calling it the biggest dispute for over three decades and put the industrial action down to the "inability of the rail employers to come to a negotiated settlement". Train and tram drivers, part of the Aslef union, are also set to strike in three locations this month.

Current series leader Alvaro Bautista was second after a thrilling mid-race battle with Jonathan Rea, who was third in the 10-lap sprint race. Ducati rider Bautista leads Kawasaki's Rea by 24 points after 11 races with Razgatlioglu 50 points further back. The second feature race in Italy takes place at 13:00 BST. After retiring with a mechanical issue while running in third place in Saturday's feature race, Yamaha rider Razgatlioglu got the lead from the start and was followed by Northern Ireland's Rea, who briefly made a pass for the front but the Turkish rider immediately hit back. Bautista, who won Saturday's opener to extend his lead over Rea, attempted a pass on the six-time champion at the start of the third lap and that sparked a thrilling side-by-side duel before the Spanish rider came out on top following their two-lap battle. While entertaining, it allowed Razgatlioglu to open up a comfortable two-second margin out front and he cruised to his victory of the year. Bautista was able to pull away from Rea, who then came under pressure from the Honda of Xavi Vierge but the 35-year-old was able to hold on to the final podium position. Honda's Iker Lecuona came out on top of a feisty battle behind the front-runners, ahead of Yamaha's Andrea Locatelli, Ducati's Axel Bassani and Kawasaki's Alex Lowes.

"Machine guns, fighter jets... are not our primary security concern. The single greatest threat to our very existence is climate change," Fiji Defence Minister Inia Seruiratu said. He was addressing a summit in Singapore which has focused on China-US tensions and the Ukraine war. Cyclones have repeatedly battered Fiji and other low-lying Pacific countries. "It threatens our very hopes and dreams of prosperity. Human-induced, devastating climate change," Mr Seruiratu told the forum, called the Shangri-La Dialogue. Floods in Fiji caused by tropic cyclones have displaced thousands of people in recent years and wrought economic havoc. Pacific states have urged advanced industrialised nations to do more to combat climate change. "Waves are crashing at our doorsteps, winds are battering our homes, we are being assaulted by this enemy from many angles," Mr Seruiratu told delegates. The world is now about 1.2C warmer than it was in the 19th Century - the result of humans burning fossil fuels, which release greenhouse gases, mostly carbon dioxide (CO2). But much attention has focused on China's growing challenge to Western strategic interests in the Asia-Pacific region. In April China signed a security pact with the Solomon Islands, causing concern in Australia, New Zealand and the US. The details of it were not disclosed. Besides the Solomons, Pacific island nations have not so far reached consensus on China's proposal for a new regional trade and security pact.
