NEW YORK: France will support Pakistan for revival of economy and reconstruction in the wake of devastating floods in Pakistan.Prime Minister Shehbaz Sharif and French President Emmanuel Macron Tuesday had a bilateral meeting on the sidelines of the 77th Session of the UN General Assembly (UNGA) in New York. Besides an exchange of views on improving bilateral relations, the two leaders agreed on mobilising international support for Pakistan to help recover and rebuild its economy on a sustainable footing in the aftermath of recent devastating floods in Pakistan. In order to gather the relevant International Financial partners and development partners, France will host an international conference before the end of the year aiming at contributing to the rehabilitation and reconstruction of flood-affected areas of Pakistan and, with the help of climate-resilient reconstruction related financing, to accelerate transition to renewable energy. The premier also had a meeting with Spanish President Pedro Sanchez on the sidelines of UNGA. Shehbaz stressed the need for deepening the multifaceted Pakistan-Spain relations with a particular emphasis on inter-parliamentary ties as well as security and defence cooperation. The Spanish president called for bilateral collaboration in the energy sector and people-to-people links. The prime minister appreciated the support and solidarity of Spanish government in the wake of climate-induced massive floods in Pakistan and thanked for the relief assistance extended by Spain to the affected people. He shared the details of devastation caused by the floods to crops, housing, livestock and critical infrastructure. The prime minister underlined that Pakistan was among the most vulnerable countries to the impacts of climate change. He hoped the international community would step up and help mitigate adverse effects of the floods through active participation in the rehabilitation and reconstruction phase. In the regional context, the prime minister underlined Pakistan’s support for an inclusive, peaceful, stable, prosperous and connected Afghanistan. He added that Afghanistan faced a grave humanitarian situation as well as formidable challenges to its economy. He stressed that sustained, practical and meaningful engagement of the international community with Afghanistan was essential for ensuring the welfare of Afghan people and for promoting shared goals of peace, security and development in the country. The PM extended an invitation to President Sanchez to visit Pakistan at his earliest convenience. In a separate meeting Shehbaz Sharif and Chancellor of Austria Karl Nehammer reviewed bilateral relations and exchanged views on regional issues. The prime minister highlighted the immense devastation caused by the unprecedented climate-induced floods in Pakistan and the government’s actions to address the colossal challenge. He thanked Austria for its steadfast support for the GSP+ scheme, stressing that the mutually-beneficial arrangement had yielded positive results for both sides. The prime minister also met Iranian President Seyed Ebrahim Raisi and reiterated his gratitude to the government and people of Iran for their solidarity and support with the Pakistani nation in the wake of massive floods. During the meeting, the two leaders agreed to deepen and broaden bilateral cooperation across a broad range of areas, including economic and trade, energy and connectivity, cultural contacts, and people-to-people links. The prime minister conveyed that Pakistan highly valued the supreme leader’s strong and steadfast support for the just struggle of the people of Indian Illegally Occupied Jammu and Kashmir (IIOJ&K). On Tuesday, Shehbaz Sharif attended the opening of high-level general debate of the 77th Session of UN General Assembly (UNGA77) being held in the General Assembly Hall. The prime minister reached the UN Headquarters to attend a welcome reception hosted by UN Secretary General Antonio Guterres for the heads of state/ government participating in the UNGA session. During the reception, the prime minister interacted with New Zealand Prime Minister Jecinda Ardern. Earlier, the prime minister arrived in New York Monday night to lead Pakistan’s delegation to the 77th session of the United Nations General Assembly, in which some 140 world leaders are participating.   5. Over the past month, Pakistan has been hit by the worst flooding in the country’s modern history. The floods have put “one-third of the country underwater” and the deaths of close to 1,500 people. Estimates note a further 33 million people have been impacted by the flooding, roughly about 15 percent of Pakistan’s po[CENSORED]tion. Figures as of September 16th estimate that 12,718 kilometers of roads, 390 bridges and over 1.8 million homes have been destroyed. The government’s early estimates place the damage at more than USD $10 billion. With many of the flood-hit regions are still submerged in flood water and cut off from the rest of the country, it is expected that the actual damage will be much more than these early estimates. The Immediate Costs to an Economy Already in Crisis Prior to the floods, Pakistan was already facing a severe economic crisis; it was struggling with maintaining a healthy balance of payments and an ever-increasing current account deficit. The country was barely recovering from the aftershocks of the pandemic and the impact of global supply chain disruptions. Pakistan has been on the IMF bailout program since 2019, and its po[CENSORED]tion has been hard hit by strict austerity measures taken as a condition of the bailout. In August Pakistanis were faced with not just the floods but a projected 24-27 percent inflation rate linked to the removal of oil subsidies and an increase in electricity consumption tariffs by the government in order to comply with the IMF conditions. Damages to the agriculture sector will further add a strain on the country’s limited foreign reserves as cotton, wheat, and vegetables would now have to be imported to meet the domestic demand. The GDP that was predicted to grow at five percent earlier this year has been scaled down to only two percent for this fiscal year. Perhaps most significantly, Pakistan’s agriculture sector, which contributes 23 percent of the country’s GDP and employs around 38 percent of its labor force has been severely hit by the floods. According to the United Nations, almost 800,000 farm animals and two million acres of crops and orchards have been hit by the floods. Between 80 and 90 percent of Pakistan’s crops have been destroyed, with a particular impact on essential food sources and export items including rice, wheat, sugarcane, mango trees, date palms, and vegetables like chilies, onions, and tomatoes. Cotton crops have also been hard hit. Pakistan is the fifth largest producer of cotton, and its textile industry heavily depends on the domestic cotton produce. Textile exports alone are a major contributor to generating foreign exchange reserves for the country. Damages to the agriculture sector will further add a strain on the country’s limited foreign reserves as cotton, wheat, and vegetables would now have to be imported to meet the domestic demand. The torrential rains which began in mid-June, have severely affected most of the Sindh province and the arid regions of Balochistan and Southern Punjab. Large parts of Sindh are still submerged in water which will make it difficult for the province to start preparing for the wheat sowing season that usually starts in early October, a month earlier than in Punjab. Sindh is the second-largest wheat producing province in Pakistan. Even before the floods had hit, Pakistan had a shortfall of 2.6 million tons of wheat. As the domestic agriculture produce has been washed away by the floods, the government has warned of a food crisis in the days to come. Prices of onions and tomatoes have already skyrocketed. Food insecurity and malnourishment would increase in a country where 40 percent of the po[CENSORED]tion already faces chronic food insecurity. The Long-term Impact Climate change affects communities differently; people of low socio-economic status and marginalized communities suffer the most as they lack the economic capacity and resources to recover from a climate shock. These floods have severely impacted people’s livelihoods, savings and sources of income pushing them further down into poverty. It is expected that the recent floods will push more than 11 million people below the poverty line. There are additional health concerns as well. There has been an outbreak of diseases like malaria, dengue, diarrhea and cholera in the flooded regions. According to The United Nations Po[CENSORED]tion Fund, at least 650,000 women are pregnant in regions impacted by the flooding out of which 73,000 women are expected to give birth next month. They are in dire need of maternal health care and support in a country where maternal mortality rate is already high. With large parts of the country still under water, providing relief to the flood affected has become challenging. Pakistan spends a large amount of its budget on debt servicing and defense which leaves a meagre amount to be spent on development and health. According to the Pakistan Economic Survey, public sector health expenditure was only around 1.2 percent of GDP in 2020-21. The global outbreak of COVID-19 had already disrupted the delivery of basic health services and now the floods are expected to further worsen the situation.Internal displacement and migration is already happening with more than half a million people living in relief camps. As climate change shocks become a norm, it is expected more people will migrate from rural areas to the cities in search of livelihoods. This will have serious long-term social and economic problems. Pakistan’s urban centers lack the infrastructure to deal with large-scale migration. As more people migrate to the urban centers, they will put a burden on already limited resources which may lead to higher crime rate and resource-based conflict. Preparing for Future Climate Shocks The government of Pakistan needs to take some concrete steps in order to limit the devastation caused by climate change and better prepare itself for any similar climatic catastrophe in the future. Climate change should be the priority of the government in the years to come as it is not only a security threat but also an existential threat to Pakistan. Our cities are becoming unlivable due to rising temperatures while floods are becoming a norm in rural parts of the country. Investments will need to be made in disaster management, sustainable urban and rural development projects, and building an economy that is more inclusive and resilient against climate change. The government additionally needs to renegotiate the IMF bailout package immediately as the provinces are in no capacity to generate the targeted revenue for this fiscal year. Long-term measures include allocating more resources to climate change adaptation and mitigation. This can include a focus on sustainable urban planning and banning the construction of commercial and residential buildings near the riverbanks. Adapting Pakistan’s agriculture sector to climate change would help avoid the risk of food insecurity in the years to come. While it will be difficult to predict natural disasters, conducting further research on changing weather and temperature patterns and disseminating this information could help farmers plant and harvest their crops accordingly. Climate change should be the priority of the government in the years to come as it is not only a security threat but also an existential threat to Pakistan. Pakistan can also create coordination mechanisms between the metrological department and the national and provincial disaster management authorities. Early flood warning systems and evacuation plans need to be designed and implemented to prevent maximum damage and deaths. Finally, in the aftermath of the devastating flooding Pakistan should actively engage with the international community and climate change organizations to raise awareness about the existential threat it faces due to climate change. Pakistan can fight its case at the upcoming COP-27 conference and argue that despite contributing less than one percent to the global carbon emissions, it’s paying the price of the actions of the developed world. Prime Minister of Pakistan’s Strategic Reforms Unit head Salman Sufi on Saturday announced that the government was preparing a “special course” on animal welfare for schools in Islamabad. “A special course is being prepared on animal welfare that will be introduced in schools of ICT region. Children will be introduced to compassion and a humane approach toward animals so they can be better citizens,” he said in a tweet.The course, which will be introduced in educational institutions by the end of October, has already been chalked out, Sufi told Dawn.com over the phone. “It will primarily be included in a subject but we are still figuring out which subject and the chapters,” he said, revealing that the course will be introduced “according to the intensity of the curriculum” and will be taught to classes starting from the fifth grade in both private and government schools. Sufi elaborated that the course would not just be included in the curriculum but will also have co-curricular sessions. “Animal rights activists will visit schools and teach children about keeping pets. They will tell kids that pets cannot just be kept for fun, and make them realise that animals are a responsibility. “And with every class, the depth of the course will increase,” he added. Apart from pets, Sufi went on, students will also be taught about stray animals. “They need to understand that you can’t throw stones at stray dogs. That it is better to neuter these animals. That even Islam teaches us to respect every living being and emphasises how animals should be protected.” And not just dogs or cats, but also donkeys and horses, he said. “Over the years, we have seen how Pakistan has become a horrible place for these animals.” Furthermore, the course will entail the dangers of keeping exotic animals at home. “We will tell children that if they can afford these wild animals, it is absolutely unfair to keep them at home and that importing exotic animals is a big no,” Sufi stressed, pointing out that the government was also in touch with international organisations and local activists regarding the projects. “Our generation has failed the animals, so we have to make sure that our kids are better than us,” he added. Hailing the development, Pakistan Animal Welfare Society co-founder and animal activist Mahera Omar said that it was important to teach children kindness towards animals. “When they grow up with such values from a young age it leads to a more compassionate society. In a recent discussion with The Drive, Honda’s Vice President of Business and Sales for America, Dave Gardner, said that lithium-ion battery-powered EVs can never be as cheap or cheaper than conventional fuel-powered cars due to their cost-intensive development processHe added that solid-state battery technology may enable the cheapening of entry-level EVs. However, even those EVs will cost “in the neighborhood of what a nice [internal combustion engine] vehicle costs.” He also stated that making solid-state batteries viable will take several years and that Honda has invested $310 million in that endeavor.   8. International career Kamran Akmal was a quick-scoring batsman and a wicket-keeper, who has achieved 6 centuries in Test cricket. However, his first century was vital – his 109 from the number eight position at Mohali, coming in with Pakistan in a lead of 39 against India in the first Test, ensured that the visitors could draw the match. Akmal was dropped for the 2008 Asia Cup as a result of his poor wicket-keeping. He was replaced by Sarfraz Ahmed who performed very well at the domestic level and also because of Sarfraz's strong showing in the U-19 World Cup. Akmal was named in the 30-man probable squad for the 2008 ICC Champions Trophy. Akmal was part of the Pakistan team that won the T20 World Cup in 2009. He was notable for his quick stumpings, dismissing 4 batsmen in one match against Netherlands. On 12 November 2008, Akmal hit three consecutive 6s in the last over. As a result, Pakistan won the first ODI in Abu Dhabi against West Indies. On 17 July 2010, Akmal was appointed the vice-captain of the Pakistani test squad but later removed because of his alleged involvement in spot fixing.[7] In August 2012, Akmal was recalled for the three ODI series against Australia.[8] In Feb–March 2017, he played for Peshawar Zalmi in Pakistan Super League 2017. In the 3rd Qualifying match he scored 104 runs,[9] the first century in PSL 2017. In this match Peshawar Zalmi won and moved to final of PSL for first time. Match fixing allegations In the 2nd Test match in Sydney on the 2009–10 tour of Australia, Akmal dropped four catches in the Australian innings, three of those coming from Michael Hussey. Hussey went on to score 134* and was involved in a massive 9th wicket partnership stand of 133 runs with Peter Siddle. Pakistan eventually went on to lose the match by 36 runs, after being dismissed for just 139 in the second innings. Later it was alleged that he, along with pace bowler Rana Naved-ul-Hasan were involved in match fixing, and were questioned by Pakistan Cricket Board and subsequently dropped for the Twenty20 series against England.[10] In early September 2010, the International Cricket Council (ICC) sent an official notice to Kamran Akmal telling him that he is under investigation for allegedly fixing the Sydney Test. For the subsequent series against South Africa in October 2010 Akmal had an operation to remove his appendix and was unavailable for the limited-overs squad. Akmal was able to recover from the operation to participate in the two-match test series but Zulqarnain Haider was selected ahead of him.[11] Another reason also emerged that Kamran Akmal, Shoaib Malik, Umar Amin and Yasir Hameed were not selected for the tour due to the fact that suspicions were raised that they were involved with the spot-fixing scandal that included Salman Butt, Mohammad Amir and Mohammad Asif. Another player Wahab Riaz was under investigation for match fixing but the ICC had interrogated him and he was no longer part of the investigation therefore he was allowed to take part on the tour of South Africa that included two Twenty20 Internationals, five ODI matches and two Test matches. Though this has not been confirmed by the board, it is believed that the reason they were not picked was that the suspicion had not been cleared.[12] The ICC confirmed that Akmal had been barred from entering the team. Once his investigation was completed he was available for national selection.[13] Wicket-keeping Kamran Akmal has been constantly criticized for his lack of consistent wicket-keeping. He has often been subject of ridicule by being referred to as a goal-keeper rather than a wicket-keeper. After another horrendous series behind the stumps against Sri Lanka in January 2009, journalists and former players called for his removal from the national team.[14] His wicket-keeping steadily improved, with a very strong showing in the 2009 T20 World Cup, including a world-record performance of four stumpings in a single match against the Netherlands. However, during the second test against Australia at the Sydney Cricket Ground he dropped four catches, including three chances from Michael Hussey in one session on Day 4. Hussey went on to score a match winning century with the Pakistan team losing in a shock result after dominating the first three days of play.[15][16] He was subsequently dropped for the third test, being replaced by Sarfraz Ahmed. After this tour Akmal saw a steady improvement in his wicket-keeping for the 2010 ICC World Twenty20, 2010 Asia Cup and against Australia in July 2010 however the next test series against England saw Akmal drop three easy catches and miss a stumping. The match as a consolation saw Akmal take a superb catch of Kevin Pietersen before dropping a catch on the very next ball against Paul Collingwood. ISLAMABAD (Dunya News) - The total death toll due to devastating monsoon floods across the country on Monday was reported as 1,545 amid property losses whereas no one perished in the past 24 hours. Moreover, 12,860 individuals were reported injured since the onset of the rainy season. The National Disaster Management Authority (NDMA) issued a 24-hour situation report released on routine basis that accounted overall life, property and infrastructure losses due to the heavy rains which lashed out various parts of the country. The water inundation in many areas due to heavy rains and flash floods caused damage to 14,384 houses and killed 15,910 livestock animals in the flood-hit areas including 3,714 fully damaged and 10,670 got partially damaged during rains. However the cumulative damages so far stated that almost 12,716 km road, 374 bridges and 19,58,362 houses got damaged and 959,819 livestock animals got killed due to the heavy rains in various districts of all the provinces including that of Gilgit Baltistan and Azad Jammu and Kashmir (AJK). The NDMA report highlighted that 81 districts across the country were notified as calamity hit areas with some 33,046,329 people affected, 179,281 individuals rescued in various rescue operations and 546,288 people inhabited in camps. The joint surveys for damage assessment were started in 30 districts of Balochistan and some 32 teams were deployed for the survey that was likely to be completed by September 25. In GB, six teams were deployed in the region that started the survey from September 12 and was expected to complete by September 20. In Punjab, three survey teams were deployed in the field that initiated the survey from September 12 and was expected to complete by September 30. In KP, some six teams were on the ground to initiate the survey that commenced on September 15 and would be completed by October 15.   17. We are within striking distance of a new social contract for Pakistan. Over the last six months, Imran Khan has electrified and educated the masses on the power of their vote to dilute the strength of unelected forces, which exert undue influence within the corridors of power. He builds on similar messaging delivered by Nawaz Sharif and Maryam Nawaz for three years before that. The difference is that Khan has been able to mobilise a larger number of people, including Gen Z on his message. The big question now is whether he can finish what he started or whether he’ll cut a deal like Shehbaz Sharif and dial down his narrative. It’s clear that there is a desire to teach PTI a lesson, which is why Khan’s chief of staff languished in prison for weeks. PTI’s formula for navigating out of this ditch is a singular drive to call for early, if not timely, elections. Khan is betting the house on elections giving him a thumping majority. PTI believes that a strong mandate will limit the ability of the boys to indulge in pre or post poll tricks. That’s a very big assumption but if the Punjab by-elections are a signal, the PDM is about to be routed and electoral results have to be accepted, if PTI wins by such a large margin. In fact, PTI would go as far as to argue that the reason other by-elections have been postponed even in non-flood affected areas is because of the fear PTI’s wave of po[CENSORED]rity is creating. A quick side note for those whose software hasn’t been updated and who still can’t come to terms with the fact that Khan is now the brightest hope to establish civilian supremacy in Pakistan, consider the pattern of actions that started while he was in power. Rejecting notifications, taking interviews, dictating timelines, Khan asserted civilian supremacy for the second holiest appointment in the land of the pure last November and he’s scandalising another November appointment this year. And before Khan said absolutely not to America, he said absolutely not to Saudi Arabia. First on sending Pakistani troops to Yemen, then on turning down the heat on OIC for Kashmir and then again on recognising Israel. This didn’t make the boys happy but Khan stood his ground wherever he wanted to, including on Usman Buzdar. His assertion of civilian supremacy has only been amplified since he’s been booted out as PM. But is this all a negotiation ploy to become PM again or can he actually pull off something more substantive? Nawaz and Maryam were able to create similar pressure, and Shehbaz negotiated that wave all the way into a Prime Ministerial Sherwani. Khan argues that he’s different but what are the signs we should look out for to tell if he’s actually different? PDM’s strategy to topple the PTI government was focused on a backchannel deal with the boys to overthrow PTI through breaking away their coalition partners. This was combined with a good cop, bad cop negotiation strategy with the boys where Nawaz and Maryam played hardball and Shehbaz positioned himself as a candidate for PM so no one would have any hard feelings. PTI’s strategy is dramatically different. They’re calling for actual elections to overcome a political impasse versus a backdoor deal. And there’s only one candidate for PM: Imran Khan. Given Khan’s public clarity on the power of the people’s vote to contain unelected forces, there’s only one pathway for Khan to come back to power: to translate a wave of po[CENSORED]rity into a landslide electoral win. And once he wins, he wants to make the people’s mandate his source of strength and stubbornness on civilian supremacy. This is a once in a generation opportunity to re-write Pakistan’s social contract. The only other pathway is for both PTI and PDM to come together to assert civilian supremacy. The PTI is ready to talk to anyone on the single point agenda of holding elections. But the PDM knows that it’s likely to be routed in any election right now so that doesn’t appear to be a viable pathway to assert civilian supremacy at the moment.
