(Bloomberg) -- Senator Elizabeth Warren was focused before the banking turmoil on getting President Joe Biden to name a Federal Reserve vice chair who would resist Jerome Powell’s rate increases. Now, she wants a nominee who wants tougher bank regulation, too. “We need somebody to counter Powell on both rates and regs,” Warren said in a recent interview. Warren’s shifted focus underscores how the failures this month of Silicon Valley Bank and Signature Bank (NASDAQ:SBNY) have changed the political calculus for any eventual nominee. Like Warren, Senate Banking Committee Chair Sherrod Brown has said he doesn’t want a “bank apologist” in the post. The frontrunner had been seen as Northwestern (NASDAQ:NWE) University Professor Janice Eberly, who was assistant Treasury secretary for economic policy in the Obama administration. “I’m not convinced anybody is now,” Brown, an Ohio Democrat, said Wednesday. Brown, whose committee would have to approve the eventual nominee, said he thinks the banking crisis likely slowed the White House’s process for picking the vice chair. Eberly has met with top Biden aides including Chief of Staff Jeff Zients, Treasury Secretary Janet Yellen and National Economic Council Director Lael Brainard, whose move to the White House created the opening. It isn’t yet clear how her positions on banking regulations would be viewed on Capitol Hill. White House Press Secretary Karine Jean-Pierre declined to offer an update on the search. “The president’s taking this open appointment very seriously. As soon as we have something to share, we certainly will do that,” she said. Warren wants someone who would dissent from Powell’s deregulatory views, like Brainard did when she was on the Fed board. “Remember, I opposed Powell last year because of his position on regulation,” she said of the chairman’s renomination. “The fact that Powell had already weakened regulations time and time again meant that he was a dangerous man to have running the Fed.” Warren blames Powell’s approach on regulation for the bank failures. “We just saw one of the consequences of the kind of danger he posed,” she said. Powell on Wednesday said he supported a tighter leash on banks. “It’s clear we do need to strengthen supervision and regulation,” he said, adding he plans to back a package to be proposed by Fed Vice Chair for Supervision Michael Barr, who is leading the Fed’s internal view of what went wrong. Warren smiled when asked about Powell’s turn toward more regulation. “I wish he’d started saying it five years ago before he weakened all these regulations,” she said. Brown added that prospects for quick action would depend on Republican backing. Two broods of cicadas are due to emerge from the ground this April at the same time for the first time in 200 years. It's going to be loud, messy and very interesting. The last time an event like this happened, Thomas Jefferson was President of the United States – and it's going to be deafening. Trillions of periodical cicadas are due to make an appearance across the Midwest and Southeast of America this spring, after spending more than a decade burrowed underground. This year, two broods of flying cicadas will emerge at the same time, and it will be the first time they have emerged simultaneously since 1803. Periodical cicadas have an incredibly long life cycle, unlike their non-periodical brethren which mature each summer. After hatching, the immature periodical cicadas, called nymphs, spend either 13 or 17 years underground, feeding on roots, before squirming their way above ground and transforming into adult cicadas. The 17-year Brood XIII is due to emerge in Northern Illinois, and the 13-year Brood XIX will emerge in parts of the southeastern US. Both events are due to begin in late April. And for those in the right spot, there is a small area where the broods may potentially overlap. According to researchers at the University of Connecticut, the greatest likelihood of contact between the two broods is in small patches of woodland around Springfield, Illinois. "This is not a common event," says Gene Kritsky, a cicada expert and professor emeritus of biology at Mount St Joseph University in Ohio. His love of these insects began 50 years ago when he first learned about periodical cicadas, and realised there was much to discover by using historical data to create maps of their distribution patterns. He describes himself as a "frustrated historian who is also an entomologist". And it is not just Kritsky who is fascinated by these musical insects, which belong to the stink bug family, and have species names ranging from "common cactus dodger" and "scissor grinder" to "masked devil" and "whiskey drinker". His passion has inspired other Americans to document cicadas – half a million videos and photographs have been uploaded to Kritsky's citizen science app Cicada Safari, which he launched in 2019. W has announced its plans to introduce the i4 electric sedan at the upcoming Auto China 2024 Auto Show in Beijing next week. The 2025 BMW i4 facelift will make its global debut alongside the new MINI Aceman and will get a host of upgrades taking cues from its ICE-powered siblings. Both models will be previewed at the BMW Group Night on April 24, a day before Auto China kicks. This includes redesigned headlamps with boomerang-shaped LED DRLs, and an updated grille. The model will also get the upgraded laser taillights that we first saw on the 4 Series and have trickled down from the BMW M4 CSL and 3.0 CSL, which made them instantly cool. The cabin is expected to get a few upgrades in the form of a new flat-bottom steering wheel along with an upgraded infotainment system running the latest iDrive 8.5 operating system. Expect to see subtle revisions to the dashboard including redesigned air vents, new ambient lighting, as well as new upholstery across the cabin. President Volodymyr Zelenskiy has signed into law a bill overhauling army mobilisation rules, according to the parliamentary website, as Ukraine seeks to address acute troop shortages in its fight against Russia. More than two years into the war, Ukraine is on the back foot and its top military commander on the eastern frontline has said Russian forces outnumbered its own by up to 10 times. Kyiv needs fresh troops to strengthen its positions and rotate its exhausted military. The law will come into force a month after it is officially published. It obliges men to update their draft data with the authorities, boosts payments to those who volunteer, and adds new punishment for draft dodging. It remains unclear how many troops could be mobilised under the new provisions, although some serving military personnel and analysts have expressed concern that the law would not be effective enough in addressing the shortages The bill signed into law on Tuesday also lacks the much tougher sanctions for draft evasion that were contained in the initial version. The draft sparked public outcry, and there were more than 4,000 amendments before the final reading in parliament. SAN FRANCISCO (AP) — Google will combine the software division responsible for Android mobile software and the Chrome browser with the hardware division known for Pixel smartphones and Fitbit wearables, the company said Thursday. It's part of a broader plan to integrate artificial intelligence more widely throughout the company. In a letter to employees, Google CEO Sundar Pichai said the changes will “turbocharge the Android and Chrome ecosystems” while helping to spur innovation. The decision will place both operations under the oversight of Rick Osterloh, a Google executive who previously oversaw the company's hardware group. Not long ago, Google insulated Android development from the hardware division, saying it wanted to avoid giving its phone designers an unfair advantage over the other major smartphone makers who used Android — including Samsung and Motorola, as well as Chinese companies such as Oppo and Xiaomi.Then a few years ago, Google started to position the Pixel as a flagship for demonstrating what AI could accomplish and leaned heavily into developing features that could demonstrate its potential. If you think your folder of Sims 4 custom content is stuffed, its upcoming competition Life By You wants to attract even more mods to clog your downloads folder. Life By You envisions itself as a highly customizable modder's paradise, and unlike the tension that can exist between The Sims 4 and Patreon-funded modders, Life By You says "monetize all you want—you don't owe us a dime." In a recent interview with PC Gamer, Life by You creative director Rod Humble, who was previously head of The Sims and Second Life, took a totally permissive view of modding in general. "Player creativity is good for us," Humble said. "It's good for us [even if] we don't make a dime because it was made using our game. "If you make a YouTube series made using Life By You, I want you to know: You monetize all you want. You don't owe us a dime—go for it. Likewise, if you make a mod and it's downloaded by millions of people and you're like, 'actually I'm going to take my mod to my website and I'm going to start monetizing it,' perhaps on Patreon like a whole bunch of modders do, I want creators to know: Go for it. You don't need our permission."Though he doesn't mention it by name, this is a much more lax attitude than the current Sims modding policy set by EA, which does allow ad-supported download sites and using Patreon to offer "an early access incentive for a reasonable amount of time," though never to permanently paywall mods. Clarifying that policy has been a source of tension within the Sims modding community in years past. Paying for mods has always been a somewhat contentious topic, made more so when developers or storefronts get involved.Life By You's approach is just to remove itself from the equation as much as possible, it sounds. Modders can sell their work however they like and it's between them and the rest of the player community whether or not it's worth paying for. Humble says that's been a benefit of working with strategy and simulation publisher Paradox Interactive, which he believes is aligned in its attitude towards modders. It does have its own Paradox mods site, which Humble says the studio is "really delighted to be a part of" and thinks will make things easier for Life by You modders, but he also says they're "not locking anybody into anything." Humble describes Life By You almost as if it isn't a game and is instead a kind of musical instrument for players to riff on to simulate any kind of world they want. "We don't want anybody who creates content for our game to think that we would ever be a problem. It's your game. It's your toolset. You call the characters whatever you want. You don't represent our brand—you're representing your brand. We want to empower creators." Former Home Secretary Priti Patel will blame "those in power and control" of the Conservative Party for their heavy local election losses in a speech later. Ms Patel will say "errors and mistakes made by a minority in Westminster have cost [the] party dearly". She will be among several high-profile Tory MPs speaking to the Conservative Democratic Organisation, a new grassroots pro-Boris Johnson group. The Tory Party said it had no comment. In extracts of the speech, seen by the BBC, Ms Patel is highly critical of the Conservative Party's leadership. She is expected to say that some colleagues in Westminster "have done a better job at damaging our party" over the last year than the opposition, left-wing campaign groups and "our enemies in the media combined". The Conservative MP for Witham will suggest that if government leaders spent more time with the grassroots of the party "they would be more in touch with the people and with our values". "And perhaps if they did that, last week we would not have seen 1,000 of our friends and colleagues lose their seats in the local elections and dozens of councils fall out of Conservative control. "Never again should the grassroots of our party be side-lined, neglected and ignored," the former cabinet minister is expected to say. The Conservatives lost control of 48 councils and lost more than 1,000 councillors in May's English local elections. Many in the party were angry at the scale of the losses, which were worse than predicted, with some blaming Prime Minister Rishi Sunak.
