MP plans amendment to kept animals bill to reduce non-stun slaughters while protecting religious rights Ministers are considering backing a Tory MP’s bid to cut the number of animals slaughtered without being stunned, while protecting religious rights to halal and kosher meat. Chris Loder, an animal welfare advocate, is planning to lay an amendment to the new kept animals bill, which would be aimed at reducing the number of animals killed for meat without being stunned first. His bid to change the law is being considered by ministers, with environment minister Victoria Prentis saying there are ways of cutting down non-stun slaughter without jeopardising religious rights. Animal rights campaigners have long campaigned for an outright ban on animal welfare grounds, but the government did not include changes to non-stun slaughter in recent animal welfare bills. Loder, who previously had a private member’s bill on animal cruelty penalties adopted by the government, said he was planning to propose an amendment to the kept animals bill that would include a need to “prove there is a religious requirement” for meat to be slaughtered by a non-stun method. “If I can pull off this on non-stun slaughter that would be the third major step forward when it comes to animal welfare,” he said. “From what I can see, the government is seriously considering it but they haven’t said yes.” He said there was an “active dialogue” with the government about addressing non-stun slaughter but he would not put forward any amendment that was watered down to the point it beomes meaningless. “This is about dignity for animals at the end of their life,” he said. Asked whether the government would support a backbench amendment on non-stun slaughter, a Defra spokesperson said: “The government would prefer all animals to be stunned before slaughter but we respect the rights of Jewish and Muslim people to eat meat prepared in accordance with their beliefs. “As outlined in our action plan for animal welfare, we are looking at a wide range of welfare at slaughter improvements that could be made – and we will be working closely with stakeholders on these proposals over the coming months.” In May, another environment minister, Lord Goldsmith, indicated the government wanted to take action to cut the number of slaughterhouse animals killed without stunning. “There is a range of measures we are going to be taking,” he told the Independent. “We want to be respectful towards different religions and religious practices but we also want to tackle what is clearly an animal welfare issue.” Shimon Cohen, campaign director of Shechita UK, said the group had “repeatedly received reassurances from the government that shechita will be protected in the United Kingdom and are confident that the government will consult fully with religious communities before any new measures are announced.” Emma Slawinski, director of advocacy and policy at the RSPCA, said the charity was “opposed to non-stun slaughter and we’re calling for an end to the practice as it seriously compromises animal welfare”. “Our concern does not relate to the expression of religious belief but the welfare of animals,” she said. “Until there is a change in the law to end non-stun slaughter, there are several measures the UK government could introduce to reduce the number of animals involved in this practice. The House of Representatives is expected to vote Tuesday to extend the nation's debt limit through early December after the Senate approved a stopgap measure last week in a bid to avert a catastrophic default and economic disaster. Once the Democratic-controlled House passes the short-term extension, it will be cleared for President Joe Biden's signature. Treasury Secretary Janet Yellen has warned lawmakers that the federal government will likely run out of cash by October 18 unless Congress raises the debt ceiling, setting up a ticking clock and high stakes. Congress may not even have that long to act since the deadline is more of a best-guess estimate than a set-in-stone deadline. That dynamic intensified pressure on Democrats and Republicans to reach a deal to address the debt limit. But the temporary debt limit extension is only a short-term fix and sets up another looming potential fiscal crisis later this year when it runs out. How a deal was reached After weeks of partisan deadlock over the issue, Senate Majority Leader Chuck Schumer announced last week that a debt limit deal had been reached, paving the way for the Senate to vote to pass the agreement. An aide familiar with negotiations told CNN that the agreement increases the ceiling by $480 billion, which is how much the Treasury Department told Congress it would need to get to December 3. The announcement of the deal came a day after Senate Minority Leader Mitch McConnell publicly floated a debt ceiling proposal as an offer to Democrats, a move that sparked negotiations between the two parties to reach an agreement. House Majority Leader Steny Hoyer released a statement following the Senate's passage of the stopgap bill saying that the House would convene on Tuesday to take up and pass the measure. The House will not take a stand-alone vote to approve the debt ceiling extension. Instead, the extension will be passed when the House votes Tuesday evening to approve a rule governing floor debate on three separate measures. The complex procedural maneuver means that lawmakers uncomfortable about taking a tough vote to increase the debt limit won't have to vote directly for it. Why a crisis still looms The problem is that the dispute between the two parties over how to address the issue has not been solved and action will be required in just a few weeks to again avert crisis. Republicans have been insistent that Democrats must act alone to address the debt limit through a process known as budget reconciliation. Democrats have argued the issue is a bipartisan responsibility. They have so far largely dismissed the possibility of using reconciliation, arguing that process is too lengthy and unwieldy and that the risk of miscalculation would be too high. McConnell sent a letter to Biden at the end of last week with a warning. "I write to inform you that I will not provide such assistance again if your all-Democrat government drifts into another avoidable crisis," he wrote. "I will not be a party to any future effort to mitigate the consequences of Democratic mismanagement. Your lieutenants on Capitol Hill now have the time they claimed they lacked to address the debt ceiling through standalone reconciliation, and all the tools to do it. They cannot invent another crisis and ask for my help," McConnell wrote. Raising the stakes even higher, lawmakers will also have to deal with the expiration of government funding in the same time frame as the debt limit after separately passing a short-term extension to avert a shutdown that lasts only through December 3. Members of the G20 group of major economies have pledged to avert an economic catastrophe in Afghanistan. German Chancellor Angela Merkel said the country should not be allowed to "descend into chaos". The virtual summit came as the UN urged world leaders to put billions of dollars into the Afghan economy. US President Joe Biden stressed that aid should be provided via independent international organisations and not directly to the ruling Taliban. Mrs Merkel, who did not stand for re-election last month and will step down as chancellor once a new government is formed, reaffirmed Germany's pledge of €600m. "None of us has anything to gain if the entire monetary system in Afghanistan collapses or the financial system collapses," she told reporters. "Then humanitarian aid can no longer be provided. Of course it's never easy to draw the line, so to speak, but to look on as 40 million people descend into chaos because there's no electricity supply or financial system - that cannot and must not be the goal of the international community." A difficult situation made worse The takeover of this country has caused a massive shock to an economy that was just about surviving. This, on the ground, means that people who worked on development projects are out of jobs. The global community faces a tough decision - how to reach the Afghan people, without recognising a Taliban government. The chancellor said the Taliban must grant access to all UN bodies delivering aid, and stressed the need for the rights and girls and women to be respected. Mrs Merkel's words were echoed by Italian Prime Minister Mario Draghi, who was hosting the virtual summit. He said G20 countries had to have contact with the Taliban but that did not mean recognition of the Islamist group's government. Not all G20 leaders were present - Chinese President Xi Jinping and Russian President Vladimir Putin sent representatives - but Mr Draghi said all participants had agreed on the need to provide more aid. The leaders also discussed ways to prevent Afghanistan becoming a haven for militants such as al-Qaeda and the Islamic State group, and the need to provide safe passage for foreign nationals and Afghans hoping to leave Afghanistan. 'Nothing to eat' The recent international moves come as Afghanistan faces what aid workers fear is a severe humanitarian crisis. Afghans have been describing their difficulties to the BBC. "Nothing can be found, and even if it is available, it's too expensive and not affordable," one retired man said. "I was paid last year and am still waiting on my salary, I have nothing to eat with my children." Another, a government employee in the northern town of Takhar, complained that officials were lying about the payment of salaries. "I've received nothing," he said. "What type government is this? Penghios, I can assure you that Bada did not do it with any bad intention, beyond following the rules and making room for other players who wanted to enter, if you are afk, you will be kicked if the server is full.
