  8. The EU plans to send 10,000 more border guards to tackle unlawful immigration by 2020, the European Commission's president Jean-Claude Juncker said in his annual state of the union address. He called for more solidarity, rather than "ad-hoc solutions" for people on migrant ships. His speech also tackled the region's other burning issues - populism, terrorism and Brexit. This is Mr Juncker's last 12 months in the role. He also proposed a new Africa-Europe alliance, based on co-operation rather than charity, leading to a continent-to-continent free trade agreement. And he called for strong leadership on Brexit. "The United Kingdom will never be an ordinary third country for us," he said. The next elections to the European parliament are expected to be held in late May next year. Where was the passion? Analysis by Katya Adler, BBC Europe editor This was Jean-Claude Juncker's final speech as European Commission president, a nod to his legacy. He was clearly keen to pat himself on the back where he could. His key message: Europe is going in the right direction (though we can not be complacent). But where was the passion? Public opinion polls across Europe show people more in favor of the EU than they have been in recent years but - and this is a hugely important but - they're also more sympathetic towards populist parties, which are often nationalist and Eurosceptic in nature. These parties tend to win favor amongst voters because their message is that they - unlike traditional parties, and unlike what they call remote technocrats in Brussels - are listening to people's concerns and care deeply about social issues. Populist parties are expected to do very well in next year's elections for the European Parliament. Mr Juncker said little today to change that by persuading disenchanted voters. In his speech, Jean Claude Juncker also made a not controversial dispute proposal to abolish EU member countries' vetoes on certain tax and foreign policy issues. This is likely to be pounced on by critics of the EU who accuse it of being an undemocratic institution. What Juncker said ... On security Mr Juncker said the EU needed to be secure from the many threats that faced it. "We will not militarize the European Union. What we want is to become more autonomous and live up to our global responsibilities," he said. "Only a strong and united Europe can protect our citizens against threats internal and external - from terrorism to climate change." On migration As well as the increased border guards, he committed to further developing the European Asylum Agency to offer more support to member states processing asylum seekers. He stressed a need for legal routines for migration into Europe. "We need skilled migrants," he said. From the start of Mr Juncker's mandate in 2014, migration has been a major crisis. It has sparked a rise in populism that has seen power shifts in Italy, Austria, Hungary and Poland, with Sweden the latest country to register a rise in anti-immigration votes in an election. Protests in Chemnitz, Germany On Wednesday morning, German Chancellor Angela Merkel told attorneys in Berlin that illegal immigration poses a greater threat to the cohesion of the European Union than the eurozone crisis. German parliament is debating its government response to far-right demonstrations in recent weeks. On Brexit Mr Juncker offered some support to British Prime Minister Theresa May's Checkers plan, agreeing that the starting point for future partnership should be a free trade area between the EU and the UK. Brexiteers discuss leadership challenge He also emphasized the union's support for Ireland. "We want to find a creative solution that advances a hard border in Northern Ireland. But we will equally be very outspoken should the British government walk away from its responsibilities under the Good Friday Agreement." On terrorism There will be "new rules to get terrorist content off the web within one hour". On populism "We should embrace the kind of patriotism that is used for good, and never against others," he said. "We should reject the kind of exaggerated nationalism that projects hate and destroy all in its path. The kind of nationalism that points the finger at others instead of searching for ways to better live together." Is Europe seeing a nationalist surge? Right after his speech, the EU parliament will decide whether to take disciplinary procedures against Hungary for breaching core democratic values. The commission has already launched diplomatic proceedings against Poland over reforms it says challenge the rule of law. On the economy "Europe's economy has now grown for 21 consecutive quarters ... Never have so many men and women - 239 million people - been in work in Europe," Mr Juncker said. "Youth employment is at 14.8% This is still too high a figure but is the lowest it has been since the year 2000." On clock changes "Clock-changing must stop," the EU Commission president said, announcing an end to EU laws insisting countries change their clocks twice a year. "Member States should themselves decide when their citizens live in summer or winter time."   16. Russia has launched its largest military exercise since the Cold War, involving about 300,000 service personnel, in eastern Siberia. China is sending 3,200 troops to take part in "Vostok-2018", with many Chinese armored vehicles and aircraft. Mongolia is also sending some units. The last Russian exercise of similar scale was in 1981, during the Cold War, but Vostok-2018 involves more troops. The week-long manoeuvres come at a time of heightened Nato-Russia tensions. As the exercises began, Russian President Vladimir Putin met his Chinese counterpart Xi Jinping at a forum in the eastern city of Vladivostok and told him "We have a trusting relationship in the sphere of politics, security and defense". Relations between Russia and Nato - a 29-member defense alliance dominated by the US - have worsened since Russia joined Crimea from Ukraine in 2014. What is Nato? Kremlin spokesman Dmitry Peskov said the drills were just given "aggressive and unfriendly" attitudes towards Russia. What will happen in the drills? Tuesday and Wednesday will see planning and preparation while actual operations will start on Thursday and last five days, the head of the Russian general staff, Gen Valery Gerasimov, was quoted as saying. The Russian defense ministry says 36,000 tanks, armored personnel carriers and armored infantry vehicles will take part in Vostok-2018, from 11 to 17 September, along with more than 1,000 aircraft. Vostok is Russian for east. The exercise will be spread across five army training grounds, four airbases and areas in the Sea of Japan, Bering Straits and Sea of Okhotsk. Up to 80 naval vessels will take part, from two Russian fleets. The drills will not be near the disputed Kuril islands north of Japan, Russia says. The ministry's TV channel Zvezda says three brigades of Russian paratroops will play a key role, during drills at the Tsugol military range, near Russia's borders with China and Mongolia. A key aim is to practice the rapid deployment of thousands of troops, as well as aircraft and vehicles, from western Russia to eastern regions, across thousands of miles, TV Zvezda reports. That involves in-flight refueling of fighter jets. The scale of Vostok-2018 is equivalent to the forces deployed in one of the big World War Two battles. A smaller-scale Russia-Belarus exercise was held last year. Why is this happening now? President Vladimir Putin has made military modernization, including new nuclear missiles, a priority. Russia's armed forces are reckoned to have about one million personnel in total. A Russian senator and reserve colonel, Frants Klintsevich, said "it suited the West that our units and headquarters missing combat skills and co-ordination, but times have changed; now we have a different attitude to combat readiness." Why is China involved? The Chinese defense ministry spoke of deepening military co-operation and enhancing both sides ability to jointly respond to "various security threats", without specifying those threats. Mongolia has not given details of its involvement. Russian Defense Minister Sergei Shoigu says Islamist extremism in Central Asia is a major threat to Russian security. China has imposed heavy security and censorship in the mainly Muslim Xinjiang region. Xinjiang has seen intermittent violence - followed by crackdowns - for years. China accuses Islamist militants and separatists of orchestrating the trouble. China denies holding one million Uighurs China's 'globalized' military power In recent years Russia and China have deepened military co-operation and during these drills they will have a joint field headquarters. It contrasts with the Cold War years when the USSR and China were rivals for global communist leadership and clashed on their far eastern border. What has Nato said? Spokesman Dylan White said Nato was briefed on Vostok-2018 in May and would monitor it. He said "all nations have the right to exercise their armed forces, but it is essential that this is done in a transparent and predictable manner." "Vostok demonstrates Russia's focus on exercising large-scale conflict. It fits into a pattern we have seen over some time: a more assertive Russia, significantly increasing its defense budget and its military presence." Why is Russia-Nato tension high? It has been increasing since Russia intervened in Ukraine in 2014, backing pro-Russian separatist rebels. Nato responded by deploying extra forces in eastern Europe, sending 4,000 troops to the Baltic region. Russia says the Nato build-up is unjustified and provocative. It says the Ukrainian revolution of 2013-2014 was a coup masterminded by the West. Russian diplomats were expelled from Nato countries after the poisoning of Russian ex-spy Sergei Skripal and his daughter, Yulia, with a nerve agent in southern England in March. The UK blamed Russian military intelligence - the GRU - for the attack; Moscow denied involvement.
