Two major dams outside Houston have begun overflowing as Storm Harvey pushes reservoirs past capacity. Flood control official Jeff Lindner said nearby communities could face further flooding as a result. President Donald Trump and First Lady Melania Trump are in Texas to see the devastation caused by Hurricane Harvey, now downgraded to a tropical storm. Record rainfall has caused huge floods and is starting to affect Louisiana. Thousands of people have been forced to flee their homes in the Houston area while rescuers are trying to reach others that remain stranded. At least nine people are reported to have died, including six members of the same family whose van was swept away by rising floodwater. Engineers have been releasing water to try to ease pressure on the Addicks and Barker dams, which control the amount of water in the Buffalo Bayou - the main river into Houston. But the water level in the Addicks reservoir west of Houston exceeded 108ft (32.9m) on Tuesday, geological data shows, causing it to flow over the top of defences. Meanwhile flood gauges on the Barker dam have themselves been put out of action by the deluge. Officials said the overspill could cause further flooding in areas close to the Buffalo Bayou, but the exact impact was unknown. "This is something we've never faced before, so we're trying our best to wrap around what exactly this water is going to do," said Jeff Lindner, meteorologist with the Harris County Flood Control District. Meanwhile, officials in Brazoria County, south of Houston, said a levee at Columbia Lakes had been breached, tweeting: "Get out now!" Harvey was the most powerful hurricane to hit Texas in more than 50 years when it made landfall on Friday near Corpus Christi, 220 miles (354km) south-west of Houston. The slow-moving storm - currently over the Gulf of Mexico - is expected to continue dumping huge amounts of rain in the coming days over already flood-hit areas.

It is now illegal to sell unlimited soft drinks at a fixed price or offer them unlimited for free. The number of overweight or obese people in France is below the EU average but is on the rise. The World Health Organization (WHO) recommends taxing sugary drinks, linking them to obesity and diabetes. Self-service "soda fountains" have long been a feature of family restaurants and cafes in some countries like the UK, where a soft drinks tax will be introduced next year. At least 12 people have been killed and many others injured after a train derailed in the Indian state of Andhra Pradesh, officials say. Seven coaches and the engine left the tracks near Kuneru station in Vizianagaram district, the head of East Coast Railway, JP Mishra, said. Many people are still trapped in the wreckage and rescuers warn that the death toll could rise. It is not yet clear what caused the train to derail. The crash happened on Saturday evening as the train was on its way from Jagdalpur to Bhubaneswar, the capital of Odisha state. Train accidents are not unusual in India where much of the railway equipment is out of date. Last November, more than 140 people were killed in a derailment in India's northern Uttar Pradesh state. In March 2015 another accident in Uttar Pradesh killed 39 people and injured 150.

Donald Trump has poured fresh scorn on US intelligence claims of Russian hackers meddling in the US election. He tweeted: "Can you imagine if the election results were the opposite and WE tried to play the Russia/CIA card. It would be called conspiracy theory!" The US president-elect also questioned why the allegations were not widely made public before the election. His remarks set the incoming commander-in-chief against intelligence services that he will preside over. "Unless you catch "hackers" in the act, it is very hard to determine who was doing the hacking. Why wasn't this brought up before election?" Mr Trump tweeted on Monday morning. The FBI said in October that it believed Russia was behind the Democratic Party hacks but on Friday the CIA went further by concluding Russia's motive was to help Mr Trump. His latest Twitter tirade comes a day after he told Fox News the Democrats were disseminating the "ridiculous" hacking reports because they lost the election, and it was "impossible to know" who was behind it. On Friday, CIA officials told US media they had "high confidence" that Russian hackers had attempted to sway the US election in Mr Trump's favour. The Trump team responded to those reports in a statement: "These are the same people that said Saddam Hussein had weapons of mass destruction."
