Usually Photoshop is not the program that will come to your help if you need to make animated works. Thus I suggest you to go for AE. After all its called PHOTOshop. Its not really a solution for the problem am giving you but AE is pretty easy to learn and has lots of features to make animation better looking and not require that much of time. Also remember than when you saving it as a gif , is not saving small pixel works , its saving its color in a big cube of pixel.

V1 - loving the lights , maybe you shouldn't use the blur after you apply the image but into a C4D itself because some part of them are unblured and get you confused about the position of the render, the text is outstanding tho , also its integrity and composition , GJ to all of you tho and GL.
