  2. The UK Ministry of Defence has officially awarded a £30m contract to produce a prototype laser weapon. The aim is to see whether "directed energy" technology could benefit the armed forces, and is to culminate in a demonstration of the system in 2019. The contract was picked up by a consortium of European defence firms. The prototype will be assessed on how it picks up and tracks targets at different distances and in varied weather conditions over land and water. Peter Cooper, from the UK's Defence Science and Technology Laboratory (DTSL), headquartered at Porton Down, said the project "draws on innovative research into high power lasers so as to understand the potential of the technology". He added that this could "provide a more effective response to the emerging threats that could be faced by UK armed forces". The MoD has been finalising the agreement with the consortium, called UK Dragonfire, for several months, but it has now formally announced them as the winning contractor. 'Ahead of the curve' A spokesperson for the MoD told BBC News that the demonstrator was not being developed to counter any specific threat, but to assess whether such weaponry could be delivered as a capability for the armed forces. But in general, directed energy weapons could potentially be used to destroy drone aircraft, missiles, mortars, roadside bombs and a host of other threats. The US military has been experimenting with high energy lasers for decades. But, until recently, technical hurdles had prevented them from being used on the frontline. However, the US Navy fielded a laser weapon system called Laws for testing on the USS Ponce during a deployment to the Arabian Gulf starting in 2014. It hit targets aboard a small boat which was directed to speed towards the navy ship and also shot a small drone out of the sky. The Minister for Defence Procurement, Harriet Baldwin, said that "truly ground-breaking projects like the Laser Directed Energy Weapon" would "keep this country ahead of the curve". If the demonstration is successful, the first laser weapons could come into service in the mid-2020s. The UK Dragonfire consortium comprises the companies MBDA, Qinetiq, Leonardo-Finmeccanica GKN, Arke, BAE Systems and Marshall ADG.

  7. Samsung has upgraded laptops in its Notebook 9 series with Intel's latest Kaby Lake chips, jumping ahead of rivals expected to announce new PCs at CES. The Notebook 9 laptops, which have 13.3- and 15-inch screens, are lightweight laptops with full HD displays. Samsung didn't share specifics of chips in the laptops, which will be unveiled by Intel at January's CES. Nonetheless, there are some things you can expect.   10. Career bureaucrat Anil Baijal looks set to become the next Lt Governor of Delhi, a post which has fallen vacant after sudden resignation of Najeeb Jung. A 1969 batch IAS officer, Baijal had served as Union Home Secretary under the Atal Bihari Vajpayee government besides holding key positions in other ministries. 70-year-old Baijal, whose appointment papers have been sent to President Pranab Mukherjee for his approval, had retired from service in 2006 as Secretary, Urban Development Ministry. He is a former vice chairman of Delhi Development Authority. Baijal was actively associated with the designing and roll-out of Rs 60,000 crore Jawaharlal Nehru National Urban Renewal Mission (JNNURM) launched by the Manmohan Singh government. The former bureaucrat was also on the executive council of the think-tank Vivekananda International Foundation, several of whose former members have been appointed to senior positions by the Modi government including National Security Advisor Ajit Doval. Jung had submitted his resignation on December 22, ending a nearly three-and-half-year-long eventful tenure, mostly marked by bitter confrontation with AAP government. Meanwhile, the government today recommended to the President, who on his annual winter sojourn at Rashtrapathi Nilayam in Secunderabad, acceptance of Jung’s resignation.

The storm has weakened since making landfall on the eastern coast on Sunday, but it still packs winds up to 140 km/h (87mph), meteorologists say. The storm cut power lines and uprooted trees, but no deaths were reported. Manila's civil defence office warned that the capital could be hit by "heavy to intense rains, flash floods and severe winds". "Our local disaster councils are on red alert," Mina Marasigan, spokeswoman of the country's disaster monitoring council, was quoted as saying by the AFP news agency. "We have pre-positioned relief supplies and rescue and (road) clearing equipment in Metro Manila," she added. Nock-Ten (known as Nina in the Philippines) hit the coast near Catanduanes island on Sunday. Some 100,000 people had been earlier moved from areas at risk in the Bicol region amid fears of widespread flooding and possible landslides. There were fears Filipinos would ignore evacuation warnings to stay at home with family at Christmas, the biggest holiday in the largely Catholic nation. Debunking the belief that the spike in deaths during Christmas is mainly due to the cold winter season, the study said that people tend to hold back in seeking medical care during the holiday season, a factor that could probably explain the rise in such deaths. “Spikes in deaths from natural causes during Christmas and New Year’s Day has been previously established in the US,” said study author Josh Knight from the University of Melbourne in Australia. “However, the Christmas holiday period (December 25th to January 7th) in the US falls within the coldest period of the year when death rates are already seasonally high due to low temperatures and influenza,” Knight said. In this study, researchers analysed trends in deaths in New Zealand, where Christmas occurs during the summer season when death rates are usually at a seasonal low allowing researchers to separate any winter effect from a holiday effect. The study published in JAHA: Journal of the American Heart Association found a 4.2 per cent increase in heart-related deaths occurring away from a hospital from December 25 – January 7. During the 25-year study, the average age of cardiac death was 76.2 years during the Christmas period, compared with 77.1 years during other times of the year. Although more research is needed to explain the spike in deaths, the researchers suggested one possibility may be that patients hold back in seeking medical care during the holiday season. “The Christmas holiday period is a common time for travel within New Zealand, with people frequently holidaying away from their main medical facilities. This could contribute to delays in both seeking treatment, due to a lack of familiarity with nearby medical facilities, and due to geographic isolation from appropriate medical care in emergency situations,” Knight said.
