https://www.youtube.com/watch?v=Gbstip9PMqs As pedestrians walked by the Four Seasons Hotel in Washington, D.C. on Thursday night, many wondered: “Is a movie star staying here tonight?” It would seem that way -- with a red carpet literally rolled out, adoring fans mashed up against police barricades, security details running around and even two dueling protests trying to take advantage of all the attention. A crowd of people gathered outside the Four Seasons Hotel in Georgetown But the chaotic commotion wasn’t for the likes of George Clooney or Kim Kardashian. The guest of honor was King Salman bin alAziz of the Kingdom of Saudi Arabia who is in town to visit President Obama. Security had been tight in preparation for the royal arrival, at the Four Seasons in Georgetown. It’s the Saudi king’s first trip to the U.S. since taking over the throne after his brother’s death in January. His plans in the capital include meeting President Obama at the White House and getting into the nitty-gritty of the Iran nuclear deal. A few Code Pink activists protested outside the Four Seasons Hotel in Georgetown Accompanying the king is an epic entourage -- as seen in a photo of a seemingly endless motorcade parked alongside the runway at Andrews Air Force Base. Saudis seem to have enough vehicles for King Salman's visit - the car fleet parked at Joint Base Andrews To accommodate this tidal wave of black cars arriving at the hotel during the peak of rush hour, one of the city’s main commuter arteries, M Street, was closed. The king’s car was one of the first to arrive at the hotel, with his vehicle sliding into a tent where the red carpet was set up. Security quickly closed the tent’s curtains before anyone could see the king step out. Security had been tight in preparation for the royal arrival. K-9 units did sweeps and various forms of police and security detail were peppered around the property. K-9 units did sweeps and various forms of police and security detail were peppered around the Four Seasons in Georgetown for King Salman's arrival to Washinton Metal detectors and bag x-rays were also set up in the 5-star hotel’s lobby, looking like possibly the fanciest TSA checkpoint in history.

Migrants celebrated on a bus bound for Austria and Germany near the Keleti train station in Budapest early Saturday. Thousands of migrants who have been bottled up in Hungary, demanding passage to the West, will be allowed into Austria and Germany, the Austrian chancellor said late Friday. Early Saturday, the first buses carrying them arrived at the Hungary-Austria border. In a chaotic scene here at the main border crossing on the road to Vienna, local volunteers handed out water and bananas to the first busloads of exhausted but happy migrants. As they began passing from Hungarian territory through the border checkpoint, a few shouted, “Thank you, Austria!” Earlier, after several days of chaos and civil disobedience by the migrants, Hungarian officials threw in the towel and allowed the people living in a squalid encampment in a below-ground plaza outside the city’s main train station onto more than 40 buses headed for the Austrian border, as they had been demanding. “On the basis of the current situation of need, Austria and Germany agree to allow in this case the onward journey of these refugees into their countries,” Chancellor Werner Faymann of Austria wrote on his Facebook page. Migrants in Budapest early Saturday before leaving by bus to cross into Austria. More than 40 Austrian officials promised to do what they could to receive the migrants safely and seamlessly. Late into a confusing night, during which the police warned that soccer hooligans were planning to attack the encampment, the promised buses finally began arriving around 1 a.m. Saturday, to cheering and clapping from the weary migrants. Blocked by Rail, Migrants Set Out for Germany on Foot The people in the encampment had hoped to travel by train to Austria and Germany, and the Hungarian authorities had let six trainloads of them through on Monday before closing off the station to them and eventually shutting down all international rail traffic to the West. Officials said that more than a thousand other migrants who had begun walking Friday down the M1 motorway, the country’s main road to the West, severely disrupting traffic, would also be picked up and driven to the border. But migrants allowed only one bus to leave, saying they would wait to see if it actually went to the border before allowing others to depart. Migrants traveling from Hungary by bus arrived in Nickelsdorf, Austria. Police helicopters swirled overhead, and the migrants, uncertain what to do, huddled together in the fetid encampment. Just before 1 a.m. on Saturday, a man with a bullhorn began telling the crowd that they would be taken to the border, and that they should bring with them as much food and water as they could. Families began frantically packing their possessions. Be prepared to move, they were told. Migrants left a train station in Budapest on Friday. Nearly 170,000 migrants have crossed The long line of regional buses began loading the migrants. Some were marked “chartered service” or “transit service.” They were mostly rickety, Soviet-era buses in distinctive blue and yellow liveries. People waited in long lines to board, and by 1:10 a.m., the first buses were on the move. Migrants waved happily to onlookers as they pulled away. By 2 a.m., the police said, 40 buses had departed. By 5 a.m. at least six buses arrived at Hegyeshalom, Hungary, with about 400 passengers, where the migrants, many cheering and clapping, were welcomed in the rain by local volunteers. The Austrian police said those who wanted to continue on to Germany would be directed to a train station, and those who wished to stay in Austria would be taken to a collection center, where they would be interviewed and processed. Prime Minister Viktor Orban of Hungary. The decision to let the migrants go came at an emergency session of top Hungarian officials on Friday, and was made both for humanitarian reasons and to ease the pressure on the nation’s transit system, said Janos Lazar, the prime minister’s chief of staff. Mr. Faymann said on his Facebook page that he had spoken with Viktor Orban, the prime minister of Hungary, and Chancellor Angela Merkel of Germany, and that the migrants would be allowed into Austria and Germany. The six trains that left Budapest on Monday arrived in Munich the next morning after a chaotic and crowded journey across Austria, and the more than 3,000 passengers were quickly processed by the German immigration authorities. More than 300,000 people have crossed into Europe by sea — most of them from Libya to Italy or from Turkey to Greece — and 2,600 have died in the attempt. Thirty to 40 drowned Friday after a boat carrying more than 120 Somalis, Sudanese and Nigerians deflated off the coast of Libya. The migrants who manage to get to Greece must then begin a difficult trek across Macedonia and Serbia before sneaking into Hungary in hopes of getting, eventually, to preferred destinations like Germany, Sweden and the Netherlands, which are prosperous, offer the chance for jobs and have been more welcoming than other nations. Nearly 170,000 migrants have crossed Hungary’s southern border this year, officials said. Some, using human smugglers or managing to gain access to trains or taxis, have made their way to the West, while others are waiting in crowded Hungarian reception centers for their cases to be resolved, or clustering at Keleti and other Hungarian train depots. In response to reports that Germany was prepared to be more accepting of migrants from war-torn Syria, the number of people pouring into Hungary rose rapidly in recent weeks. Two months ago, around 2,000 a day were crossing the border. Within the last week, it grew to 3,000 or more, and they continued to arrive despite the closing of the Budapest train station and a crackdown by Hungarian officials. The refugee crisis has struck a deep chord in Austria, which accepted waves of people in past decades whenever unrest hit the Soviet bloc — Hungary in 1956, Czechoslovakia in 1968 and Poland in 1981 — and during the Balkan wars of the 1990s. For much of Friday night, the migrants awaited the arrival of the buses, unsure whether to trust Hungarian authorities to take them to the Austrian border. Adding to the tension, riot police officers locked all access to Keleti station and the nearby subway station, and had blocked the main stairwells leading up from the migrants’ encampment. The police said they had done so because of rumors that soccer fans, leaving a match between the Hungarian and Romanian national teams, intended to head to the station and attack the migrants. A huge operation on Friday, involving thousands of police officers, was intended to “protect the migrants,” said one officer, who would not give his name. Arabic-speaking migrants on bullhorns exhorted any migrants still above ground in the station area to retreat to the underground encampment, where the police could protect them from the soccer hooligans. Families straggled down to the encampment, women cradling babies, men hauling plastic bags full of their few remaining possessions. Fear of an attack and the heavy police presence made them wary of sleeping outside at ground level, as many had in recent nights. “Why people want to attack us?” asked Mohammad, 25, a student of Arabic literature who is Palestinian and grew up in the Yarmouk camp in Syria. He would not give his last name for fear that the Syrian government would harm his family. But the soccer hooligans never appeared. Before the arrival of the buses, the underground concourse was full of hundreds, perhaps thousands. Even in the tense atmosphere, with the helicopters circling and sirens wailing, the migrants continued to wash in the public water pipes. Many had bedded down for the night. Others said they could not sleep. Meanwhile, Abdullah Kurdi buried his sons — Aylan, 3, and Ghalib, 5 — and their mother, Rehan, in Kobani, Syria, his ancestral home: a city he had fled to, and later fled from, to escape war. Mr. Kurdi was the only family member to survive when a smugglers’ raft bound from Turkey to Greece foundered on Wednesday. A picture of the body of Aylan face down in the surf, almost as if sleeping, focused new public attention on the plight of Syrian refugees. “The father gave a speech that was really painful,” said Salih Muslim, an activist in Kobani who attended the funeral and was reached by phone. There was, Mr. Muslim said, “weeping and crying all over the place.”

Windows 8 vs Windows 10 comparison: What's the difference?Windows 10 has been officially unleashed on the world. For many people, it is a free upgrade. But should you get it? We compare old and new Windows OSes and explain what is the difference between Windows 8 and Windows 10. It's a Windows 8 vs Windows 10 comparison review. Windows 8 vs Windows 10 comparison: UK price and availabilityWindows 8 is widely available right now. If you buy a new PC or laptop it will almost certainly come with Windows 8 (actually Windows 8.1 these days). As an end user you will not know the cost of Windows 8 to your PC's manufacturer, but if you pay for an upgrade or to buy a licence outright you will have to shell out. A standard Windows 8.1 upgrade licence will cost you around £79, a Windows 8.1 Pro licence £189. Compare that to Windows 10. Windows 10 launched today as a free upgrade for existing Windows 7, Windows 8.1 and (some) Windows Phone users. At least for the first year, anyway. So if you are a Windows Vista or -XP user. Windows 8 vs Windows 10 comparison: devicesRight now there are three different types of operating system that could reasonably be called 'Windows 8'. Four, if you count 64- and 32-bit versions. Windows 8 itself is x86 software built for use with PCs and laptops, as well as some tablets. Then there is Windows RT, which is for use on other tablets, primarily Microsoft's own Surface and Surface 2. Finally, there is Windows Phone 8 (which explains itself). Windows 10 will, at least in principle, do away with these divisions. It will also do away with Windows RT. That's good news in some respects, because RT was undoubtedly the runt of the Windows litter. The bad news is that Surface and Surface 2 owners face a dead-end: there's no upgrade to Windows 10 for them. This means Microsoft's bold claims that Windows 10 would run on all Windows PCs, laptops, tablets and phones isn't completely true. Plus, only some phones running Windows Phone 8 will be updateable to Windows 10 Mobile. As of launch day, though, Windows 10 Mobile won’t be available except in a beta form, and very few ‘universal’ apps are available to test out. Microsoft has said only that it needs more time and to expect the mobile version to be out later in the year. Windows 8 vs Windows 10 comparison: Start MenuThe return of the Start Menu is a key change to Windows 10 on the desktop. Here's Windows 8's Start Screen: And here's how it looks in Windows 10: Some people are moaning that Microsoft hasn't listed to their pleas to bring back the Windows 7 Start menu as-is, but the Start Menu is improved in such a way that it may make Windows apps useful. The Windows 10 Start Menu includes a list of frequently used apps and shortcuts to PC settings. Here you will also find documents and pictures folders. At the bottom there is an ‘All apps’ shortcut. And Microsoft has retained the functionality of the Windows 8 Start screen over on the right, with resizable Live Tiles, so that you can immediately check unread mail or Calendar appointments. The Start Menu is customisable - you can resize it, and rearrange the tabs. The menu can even be run in full-screen mode if you're so inclined. Windows 8 vs Windows 10 comparison: CortanaAnother key new feature of Windows 10 not available in Windows 8 is Cortana – Microsoft’s semantic digital assistant. A kind of super Siri, which can engage you in conversation. More than simple speech recognition, Cortana constantly scours the web for information to inform its interactions with you. And it learns from your behaviour, contacts and so on, in order to better serve your needs. Cortana on Windows Phone is pretty great. And it improves with use. So the inclusion of Microsoft’s digital assistant is a big boost over Windows 8. Windows 8 vs Windows 10 comparison: search improvementsUniversal search in Windows 8 is a much-undervalued feature. It's been in Windows since Vista, but really came to maturity in Windows 8. Searching to load up apps and files is much more efficient than navigating via apps and file systems. And because Cortana is woven into Windows and search, the new search box next to the Start button is extremely useful indeed. As well as typing you can talk to Windows 10. Whether that's searching for something stored locally or something online, it's all done from the same search box. You can type or say the name of a file you want, or ask Cortana to launch Photoshop. You can even 'search' for a weather forecast or an appointment in your calendar. On top of this, File Explorer has been updated with a Quick Access section which replaces the old Favourites. This automatically displays your recent files and frequently visited folders and makes finding files you've worked on faster and easier. Windows 8 vs Windows 10 comparison: Windowed modern apps and Snap AssistEvery app in Windows 10 can be dynamically resized in a window. That includes modern apps, so unlike in Windows 8 - where modern apps can only run full screen or snapped next to one other app - you can run as many as you like simultaneously in Windows 10. A new Snap Assist feature means up to four apps can be snapped per screen. This has the potential to be a killer productivity app - true multitasking on a single screen without the hassle of manually resizing apps so they fit without wasting any precious pixels. Even better, Snap a document to one side or one quarter of the screen, and Snap Assist will display other running apps which you can snap to another area on the screen, and this continues until the screen is full. The feature is intended to save you the hassle of Alt-tabbing through all your open apps to arrange a desktop. Windows 8 vs Windows 10 comparison: Task View and virtual desktopsWhen you click the Task View button, you get a new version of the thumbnails you get in Windows 8 (or 8.1) when you press Alt-Tab. However, this is yet another useful and visual productivity enhancer: Task View allows you to create a kind of multi-monitor setup within a single monitor. It's basically the virtual desktops which Mac users have enjoyed for years. As with previous versions of Windows you can use Alt-Tab to quickly shuffle between windows. When you click the new Task View button there's an Add desktop button in the bottom-right corner. On each desktop you can snap apps or run them in whatever size windows you like. So you could keep your email and web browser on one Desktop that you hide away when you are working on an Excel spreadsheet. Windows 8 vs Windows 10 comparison: XboxFinally Microsoft is attempting to make use of the awesomeness that is Xbox, within the dreary world of Windows. Whereas Windows 8 users can install an Xbox app on to Windows PCs, it really doesn't offer much of the true Xbox experience. In Windows 10 Microsoft aims to change that. With Xbox on Windows 10, Microsoft is attempting to bring into Windows 10 the best features from Xbox Live and the Xbox console. Windows 10 comes with its own built-in Xbox app, offering a unified view of your games, the activity of your friends, and your own gaming activities. Windows 10 also bakes in Xbox Live, so that the more than 50 million Xbox Live members can connect across multiple devices in new ways. Plus, you'll be able to stream games from an Xbox One to your Windows 10 tablet (such as the Surface 3 Pro below), laptop or PC: a literal game changer. And a massive improvement over Windows 8. (See also: Windows 10 screenshots.)

An artificial intelligence project recently funded by Silicon Valley pioneer Elon Musk aims to find a new way to compare supercomputers to the human brain. Instead of trying measure how quickly wetware or hardware can do calculations, the project measures how quickly the brain or a computer can send communication messages within its own network. That benchmark could provide a useful way of measuring AI’s progress toward a level comparable with human intelligence. The AI Impacts project is the brainchild of two PhD students from the University of California, Berkeley, and Carnegie Mellon University. They have developed a preliminary methodology for comparing supercomputers to brains: traversed edges per second (TEPS), which measures how quickly a computer can move information around within its own system. A typical TEPS benchmark requires computers to simulate a graph and search through it. That’s not possible with the brain, so instead, the researchers compared the computer’s performance to a rough estimate of how frequently the brain’s neurons fire off electrical signals. “A big pragmatic benefit of measuring the brain in terms of communication is that it hadn't been done before,” says Katja Grace, a researcher at the Machine Intelligence Research Institute in Berkeley who is working on a doctorate in Logic, Computation, and Methodology at Carnegie Mellon University. This method, says Grace, “provides a relatively independent estimate of the price of computing hardware roughly comparable to the brain.” The AI Impacts project received $49,310 from the Boston-Based [CENSORED]ure of Life Institute this summer. The grant made the pair of graduate student researchers one of 37 research teams to receive a slice of $7 million in funding donated by Elon Musk, founder of Tesla Motors, SpaceX, and the Open Philanthropy Project. Musk has been funding such AI-focused research in an effort to guide the development of smarter AI while minimizing potential dangers. IBM’s Sequoia supercomputer currently holds the TEPS benchmark record with 2.3 x 1013 TEPS. Grace and her collaborator, Paul Christiano, a PhD student in theoretical computer science at Cal Berkeley, calculated that the human brain should be at least at least as powerful as Sequoia at the lower end of their TEPS estimates. At the upper end, their max estimate of the human brain’s capabilities suggest that it’s 30 times as powerful as IBM’s number cruncher at 6.4 times 1014 TEPS. They’ve pegged the cost of the human brain’s performance at somewhere between $4,700 and $170,000 per hour in terms of current computer prices for TEPS. Grace and Christiano say they previously came up with a “fairly wild guess” that TEPS prices could improve by a factor of 10 every four years. That means computer hardware costing $100 per hour to operate could become competitive with the human brain during a time period between seven to 14 years. But don’t panic, worrying that AI will replace humans en masse just yet. The researchers point out that there are many “ifs” and assumptions baked into their calculations. For example, they don’t have much information about how quickly TEPS performance might progress in computer hardware. It’s possible that progress could slow down in the near [CENSORED]ure,. Even if the TEPS price goal estimates prove reasonably accurate, there is no guarantee that just having the requisite computer hardware will lead to the emergence of AI on the level of human intelligence. A laptop’s worth of computing power doesn’t automatically spawn Microsoft Word, Grace pointed out. Similarly, humans would need to create the proper software to enable the emergence of more powerful AI. “We have very little idea how efficiently the brain uses its computational resources, and how that will compare to the efficiency of systems that humans design,” Grace said. “So even if we knew how much hardware was needed to do what the brain is doing in the way the brain is doing it, this might be very different from the amount of hardware human engineers need to achieve the same functions once they have any way to achieve those functions.” Still, the TEPS benchmark may provide another useful way to compare AI with human-level intelligence in the coming years. Measuring communication within the brain’s neurons is somewhat easier than trying to measure computations, because nobody knows exactly how computations are represented in the brain. The effort to discover a reliable measure for comparing AI’s progress with the human brain represents just one part of the broader AI Impacts project. Grace and Christiano also want to understand whether AI research could make “abrupt and surprising progress at any point” or if it will mainly improve by small, incremental steps. If the latter proves true, researchers will have a much easier time predicting AI progress. “In aid of this, we are looking at other technologies that have seen abrupt progress, which is interesting in itself,” Grace said. “The biggest jump in any technological trend that we have found was from nuclear weapons.” To find more examples, the researchers recently introduced “research bounties” paying between $20 and $500 to anyone who submits examples of either “discontinuous technological progress” or people acting to prevent a risk that was at least 15 years away. Grace and Christiano have also begun looking to Bitcoin hardware as possible evidence of how strong incentives can speed up the pace of hardware improvement. At some point, they anticipate that the widespread use of AI could also boost research progress. They eventually hope to build “a quantitative model of how fast artificial intelligence research should be expected to grow in an economy with increasing quantities of artificial intelligence available to do research.”
