Local co-ordinates, used to produce maps and measurements, and global ones differ by more than 1m. The body responsible for the change said it would help the development of self-driving cars, which need accurate location data to navigate. Australia moves about 7cm north annually because of tectonic movements. Modern satellite systems provide location data based on global lines of longitude and latitude, which do not move even if the continents on Earth shift. However, many countries produce maps and measurements with the lines of longitude and latitude fixed to their local continent. "If the lines are fixed, you can put a mark in the ground, measure its co-ordinate, and it will be the same co-ordinate in 20 years," explained Dan Jaksa of Geoscience Australia. "It's the classical way of doing it." Because of the movement of the Earth's tectonic plates, these local co-ordinates drift apart from the Earth's global co-ordinates over time. "If you want to start using driverless cars, accurate map information is fundamental," said Mr Jaksa. "We have tractors in Australia starting to go around farms without a driver, and if the information about the farm doesn't line up with the co-ordinates coming out of the navigation system there will be problems." The Geocentric Datum of Australia, the country's local co-ordinate system, was last updated in 1994. Since then, Australia has moved about 1.5 metres north. So on 1 January 2017, the country's local co-ordinates will also be shifted further north - by 1.8m. The over-correction means Australia's local co-ordinates and the Earth's global co-ordinates will align in 2020. At that point a new system, which can take changes over time into account, will be implemented. "We used the old plate fixed system to make life simple, but we don't want to do this adjustment every so often," said Mr Jaksa. "Once we have a system that can deal with changes over time, then everybody in the world could be on that same system."

Along with its manufacturing partner Toshiba, Western Digital announced its latest generation of BiCS technology stacks 64 layers of microscopic NAND layers atop one another, vastly increasing memory density. Credit: Toshiba Western Digital is now manufacturing 3D-stacked NAND flash chips that have 64 layers, 16 stories higher than its previous 48-layer technology -- meaning its 33 percent more dense Western Digital (WD) has begun manufacturing the third generation of its 3D NAND flash chips, which increases the number of layers from 48 to 64 and will allow it to double capacity. Pilot production of the new 64-layer chips has already started in WD's Yokkaichi, Japan joint venture fabrication plant; initial shipments are expected in the fourth quarter of this year with "meaningful commercial volumes" beginning in the first half of 2017. In 2015, SanDisk and its technology partner Toshiba announced it was manufacturing the world's first 48-layer 3D NAND product using BiCS (Bit-Cost Scalable NAND) technology. That BiCS NAND flash chip offered 256Gbit (32GB) of capacity and stored 3-bit-per-cell (transistor). The latest iteration of the technology is called BiCS3. SanDisk and Toshiba announced last year they are manufacturing 256Gbit (32GB), 3-bit-per-cell (X3) 48-layer 3D NAND flash chips that offer twice the capacity of the next densest memory. The 3D NAND technology is called BiCS, short for Bit Cost Scaling. In March, SanDisk shareholders approved a $19 billion buyout by Western Digital. BiCS3, which is still jointly being developed with manufacturing partner Toshiba, will be initially deployed in 256Gbit capacities. But it will be available in a range of capacities up to half a terabit on a single chip. Unlike 2D or planar NAND, which consists of a flat layer of NAND flash cells, 3D NAND stacks the cells vertically like a skyscraper. As 2D NAND approaches scaling limits due to lithography size and error rates, layer stacking to produce 3D NAND obviates those concerns. The circular hole minimizes neighboring bit disturb and allows overall density to rise. "The launch of the next generation 3D NAND technology based on our industry-leading 64-layer architecture reinforces our leadership in NAND flash technology," Siva Sivaram, executive vice president of WD memory technology, said in a statement. "BiCS3 will feature the use of 3-bits-per-cell technology along with advances in high aspect ratio semiconductor processing to deliver higher capacity, superior performance and reliability at an attractive cost." WD is not alone in its development of 3D NAND. In 2013, Samsung became the first to introduce a vertical TLC "V-NAND," a 32-layer cell structure based on Charge Trap Flash (CTF) and vertical interconnect process technology to link the cell array. In 2014, Samsung began shipping its 32-layer "V-NAND" (vertical NAND) SSDs and last year released a 48-layer product. The company even announced it was working on a 15TB prototype desktop SSD. Intel and its SSD partner Micron have also announced 48-layer 3D NAND. The two companies are preparing to launch a resistive RAM (ReRAM) product called 3D Xpoint (which will be sold under the name "Optane") later this year. That non-volatile memory will be up to 1,000 times faster than NAND flash and have 1,000 times the endurance -- but it's expected to be more expensive. Initially, 3D XPoint memory will store 128Gbits per die across two stacked memory layers. From the first iteration, 3D NAND flash technology offered from two to 10 times higher reliability and twice the write performance of planar NAND. Most importantly, however, 3D NAND removed the lithography barrier planar (single-level NAND flash) faced as manufacturers shrunk transistors below 15 nanometers in size. The smaller lithography process led to data errors as bits (electrons) leaked between thin-walled cells. optane 3d xpoint "The big deal is you're not building these [3D NAND] skyscrapers one floor at a time. We know how to go from 24 layers to 36 layers to 48 layers to 64 layers and so on," Sivaram said in an interview with Computerworld earlier this year. "There are no physics limitations to this. What we now have in 3D NAND is a predictable scaling for three and four generations -- something we never had before." Sivaram said he is already planning for 3D NAND chips with more than 100 layers. "We don't see a natural limit to how high we can go. If I went around and asked how high can we go, [NAND manufacturers] won't tell me we can take it to 96 or 126 layers, and there's a physical limit there," Sivaram said. "This has been our dream for a long time." 3D XPoint technology is a new class of memory from Intel and Micron that relies on resistance change of the bulk material to achieve non-volatility. 3D XPoint technology uses the bulk material to switch resistance state and does not rely on statistically variable filaments. The combination of architecture and unique materials in both the memory cell and selector enable 3D XPoint to achieve higher density and better performance and endurance. Intel Earlier this year, Intel and Micron began shipping 3D NAND flash drives with up to 3.5TB of capacity in an M.2 expansion card.   3. Friday 29 July marks the last day that users can get a free upgrade to the Windows 10 operating system. Those who do not take advantage of the offer will have to pay for it, with the home edition costing $120 (£91) and the professional edition $200 (£151). Eligible devices include tablets and PCs running Windows 7 or newer. Microsoft has been criticised for heavy-handed tactics in promoting the upgrade. In May, the software giant was accused of a "nasty trick" when it changed the pop-up box encouraging users to upgrade so that clicking to shut it down meant the upgrade was scheduled rather than rejected. A Californian woman successfully sued the firm after she claimed that an automatic Windows 10 update left her computer unusable. In June, Microsoft said that is was going to offer "clearer options" for users considering the upgrade. To date, around 300 million devices worldwide have upgraded to, or are using, Windows 10. Most experts agree that upgrading should bring benefits to users. Disc space Windows 10 offers access to Cortana, Microsoft's virtual assistant - the first major operating system to offer this feature. The virtual assistant can find restaurants and create calendar events and also syncs with the Cortana app on any phone. The system is designed to look the same on laptops, phones and tablets, and has a new browser called Edge. Most agree that the operating system is easier to use and a vast improvement on Windows 8, which was heavily criticised. It has the same tile-based system used by Windows phones - and reintroduces the Start Menu, which was missing from the previous operating system. The update requires quite a bit of free disc space to install, so some may need to uninstall space-hogging programs. Microsoft has published a list of the most common upgrade and installation issues and advice to try to fix the problem. Annette Jump, an analyst with research firm Gartner, said there were pros and cons to upgrading. "Consumers can continue to stay current on Windows going forward, as Microsoft is looking to deliver Windows more as a service in future," She also listed improved security as a reason to upgrade but warned it may not be worth it for all: "If you have an old PC - older than three years - you will likely have very low specs on the device and will not be able to benefit from many new features."

  4. Republican presidential hopeful Donald Trump drew outrage from Republicans and Democrats by mocking a dead Muslim soldier's mother who stood silently as her husband attacked him in a speech. Mr Trump suggested Ghazala Khan may not have been allowed to speak. Senior politicians said this was no way to talk about the mother of a hero. In an impassioned speech at last week's Democratic National Convention, Khizr Khan said Mr Trump had sacrificed "nothing and no-one" for his country. His son Humayun Khan was killed by a car bomb in 2004 in Iraq at the age of 27. Mr Trump responded to the criticism in an interview with ABC's This Week. "If you look at his wife, she was standing there," he said, "She had nothing to say... Maybe she wasn't allowed to have anything to say. You tell me." But former president Bill Clinton, the husband of Democratic nominee Hillary Clinton, said: "I cannot conceive how he can say that about a Gold Star mother." Democratic vice-presidential nominee Tim Kaine said Mr Trump's remarks were inappropriate. "He was kind of trying to turn that into some kind of ridicule," he said, quoted by AP. "It just demonstrates again kind of a temperamental unfitness. If you don't have any more sense of empathy than that, then I'm not sure you can learn it." Some Republicans also rounded on their candidate. Ohio Governor John Kasich, a former rival to Mr Trump for the Republican nomination, tweeted: "There's only one way to talk about Gold Star parents: with honour and respect." Khizr Khan said in an interview on Saturday that Mr Trump was "devoid of feeling the pain of a mother who has sacrificed her son", the New York Times reported. Ghazala Khan said on Friday that she did not speak during her husband's speech to the Democratic National Convention because she was still overcome with grief and could not look at her son's photos without crying. Mr Trump's campaign issued a statement on Saturday in which he praised Mr Khan's son Humayun. "Captain Humayun Khan was a hero to our country and we should honour all who have made the ultimate sacrifice to keep our country safe," he said. "The real problem here are the radical Islamic terrorists who killed him, and the efforts of these radicals to enter our country to do us further harm." But Mr Trump rejected Mr Khan's criticism. "While I feel deeply for the loss of his son, Mr Khan, who has never met me, has no right to stand in front of millions of people and claim I have never read the Constitution, (which is false) and say many other inaccurate things," he said. 'Tremendous success' In the ABC interview to be broadcast on Sunday, a transcript of which was released by the Trump campaign, Mr Trump was asked what sacrifices he had made. "I work very, very hard. I've created thousands and thousands of jobs, tens of thousands of jobs, built great structures," he said. "...I've had tremendous success. I think I've done a lot." The remarks prompted ridicule on Twitter under the hashtag #TrumpSacrifices, with users listing such hardships as flying commercial class and playing on a municipal golf course. Khizr Khan, 65, told the Democratic National Convention in Philadelphia on Thursday that his son had sacrificed his life to save those of his fellow soldiers. If it had been up to Mr Trump, he said, his son would not have been in America. Mr Khan asked if Mr Trump had "even read the United States Constitution", and offered to lend him his copy

  5. One of two brothers arrested in Belgium in an anti-terror operation has been charged with attempting to commit "terrorist murder". Prosecutors said the 33-year-old man, named as Nourredine H, is also accused of being part of a terrorist group. He and his brother, named as Hamza H, were arrested on Friday after searches in the Mons area and the city of Liege. Hamza H was released on Saturday without charge. No weapons or explosives were found in the searches. Prosecutors did not name the organisation Nourredine H is accused of working for. Belgium has been on high alert since 32 people died in bombings at Brussels airport and a metro station in March. Many more people were injured in the attacks, which were claimed by so-called Islamic State. "Based on provisional results from the investigation, it appears that there were plans to carry out attacks in Belgium," the federal prosecutor's office said following the arrests. But the statement added that as yet no link had been found to the Brussels bombings. Security was boosted in the run-up to Belgium's national holiday on 21 July, amid fears of something similar to the lorry attack in the French city of Nice on 14 July, Bastille Day.

  6. More than 10,000 Indian nationals laid off in Saudi Arabia are facing a "food crisis", India's foreign minister says. Sushma Swaraj said "large numbers" of Indians had lost their jobs in the kingdom, leaving them with not enough money to buy food. The Indian community in Jeddah, with the government's help, has distributed food to those in need at the weekend. Growth has slowed in Saudi Arabia as the country suffers the effect of lower oil prices. Ms Swaraj appealed on Twitter for the three-million-strong Indian community in the country to "help your fellow brothers and sisters". "I assure you that no Indian worker rendered unemployed in Saudi Arabia will go without food," she wrote. A government minister is travelling to Saudi Arabia, Ms Swaraj said. He is expected to help with arrange an airlift of laid-off Indians who are unable to afford the air fare home. Indian worker’s tearful plea to leave Saudi Arabia The Indian consulate in Jeddah said it had distributed more than 15,000kg (34,000lb) of food on Saturday alone, with the help of Indian nationals in the city. The embassy in Riyadh was asked to distribute as much food as they could to those in need. Reports in India on Saturday said 800 Indian workers had lost their jobs at Saudi Oger, a large Saudi-Lebanese construction company. The Saudi-based Arab News website reported on Sunday that hundreds of Saudi Oger's employees, who said they had not been paid in seven months, had led protests in Jeddah. The Saudi government has not commented on the situation of the Indian workers. In the past, Human Rights Watch has criticised Saudi Arabia for "rampant employer abuses of migrant workers, including forcing them to work against their will or on exploitative terms". A visa system that ties workers' residency to employment "grants employers excessive power over workers and facilitates abuse", the group said. Workers laid off in Kuwait were also suffering food shortages, Ms Swaraj said, but the situation there was more manageable, she added.

  10. South Korean car maker Kia has come top in a closely watched US car quality ranking, edging out the luxury brands that usually claim the crown. It is the first time that a non-premium brand has come first in the annual study by consultancy J.D. Power. The survey of more than 80,000 car buyers found that Kia had the fewest problems in the first 90 days, followed by Porsche, Hyundai, Toyota and BMW. Worst performers were Daimler's Smart, Fiat, Volvo, Land Rover and Mini. In the ranking of 33 cars brands, 21 saw an improvement over the past year. The study also showed that for only the second time in the past 30 years, US brands received better marks collectively than foreign cars. J.D. Power said that in past years, electronic features such as Bluetooth, voice recognition and touch screens had often been prone to glitches dragging down the results and that this year carmakers had managed to improve their reliability. Together with its affiliate Hyundai Motor, Kia is the world's fifth largest automaker by sales.

  12. Games often attempt to obscure their limitations. To effortlessly guide you through a level as if you'd chosen to follow the linear path. To hide the bugs and idiosyncrasies that would draw you out of the action. To immerse you in the world they've created. Despite all this – maybe because of all this – I find it incredibly endearing when the limitations conspire to undermine the pretense. It's a moment I like to celebrate by cheerfully shouting "Videogames!" at the screen. EDF is very videogames. Its name – Earth Defense Force 4.1: The Shadow of New Despair – is about as videogames as you get. The action is unabashedly non-immersive, to the point that it feels like a celebration of raw videogame artifice and jank. Even the plot is peak videogames. Giant insects threaten the Earth. You, as a member of the Earth Defense Force, must shoot them. It's the sort of game where you perform constant diagonal dodge rolls because it's slightly faster than walking. Or where you frequently ragdoll a block down the street because a friendly NPC walked in front of your rocket launcher. It's as if EDF's developers are working hard to stop it being thought of as anything more than a videogame – a commentary on the worthiness of compulsive loops and schlocky presentation. That intent (or lack of it) doesn't matter, because it does work and is fun. Sometimes that's enough. This is not the Dark Souls of anything, and I'm grateful for it. Before each of the around 90 missions, you choose one of four classes. Ranger is the most basic, with an arsenal of guns and the ability to heal NPC troops. Or there's the Wing Diver, a jetpack-and-plasma-welding airborne trooper with no leg or boob armour ("Videogames!"). The other two classes are more of an acquired taste: the powerful Fencer is heavily armed, but slow and unwieldy; the Air Raider calls down airstrikes and vehicles, so is more suited for co-op play. This is not the Dark Souls of anything, and I'm grateful for it. Each mission takes place in an open level – usually a city, but sometimes a tunnel, beach or big field. Into that setting pours giant insects – usually ants, but sometimes spiders. (You're correct, spiders aren't insects. Remember: "videogames!") Later, there are robots. Later still, the ants are red. Your mission, always, is to kill the things. It's possible to hurt friendly NPCs through friendly fire, but it doesn't matter if you do. It's possible to completely destroy the surrounding area with your more powerful weapons, but you're never admonished or penalised. If you kill the bad things, you win. It's rarely more complicated than that. Often it's worth touring the map, working towards the NPCs. Get close to a team leader, and the squad will fall in under your command. The AI is laughable, but it's good to have the additional firepower and, to be blunt, a few expendable bodies to distract the enemy. It's hard to feel bad about their deaths, because at no point does the game depict them as real, believable characters. NPC #1: "Why fight if you know you're going to die?" NPC #2: "I did it before I knew it." All NPCs: "EDF! EDF! EDF!" The action runs at 60 frames per second, and I haven't encountered any bugs. Mouse and keyboard support works well in missions, but is more fiddly in menus. There are few graphics settings – anti-aliasing is relegated to a binary yes or no, and more granular settings involve disabling shadows and, er, that's it. Moreover, EDF is clearly a descendant of the Playstation 2 era of design. It looks better than any PS2 game did, and can handle many more giant insects on screen, but the aesthetic looks out of place in this decade. It's also incredibly shonky, as the swarms of ants clip through each other, or spasmodically dance around any lampost or building they've decided to climb. And yet, the flaws become easy to ignore when you're in the thick of it. The weapons feel powerful and explosive, and can be improved by grabbing pickups dropped by dead insects. This loot system ties into the core nicely. If you want the rewards, you're encouraged to constantly push into the throng to collect them as you go. EDF offers that same compulsive progression as a good ARPG: killing things feels good, leads to better weapons, leads to more good killing. It's generous, too. Harder difficulties promise improved weapons, of which each class has their own unique set. It's base and simplistic, sure, but that's exactly why it works. I could do the safe thing, and give Earth Defense Force 4.1 a score in the 60s. I'd use this concluding paragraph to implore people try it anyway, all the while insulating myself from the criticism of anyone who hates it. Some people will hate EDF, and they're not incorrect. If you value polish and presentation, EDF offers neither. A well told story? Surprising, engaging setpieces? Even dialogue that doesn't resemble a malfunctioning AI chatbot? You won't find them here. Maybe you just want your new, £30 game to feel like it was made in this decade. These are not unreasonable requests. Here's the problem with doing the safe thing: I really like EDF, despite its many quirks and limitations. I apologise in advance if you don't.

În weekend-ul ce tocmai a trecut, astronomii americani au observat pe suprafaţa Soarelui trei erupţii solare de intensitate medie. Cu toate acestea, fenomenele investigate specialiştii din cadrul Solar Dynamics Observatory al NASA, sunt cele mai spectaculoase evenimente de aceste tip detectate pe parcursul acestui an. Manifestările au fost încadrate în clasa M, categorie imediat inferioară grupului X (cele mai intense erupţii solare) şi fac parte din ciclul solar 24, ce a debutat în anul 2008. Deşi cercetătorii avertizaseră în urmă cu doi ani că activitatea Soarelui este cea mai slabă din ultimul secol, începând de vineri, 22 iulie, au fost detectate pe suprafaţa astrului cele mai intense erupţii solare din luna aprilie şi până acum. Prima, de nivel M5, s-a produs în zona cunoscută sub numele de ,,Active Region 12567". Cea de-a doua (şi cea mai intensă dintre ele), de nivel M7.6, a apărut în zona ,,Active Region 2565", iar cea de-a treia, de nivel M5.5, a fost localizată în zona ,,Active Region 2567". Erupţiile solare sunt izbucniri puternice şi de scurtă durată ale radiaţiilor de la suprafaţa Soarelui. Deşi nu sunt periculoase pentru planeta noastră, ele pot totuşi să pătrundă în atmosfera terestră şi să cauzeze defecţiuni ale sistemelor GPS şi de telecomunicaţii. Fenomenele observate la sfârşitul săptămânii trecute sunt diferite faţă de cele observate la începutul acestui an, deoarece, de data aceasta, astronomii nu au observat regiuni întunecate pe suprafaţa astrului solar. Cu toate acestea, specialiştii susţin că, dacă asemenea fenomene se vor repeta în mod constant, Terra ar putea trece printr-o ,,mini epocă de gheaţă". În perioada de activitate maximă a Soarelui, pe suprafaţa acestuia pot fi observate zone întunecate de dimensiuni extrem de vaste, dar şi erupţii solare foarte puternice. Pe de altă parte, atunci când activitatea solară este cea mai slabă, fenomenul se petrece în mod invers. Într-un studiu realizat anul trecut era menţionat faptul că ciclurile solare pot fi prezise, iar între anii 2020-2030, succesiunile de acest tip se vor neutraliza reciproc. Din acest motiv, spuneau oamenii de ştiinţă, Terra ar putea fi martora unei ,,mini epoci de gheaţă" similare cu cea produsă între anii 1646-1715.

  16. Wi-Fi is just radio waves, and many things can cause interference. But a strong Wi-Fi signal can give you faster performance and better coverage distance, so it’s important to properly position and configure your router for optimal signal strength. I’ll show you how; it just takes a few minutes. Point the Antenna Up Routers generally have physical antennas that are adjustable. The antenna often comes pointed horizontally to fit the router inside its box. For maximum signal strength, position your router’s antenna vertically, pointing straight up. If you have two antennas, you won’t get better performance by pointing them in different directions. Position Your Router Properly Consider where you put your router. If you have a large home or office, place the router close to the center to maximize coverage. If you position the router at one end of the building, you may have poor (or no) signal at the other end.But keep in mind that if you already have your router positioned at one end of your home and the signal strength is just fine on the other side, you don’t need to move it. For maximum coverage, the router should also be high up. Placing it on the floor is the worst location possible – place it on a high shelf, if possible. Don’t place the router on or near large metal objects, such as metal shelves or filing cabinets. These can block the signal. Metal or stone walls can also block Wi-Fi, while wood and plaster walls won’t cause any problems. You might be able to root out other sources of interference. For example: microwave ovens, 2.4 GHz cordless phones, and 2.4 GHz baby monitors all have the potential to interfere with a Wi-Fi signal. If you get interference from a cordless phone, you might want to purchase newer 5.8 GHz cordless phones; these workon a frequency band other than Wi-Fi and don’t cause any interfere. A wireless router and cordless phone Choose the Best Wi-Fi Channel If you’re in an area with many different Wi-Fi networks — such as an apartment complex or even just a house close to other homes — your neighbors’ Wi-Fi networks are probably interfering with yours. To minimize this, move your router further away from the other Wi-Fi access points, if you can. For example, if you’re in an apartment and have a router in the corner of your room, your neighbor’s router might be right on the other side of the wall. But the best thing you can do is switch to a different Wi-Fi channel. You access this option on your router’s settings page — check your router’s instruction manual for instructions on how to do that. (If you don’t have the instruction manual, you can almost certainly find the instructions online.) Locate the Wi-Fi channel option in the router’s web interface and change it to a different channel with less interference. It might take a little experimentation to find the best one, but you can get help choosing a Wi-Fi channel using the Wi-Fi Analyzer app for Android phones and tablets, which will monitor the Wi-Fi networks near you and recommend the least-cluttered Wi-Fi channel for your network. Unfortunately, similar apps aren’t available for iPhone or iPad due to the limitations Apple places on app developers. One of the largest and most technologically ambitious additions is Project Tungsten, a reworking of Spark's treatment for memory and code generation. Pieces of Project Tungsten have showed up in earlier releases, but 2.0 adds more, such as applying Tungsten's memory management to both caching and runtime execution. For users, these changes, plus a great many other under-the-hood improvements, provide across-the-board performance gains. Spark's developers claim a two-to-tenfold increase in speed for common DataFrames and SQL operations, thanks to a new code generation system. Window functions, used for tasks like moving averages in data, have been reimplemented natively for further speed-ups. Spark 2.0 also brings a major shift in programming APIs. DataFrames and Datasets, previously two different ways of accessing structured data, are now the same under the hood; DataFrames are now "just a type alias for Dataset of Row," per Spark's release notes. R language users can also now write a small range of user-defined functions and leverage better support for existing Spark features. These changes make Spark more powerful without unnecessary complexity, since Spark's straightforward APIs are one of its biggest attractions. Spark has streaming -- and company Spark has been refining its metaphors for streamed and real-time data as well, and Structured Streaming makes its proper debut in 2.0. All these projects have their advantages. Heron reuses Apache Storm's metaphors for streaming to make it easier for Storm users to get on board. Apex is even easier than Spark to work with, especially when it comes to fault tolerance or event ordering. And Flink uses a native streaming model rather than a retrofitted version of Spark's existing data model. Still, Spark has managed to establish itself solidly over the past couple of years as an ingredient in third-party software products (SnappyData, Splice Machine) and cloud-native data systems (IBM and more). Spark 2.0 is set on making that legacy harder to displace.

  20. A maternity hospital has been attacked in the Syrian rebel-held province of Idlib, with the number of casualties so far unknown. The building suffered a direct hit earlier today and was extensively damaged and is now barely operational as a result, according to Save the Children, a charity which supports the hospital in the town of Kafar Takharim. Around 1,300 women and children are treated by the hospital each month, as it is the only maternity facility for about 70 miles, a spokesman for the charity said. There were 340 babies delivered there last month. Alun McDonald, Save the Children regional media manager, said: "There are initial reports of some casualties among patients and staff, although numbers are so far unconfirmed." The Syrian Observatory for Human Rights said the air strikes also hit a civil defence building nearby. The group quoted local sources, saying that a jihadist was killed in the raid Group head Rami Abdel Rahman said: "It was him that was targeted. He went to visit his wife who had just given birth when the bombing happened." They did not say whether the strikes were carried out by the Syrian regime or the aircraft of its Russian allies. Further strikes in another part of the province's countryside killed at least five people and seriously injured more than 25, they added. In February, the charity Medecins Sans Frontieres published a report saying women and children made up 30-40% of casualties recorded in its Syrian facilities in 2015, proving civilian areas are consistently being hit.

  21. Police raids in Mons and Liege see two brothers arrested on suspicion of planning an attack in the country. The men, named only as Nourredine H, 33, and his brother Hamza H, were arrested after a series of houses were searched on Friday evening. Raids were carried out in the cities of Mons and Liège by federal police. No weapons or explosives were found. The federal prosecution office said in a statement: "Based on provisional results from the investigation, it appears that there were plans to carry out an attack somewhere in Belgium." The French version of the statement referred to "planning attacks" in the plural.

In a newspaper interview, he criticised the fact that one of the two attackers had been released with an electronic tag pending trial on terror charges. He said the release had been decided by independent judges, not his government. Mr Valls has faced criticism over the attack near Rouen, and the killing of 84 people by another jihadist in Nice. Adel Kermiche, one of the two teenagers who attacked the church in Saint-Etienne-du-Rouvray on Tuesday, had been arrested after being caught trying to go to Syria last year. However he was released with a monitoring tag earlier this year, despite prosecutors' call for his continued detention. In an interview with Le Monde newspaper published on Friday, Mr Valls called the release a "failure" that must be acknowledged. He added: "This does not mean that my government is to blame, because that decision was taken by independent judges." Kermiche and the other attacker, Abdel Malik Petitjean, were shot dead by police outside the church, where they had slit the throat of Fr Jacques Hamel, 86, and taken hostages during Mass. Petitjean had been on a watch list as a potential security threat since June after trying to enter Syria from Turkey. After the attack, so-called Islamic State released a video showing the two men pledging allegiance to the group. In another video that emerged on Thursday, Petitjean called for more attacks against states involved in the anti-IS coalition.
