CNN — President-elect Donald Trump is still putting together his Cabinet for his second term, and many other government positions will open up when he takes the oath of office in January. But there’s a growing expectation that he will quickly make at least one new vacancy by firing FBI Director Christopher Wray. Donald Trump in Allentown, Pennsylvania, on October 29. Related article With Gaetz out as attorney general pick, Trump’s right flank looks for a new ally at FBI There would be some circularity in that particular personnel move since it was Trump who hired Wray, a Republican, by nominating him to a 10-year term in 2017. That said, Trump has never shied away from firing someone he once backed. FBI directors get those 10-year terms as the result of a post-Watergate law that was in response to J. Edgar Hoover’s much-too-long and controlling 48-year leadership of the FBI. The term length is supposed to inoculate the director from political pressure. But it never works out that way. If Trump fires Wray, he’d be first president to fire 2 FBI directors Trump famously fired then-FBI Director James Comey months after taking office for his first term in 2017. Comey was also a Republican, although he was nominated to the position by Democratic President Barack Obama. (Comey later said in 2018 that he “can’t be associated with” the Republican Party due to Trump’s influence on the GOP.) Presidents before Trump pushed FBI directors out In 1993, Bill Clinton fired then-FBI Director William Sessions after an internal ethics report emerged during the prior year’s presidential campaign. It included questions about a $10,000 fence installed around the director’s home and flights he had taken, among other issues. Earlier, Jimmy Carter suggested during the 1976 presidential campaign that he would have fired then-FBI Director Clarence Kelley over revelations about window drapery valances improperly installed at his home, among other things. Carter did not immediately fire Kelley when he took the White House, but Kelley was ultimately forced to resign, according to Douglas Charles, a history professor at Penn State University, who noted that the drapery scandal “today seems like very small fry stuff.” But at the time, it would have tested the new law, which Congress passed in 1976, for Carter to fire Kelley. “There certainly was the question, can any president fire an FBI director when there’s a legislated 10-year term,” Charles said. While that question has clearly been answered now, those previous firings were about ethics and personal failings. Trump’s are about policy differences, including over the role of the Justice Department overall. Why did Trump fire Comey? The stated reasons for Comey’s firing, laid out in a memo prepared for Trump’s Justice Department, were contradictory. Comey was criticized both for not prosecuting Hillary Clinton over her treatment of classified material and then for releasing “derogatory” information about Clinton at a press conference. The real reason Comey was fired, as Trump admitted to NBC News at the time, was Comey’s investigation into ties between Trump’s 2016 campaign and Russia.

But the vacancy for his seat in northwest Florida’s 1st Congressional District is, after Gaetz resigned Wednesday night. That decision effectively ended a House Ethics Committee investigation into his alleged sexual misconduct and illicit drug use, though the allegations could resurface in Senate confirmation hearings. Gaetz has categorically denied them all. Waltz, a three-term congressman who represents Florida’s 6th Congressional District south of Jacksonville, has not yet resigned his seat and neither has Rubio — though Florida Republicans hoping to leverage the upcoming openings are running the if-then calculations. Under federal and state law, the processes for filling vacancies in the U.S. House and Senate are different. To fill an open House seat, Florida must hold a special election where voters will be able to directly choose their next representative. On the Senate side, DeSantis will get to appoint someone to take over Rubio’s seat, assuming his colleagues confirm him as secretary of state. Rubio's replacement would hold the seat until the next regularly scheduled election in 2026. Among the names being floated for Rubio’s seat: DeSantis himself. “I’m not familiar with anything that prevents him from naming himself,” said Tallahassee-based elections lawyer Ron Meyer, “other than hubris, I suppose.” DeSantis' term as governor runs out in 2026, putting the state's top executive office back on the ballot and offering its own political possibilities. With DeSantis expected to consider another presidential run in 2028, Florida politicos say it may not be to his advantage to appoint himself to the Senate. Another name being floated is first lady Casey DeSantis, whose own political ambition has long been a topic of speculation. Speaking to students at Notre Dame the week before the Rubio pick was announced, DeSantis demurred when asked whether he would consider joining the new Trump administration. As far as filling the House seats, state officials haven't yet announced the dates for a special election, apart from saying they want to move quickly. “I’ve instructed Secretary of State Cord Byrd to formulate and announce a schedule for the upcoming special elections immediately,” DeSantis posted on social media on Thursday. Byrd said on social media that his team is working on it and will have a schedule posted soon. In announcing Gaetz's resignation on Wednesday, House Speaker Mike Johnson framed the move as a way to fill the vacancy quickly as Republicans work to leverage their hard-fought but thin majority next year. Florida elections experts told The Associated Press the process will still likely take months, due to statutory requirements to publicize the elections, mail ballots to military and overseas voters and certify primary results — as well as the logistical challenges of carrying out another election right after a busy presidential cycle. That could make the Republicans' thin House majority even thinner, at least for the first part of 2025. “There is a bit of flexibility for a few of these things, but it seems like there’s no practical way of having a replacement House member in less than half a year,” said Michael Morley, an elections law expert and professor at Florida State University's College of Law.   7. A university’s decision to parade a live tiger during a football game has been widely criticized on social media and by animal welfare groups. Louisiana State University (LSU) has historically featured a live tiger at its sports games as part of a controversial tradition at its Tiger Stadium. However, LSU dropped the tradition on the advice of its own veterinarians and has not featured a live tiger for nearly a decade. But in a shocking decision which has been labelled “bizarre” and “cruel”, a live tiger was once again brought out before kickoff at a football game held at LSU’s stadium on November 9th. It marks the first time the school has wheeled a tiger onto the field since 2015, when LSU originally announced it would no longer bring tigers into the stadium. The school currently has its own live tiger mascot, known as Mike VII, who is held in a 15,000-square-foot enclosure on the campus opposite the stadium. A statue of LSU’s tiger mascot on campus. However, this mascot was not the tiger used at Saturday night’s football game. The game’s live caged tiger is reported to have been provided by Mitchel Kalmanson, who animal welfare groups refer to as a “notorious” animal exhibitor because of his litany of violations of the federal Animal Welfare Act over the last 25 years. Kalmanson's federal citations include multiple incidents in which tigers he owned escaped during performances. People for the Ethical Treatment of Animals (PETA) has suggested that the tiger featured this week at the stadium was allegedly imported illegally. According to the group, Louisiana state law prohibits big cats, including tigers, from being imported into the state without a specific exemption, which Kalmanson apparently does not have and isn’t eligible for. “Trucking a stressed tiger across state lines and cramming him into a clear box in a raucous football stadium is not only cruel and dangerous, it’s also apparently illegal in Louisiana, so it’s no surprise that only a scofflaw showman like Mitchel Kalmanson would do it”, explained Klayton Rutherford, PETA’s Director of Captive Wildlife Research. PETA says it has filed an urgent complaint with the Louisiana Department of Wildlife and Fisheries over the incident. Historically, LSU’s tiger mascots had been traumatized by the stadium’s loud noises and fireworks. At Saturday night’s game, the tiger, known as Omar Bradley, was seen pacing in a circle while inside the cage on the field. The animal was kept on the field for around seven minutes. News outlets are reporting that the tiger was imported at the specific request of Jeff Landry, the Republican governor of Louisiana. This political development has raised questions as to whether state funds were used to pay for the tiger, and whether government powers had been used to push through the animal’s importation. Governor Landry has since doubled-down amid the criticism. “This is about tradition. And the thing about tradition is about respecting those who came before you,” Landry said about the stunt in comments reported by The Advocate. “At the end of the day, these woke people have tried to take tradition out of this country.” Over the last few decades, public opposition has steadily grown against tiger captivity and tiger performances. Awareness of the harsh reality behind tiger entertainment venues reached a new peak with the global success of the Netflix documentary Tiger King, which ultimately led to many of its stars facing legal issues and the surrender of hundreds of captive animals. And in 2022, the Big Cat Safety Act was passed in the US, which prohibits the private ownership of big cats like tigers and lions, as well as restricting public contact with them such as cub handling.

  11. The UK economy barely grew between July and September, with uncertainty about the Budget being blamed for the weak growth. The economy slowed over the three-month period, growing by just 0.1%, and shrank during September itself. Labour made boosting economic growth its top priority when it came into power but Chancellor Rachel Reeves said she was "not satisfied" with these latest figures which cover the first three months of the new government. However, many businesses have criticised tax rises in the Budget which they say will lead to higher prices and fewer new jobs. Major companies, including Marks & Spencer, Sainsbury's and JD Sports have hinted they will increase prices because of the changes. The latest growth figure was weaker than expected and was a sharp slowdown from the 0.5% growth seen in the April to June period. A number of economists said concerns about what October's Budget would contain had affected how firms and households had behaved. Ben Jones, lead economist at the CBI business group, said firms had widely reported "a slowdown in decision making" prior to the Budget. He added that once it had been announced it had "set off warning lights for business". The increase in National Insurance Contributions for firms together with other measures such as the rise in the minimum wage "is expected to trigger a more cautious approach to pay, hiring and investment", Mr Jones said. "The economy has a bit less momentum than we previously thought, and it’s striking that the economy has only grown in two of the past six months," said Ruth Gregory, deputy chief UK economist at Capital Economics. However, she added "this doesn’t mean the UK is on the cusp of another recession". When the economy is growing steadily, people tend to spend more, extra jobs are created, more tax is paid and workers get better pay rises. Speaking to the BBC, the chancellor said growth was the "number one mission" of the government, and she wanted "growth to be stronger and to be felt by families across the United Kingdom". Reeves had been accused of talking down the economy ahead of the Budget, but asked if her comments had affected spirits, she said: “We’ve had barely any growth in the UK economy for more than a decade now.” Shadow chancellor Mel Stride said growth had now "slowed significantly" due to Labour's policies. “Labour made a lot of promises about growth in the election, they need to act now before their broken promises lead to yet more tax rises." Liberal Democrat Treasury spokesperson Daisy Cooper called the growth figures "disappointing", adding tax rises announced in the Budget "could be the final nail in the coffin for the many small businesses that are already struggling".
