But the vacancy for his seat in northwest Florida’s 1st Congressional District is, after Gaetz resigned Wednesday night. That decision effectively ended a House Ethics Committee investigation into his alleged sexual misconduct and illicit drug use, though the allegations could resurface in Senate confirmation hearings. Gaetz has categorically denied them all. Waltz, a three-term congressman who represents Florida’s 6th Congressional District south of Jacksonville, has not yet resigned his seat and neither has Rubio — though Florida Republicans hoping to leverage the upcoming openings are running the if-then calculations. Under federal and state law, the processes for filling vacancies in the U.S. House and Senate are different. To fill an open House seat, Florida must hold a special election where voters will be able to directly choose their next representative. On the Senate side, DeSantis will get to appoint someone to take over Rubio’s seat, assuming his colleagues confirm him as secretary of state. Rubio's replacement would hold the seat until the next regularly scheduled election in 2026. Among the names being floated for Rubio’s seat: DeSantis himself. “I’m not familiar with anything that prevents him from naming himself,” said Tallahassee-based elections lawyer Ron Meyer, “other than hubris, I suppose.” DeSantis' term as governor runs out in 2026, putting the state's top executive office back on the ballot and offering its own political possibilities. With DeSantis expected to consider another presidential run in 2028, Florida politicos say it may not be to his advantage to appoint himself to the Senate. Another name being floated is first lady Casey DeSantis, whose own political ambition has long been a topic of speculation. Speaking to students at Notre Dame the week before the Rubio pick was announced, DeSantis demurred when asked whether he would consider joining the new Trump administration. A name being floated in Trump's orbit is Lara Trump, the president-elect’s daughter-in-law, who was his pick to co-chair the Republican National Committee and who lives in Palm Beach County with her husband Eric. As far as filling the House seats, state officials haven't yet announced the dates for a special election, apart from saying they want to move quickly. “I’ve instructed Secretary of State Cord Byrd to formulate and announce a schedule for the upcoming special elections immediately,” DeSantis posted on social media on Thursday. Byrd said on social media that his team is working on it and will have a schedule posted soon. In announcing Gaetz's resignation on Wednesday, House Speaker Mike Johnson framed the move as a way to fill the vacancy quickly as Republicans work to leverage their hard-fought but thin majority next year. Florida elections experts told The Associated Press the process will still likely take months, due to statutory requirements to publicize the elections, mail ballots to military and overseas voters and certify primary results — as well as the logistical challenges of carrying out another election right after a busy presidential cycle. That could make the Republicans' thin House majority even thinner, at least for the first part of 2025. “There is a bit of flexibility for a few of these things, but it seems like there’s no practical way of having a replacement House member in less than half a year,” said Michael Morley, an elections law expert and professor at Florida State University's College of Law.   2. A university’s decision to parade a live tiger during a football game has been widely criticized on social media and by animal welfare groups. Louisiana State University (LSU) has historically featured a live tiger at its sports games as part of a controversial tradition at its Tiger Stadium. However, LSU dropped the tradition on the advice of its own veterinarians and has not featured a live tiger for nearly a decade. But in a shocking decision which has been labelled “bizarre” and “cruel”, a live tiger was once again brought out before kickoff at a football game held at LSU’s stadium on November 9th. It marks the first time the school has wheeled a tiger onto the field since 2015, when LSU originally announced it would no longer bring tigers into the stadium. The school currently has its own live tiger mascot, known as Mike VII, who is held in a 15,000-square-foot enclosure on the campus opposite the stadium. A statue of LSU’s tiger mascot on campus. However, this mascot was not the tiger used at Saturday night’s football game. The game’s live caged tiger is reported to have been provided by Mitchel Kalmanson, who animal welfare groups refer to as a “notorious” animal exhibitor because of his litany of violations of the federal Animal Welfare Act over the last 25 years. Kalmanson's federal citations include multiple incidents in which tigers he owned escaped during performances. People for the Ethical Treatment of Animals (PETA) has suggested that the tiger featured this week at the stadium was allegedly imported illegally. According to the group, Louisiana state law prohibits big cats, including tigers, from being imported into the state without a specific exemption, which Kalmanson apparently does not have and isn’t eligible for. “Trucking a stressed tiger across state lines and cramming him into a clear box in a raucous football stadium is not only cruel and dangerous, it’s also apparently illegal in Louisiana, so it’s no surprise that only a scofflaw showman like Mitchel Kalmanson would do it”, explained Klayton Rutherford, PETA’s Director of Captive Wildlife Research. PETA says it has filed an urgent complaint with the Louisiana Department of Wildlife and Fisheries over the incident. Historically, LSU’s tiger mascots had been traumatized by the stadium’s loud noises and fireworks. At Saturday night’s game, the tiger, known as Omar Bradley, was seen pacing in a circle while inside the cage on the field. The animal was kept on the field for around seven minutes. News outlets are reporting that the tiger was imported at the specific request of Jeff Landry, the Republican governor of Louisiana. This political development has raised questions as to whether state funds were used to pay for the tiger, and whether government powers had been used to push through the animal’s importation. Governor Landry has since doubled-down amid the criticism. “This is about tradition. And the thing about tradition is about respecting those who came before you,” Landry said about the stunt in comments reported by The Advocate. “At the end of the day, these woke people have tried to take tradition out of this country.” Over the last few decades, public opposition has steadily grown against tiger captivity and tiger performances. Awareness of the harsh reality behind tiger entertainment venues reached a new peak with the global success of the Netflix documentary Tiger King, which ultimately led to many of its stars facing legal issues and the surrender of hundreds of captive animals. And in 2022, the Big Cat Safety Act was passed in the US, which prohibits the private ownership of big cats like tigers and lions, as well as restricting public contact with them such as cub handling.

"Some of the airliners [then] were designed with square windows and over in Europe as aeroplanes started to climb higher and require more pressurisation, they discovered a problem," he said, sat in a window seat. "The lost a few planes in mid-air - they literally came apart," Captain Steve reflected. He went on to reveal this was down to their square windows creating a "little hairline crack" right in the edge. "Enough of those cracks created because of the stress on the airframe from the pressurisation - the airframes actually came apart," he grimly detailed. "So in the analysis afterwards, they said.   6. The UK economy barely grew between July and September, with uncertainty about the Budget being blamed for the weak growth. The economy slowed over the three-month period, growing by just 0.1%, and shrank during September itself. Labour made boosting economic growth its top priority when it came into power but Chancellor Rachel Reeves said she was "not satisfied" with these latest figures which cover the first three months of the new government. However, many businesses have criticised tax rises in the Budget which they say will lead to higher prices and fewer new jobs. Major companies, including Marks & Spencer, Sainsbury's and JD Sports have hinted they will increase prices because of the changes. The latest growth figure was weaker than expected and was a sharp slowdown from the 0.5% growth seen in the April to June period. A number of economists said concerns about what October's Budget would contain had affected how firms and households had behaved. Ben Jones, lead economist at the CBI business group, said firms had widely reported "a slowdown in decision making" prior to the Budget. He added that once it had been announced it had "set off warning lights for business". The increase in National Insurance Contributions for firms together with other measures such as the rise in the minimum wage "is expected to trigger a more cautious approach to pay, hiring and investment", Mr Jones said. "The economy has a bit less momentum than we previously thought, and it’s striking that the economy has only grown in two of the past six months," said Ruth Gregory, deputy chief UK economist at Capital Economics. However, she added "this doesn’t mean the UK is on the cusp of another recession". When the economy is growing steadily, people tend to spend more, extra jobs are created, more tax is paid and workers get better pay rises. Speaking to the BBC, the chancellor said growth was the "number one mission" of the government, and she wanted "growth to be stronger and to be felt by families across the United Kingdom". Reeves had been accused of talking down the economy ahead of the Budget, but asked if her comments had affected spirits, she said: “We’ve had barely any growth in the UK economy for more than a decade now.” Shadow chancellor Mel Stride said growth had now "slowed significantly" due to Labour's policies. “Labour made a lot of promises about growth in the election, they need to act now before their broken promises lead to yet more tax rises." Liberal Democrat Treasury spokesperson Daisy Cooper called the growth figures "disappointing", adding tax rises announced in the Budget "could be the final nail in the coffin for the many small businesses that are already struggling". What does it mean to the general public?’ "So it almost felt like people were holding back to find out what the end result was going to be.”

Yet, despite decades of research, the mystery of how the brain achieves this has remained elusive. Our new research, published in the journal Cell, reveals how neurons – the cells responsible for your childhood memories, thoughts and emotions – coordinate their activity. It’s a bit like being a worker in a high-performing business. Balancing individual skills with teamwork is key to success, but how do you achieve the balance? As it turns out, the brain’s secret is surprisingly simple: devote no more than half (and no less than 40%) of each cell’s effort to individual tasks. Where does the rest of the effort go? Towards scalable teamwork. Advertisement And here’s the kicker: we found the exact same organisational structure across the brains of five species – from fruit flies and nematodes to zebrafish, mice and monkeys. These species come from different branches of the tree of life that are separated by more than a billion years of evolution, suggesting we may have uncovered a fundamental principle for optimised information processing. Answering this question has been challenging. Until recently, neuroscience tools were limited to either recording the activity of a few cells, or of several million. It would be like trying to understand a massive company by either interviewing a handful of employees or by only receiving high-level department summaries. The critical middle ground was missing. Calcium imaging is a method that lets us watch neural activity in real time by using fluorescent sensors that light up according to calcium levels in the cell. Applying insights from my physics training to analyse large-scale datasets, we found that brain activity unfolds according to a fractal hierarchy. Cells work together to build larger, coordinated networks, creating an organisation with each scale mirroring those above and below. This structure answered the debate: the brain actually does both. It balances individuality and teamwork, and does so in a clever way. Roughly half of the effort goes to “personal” performance as neurons collaborate within increasingly larger networks.

The effort is being steered by Future Forward PAC, or FF PAC, the largest single-candidate super PAC in the 2024 election. And the group is breaking from traditional political advertising by focusing half of its $450 million budget on digital platforms – including what it says is the largest political ad buy in YouTube history – crafting highly targeted content to capture and hold the attention of voters. And countering Democrats is a network of Republican groups that are also breaking new ground in the American political arena. Next week’s election will be a test for the powerhouse FF PAC and its digital investment, measuring the efficacy of some of the most cutting-edge tools and tactics available to modern campaigns. FF PAC’s role this cycle The Supreme Court’s 2010 decision in Citizens United vs. Federal Election Commission transformed US elections, opening the floodgates to groups like FF PAC, which were allowed to accept unlimited contributions from wealthy megadonors and faced no limits on the amount they could spend influencing campaigns. In the years since, those groups have proliferated and dominated political advertising, driving the cost of US elections to new heights. The 2024 election is poised to break the record set by the 2020 election and see $10.2 billion worth of campaign advertising, according to the ad tracking firm AdImpact. Out of the large universe of outside groups, the Biden-Harris ticket selected FF PAC in July 2023 as its officially endorsed super PAC for the 2024 campaign. The group has taken on an unprecedented role in this year’s White House race, centralizing Democratic outside efforts in marked contrast to the balkanized network of pro-Trump outside groups. There’s no way to tell who’s getting paid for their endorsements From the start of 2023 through October 16, the end of the most recent FEC reporting period, FF PAC reported raising $394 million and spending $373 million – including $38 million before President Joe Biden’s withdrawal from the race in late July. An aide with the group said its budget for the condensed general election between Harris and Trump totaled $450 million, primarily targeting seven key battleground states: Pennsylvania, Michigan, Wisconsin, Arizona, Nevada, North Carolina and Georgia. The group has received a substantial portion of its funding from a Democratic dark money hub, Future Forward USA Action, which, as a nonprofit 501(c)(4) organization, faces no requirements to disclose its donors and is able to contribute huge sums to super PACs like FF PAC. Among those donors is billionaire former New York Mayor Michael Bloomberg, who gave $50 million to the dark money network this year. FF PAC had reported receiving $128 million from its dark money parent organization through October 16. Top-named donors to FF PAC include Facebook co-founder Dustin Moskovitz, who has given $38 million; LinkedIn co-founder Reid Hoffman, who has given more than $10 million; and Bloomberg, who has also given $19 million directly to FF PAC in publicly disclosed contributions. The ad laboratory With its massive war chest, FF PAC has faced the challenge of effectively and efficiently distributing its resources. Part of its response has been operating a massive advertising laboratory, at an unprecedented scale. The group has produced and tested more than 1,000 unique ads and measured their effectiveness at moving voters. And after surveying voters watching the ads, the group has honed in on messaging about the economy and abortion. It’s a focus that the super PAC is urging Democrats to mirror as Harris delivers her closing message. An October 25 email from the FF PAC to Democrats with advice on messaging contained this cautionary note: “How effective is attacking Trump for being a fascist? This topic is not as persuasive as contrast messages featuring Harris’s economic plans, and her promise to protect reproductive rights.” Those lines of attack – focused on Trump’s character and citing criticism from former administration officials – have featured prominently in late advertising coming from the Harris campaign, such as a spot that began airing over the weekend and included audio of Trump’s onetime chief of staff, retired Marine Gen. John Kelly, telling The New York Times that the former president “certainly falls into the general definition of a fascist.” Appearing Monday on CNN, Harris campaign spokesperson Ian Sams responded to FF PAC’s argument, saying that “the American people are capable of processing numerous things at once, and there are a lot of people who have a lot of different concerns about the country and the future.” As part of its strategy, FF PAC has launched waves of ads that feature the candidate discussing tax policy. The group had received positive feedback about ads that include Harris speaking, as opposed to the dramatic narrators who often accompany political spots. Voter testimonials are another key tactic, and FF PAC has produced dozens of spots that feature voters reacting disapprovingly to clips of Trump praising his “rich as hell” donors, a sustained line of attack. Additionally, reflecting its effort to reach key groups such as young women, FF PAC has run ads on TikTok targeting the “MomTok” audience, touting Harris’ proposals to “cut taxes for families, up to $6,000 for your family.” The super PAC’s ads have also emphasized abortion rights, a top issue for Democratic voters that is contributing to a yawning political gender divide. Many of those ads feature women and medical professionals warning against abortion restrictions and criticizing Trump, who appointed three of the five Supreme Court justices who voted with the majority to overturn Roe v. Wade. A digital focus Amid a transformed media landscape in 2024, TV advertising still draws the most dollars. Out of nearly $2.9 billion spent on advertising for the presidential race since the start of 2023, more than $2.2 billion has gone toward TV ads, according to data from AdImpact. FF PAC is spending hundreds of millions on TV, too, but it’s on digital platforms that the group hopes to make its mark. “Our program has been about reaching voters where they are and on the screens they use,” Margit Westerman, FF PAC’s digital director, said in a statement. “That means a surround-sound approach where people see it while watching their favorite streaming show, looking at the latest YouTube clip and visiting their go-to website. We spent months understanding where people were and we’ve found the content that is persuasive as long as we make sure people see it.” That includes a $44 million YouTube buy, targeting an audience that skews young and diverse. And the campaign has targeted high-profile live events, beginning with the Olympics late this summer and including the NFL’s “Sunday Ticket” through Election Day. FF PAC has also bought ad time on po[CENSORED]r gaming platforms such as Unity and Frameplay, targeting younger male voters, a key area of concern for the Harris campaign. And straining to reach screens, FF PAC also bought ad time on premium streaming TV platforms, including Hulu, Disney, Peacock, WB/Discovery/Max, and Univision. And it has done so by paying a premium: Many of FF PAC’s 30-second TV ads have 15- and 6-second versions designed for digital platforms’ unskippable slots. On traditional TV too, FF PAC has been creative with its resources, spending millions on national ad buys that – while airing everywhere – still represent a cheaper way to reach swing states than buying ad time from local stations getting slammed in the race’s final sprint. GOP countereffort FF PAC’s commitment to digital advertising has enabled the group to blitz its Republican counterparts on leading platforms during the final weeks of the race. In the first week of October, FF PAC spent $6.7 million advertising on Google and its affiliated platforms, including YouTube, while the leading pro-Trump advertiser spent about $1.5 million. The following week, FF PAC ramped its spending up to nearly $9 million, while the leading pro-Trump advertiser spent about $1.2 million. During the third week of October, FF PAC spent $10.5 million, while the largest pro-Trump advertiser spent about $2 million; and during the fourth week, FF PAC led with $12.3 million on Google platforms, while the top GOP advertiser spent $3.5 million.
  13. Authorities have successfully identified and arrested a man accused of tying his dog to a post and abandoning the animal during evacuations for Hurricane Milton. Florida Highway Patrol troopers first discovered the dumped dog on October 9th, shortly before the hurricane made landfall, after a driveby witness reported seeing a dog “in severe distress and trembling”. In video footage of the rescue posted to social media by the troopers, the dog can be seen tied to a pole near to the highway. “Do NOT do this to your pets please”, the troopers wrote alongside the video, which has been viewed over 12 million times. The shocking footage led to international coverage of the incident, with public and political calls for the owner to be identified and brought to justice. Now, a 23-year-old man from Florida has been arrested in relation to the incident and charged with aggravated animal cruelty, reports AP News. Giovanny Aldama Garcia, the dog’s former owner, reportedly told authorities that he abandoned the animal because he could not find anyone to look after him during the evacuations. “We take this crime very seriously and this defendant will face the consequences of his actions,” State Attorney Suzy Lopez said in a news briefing following the arrest. The charge of animal cruelty in this incident could lead to a sentence of up to five years in jail. Mr Aldama Garcia was tracked down by authorities after he visited the shelter in Tampa which had taken in the rescued dog to claim him back. However, he later agreed to surrender the animal and for the dog to be put up for adoption. A second chance for rescued dog Trooper The abandoned five-year-old dog is reported to be recovering well from the ordeal, according to the Leon County Humane Society, which is caring for the animal after being contacted by the Governor's office of the Department of Emergency Services. The bull terrier has been given the name Trooper, which the rescue centre says reflects “how much he’s been through” and also honor’s the troopers who saved him. He is currently happily living with a new foster family, but there have already been “hundreds” of applications to adopt Trooper. The society says it will select a new owner who has breed experience and can offer a permanent home for Trooper to live the rest of his life.
