HOUSTON: President Donald Trump headed to storm-ravaged Texas Tuesday in a show of solidarity and leadership in the face of the deadly devastation wrought by Harvey -- as the battered US Gulf Coast braces for even more torrential rain. Four days after Harvey slammed onshore as a monster Category Four hurricane, turning roads to rivers in America´s fourth-largest city, emergency crews are still racing to reach hundreds of stranded people in a massive round-the-clock rescue operation. Eager to strike a unifying tone as the country faces the first natural disaster of his presidency, Trump left the White House with his wife Melania for the disaster zone at 8:30 am (1230 GMT). Trump has pledged the federal government´s full support as Texas makes the "long and difficult road to recovery," insisting on the eve of his departure: "We are one American family." The president and first lady were not expected to visit Houston -- swathes of which remain under water -- making stops further west including in hard-hit Corpus Christi, which was square in the path when the hurricane made landfall. Trump will receive briefings on relief efforts across the vast Lone Star State, where more than 8,000 people have been driven into emergency shelters and hundreds more still await rescue. "We´re Trumponites. I trust he´s going to take care of us," said Darla Fitzgerald, a 58-year-old nurse sheltering in a Red Cross shelter in Winnie, a town east of Houston, where the rain was lashing down very heavily on Tuesday. "He said he would so I´m sure he´s going to." Ray Henrichson, a white-haired 74-year-old shelter volunteer, was equally upbeat on the president´s visit. "I think it´s really nice that he has signed the declarations already so these people can get some help right away," she said. "I think it´s nice that he´s coming. He´ll probably fly around in a helicopter and see some flooded lands which we saw on the way driving here," she said. "It is pretty dramatic."

BEIJING: A day after both India and China pulled back their troops, ending a nearly 70-day-long dispute on the remote Doklam Plateau, China's army has warned India to "draw lessons from the stand-off." "The Chinese military will remain vigilant and firmly defend its national territory and sovereignty following the military stand-off between China and India," Wu Qian, a senior PLA colonel, in a new statement said on Tuesday. Wu Qian said peace and stability along the China-India border concern regional peace and stability and accords with the common interests of people on both sides of the border. "We remind India to draw lessons from the stand-off, abide by established treaties and the basic principles of international law, and work together with China to safeguard peace and stability along the border and promote the healthy development of the two militaries," he added. According the Indian media reports, China had removed bulldozers and other road-making equipment, indicating that Beijing had agreed to stop plans for a new road that triggered the crisis. India and China on Monday agreed to an "expeditious disengagement" of troops in Doklam, located across the border in Sikkim, where soldiers had been locked in a stand-off since the middle of June. The resolution to the Doklam stand-off comes ahead of a summit of the BRICS nations - a grouping that also includes Brazil, Russia and South Africa - in China beginning on Sunday, which India’s Prime Minister Narendra Modi is expected to attend.

HOUSTON: Rescue teams in boats, trucks and helicopters scrambled Monday to reach hundreds of Texans marooned on flooded streets in and around the city of Houston before monster storm Harvey returns. Houston mayor Sylvester Turner said more than 2,000 people had been brought, soaking and desperate to rapidly-filling shelters in America´s fourth largest city -- and more are yet to come. The 911 emergency services line has received more than 56,000 calls, but city officials urged residents facing life-threatening storm water floods to remain on the line and trust that help will come. "The goal is rescue, that´s the major focus of the day," Turner said, flanked by grim-faced city officials at a televised press conference, warning that 185 "critical rescue missions" are still pending and many more are expected. "People are needing clothing. Literally, people are coming in and they are coming in wet," he said. "We have kids, babies, up to senior citizens. They are needing everything. They are needing clothing, food, medical supplies." Houston fire chief Samuel Pena urged patience, promising: "We fully recognize there are many other people out there in distress situations and we intend to get to every one of them." - Dams opened - Harvey hit Texas on Friday as a Category Four hurricane, tearing down homes and businesses on the Gulf coast before dumping what meteorologists said was an "unprecedented" nine trillion gallons of rainfall inland. The Texas bayou and coastal prairie rapidly flooded, but the region´s sprawling cities -- where drainage is slower -- were worst hit, with highways swamped and street after street of housing rapidly rendered uninhabitable, power lines cut and dams overflowing. The US Army Corps of Engineers on Monday moved to progressively open the Addicks and Barker dams -- under pressure from what the agency has dubbed a "thousand-year flood event" -- to prevent a catastrophe on the outskirts of Houston. At least three people have been confirmed dead so far, but that toll is expected to rise, and the disaster is far from over: Harvey has turned back on itself and is hovering on the Gulf coast, sucking up more rain and threatening a new landfall on Wednesday. Flood-hit Texas is braced for a renewed battering and on Monday President Donald Trump -- facing the first major natural disaster of his presidency -- pre-emptively declared a state of emergency in neighboring Louisiana, freeing up federal funds. Trump plans to go to the disaster zone on Tuesday and aides said he has been constantly in touch with federal and state officials involved in the emergency response. Federal Emergency Management Agency (FEMA) administrator Brock Long said finding shelter for those flooded out of their homes would be his next priority. "This is a landmark event. We have not seen an event like this. You could not dream this forecast up. You couldn´t draw this situation up," he warned. - Roads completely submerged - "It´s crazy to see the roads you´re driving on every day just completely under water," Houston resident John Travis told AFP. While the disaster response is now focused on the huge city, center of a fast-growing but loosely-planned urban area now home to more than six million people, many of those living in smaller communities by the coast were also driven from their homes. Robert Frazier, 54-year-old foreman mechanic, left his home in La Porte, south of Houston, with his housewife Judy on Sunday morning and made it as far as a motel in Hankamer on the road towards Louisiana and still in Harvey´s path. "We´re trapped," Frazier said, speaking to AFP after he had tried to return home for some of his abandoned possessions, but finding the highway cut. "I haven´t been through nothing like this. So I thought it was just going to be a little rain and a little high wind, but it turned out to be a lot of rain. I never expected floods like that," he said. His wife Judy said she could only pray the rain would stop, after leaving home with just two sets of clothes, their medicine and their dog. "The water was coming up over the road, so we just decided to get out while we could," she said. - Beyond anything experienced - The NWS said that between June 1 and Sunday, Houston had received 46 inches (117 centimeters) of rain -- almost as much as it would expect in a year -- in only three months. "The breadth and intensity of this rainfall are beyond anything experienced before," the National Weather Service said, as the storm spawned tornadoes and lashed east and central Texas with torrential rains. Houston´s George Bush Intercontinental Airport and Hobby International, the city´s two airports, stopped all commercial flights. Thousands of National Guard troops joined local police and emergency workers to help with rescues in inundated areas of Houston. Boats also were being deployed, but more were needed. Harris County Judge Ed Emmett appealed to residents to use their own vessels. "I´m not even thinking about myself right now," Bryan Curtis, who came to Houston with his jet skis to rescue people, told AFP. "I´m here to help, I want to do my part." - ´Landmark´ disaster - FEMA said there should be no illusions about the long-term impact of Harvey. Long told CNN it would take "years" to recover. Coastal Texas is home to a large number of oil refineries and a number of major ports. ExxonMobil said Sunday it had closed its massive Baytown refining complex -- the second-largest in the country. US authorities said about 22 percent of crude production in the Gulf of Mexico, accounting for more than 375,000 barrels a day, was shut down.

  23. DOHA: -Qatar said Tuesday it is worried hajj pilgrims from the emirate face being badly treated if they travel to Saudi Arabia as the row over arrangements for the religious event intensified. The Ministry of Awqaf and Islamic Affairs said that considering the ongoing Gulf diplomatic impasse, it was concerned about the safety of pilgrims travelling from Doha in the next few days. Qatar has been accused by a group of Saudi-led states of supporting extremism, charges it denies. "Given the current situation, it (the ministry) remains concerned and fearful for Qatari pilgrims and a repeat of the harassment of Qatari citizens in June," read the statement. Early in June, local media reports claimed Qataris were stopped from entering the Grand Mosque in Makkah. The hajj to Makkah, the most revered site in Islam, is a pilgrimage that Muslims must perform at least once in their lifetimes if they are able to do so. But the lead-up to this year´s hajj, which takes place at the beginning of September, has been overshadowed by the conflict between Qatar and Saudi. Saudi Arabia closed its border on June 5 to Qatar as part of the diplomatic crisis, but said it would reopen it for pilgrims. Riyadh also said it would allocate seven flights of the Saudi national carrier to bring pilgrims from Doha. It has subsequently accused Qatar of blocking its planes from landing in Doha. Qatari officials deny this, and say paperwork from Saudi Arabia has been sent to the wrong ministry. In its statement on Tuesday, the Doha ministry also called on Riyadh to "complete the procedures" for pilgrims travelling from Qatar, thought to be a reference to the outstanding paperwork. Doha has previously labelled current arrangements as "illogical". It has also accused Saudi Arabia of politicising the hajj.
  24. SAN FRANCISCO: Facebook on Monday made it simpler to see whether friends have checked in as "safe" on the online platform during disasters or other dangerous events. A Safety Check feature was given its own dedicated tab along with friends, groups, events and other main categories at the leading social network´s mobile application and desktop pages, according to the California-based company. "Safety Check helps our community let loved ones know they are safe during a crisis, find and give help, as well as learn more about a crisis," Facebook said in an online post. "There´s now a single place to go to see where Safety Check has recently been activated, get the information you need and potentially be able to help affected areas." The modification began rolling out on Monday. Facebook added the Safety Check feature three years ago as a way for people to check on the well-being of loved ones during natural disasters. It broadened to include terrorism and other major violence after horrific attacks in Paris in 2015.

  25. WASHINGTON: Secretary of State Rex Tillerson warned Tuesday that Pakistan´s privileged status as a major non-NATO US ally could be in question if it continues to give safe haven to extremists. "We have some leverage," Tillerson told reporters, "in terms of aid, their status as a non-NATO alliance partner -- all of that can be put on the table." Pakistan is one of 16 countries to currently enjoy "major non-NATO ally" status, which is not a mutual defense pact like the Atlantic alliance, but allows close military cooperation. On Monday, President Donald Trump sternly rebuked Pakistan for supporting groups like the Taliban and the Haqqani network, which launch cross-border raids on US and Afghan troops. And he suggested Pakistan will suffer consequences if it does not get behind a renewed US effort to help Kabul repel the Taliban and force them to negotiate a political settlement. On Tuesday, Tillerson met journalists to brief them on the details of the strategy, and to lay out what Islamabad might expect if it does not fall into line. "The president has been clear that we are going to attack terrorists wherever they live," Tillerson said. "We have put people on notice that if you´re providing safe haven to terrorists, be warned -- we are going to engage those providing safe haven and ask them to change what they are doing." And Tillerson added that, aside from the Afghan people, Pakistan has more to gain "than any other nation" from an end to the fighting.
