  1. Turkey has summoned the German ambassador to Ankara to protest against the cancellation of a talk by the Turkish justice minister in Germany, according to foreign ministry sources. "Our discomfort and our reaction to these developments have been communicated in person to the German ambassador who was summoned this evening to the (foreign) ministry," a senior Turkish official told Al Jazeera, speaking on condition of anonymity. Turkish Justice Minister Bekir Bozdag had earlier said he had called off a meeting with his counterpart in Germany and was returning home after his address to Turkish citizens in the town of Gaggenau was cancelled. The talk in Gaggenau was reportedly intended to to promote a "yes" vote for constitutional changes in an upcoming referendum that would expand President Recep Tayyip Erdogan's powers. German media reported that the meeting was axed by the municipality in Gaggenau due to security concerns and infrastructure issues. Gaggenau Mayor Michael Pfeiffer was quoted as saying by the German media that the decision had no political motivation. Shaky bilateral ties have been dragged to a new low amid growing public criticism in Germany of Turkey's arrest of a Turkish-German journalist.

Nearly 400,000 people have been killed since the war began Both sides in last year's battle for Syria's Aleppo city committed war crimes, including a "deliberate" bombing of a humanitarian convoy by the Syrian government, according to a new United Nations investigation. The UN Commission of Inquiry's report released on Wednesday said Syrian government and allied Russian forces "pervasively used" unguided munitions to bomb densely po[CENSORED]ted areas in rebel-held eastern Aleppo between July and its fall on December 22, amounting to the war crime of indiscriminate attacks. hese included aerial bombs, air-to-surface rockets, cluster munitions, incendiary bombs, barrel bombs, and weapons delivering toxic industrial chemicals. But investigators could not say whether both Syrian and Russian forces had used them in Aleppo or only one had. Neither did they attribute any specific war crime investigated to Russian forces. "Throughout the period under review, the skies over Aleppo city and its environs were jointly controlled by Syrian and Russian air forces ... (They) use predominantly the same aircraft and weapons, thus rendering attribution impossible in many cases," the report said. Aleppo, once Syria's largest city and former commercial hub, had been divided into rebel and government parts since 2012. The recapture of its eastern sector in late December by government forces was the biggest blow to Syria's rebel movement since fighting started in March 2011. Syrian helicopters unleashed toxic chlorine bombs "throughout 2016" on Aleppo, a banned weapon that caused hundreds of civilian casualties there, the report said. At least 5,000 pro-government forces also encircled eastern Aleppo in a "surrender or starve" tactic, it said. In a major new finding, the investigators also accused the Syrian government of a "meticulously planned and ruthlessly carried out" air strike on a UN and Syrian Red Crescent convoy at Orum al-Kubra, in rural western Aleppo on September 19 which killed 14 aid workers. President Bashar al-Assad's government has fiercely denied responsibility for the convoy's bombardment and a separate UN probe in December said it was impossible to establish blame.

  6. Refugee children and women are routinely suffering sexual violence, exploitation, abuse and detention along the Central Mediterranean migration route, UNICEF warned in a new report. In the report, titled "A Deadly Journey for Children", which was released on Tuesday, the UN children's agency said a total of 25,846 children - most of them unaccompanied - crossed from North Africa to Italy using the Mediterranean route in 2016. For the report, UNICEF researchers interviewed a total of 122 refugees - 82 women and 40 children - who tried to complete the perilous journey. Three quarters of the refugee children interviewed said they had experienced violence, harassment or aggression at the hands of adults at some point over the course of their journey. Approximately one third indicated they had been abused in Libya. A large majority of these children did not answer when asked who had abused them. A few children said they had been abused by people who appeared to be in uniform or associated with military and other armed forces, and several others said that strangers had victimised them. Also, nearly half of the 122 women and children interviewed reported sexual abuse during migration - often multiple times and in multiple locations. Women and children were often arrested at the Libyan border where they experienced abuse, extortion and gender-based violence. Sexual violence was widespread and systemic at crossings and checkpoints. Men were often threatened or killed if they intervened to prevent sexual violence, and women were often expected to provide sexual services or cash in exchange for crossing the Libyan border. UNICEF also identified an estimated 34 migrant detention centres in Libya during their research. The Libyan Government Department for Combating Illegal Migration runs 24 detention centres which currently hold between 4,000 and 7,000 detainees. Armed groups also hold migrants in an unknown number of unofficial detention centres. Children did not receive any preferential treatment and were often placed in cells together with adult detainees, which increased the risk of abuse, according to the UNICEF report. Some observers have also reported abandoned refugee children in detention centres and hospitals. "The Central Mediterranean from North Africa to Europe is among the world's deadliest and most dangerous migrant routes for children and women," said Afshan Khan, UNICEF Regional Director and Special Coordinator for the Refugee and Response Crises in Europe.

Russian activists have started gathering in the capital, Moscow, for a march in memory of Boris Nemtsov, an opposition leader murdered two years ago. Nemtsov, a former deputy prime minister who became an outspoken critic of longtime President Vladimir Putin, was shot in February 2015 while walking across a bridge a short distance from the Kremlin with his Ukrainian girlfriend. At the time, Nemtsov, 55, was working on a report that he said proved Russia's direct involvement in a separatist rebellion that has raged in eastern Ukraine since April 2014. Russia has denied the accusations. Five men accused of murdering Nemtsov went on trial in October 2016. Some marchers on Sunday carried Nemtsov's portraits, Russian flags and placards with slogans such as "Russia without Putin". "It's at times like this, particularly on the anniversary of Boris Nemtsov's death, where you can kind of check in with the opposition and take the pulse of how [strong] the movement is," "What we are finding at the moment is that there is still obviously a good number of people devoted to the cause to keeping the idea of a more democratic, a more liberal Russia alive, but it's an uphill struggle for these people. The launch of this 4K gaming focused graphics card will take place a weeks after GDC announcement. According to our sources that work close with NVIDIA AIB partners, the GeForce GTX 1080 Ti is getting ready for a grand launch and will hit the market in late March. It is suggested that the availability of the card would start in the last week of March. Sources of Videocardz suggest that the GeForce GTX 1080 Ti would be available in retail around Mid-March. I think it’s clear enough that we are looking at a launch during last two weeks of March. The card would not see any competition for weeks or months as AMD has suggested that they would only be sharing new details for their Vega 10 graphics cards which is a bit faster than the GTX 1080 as seen in the performance demonstrated during previous events. As for the cards itself, we would first be looking at the Founders Edition models which would soon be followed up by custom variants launch. The same has happened with GeForce GTX 1080 and GeForce GTX 1070 which were initially available in Founders Edition flavors that do cost a bit higher but in return, you get premium components that deliver guaranteed overclocking and stability. Plus, the new cooling assembly on the Founders Edition cards do look nice. We don’t know if NVIDIA is actually going to launch the product on 28th of February or just announce it along with a later release date. Then it’ll be a 7 month difference in between the two cards.

A series of suicide attacks on military installations in Syria's government-held city of Homs have killed at least 32 people, including the army's intelligence chief - a close confidante of President Bashar al-Assad. The UK-based Syrian Observatory for Human Rights said on Saturday that loud explosions and gunfire were heard following the assault in the western city. "There were at least six attackers and several of them blew themselves up near the headquarters of state security and military intelligence," Syrian Observatory director Rami Abdel Rahman told AFP news agency. Bombers engaged in prolonged gun battles with intelligence officers before detonating their explosive vests. The governor of Homs province, Talal Barzani, said there were three blasts in total killing 32 people and wounding more than 20 others. The Syrian Observatory said 42 people had been killed. The attacks hit the heavily guarded Ghouta and Mahatta neighbourhoods and security forces locked down the city centre. Syrian state television said the army's intelligence chief General Hassan Daabul died and it paid tribute to the "martyrs" in Saturday's bombings. A witness is quoted as saying a suicide bomber actually made it into Daabul's office and detonated himself. Brigadier Ibrahim Darwish, head of the State Security Branch, was also critically wounded, state-affiliated al-Ikhbariya TV reported.

A car bomb in a village near al-Bab struck Syrian rebels fighting Islamic State of Iraq and the Levant (ISIL), killing at least 45 people and wounding dozens more, medical sources said. The suicide bomber targeted a checkpoint manned by Free Syrian Army rebels that was crowded with civilians early Friday in the village of Sousian, northwest of al-Bab. Turkey-backed rebels on Thursday drove ISIL from al-Bab, the group's last significant stronghold in northwest Syria, along with two smaller neighbouring towns of Qabasin and al-Bezah after weeks of street fighting. The medical charity Ambulanciers Sans Frontieres said 45 people, mostly civilians, had been killed and about 70 others were wounded. "A large number of civilians were gathering around a checkpoint and suddenly a suicide car bomber drove in and detonated," Simmons said. "There could be Free Syrian Army members counted in the casualty figures as well. This is really a warning shot from ISIL it would appear." The car bomb hit outside a security office where civilians had gathered seeking permission to return to al-Bab. A rebel fighter with the Sultan Murad Brigade near al-Bab told Reuters news agency: "It was done on a checkpoint but there were a lot of families there gathered and waiting to get back to al-Bab. Therefore, we have many civilian casualties." ISIL said in a social media posting that it was behind the attack. "There are still lots of cells inside Bab. It is very dangerous. Our search-and-clear operation is still under way," the rebel fighter said.

Called the Renegade Desert Hawk, it’s the UK market release of the two cars of the same name revealed at last year’s Paris Motor Show and LA Motor Show. In true limited edition form, the Desert Hawk is based on the range topping Trailhawk model and introduces a number of unique design tweaks. Four paint colours including a “Mojave sand” colour are available, while 17-inch black alloy wheels and exclusive bodywork decals are also included. At least seven people were killed and 17 wounded in a bomb blast at a market in Pakistan's eastern city of Lahore, government officials said. Thursday's blast follows a string of attacks across the country. The bombing ripped through a building that was under construction at a commercial market in the affluent Defence area, replete with upmarket boutiques and cafes as well as an academy for the international hair salon Toni & Guy. "It was a bomb attack," Nayab Haider, a spokesman for the provincial Punjab police said. "It was a planted explosive device. We do not yet know if it was a timed device or remote detonated." No group has immediately claimed the attack. Television footage showed a smouldering building and several crumpled cars with their windows blown out. "My God, my God, I saw so many bodies," Imtiaz Ali, a barber in the Toni & Guy salon, told the AFP news agency. "When I came out I first just saw smoke and dust ... Bikes upturned. Cars destroyed. My own colleague's car windows blown out. My clients' cars blown out. I was close to fainting." According to police, 20kg of explosives were planted at the market. Rescue official Rizwan Naseer told reporters: "Rescue operations have been completed, and all the wounded and killed have been taken to hospital. We suspect there may be one or two more bodies trapped under the rubble, which we are still investigating." Al Jazeera's Kamal Hyder said the area was busy at the time of attack. Reports of a second blast in the Gulberg area were later retracted by government officials, who said that a tyre blowout caused the loud sound. Since mid-February, various armed groups have killed at least 130 people across the country and wounded hundreds more. On February 17, Pakistan suffered the deadliest attack in more than two years as a suicide bomber killed at least 88 people and injured hundreds at a Sufi shrine. The Islamic State of Iraq and the Levant (ISIL, also known as ISIS) said it was behind that attack. Jamaat-ul-Ahrar, a Pakistani Taliban-linked armed group, claimed responsibility for last Monday's suicide attack targeting police at a protest rally in central Lahore. At least 13 people died in the blast.

According to a report from the The Grocer, sales of supermarket packaged pizza are soaring, with Brits spending an extra £30 million on thin and crispy, and stonebaked variations. Richard Harrow, chairman of the Pizza and Pasta Association, said supermarkets have begun adding premium toppings such as fig and beef jerky to their pizzas to appeal to more people: "Supermarkets’ own-label pizza has seen some innovation, with the use of superfoods such as kale, beetroot and broccoli, as well as spelt and rye sourdough in the base. "This type of innovation is driving trial and growth, with more shoppers trading up to the own-label premium tier. Pizzas with traditional-style Italian bases combined with high-quality ingredients perfectly fit consumers’ desire for provenance, authenticity and convenience." But you don't need to take a trip to your local supermarket, or visit your favourite restaurant, to indulge in some premium quality pizza. You can make it yourself at home all you need is a frying pan and some high quality dough. Giuseppe Mascoli, owner of artisan pizza chain Franco Manca, recommends making your dough one day prior to when you intend to eat the pizza: "Have the best ingredients, locally sourced if possible, don't cut corners, and apply them sparingly – four or five ingredients maximum – and you will be miles ahead." Bridget Hugo, co-owner of Franco Manca, also says you should use a cast-iron pan to fry the pizza first: "Your dough really wants the shock of extreme heat for the special chemical reaction to take place for it to come to life."

An Israeli soldier who shot and killed a wounded Palestinian, who was incapacitated having already been shot, has been sentenced to 18 months in prison for manslaughter. Judge Maya Heller of the military court in Tel Aviv delivered the sentencing on Tuesday in a case that has stoked passions, debate and protest. Analysts had expected Elor Azaria, who was convicted of manslaughter one month earlier, to be jailed for fewer than the maximum sentence of 20 years for killing Abed al-Fattah al-Sharif. "This was at the lower end of what the prosecution had asked for when they requested that Azaria would serve between three and five years," said Al Jazeera's Bernard Smith, reporting from Tel Aviv. In her statement, Heller claimed that there were mitigating factors to the killing, which she said took place in "hostile territory". The March 24 shooting, in the occupied West Bank city of Hebron, was filmed by activists from the Israeli B'Tselem human rights group. That video shows Sharif, 21, lying on the ground, shot along with another Palestinian. Azaria, a 20-year-old combat medic, then delivers the fatal blow, shooting him again in the head without any provocation. According to the army, Sharif had stabbed and wounded another soldier. It was unclear whether Azaria's family would follow up on a promise to appeal against a decision to imprison the soldier for more than 10 months. Issa Amro, director of the Hebron-based Youth Against Settlements activist group, told Al Jazeera that a sentence of 18 months in jail "is not proportionate with what [Azaria] did". "We are talking about a war criminal, according to international law," he said, adding that it was likely Azaria would receive a pardon from the government. "I believe Azaria was following orders to execute Palestinians, and leave them bleeding until they pass away," he said. "This is what [Israeli soldiers] did in many cases in Hebron, in Jerusalem, in Ramallah. Israeli soldiers are not held to account. I've just seen soldiers celebrating Azaria getting 18 months."
