  1. North Korea has withdrawn from the inter-Korean liaison office which was opened amid a warming of ties last year to facilitate talks with the South. Seoul said it was contacted on Friday and informed that the North's staff would be leaving later in the day. It has expressed its regret at the decision and is urging staff from the North to return as soon as possible. The pullout follows a failed summit between the US and North Korean leaders in Hanoi last month. The liaison office, located in the North Korean border city of Kaesong, had allowed officials from North and South Korea to communicate on a regular basis for the first time since the Korean War. It is meant to be staffed by up to 20 people from each side. The BBC's Laura Bicker in Seoul says South Korean President Moon Jae-in had hoped his diplomatic relationship with North Korean leader Kim Jong-un had progressed far enough to withstand any issues between the North and the US. It appears that Pyongyang did not feel the same. Seoul had hoped to act as an intermediary between US President Donald Trump and Mr Kim. The fact that Pyongyang is not even willing to have staff in the same office as South Korea right now does not bode well, our correspondent says. Since last month's failed summit in Vietnam between the US and North Korean leaders, Pyongyang has warned that it could resume missile and nuclear testing. Vice Foreign Minister Choe Son-hui said earlier this month that Washington threw away "a golden opportunity" at the summit. President Trump had said at the time that Mr Kim had asked for the removal of all sanctions - which the US could not agree to. But Ms Choe said that the North had only asked for five key economic sanctions to be lifted. US officials have insisted that diplomacy is still "alive".

  6. Hurrah readers in the United States - you can finally buy a Tesla Model 3 EV for $35k, provided you order it in black and without Autopilot. The news comes amid a storm of mixed communications regarding Tesla store closures and moving to online sales - something which the brand announced a blanket approach on in a statement released on 28 February 2019, only to revert back and announce the closing of 'half' of its stores: 'in other words, we will only close about half as many stores, but the cost savings are therefore only about half.' Tesla says the basic and cheapest version of the Model 3 will remain at $35,000, but the rest of the Model 3, S and X ranges will face a price increase of 'about 3% on average worldwide.' And that was after a huge price drop had already irritated some recent buyers. It's all quite confusing, but hopefully the $35,000 price tag for an entry-level 3 will translate into a somewhat competitive price when right-hand drive models go on sale in the UK. For reference, German buyers can choose from a 'long distance' (€52,300) and 'Performance' (€63,000) version but no standard one just yet. Are they finally building enough Tesla Model 3s? Yes. Production has steadied to the point that a new report published in July 2018 by Reuters, the company only just missed its goal of producing 5000 of the EVs per week, but it did hit the target a few hours after the midnight deadline. That’s one of the first times Tesla has come remotely close to hitting one of Musk’s self-imposed deadlines, and shares rose by 6% as a result. A polar bear cub took its first hesitant steps outside its enclosure at the Tierpark Berlin zoo on Friday, stumbling awkwardly into a rock-lined pool under the watchful gaze of her mother, nine-year-old Tonja. The bear was born on December 1 but has spent three and a half months living in darkness with her mother inside her enclosure. Born deaf and blind, polar bear cubs require intensive maternal nurturing. “The bond between them is very close,” said the zoo’s polar bear keeper Florian Sicks. “Tonja is a very good mother, taking incredibly good care of her cub, never letting her out of her sight. We can’t complain.” The zoo, which has not yet named the cub, expects her to be a major draw from Monday, when she first goes on public show. Tonja and her daughter will stay together for another two years, when the cub will be sent to another zoo. Wolodja, the cub’s father, will play no role in raising the cub, as is normal for the species. He has already moved to a zoo in the Netherlands. Polar bears are an increasingly endangered species as climate change melts ever more of their icy northern habitat.     The death in Italy of a Moroccan model who was a regular guest at former Prime Minister Silvio Berlusconi's sex parties is being treated as a possible murder, magistrates say. Imane Fadil, 33, died in a Milan hospital on 1 March, a month after being admitted with stomach pains. At the time she told friends and her lawyer that she had been poisoned. She testified at the 2012 trial of Mr Berlusconi, who was accused of paying for sex with an underage prostitute. Mr Berlusconi was initially convicted but then acquitted on appeal. He was later convicted of tax fraud and sentenced to carry out community service. Milan chief prosecutor Francesco Greco told Reuters news agency there were "several anomalies" in Ms Fadil's medical records. "The doctors have not identified with any certainty any pathology which can explain the death," he said. Ms Fadil was writing a book about her experiences and magistrates investigating her death have obtained a copy of the manuscript, Italian newspapers report. Mr Berlusconi's reputation was tarnished by allegations about the parties at his private villa. In October 2010, it emerged that Mr Berlusconi had called a police station asking for the release of a 17-year-old girl, Karima "Ruby" El Mahroug. She was being held for theft and was also said to have attended his so-called "bunga-bunga" parties. In June 2013 he was found guilty of paying her for sex, and of abuse of power. The case was eventually overturned in 2014. Mr Berlusconi has always maintained he is "no saint" but firmly rejects claims he has ever paid for sex with a woman, saying: "I never understood where the satisfaction is when you're missing the pleasure of conquest."   10. Core i9-9900KF marks a shift in Intel's strategy as the company begins selling processors with disabled graphics engines for the first time. The -9900KF isn't really new at all, though. Rather, it features the same 8C/16T configuration as Intel's celebrated Core i9-9900K. Aside from the lack of on-die graphics, both chips should be otherwise identical. That's good news for the -9900KF because Core i9-9900K is a winner. It barreled onto the scene last year to become Intel's highest core count model for mainstream platforms. Armed with eight cores and 16 threads, Core i9-9900K established itself as the fastest desktop processor we've ever tested. But despite impressive performance, Intel can't keep its most po[CENSORED]r CPUs on store shelves. The company is grappling with a production shortage of 14nm parts due to record demand and painful setbacks delaying its 10nm process. As a result, many models are marked up severely or simply unavailable. Surprisingly, Intel decided to boost output by selling new F-series processors with disabled on-die graphics engines. These CPUs suffered defects during manufacturing that would have rendered their graphics subsystems unusable. In the face of a severe shortage, however, Intel figured out how to boost production by resurrecting chips that would have otherwise been considered defective. Now, you'd expect to pay less for a CPU with fewer features. But Intel assigns its F-series models the same MSRP as existing processors with functional graphics. This gives vendors the green light to charge premium prices for handicapped chips, which is exactly what's going on. The Core i9-9900KF isn't widely available on Newegg or Amazon. However, when you do find it available for preorder on sites like B&H Photo, the processor oddly commands a ~$55 premium over Intel's standard -9900K. Intel isn't sampling the Core i9-9900KF to press. Fortunately, we were able to borrow one from extreme overclocker Allen "Splave" Golibersuch for review. Splave lapped the chip, meaning he thinned the integrated heat spreader by sanding it down, to improve thermal transfer efficiency. Otherwise, as you can see in the picture above, both models are physically identical. As far as we can tell, the only reason to buy a -9900KF is immediate availability when you see it in stock. Otherwise, the chip offers nearly the same performance as Intel's graphics-equipped Core i9-9900K, meaning it serves up the best performance you can get on a mainstream desktop.   11. Nissan is axing the Infiniti brand in western Europe, ending a decade of uphill struggles to establish it as a premium rival to BMW and Audi. The UK's six dealers will shutter in spring 2020, bringing a close to a sorry chapter in the brand's history. Just 750 new Infinitis were registered in the UK in the whole of 2018; if you exclude dealer demonstrators and other pre-registrations, you quickly understand the scale of the problem faced by the brand. 'It just wasn't sustainable,' a spokesman admitted. Infiniti in Europe: a short, unsuccessful decade Launched in western Europe in 2009, Infiniti never really caught on here. It remains a mid-sized player globally, selling around 150,000 cars last year in the US and 46,000 in China. The Infiniti Motor Company mothership today committed to selling cars in Eastern Europe, the Middle East and China, as well as the US, its biggest market. In a statement issued this lunchtime, the company said: 'Infiniti and Nissan Motor Corporation are confident in this restructuring plan for the long-term vision and success of the brand, for its employees, customers and shareholders.... The company will place more focus on its SUV line-up in North America, bring five new vehicles to China over the next five years, work to improve quality of sales and residual value, and realise more synergies with Nissan Motor Company.' It's clear it's having to focus its investment on bigger challenges, such as electrification - rather than pushing a round peg into a square hole.   12. Dana Mroueh’s chocolate factory is a rarity for Ivory Coast and not only because the world’s top cocoa grower produces precious little finished chocolate. In the middle of the floor of her company Mon Choco’s factory sits a grinding bike, surrounded by trays of carefully sorted cocoa beans. Poured in a funnel, beans are transformed into a paste by a grinder activated through pedaling. Mroueh, a 40-year-old Ivorian of French-Lebanese descent, oversees the process from the time the beans are selected to when they are transformed into candies, producing organic and environmentally friendly chocolate bars. “We really want to have a minimal impact on the environment by using as little electricity as possible,” Mroueh said as she supervised a small team of employees in white coats sorting the beans. “My chocolate is made up of 70 percent cocoa and 30 percent brown sugar. We don’t add cocoa butter or plant oil. It’s only raw cocoa and sugar,” Mroueh said. The cocoa industry is threatening to the environment, including by contributing to deforestation. Environmental campaign groups say that Ivory Coast is at risk of losing all its forest cover by 2034. But organic cocoa beans are difficult to find in Ivory Coast, where the overwhelming majority of farmers use chemicals and insecticides. As a result, organic chocolate is expensive to produce and caters primarily to the European market. Mon Choco chocolate bars sell for around 1,500 CFA francs ($2.60), a price that is out of reach for most local consumers. Mon Choco and other initiatives of the kind are developing in Ivory Coast but represent a niche market of only 5,000 tonnes of beans per year, in a country that produces more than 2 million tonnes every year.   13. A number of women's rights activists have gone on trial in Saudi Arabia in a case that has raised questions about the kingdom's human rights record. Those due to appear include Loujain al-Hathloul, a prominent figure in the campaign to win Saudi women the right to drive. She was detained last May. Charges they face are said to include supporting "hostile elements" and could carry long prison sentences. Demands for the women's release have come from around the world. Last week more than 30 countries at the UN Human Rights Council criticised Saudi Arabia for detaining the women. Scrutiny of human rights in the kingdom has intensified since the murder of journalist Jamal Khashoggi at the Saudi consulate in Istanbul last October. As many as 10 women were expected to appear at the criminal court in Riyadh on Wednesday. A Finland-based company named unEvn takes bringing your desktop with you to a whole other level with its "portable" gaming desk called "ONE". The ONE portable gaming desk has the ability to not only store a full PC system inside, but it will also hold your monitor and peripherals, and can fold up to be carried on your back, or with a travel bag. UnEvn dubs the ONE as the world's, "first fully-portable gaming desk w/built-in computer chassis and integrated monitor and mount." When opened, the ONE measures 48 x 31.5 x 32 inches (WxDxH) and features matte-black polycarbonate sheet with a texture the company says is good for optimal mouse use. The desk material itself is made from a Glass-Aramid (Kevlar) hybrid composite for the desk parts. The surface has electronically adjustable height controls from 24-32 inches, as well as an included gas-spring monitor arm able to support up to a 32-inch monitor. The front panel has a curved area where a user will sit (or stand) with the IO panel flanking left and a 5.25-inch drive space on the right.   16. A mischievous toy dog known affectionately as ‘Dylan the Villain’ won the Crufts dog show in Birmingham, England, on Sunday. Dylan is a black, white and brown Papillon - a breed named after the butterfly shape formed by their delicate long-haired ears. He won over the judge at the show’s finale to claim the Best in Show title. The four-day competition saw more than 20,000 dogs from 220 breeds compete at the National Exhibition Centre in central England. Finished in the red and white livery of the 917KH Coupe and first Le Mans winner, the new design study marks 50 years of the 917; the original was shown at the 1969 Geneva motor show. Stuttgart plans to celebrate the original car – which won a total of 19 gold medals at the famous Le Mans 24 Hours – wtth a special exhibition in the Porsche Museum this year, and we’re told it’ll include 10 original 917s as well as this concept study. The exhibition will run from 14 May to 15 September 2019. According to Porsche, the concept was actually made before the brand's entry into LMP1 – something it’s since pulled out of – but is now finally being shown to the public.   18. Venezuela's government has ordered schools and businesses to remain closed on Monday as a power cut drags into a fifth day. The opposition says at least 17 people have reportedly died as a result of the blackout. Residents in the capital, Caracas, told the BBC's Will Grant of their growing despair. Each hour that passes without power in Venezuela brings more havoc and stress to a country already on edge. Pro-government motorcycle gangs, known here as "colectivos", roam the dark streets enforcing order at gunpoint while there were sporadic episodes of looting amid the desperation. By its very nature, a clear picture of the blackout has been difficult to obtain over the past four days. Many parts of the country are still cut off and it is hard to get a full account of their situation. Even when the electricity returns, it is often patchy and only lasts for a few hours before dropping out once again. What is clear, though, is that since the power outage hit on Thursday, huge swathes of Venezuela have been struggling to cope. Without internet, mobile phones, banks, credit-card machines, electric cookers or air-conditioning, ordinary life is bordering on the unbearable for many people, especially in low income communities. On the edge Little wonder some are ready to snap. "I have a two-year-old son. Yesterday evening there was nothing to eat," Majorie says, visibly angry outside a supermarket in the Terrazas del Club Hípico neighbourhood in Caracas. A shop near her home was looted, she says, and a neighbour gave her some boiled rice. "I liquidised it, added a little sugar and fed it to my son. But today when he asks me for food, what am I going to give him? I can put up with the hunger. As adults, all we need is a glass of water. But what's a child supposed to do?". Behind us as we speak, a group of mothers, equally desperate and distressed, start to bang on the doors of the shuttered supermarket, demanding to be let in. Inside, the cash registers and card machines were not working and the staff were only accepting US dollars in payment. Graphics enthusiasts are salivating for news around AMD's pending Navi graphics cards, and new Credit: CompuBenchtest results from a mysterious AMD GPU listed in the CompuBenchdatabase have spurred a new round of speculation. Several media outlets have reported that the GPU is an AMD Navi engineering sample, but after closer inspection, it appears this sample likely isn't of the Navi variety. The new graphics card has poor compute results compared to Vega 64 and Vega 56, but its graphics performance isn't too far behind the Vega 64. It even beats the Vega 56 in some tests. As Navi is expected to be a low-end or mid-range GPU, on the surface, this seems like a good sign the GPU is indeed Navi. Eagle-eyed Redditors noticed that the Vega 56 fell far behind both the alleged Navi GPU and Vega 64 in CompuBench's ocean surface simulation benchmark. This ocean simulation benchmark, for example, is very memory bandwidth heavy; Vega 56 only has about 85 percent of the bandwidth of Vega 64, and not even half that of the Vega VII. The alleged Navi GPU's performance may come down to memory bandwidth and not graphical prowess, which is the first indication that this may not be a Navi GPU at all, but a Vega 20 GPU instead. The "66AF" GPU, thought to have been Navi, is actually registered under Linux AMD GPU drivers as "Vega 20," making the Navi conclusion even more suspect. Also, comparing this 66AF:F1 GPU to Radeon VII on CompuBench, nearly everything in the OpenGL information is identical. A notable difference is that Vega VII has an additional tag under "GL_EXTENSIONS" called "GL_AMD_gpu_shader_half_float2," which may be the tag that specifies Vega VII's reduced floating point performance compared to other Vega 20 GPUs, like the Radeon Instinct MI60. While it is hard to tell what exactly this GPU is, if Linux's driver IDs can be trusted, it doesn't appear to be Navi. Even if the GPU is from the Navi lineup, it's hard to glean useful performance data and GPU specifications due to the nature of the CompuBench benchmark. Previous unconfirmed reports claimed that Intel had offered $6 billion for Mellanox, but Nvidia has reportedly outbid the company by more than 10 percent. These offers come after Mellanox essentially offered itself for sale in October 2018, which reportedly also garnered attention from Microsoft and Xilinx. Mellanox specializes in Ethernet and InfiniBand networking products for the data center. The company currently has a market cap of $5.93 billion and a commanding market presence, but Intel's purported acquisition attempt could run afoul of regulators. Intel already has a heavy presence in the InfiniBand market through its line of products that come as the fruit of its $125 million acquisition of QLogic's IP back in 2012, while Mellanox is the only large-scale InfiniBand competitor. Nvidia's play at Mellanox would help the company diversify into networking, thus reducing its heavy reliance upon graphics cards sales that has seen the company suffer at the whims of the cryptocurrency market. The Mellanox IP could also tie in well with Nvidia's strategy to increase its penetration into the data center, and Reuters predicts the company wouldn't face the same regulatory concerns as Intel. Mellanox would also fold into Intel's portfolio nicely. Intel has spent several years transitioning away from being a PC-centric business to other profitable climes, such as data storage, memory, IoT, and 5G. Intel's overall goal is to leverage its commanding presence in the data center, estimated at ~95% of the worlds server sockets, to expand into these new adjacencies quickly. Networking is the glue that ties many of these critical components together, making the Mellanox portfolio a natural fit. InfinBand networking is a critical component in the high performance computing (HPC) space that could afford Intel an advantage with tightly-integrated systems-level products as it fends off the rising po[CENSORED]rity of AMD's Zen-based data center processors. Only time will tell if Intel will dig into its significantly deeper pockets to push Nvidia out of the running, or if another large player, like Microsoft, can steal the networking show.
