[Rockthevote] Add Plugin

Hello there! I've come with this idea cause we cannot change the timeleft for the Map, so it will be 40 minutes for now, and i came with a new proposal also new plugin named "Rockthevote". What this plugin does? Well, when players write rtv or rockthevote should start a vote with the nextmap, players should not wait 37 mins untill the server will vote.. If the players wants to change the Map they should write rtv in chat, of course, when Map has been started you should wait 15-20 mins  to write in chat before vote will start with the new maps, it will be better if we add this plugin for players that wants another Map.. I've created a poll, if you want to vote up, just press Yes (give it an opinion why you voted yes), No (give your opinion why you don't want this plugin to be there), Just leave it like this (if you want, you don't need to reply here). I submitted a no , why you may ask ? , because every map change on the first 2 rounds admins ask players if they wanna change the map or not , we also don't play the same map if its in lastmap , that's why we votemap and don't need rtv.

Hello , i am a new player here and i can say we need this cause admins sometimes are afk and we want to change the map.

To be honest I like this idea , even that we change the map and ask players if they want , but not all of them answer us 
this will be easier way for them and us.
