Hello Vevo, As I saw this, i think that the problem is with your windows version, if you have an older version of windows, try to make the windowns 10, and if that doesnt work, its the problem with your hardware in your pc or laptop.

Hello. This happened to me once. You maybe run an older version of windows. Try to update the windows instead of reinstalling it. U can go to Settings > Update & Security > and press check for updates. Once you do that you need to wait till the update is ready. If that doesn't work you can reinstall your windows and make sure that all your components are connected correctly. Peace !
