small businesses will not pay the tax on ultra-processed foods that is proposed in the new government's tax reform and that seeks to collect 25 billion pesos. This was confirmed by the Minister of Finance, JosΓ© Antonio Ocampo, who assured that they have simplified the initial proposal that came in the bill so that it does not affect small stores such as bakeries. (You can also read: With tax reform, air ticket prices would increase: the reasons) "We are going to propose an exception for small businesses, such as bakeries, so that they do not have to pay this tax and that it is the larger companies or the importers of these products that assume it," he said at a hearing. regional public on the project in Cali. Ocampo also explained that they have been limiting the number of products that will have to pay this tax based on the amount of sugar and sodium, among others, that they have. (You can also read: Increase in the tax on cigarettes would trigger contraband: FND discussion) What did the tax say about 'junk food'? The reform proposes the creation of a tax on the consumption of the production for its subsequent sale and import of ultra-processed foods with a high content of added sugars, considering the potential effects on the health of Colombians derived from the consumption of these products. Specifically, the national tax on the consumption of ultra-processed foods and foods with a high content of added sugars will correspond to a tax with a rate of 10 percent on the sale price of the good, which will be collected by the producer on delivery to the factory or in plant for distribution and subsequent sale. For example, there is talk of taxing sausages, French fries, fried potatoes, packaged pork rinds, cakes and pancakes, ice cream or cereals, among others. Environmental taxes. (Be sure to read: 'Eliminating EPS does not solve structural health problems': Asocajas) This is the initial list of products that were going to be taxed: 1. Meat and edible meat offal, salted, in brine, dried or smoked; edible flour and meal, of meat or offal. 2. Sausages and similar products of meat, offal or blood; food preparations based on these products. 3. Other preparations and preserves of meat, offal or blood. 4. French fries. 5. Chips. 6. Packed pork rinds. 7. Packaged snacks or appetizers. 8. Sweet cookies with added sweetener. 9. Waffles and wafers, including fillings and waffles. 10. Cupcakes and cakes. 11. Biscuits and sweet cakes. 12. Meringues. 13. Cocoa powder with added sugar or other sweetener. 14. Chocolate candies. 15. Chocolate covered fruits and/or other confectionery and pastry products, and other food preparations that contain cocoa, not in blocks, tablets or bars, and that have added sugar or other sweeteners. 16. Confectionery without cocoa. 17. Ice cream, even with cocoa. 18. Milk-based desserts, including arequipe. 19. Manjar blanco or dulce de leche. 20. Sauces and soups. 21. The color and stripes of cats depend on how the fetus developed during pregnancy, a new study suggests. It is estimated that the domestication of cats occurred about 10 thousand years ago. Due to the independent and hunting character that the species maintains, there are serious studies that suggest that the species domesticated itself. Since then, the brain of domestic felines has shrunk - as well as its other dimensions - due to the intimate contact they have had with humans over time. Although there is ample record of the physiological changes that cats have undergone after domestication, little was known about how cats get their stripes. Although domestic tabby cats are some of the most common, genetic evidence was found for the first time to explain this coat pattern. This is what we know. Also read: What the 5 most common gestures mean in the language of cats A mutation that happens during pregnancy To determine where cats get their stripes, a team of researchers took a skin sample from embryos. With it, scientists discovered that the genetic expression of the pattern in the coat depends on how the fetus develops in its mother's womb. The embryonic cells were between 25 and 28 days old. Looking at the structures under the microscope, the researchers noticed that some areas on the skin were interleaved with thinner areas. Coincidentally, this pattern resembled the coloration of an adult tabby cat: βEARLY IN DEVELOPMENT, WE IDENTIFIED STRIPE-LIKE ALTERATIONS IN EPIDERMAL THICKNESS PRECEDED BY A PRIOR PATTERN OF GENE EXPRESSION,β THE AUTHORS WRITE IN NATURE. This condition is not limited to tabby cats. Rather, it extends to 'more intricate' color patterns, the researchers describe. That is to say: cat embryos acquire their spots, stripes and hair color during pregnancy. According to the scientists, this gene expression depends on the Wnt inhibitor. Although this genetic mutation disrupts the animal's color patterns, it does not actually affect its organs, muscles, or vital systems. Just as the stripes of domestic cats appear in the process of gestation, the authors think this evidence also sheds light on how leopards acquire their spots. Therefore, it is likely that this genetic phenomenon is repeated in the embryos of other feline species. https://www.ngenespanol.com/animales/por-que-los-gatos-tienen-rayas/

The Volkswagen Group has revealed a new level five autonomous concept that could replace short-haul flights, the firm thinks. The Gen.Travel shows how the VW Group envisages travel will advance over the next decade. The car's uniquely shaped cabin can be set up in different ways, such as four seats and a central table for business use, or with the seats combined to create two beds for overnight travel. The company expects any production version to be used mainly as a long-range taxi service, rather than being owned by individuals. Some of this research vehicle's unique features could also make their way onto current or near-future production cars, the brand has confirmed. These may include the use of dynamic lighting to stop motion sickness or gullwing doors for easier cabin access. The Gen.Travel will be battery powered with a range of potentially up to 700 miles based on VWβs ambition for it to replace short-haul flights. However, with current tech, the battery required would make the car very heavy. For reference, a BMW iX SUV, fitted with a 105.2kWh battery capable of 380 miles, weighs more than 2.5 tonnes. To combat this, VW says it will use smaller, lighter batteries with potentially less overall range, but adopt the driving method of platooning, where a convoy of fully autonomous cars will travel together in a line to reduce drag and, therefore, increase range. Nikolai Ardey, head of Volkswagen Group innovation, called the concept βdoor-to-door travel at a new levelβ, adding: βIt shows us what autonomous driving will look like in the future.β Another feature that could make its way into the VW Group range is active suspension eABC (electric Active Body Control). This calculates vertical and lateral movements caused by acceleration, braking and cornering ahead of time and βoptimises the driving style and trajectoryβ to increase comfort within the car. This could be used as part of semi-autonomous level three driving β which could become legal for use on UK motorways βwithin the next yearβ, according to recent legislation β before full level five makes its way onto our roads. The Gen.Travel's other unique features include a family-oriented option to configure the front seats to entertain children using augmented reality. The car will make its world debut at Chantilly Arts and Elegance in France tomorrow. https://www.autocar.co.uk/car-news/new-cars/new-vw-concept-aims-replace-short-haul-flights

Ukrainians have reported armed soldiers going door-to-door in occupied parts of the country to collect votes for self-styled "referendums" on joining Russia. "You have to answer verbally and the soldier marks the answer on the sheet and keeps it," one woman in Enerhodar told the BBC. In southern Kherson, Russian guardsmen stood with a ballot box in the middle of the city to collect people's votes. The door-to-door voting is for "security", Russian state media says. "In-person voting will take place exclusively on 27 September," Tass reported. "On the other days, voting will be organised in communities and in a door-to-door manner." One woman in Melitopol told the BBC that two local "collaborators" arrived with two Russian soldiers at her parents' flat, to give them a ballot to sign. "My dad put 'no' [to joining Russia]," the woman said. "My mum stood nearby, and asked what would happen for putting 'no'. They said, 'Nothing'. "Mum is now worried that the Russians will persecute them." The woman also said there was one ballot for the entire household, rather than per person. Although the evidence is anecdotal, the presence of armed men conducting the vote contradicts Moscow's insistence that this is a free or fair process. What Russia wants from the votes in occupied Ukraine Experts say the self-styled referendums, taking place across five days, will allow Russia to claim - illegally - four occupied or partially-occupied regions of Ukraine as their own. In other words, a false vote on annexation, seven months into Russia's invasion. The "annexation" would not be recognised internationally, but could lead to Russia claiming that its territory is under attack from Western weapons supplied to Ukraine, which could escalate the war further. British Foreign Secretary, James Cleverly, said the UK had evidence that Russian officials had already set targets for "invented voter turnouts and approval rates for these sham referenda". Mr Cleverly said Russia planned to formalise the annexation of the four regions - Luhansk, Donetsk, Kherson and Zaporizhzhia - by the end of the month. A source in Kherson told the BBC there was no public effort to encourage voting, apart from an announcement on the Russian news agency that people can vote at a port building, which had been disused for 10 years. Another woman in Kherson said she saw "armed militants" outside the building where the vote seemed to be taking place. She pretended to forget her passport, so she didn't have to vote. The woman said all her friends and family were against the referendum. "We don't know how our life will be after this referendum," she said. "It is very difficult to understand what they want to do." Kyiv says the referendums will change nothing, and its forces will continue to push to liberate all of the territories. Meanwhile, Russian President Vladimir Putin's recent mobilisation of at least 300,000 extra troops has caused many Russian men of fighting age to flee. One young Russian man who left St Petersburg for Kazakhstan to avoid the draft told BBC World Service's Outside Source programme that that most of his friends were also on the move. "Right now, I feel like it's a total collapse. I know only maybe one or two folks that don't think about exile right now," he said. He said some, like him, are travelling across the border, whereas others have gone to small Russian villages to hide. "The big problem of Russia is that we didn't think about the war in Ukraine in February as we think about it right now," he said. Additional reporting by Hanna Chornous and Daria Sipigina in Ukraine What is being asked in the 'referendums'? In the self-declared, unrecognised Luhansk and Donetsk "people's republics", people are being asked whether they "support their republic's accession to Russia as a federal subject" In Zaporizhzhia and Kherson, they are being asked if they "favour the region's secession from Ukraine, creation of an independent country and subsequent accession to Russia as a federal subject" In Luhansk and Donetsk, ballots are printed in Russian only In Zaporizhzhia and Kherson, the ballot is in Ukrainian and Russian https://www.bbc.com/news/world-europe-63013356

President Gustavo Petro, from the United States, announced that he will propose a multilateral ceasefire within the framework of the total peace project. This would include criminal gangs and illegal armed groups. As for the negotiations with the ELN, the President stated that it is "a matter of days" for them to start. (We suggest: IvΓ‘n Cepeda responds to critics of 'total peace': 'This is not the time for calculations') He added that also "in a matter of days" "the possibility of a multilateral ceasefire will be considered, which would be the beginning of the end of the violence in Colombia with all the groups that adhere to that possibility." When asked by journalists if this would include the country's military forces, he said it would be a "multilateral ceasefire, which means that the various actors, which are multiple, stop firing." "It will involve all those who want a negotiation process with the justice system in Colombia to dismantle criminal organizations. What we propose is to cease hostilities, death, cease fire. Since it is a plurality of organizations, that is called a multilateral ceasefire. "said the President. (In other news: Petro did not meet Biden at dinner with more presidents: Why was he late?) What does a multilateral ceasefire mean? But in practice, what does a multilateral ceasefire mean? In principle, President Petro gave stitches by announcing that this would include all the criminal organizations that cause violence in Colombia. However, the question of whether it will also include pure drug trafficking organizations that are currently the engine of the enormous disturbance of public order remained hanging in the air. And there is an element of vital importance to resolve: what will be the role of the members of the Public Force, who, by order of the National Constitution, must act against all the actors that provoke violence in the country in defense of the citizens? Petro's announcements, therefore, augur a huge controversy. However, it must also be said that during the Petro campaign he announced that he would seek peace with all the violent actors in Colombia. After his victory in the elections and, subsequently, as president, he has reiterated that one of his purposes will be to achieve total peace. (You can read: Petro defends contacts with the dissident 'IvΓ‘n MΓ‘rquez') Until now, analysts consider that there are two paths in the objective of removing the armed actors from the scene. One with the ELN, which in the midst of its complexity is simpler, because it means going back to the path trodden with the Santos administration. On the submission to justice for criminal gangs, the road is seen with more obstacles. President Petro has spoken of a multilateral ceasefire, which, according to the Peace Commissioner, IvΓ‘n Danilo Rueda, would be possible in a short time. He has been touring the country, has met with communities and made rapprochements with criminal gangs such as the AGC, the 'Second Marquetalia', the FARC dissidents, among others. He even stated that "IvΓ‘n MΓ‘rquez" is alive and that he authorized the dialogue with the general staff of the "Second Marquetalia", the criminal organization that he leads. Polo Polo's controversial statements about total peace and abortion 'The FARC have already disappeared': Rodrigo LondoΓ±o Faced with this possibility, the most vehement criticism has come from two heavyweights: former peace negotiators with the former FARC guerrillas, Humberto de la Calle and Sergio Jaramillo. For the first, "IvΓ‘n MΓ‘rquez was already given an opportunity and his only path now is submission." "What can be negotiated with Mr. 'MΓ‘rquez' and the 'Nueva Marquetalia' that has not been negotiated in Havana?" Senator De la Calle asked today. "What we are seeing is all the attention directed at negotiating with the drug traffickers," said Sergio Jaramillo. (We recommend you read: Danilo Rueda: 'the peace agreement is going to be fulfilled as it is') For Senator IvΓ‘n Cepeda, "the Government does have a vision of the problem of drug trafficking, its treatment in the construction of territorial peace and the acceptance of justice by organizations linked to this illicit economy." Cepeda told EL TIEMPO that not just any criminal gang or criminal group will be able to access these benefits of justice and that certain conditions will be required. He and Barreras announced that they are advancing a submission project. "It's in reengineering," says Barreras. "We are discussing step by step, but we do not want to present something that is not sufficiently elaborated," said Cepeda. (You can read: Rodolfo HernΓ‘ndez and the chaos in the League that he must fix before the regionals) Jairo Libreros, an expert on security issues, considers that "every public peace policy is a process aimed at achieving a ceasefire, the end of confrontations, the reintegration into society of violent actors and national reconciliation." In line with this, says the analyst, "the total peace of President Gustavo Petro is not alien to this public policy objective. The procedure he has established consists of achieving it through political negotiation agreements or agreements to submit to justice." "All the actors that accept this ceasefire with the National Government also expect reciprocal guarantees from the State, that is, a ceasefire at the expense of the State. And the President is empowered to order a ceasefire at the expense of the Public Force," says Libreros, also a professor at the Externado University. "In his capacity as supreme commander of the Armed Forces, he can order the suspension of military and police operations against organizations that accept his call for peace or submission. It is not true that the Constitution or the law limits that presidential power. The national Constitution does not provide for an express or tacit prohibition that prevents him from decreeing an official ceasefire within the framework of a peace agreement or submission to justice, "he adds. "And the next step after the ceasefire is compliance with the guarantees of international human rights law related to truth, justice, reparation and non-repetition, which will be signed to seal peace or submission to justice", concludes the analyst on this announcement by the President today in New York. https://www.eltiempo.com/politica/gobierno/paz-total-petro-anuncia-que-propondra-un-cese-al-fuego-multilateral-704450

The San Diego Zoo welcomes Neville, the first male white rhino to be born in captivity on site. Recently, the San Diego Zoo celebrated the birth of a healthy male white rhino. They called him 'Neville', the first male specimen born this year in the institution's facilities. We spoke to Cynthia Steiner, the zoo's Ph.D. in Evolutionary Biology, and this is what she had to say about welcoming the new calf. After decades of being involved in the conservation of endangered species, Dr. Steiner is aware of the critical situation white rhinos find themselves in. Particularly in North Africa, where only two individuals remainβboth females. In fact, as he shares with us in an exclusive interview for National Geographic in Spanish, this is "the most endangered subspecies or po[CENSORED]tion of all existing rhinos." With the San Diego Zoo Wildlife Alliance (SDZWA), however, a large team of specialists is fighting to preserve the white rhino in captivity. With 14 years of experience in the institution, Steiner is "using genetic tools to [...] design strategies for the management of species and their conservation," explains the specialist. Neville is the best example that her work is paying off. After long years of efforts For Neville to be born at the San Diego Zoo Safari Park β 50 minutes north of the city β the efforts of the San Diego Zoo have come a long way. In 2015, Dr. Steiner tells us, 6 female white rhinoceroses were transferred from South Africa to the βNikita Kahn Rhino Rescue Centerβ in San Diego. The intention was, explains the specialist, "to increase the genetic diversity of the species in North America." Thus, these specimens could eventually become mothers. During this time, SDZWA reproductive biologists have worked together with the females to implement assisted reproduction methods, as described by Steiner. After performing artificial insemination, they have been closely followed up with hormone treatment, which regulates ovulation in females. Neville, therefore, is the successful product of these years of conservation efforts: βNEVILLE'S BIRTH IS A SUCCESS ACHIEVED THANKS TO THE DEDICATION AND EFFORT OF THE SDZWA TO RESCUE THE NORTHERN RHINOCEROS,β EXPLAINS DR. STEINER. However, this is not the first young calf to be born at the San Diego Zoo. On the contrary, the institution has an 'extensive history', as the specialist describes it, in the reproduction of rhinos. It is estimated that more than 100 white rhino calves have given birth at the San Diego Zoo Safari Park. A success for assisted reproduction Like other rhinoceros specimens, Neville was born through assisted reproduction methods. It is not the only recent case: on the contrary, in 2018, the zoo celebrated the birth of "Edward" with the same procedure. In November of that year, they were excited by the arrival of 'Future', a healthy female. For the San Diego Zoo team, Neville's birth is a major milestone in terms of white rhino conservation. Not only does it show that assisted reproduction methods are successful, but it also sheds a ray of hope for the species globally: βTHIS BIRTH IS VERY IMPORTANT AS IT REPRESENTS REPRODUCTIVE SUCCESS FOR LIVIA, NEVILLE'S MOTHER, IN ADDITION TO VICTORIA AND AMANI, AS FUTURE FEMALES WHO MAY EVENTUALLY SERVE AS MOTHER CARRIERS FOR NORTHERN WHITE RHINOCEROS EMBRYOs,β CONCLUDES STEINER. Going forward, Neville will be part of the Association of Zoos and Aquariums (AZA) white rhino captive po[CENSORED]tion. The main objective is to maintain (and grow) the genetic diversity of the species and thus be able to recover after long years of pressure from illegal hunting and urban expansion. https://www.ngenespanol.com/animales/nace-neville-el-primer-rinoceronte-blanco-macho-del-san-diego-zoo-en-2022/

Toyota is on the cusp of one of the most rapid and comprehensive BEV roll-outs from any car company yet, with the launch of a zero-emissions alternative to each of its core offerings alongside standalone models to compete in new segments. The firm has been vocal in recent years about its belief that electrification isnβt the only route to decarbonising the global vehicle parc, but itβs committed to launching a diverse and comprehensive range of electric vehicles to cover the most po[CENSORED]r market segments, success in which is crucial if it is to maintain its position as the worldβs leading car manufacturer. Like established mainstream rivals such as Volkswagen, Stellantis, Kia and Hyundai, Toyota is using a bespoke EV platform β the E-TNGA β as the basis for a new line of EVs that will in effect succeed todayβs combustion-engined offerings. The spearhead of this rollout is the RAV4-sized bZ4X crossover, which is on its way to customers now, pending a fix for a wheel-mounting fault that has delayed its global launch. According to a line-up preview given by Toyota CEO and president Akio Toyoda at the end of last year, the bZ4X (below) will be followed by an array of mainstream and enthusiast-orientated EVs, ranging from urban-focused superminis to rugged off-roaders, large SUVs, compact commercial vehicles and a sleek new saloon aimed at some of the worldβs most po[CENSORED]r EV models. This saloon, referred to as the bZ Sedan in concept form but now thought to be taking the bZ3 name into production, will first be aimed at the Chinese market, where such cars remain hugely po[CENSORED]r in the face of a wider global shift towards SUVs. Toyota has recently reinvented its Crown flagship as a strikingly styled, high-riding fastback for China and the US, albeit with combustion power, but it hasnβt made any indication of plans to bring this to Europe. European prospects for the bZ3 look solid, however, with a potential arrival as soon as 2024, courtesy of an onslaught of similarly positioned new models from rival firms keen to steal market share from the Tesla Model 3. Volkswagen will launch the sleek ID 6 in China next year, Hyundaiβs similarly positioned Ioniq 6 will arrive in the coming months and thereβs a raft of electric executive saloons on the way from nascent β but rapidly expanding β Chinese firms with global ambitions, including the Nio ET5, Xpeng P5 and the not-yet-confirmed but highly likely BYD Seal. The Seal (pictured) is interesting because a new partnership between Toyota and BYD is set to result in the bZ3 using the Chinese firmβs innovative Blade lithium iron phosphate battery technology, which is said to be a much safer and more energy-dense alternative to the conventional lithium ion items powering its rivals. Itβs also more compact, which should give the bZ3 a competitive edge in terms of interior space. Also, UK (and most likely EU) law will mandate that all car makers have a zero-emissions line-up by 2035, and the bZ3 β at 4725mm long, 1835mm wide and 1475mm tall β seems well placed to take the role of the big-selling Corolla, an electric successor for which wasnβt previewed in Toyotaβs 15-strong EV concept showcase last year. https://www.autocar.co.uk/car-news/new-cars/new-toyota-electric-saloon-targets-tesla-model-3

Queues have sprung up along Russia's border as men attempt to leave the country to avoid a military call-up for the war in Ukraine. President Vladimir Putin announced a partial military mobilisation on Wednesday, which could see 300,000 people summoned to serve in the war. The Kremlin says reports of fighting-age men fleeing are exaggerated. But on the border with Georgia, miles-long queues of vehicles have formed including men trying to escape the war. One man, who did not want to be named, told the BBC's Rayhan Demytrie he had grabbed his passport and headed to the border, without packing anything else, immediately after President' Putin's announcement - because he fell into the group that could potentially be sent to the war. 'I will break my arm, my leg... anything to avoid the draft' Some witnesses estimated the queue of cars at the Upper Lars checkpoint to be some 5km (3 miles) long, while another group said it had taken seven hours to get across the border. Video from the scene showed some drivers leaving their cars or trucks temporarily in standstill traffic. Georgia is one of the few neighbouring countries that Russians can enter without needing to apply for a visa. Finland, which shares a 1,300km (800 mile) border with Russia, does require a visa for travel, and also reported an increase in traffic overnight - but said it was at a manageable level. Other destinations reachable by air - such as Istanbul, Belgrade or Dubai - have seen ticket prices skyrocket immediately after the military call-up was announced, with some destinations sold out completely. Turkish media have reported a large spike in one-way ticket sales, while remaining flights to non-visa destinations can cost thousands of euros. Germany's interior minister signalled on Thursday that Russians fleeing the draft would be welcome in her country. Nancy Faeser said deserters threatened by "severe repression" would receive protection on a case-by-case basis, following security checks. Lithuania, Latvia, Estonia and the Czech Republic struck a different tone, saying they would not offer fleeing Russians refuge. 'I will break my arm, my leg... anything to avoid the draft' By Olesya Gerasimenko & Liza Fokht, BBC News Sergei - not his real name - has already been called up. The 26-year-old PhD student and lecturer was expecting a delivery of groceries the night before the Putin address, when two men arrived in civilian clothes handing him military papers to sign. The Kremlin said only people who had done their military service and had special skills and combat experience would be called up. But Sergei has no military experience and his stepfather is worried, as dodging the draft is a criminal offence in Russia. Read more on how some Russians are trying to resist the draft here What does Russia's troop call-up mean for Ukraine? Steve Rosenberg: Putin raises stakes in deadly game The call-up sparked protests in major Russian cities including Moscow and St Petersburg on Tuesday, resulting in a reported 1,300 arrests. There were also reports from Russia that some of those detained for protesting had been handed draft papers while in custody at police stations. Kremlin spokesman Dmitry Peskov, when asked about the reports, said that doing so was not against the law. Ukrainian President Volodymyr Zelensky urged Russians to resist the mobilisation during his nightly address on Thursday. Referring to Russian deaths in the war, he said: "Want more? No? Then protest. Fight back. Run away. Or surrender to Ukrainian captivity." The reaction to the military mobilisation inside Russia has been unusually strong. The UK's Ministry of Defence, commenting on the call-up in its Wednesday morning briefing, noted that the mobilisation "is likely to be highly unpo[CENSORED]r with parts of the Russian po[CENSORED]tion". "Putin is accepting considerable political risk in the hope of generating much-needed combat power. The move is effectively an admission that Russia has exhausted its supply of willing volunteers to fight in Ukraine," it said. Even if successful, challenges remain - and it is unlikely new units will be ready for combat for several more months, the defence intelligence update said. Russian officials insist the call-up will be limited to those who had completed military service, and fall short of widespread conscription. But inside Russia, there is also speculation that the military mobilisation could be larger than formally announced. The independent Novaya Gazeta newspaper, which moved its operations to Europe amid a post-war crackdown on media, reported that Vladimir Putin's decree contains an additional paragraph which has been classified and kept secret. The newspaper alleges that the secret paragraph allows for a call-up of up to a million people, rather than the reported 300,000, citing an unnamed government source. https://www.bbc.com/news/world-europe-62996212
