  1. Chinese therapist Hong Chi Xiao has been jailed for the manslaughter of a boy with type 1 diabetes. Credit: AAP A Chinese "slapping therapist" who told Sydney parents to stop giving their diabetic son insulin has been jailed for at least seven years and six months for the boy's manslaughter. Hong Chi Xiao, a finance worker who turned to healing when he was 40, promoted the controversial practice of Paida Lajin, which advocates the slapping of skin to release toxins from patients The 56-year-old was found guilty in October of manslaughter for breaching the duty of care he owed the six-year-old boy through gross negligence. In late 2018, a different jury found the parents and the boy's grandmother not guilty of the same charge. In the NSW District Court on Friday, Judge Garry Neilson jailed Xiao for 10 years with a non-parole period of seven years and six months. The boy's last insulin injection to treat his type 1 diabetes came on the first day of a week-long "radical" Chinese slapping and stretching therapy workshop in Sydney in April 2015. His relatives, who can't be named, said Xiao instructed them to stop the regular blood glucose tests and insulin injections. He told them the boy's increased vomiting showed toxins were leaving his body. "He was pushed around in a stroller on the final day because he couldn't walk," the prosecutor told the jury. The judge, who took five hours to deliver his sentencing remarks, said the boy's parents were clearly led to believe their son would be cured of diabetes through participating in the workshop. The boy, who had been diagnosed as being insulin-dependent diabetic in April 2014, had been "quite understandably" complaining to his parents about the painful regular finger-pricking. "The offender is a well educated and articulate young man," the judge said. He contrasted the well-travelled Xiao to the parents and grandmother, who he said were not well educated. He noted the victim impact statements of the grieving parents which revealed the profound effect the boy's death had on them and their other child. The judge did not accept Xiao, who was of previous good character, had shown remorse and contrition. Deterrence was an important factor in sentencing, he said. "Other people who come to this country to promote alternative therapies must be acutely aware that if they do anything like the offender did, they are liable to pay a heavy penalty." Xiao was arrested in the UK in April 2017. His sentence was backdated to then, meaning he'll be eligible for parole in October 2024.

  3. Your phone is full of apps, but don't neglect the desktop. These free programs can make your life better on the PC, browser, and beyond. Desktop operating systems like Windows and macOS don't get all the attention anymore. It's a mobile world, but we have not fully abandoned the desktop. The real work (and a lot of the play) of computing requires a full personal computer system. To get the most out of that, you need software. Software can be expensive if you're not smart about it. Free programs have been a mainstay of the desktop experience for decades, and the offerings only get more powerful and fascinating. As PCs compete with smartphones, it gets even better. Software developers can adopt an ad-based model, donation-ware to keep things afloat, or a shareware/freemium model that charges for extra features. Something to always watch for: crapware installers. To make ends meet, many creators of otherwise great free software, or the services that offer the programs for download, bundle in things you don't want. Worse, the installation routine obfuscates the steps, so you provide the unwanted program tacit permission to be installed. One tip that helps prevent the extra crapware onslaught: only download desktop software from the maker of the software directly. It's not foolproof—after all, developers want to eat, too—but it helps. That's why one of the criteria for inclusion here is that the program is available directly from its maker. Other criteria: The software must typically have a Windows-based download; we mark it if it has a version for other platforms, even mobile or cloud-based (see the Legend below). In some cases, we've included web-based versions that are as good, or better, than some downloadable programs. If it's on a tiered sales model, the free version cannot be trial-ware. It has to have at least a free-for-life option. The program should have little or no advertising to support it. Some freemium software depends on showing ads to exist, however. We'll include some if they don't suck. Software for productivity is what this list is about; there's plenty of other places to find free games. So take a look at this massive list. With Cincinnati (1-12) set to host visiting New England (10-3) this Sunday, Bengals radio analyst Dave Lapham asked Taylor about rumors that 'the Patriots had a videographer up in the Bengals' press box area [in Cleveland], working with an advance scout that was taping video of the Bengals' sideline.' 'I'm aware that there was an incident,' Taylor said, as quoted by ESPN. 'I know the league is investigating it, so I've got no comment on it.' Spokesmen for the NFL and Patriots did not immediately respond to the Daily Mail's request for comment. ESPN's Dianna Russini reported that the Bengals have the original tape while the NFL has already obtained a copy for its investigation. In 2007 the Patriots were caught recording the Jets' defensive play calls during a game in New York, ostensibly, so that New England's offense could counter with in-game adjustments.   6. The Chinese Communist Party Central Office has ordered all government services to replace all computers running non-Chinese software and operating systems within the next 3 years, reports AFR. The move to force China to replace Windows PCs comes in response to increasing pressure by USA on Chinese technology companies like Huawei which restricted their access to Western software, operating systems and markets, and pressure by the US government on US and European networking companies not to use Chinese technology, such as Huawei’s 5G base stations. The Chinese government services have been ordered to replace 30 per cent of their devices in 2020, 50 per cent in 2021, and 20 per cent in 2022. Analysts company China Securities, estimate around 20 million to 30 million pieces of hardware will need to be replaced to ensure only “secure and controllable” technology is used as directed by China’s 2017 Cyber Security Law. For now private Chinese companies, which form the bulk of Microsoft’s Chinese revenue, are not affected, but this could easily change. When China replace Windows PCs the switchover to homegrown Chinese operating systems such as Kylin OS is not expected to be easy, but given the leverage using US technology to run the Chinese government hands to the US government, on this occasion the directive appears serious. China has previously touted Linux as a replacement, and Microsoft even offered “Chinese Government Edition” of Windows 10 in 2017, but this will no longer be considered sufficient. Unlike previous pushes for self-sufficiency, recent US sanctions have added urgency to the project, said analyst Paul Triolo of consultancy Eurasia Group. The tit for tat between USA and China risks splintering the technology world and significantly reducing the economies of scale which has kept electronics cheap these last few decades.
  7. NVIDIA GEFORCE GTX 1650 SUPER REVIEW Today marks the official launch of Nvidia's latest graphics card, the GeForce GTX 1650 Super. Like the other Super branded GPUs launched this year—the RTX 2080 Super, RTX 2070 Super, RTX 2060 Super, and GTX 1660 Super—the 1650 Super represents modest improvements to an existing part. In this case, the specific part that's being used is the TU116. If you're up to snuff on Nvidia's GPUs, that's actually the step up from the bottom Turing TU117 GPU used in the GTX 1650. Why the change? Simple: the TU117 lacks a few of the extra features found in its big brother. Specifically, it uses the older Pascal-era NVENC block. It may also lack GDDR6 support, though Nvidia hasn't made any clear comments in that regard. Either way, TU116 has both the new and improved Turing NVENC that promises better quality than x264 Fast encoding via the CPU with a minimal hit to framerates, as well as GDDR6 support. That should be useful for any budding streamers. It's also possible that Nvidia is getting enough TU116 chips that aren't fully functional that it just makes good sense to come out with the 1650 Super using TU116. In terms of core specs, the GTX 1650 Super is a healthy jump in performance from the existing GTX 1650. It has 42 percent more GPU cores, and while it sticks with a 128-bit memory interface, the move to 12Gbps GDDR6 means it has 50 percent more bandwidth than the 1650. Perhaps even more interesting, it ends up with the same bandwidth as the vanilla 1660, though with fewer cores and lower clocks. There is one potential concern with the 1650 Super: VRAM, more specifically, the 4GB of GDDR6. It may have the same total bandwidth as the 1660, but with 2GB less memory there are definitely going to be situations where performance will be lower. How much lower depends on the game and settings, and I've seen quite a few new games during the past year where only having a 4GB GPU is going to be limiting. Things won't get any better going forward, either, with the next generation of consoles arriving in 2020.

(CNN)A Finnish politician is set to become the world's youngest sitting prime minister. Sanna Marin, Finland's 34-year-old transportation minister, will also become the country's youngest ever prime minister when she is sworn in on Tuesday. On Sunday, Marin narrowly won a vote among Social Democrat lawmakers, according to Reuters, and replaces outgoing Prime Minister Antti Rinne, who resigned on Tuesday after coalition partner the Centre Party said it had lost confidence in him over his handling of a postal workers' strike. The prime minister-elect told reporters that she has "a lot of work ahead to rebuild trust," according to Reuters. "I have never thought about my age or gender, I think of the reasons I got into politics and those things for which we have won the trust of the electorate," the Agence France-Presse news agency reported her as saying. Marin rose through the ranks after leading the city council of her industrial hometown Tampere when she was 27, according to Reuters. The Social Democrats are the largest party in a five-member governing coalition, according to Reuters. Marin took the top spot after beating the head of the party's parliamentary group, Antti Lindtman. Marin isn't the only world leader in her 30s, though: Ukranian premier Oleksiy Honcharuk is 35 and New Zealand's Prime Minister Jacinda Ardern is 39. The five major parties in Finland's parliament are now all led by women, four of whom are in their 30s: Li Andersson, 32, is the leader of the Left Alliance; Maria Ohisalo, 34, leads the Green League; the Centre Party is led by Katri Kulmuni, 32; and Anna-Maja Henriksson, 55, is leader of the Swedish People's Party of Finland.
