  2. California prosecutors have detailed allegations of horrific abuse by the parents of 13 children held in shackles at their home. David Turpin, 56, and Louise Turpin, 49, face charges of torture, abuse and false imprisonment, Riverside County district attorney Mike Hestrin told reporters. They are due to appear in court to be formally charged. Mr Hestrin said all 13 of the couple's children were severely malnourished. He said the teenager who fled from the house earlier this week to raise the alarm had planned the escape with her siblings for two years. She fled through a window with a sibling, who then became afraid and returned to the house, he added. The couple's children, who are aged between two and 29 and had all been home schooled, have been treated in hospital since being freed. The 'happy family' charged with torture Can anyone open a school at home in California? Mr Hestrin said that the couple had punished their children by tying them up - first using ropes and later chaining them to their beds with padlocks. He said the punishments would last weeks or months at a time. If found guilty of all charges the couple face 94 years to life in prison, Mr Hestrin added. The 13 were found in an emaciated state in their filthy, foul-smelling house, police revealed earlier. Officers had at first thought all the children were minors but later realised some were frail and malnourished adults, they said. Mr Hestrin said that when officers arrived, three of the couple's children were chained to their beds.

  7. Steve Bannon, former chief strategist to US President Donald Trump, has been summoned to testify before a grand jury, US media report. He was reportedly subpoenaed by former FBI director Robert Mueller, who is leading an inquiry into alleged collusion with Russia during the 2016 election campaign. Mr Bannon appeared separately on Tuesday before a Congressional panel. Congress is holding its own inquiry into the allegations. All you need to know about Trump Russia story The dates that define Steve Bannon's sharp rise and fall US grand juries explained Mr Bannon was subpoenaed last week, the New York Times reports, quoting an unnamed person with direct knowledge of the matter. However the summons could be a negotiating tactic by Mr Mueller to persuade Mr Bannon to agree to be questioned by investigators in the less formal setting of the special counsel's offices in Washington, the paper's source added. 'To Trump's dismay, a sign inquiry not winding down' As prosecutors hunt for criminal misdeeds, they have a number of arrows in their quiver. One of the more powerful is the grand jury subpoena. Putting witnesses in the glare of the courtroom spotlight, in front of a panel of jurors, with every word noted and every answer compelled, can be quite revelatory. Steve Bannon could become the first member of the Trump inner circle to get this treatment. That he received his court summons just days after news broke that the former Trump campaign head told author Michael Wolff he thought the presidential family could be implicated in money-laundering and treasonous actions may cause some sleepless nights in the White House. Other top Trump staffers - including former chief-of-staff Reince Priebus, press secretary Sean Spicer and White House counsel Don McGrath - have had informal interviews with the special counsel team. Bannon's subpoena may just be a means of encouraging him to be more co-operative - or a sign that Mr Mueller's investigation has a particular interest in what he has to say. At the very least, this latest bit of news is a sign that, surely to the dismay of the president, the Russia investigation is far from winding down. What is Mr Mueller investigating? He was appointed by the US justice department in May of last year to oversee an investigation into possible Russian meddling in the 2016 presidential election. Mr Trump's campaign and transition teams have been accused of colluding with Russian agents to influence the US election in the Republican candidate's favour. US intelligence agencies, including the CIA and NSA, concluded with "high confidence" in 2016 that Russia was behind an effort to thumb the scale of the US election for Mr Trump. Both the Russian and US presidents have poured scorn on suggestions of collusion, with Mr Trump calling it "the greatest political witch hunt in history". Why is Steve Bannon of such interest? He helped shape Mr Trump's "America First" election campaign message and served as one of his closest aides before being sacked in August. But he recently fell out with Mr Trump publicly after reportedly making comments about the president and his family in a newly-published book, Fire and Fury, by Michael Wolff. He was quoted as calling a meeting in June 2016 between Mr Trump's son Donald Jr and a group of Russians "treasonous". What do we know about that meeting? It took place at Trump Tower in New York and also involved Mr Trump's son-in-law, Jared Kushner, his then-campaign chairman, Paul Manafort, and an influential Russian lawyer, Natalia Veselnitskaya. A Russian intermediary had contacted Mr Trump Jr with a promise to provide material that would "incriminate" Democratic presidential candidate Hillary Clinton. Mr Trump Jr later defended the meeting, saying Ms Veselnitskaya had offered only "inane nonsense" but he also said he "probably would have done things a little differently" in retrospect. How far has the Mueller inquiry progressed? Four people have been charged: Paul Manafort and Rick Gates, his former business associate, pleaded not guilty to charges of money laundering unrelated to the 2016 election George Papadopoulos, a former Trump campaign adviser, admitted lying to the FBI about his contacts with Russians Michael Flynn, a former national security adviser to the Trump administration, pleaded guilty to lying to the FBI over meetings he had with Russian ambassador Sergei Kislyak Why was Mr Bannon in Congress? The House Intelligence Committee is also investigating the allegations of Russian interference in the 2016 election. Its proceedings on Tuesday were not open to the public. This is one of four investigations being conducted by Congress into the alleged collusion, with others launched by the Senate Intelligence Committee, the Senate Judiciary Committee and the House Oversight Committee.

  9. The US state of Hawaii has been told it did not have "reasonable" safeguards in place to prevent the false missile alert that caused panic on Saturday. Ajit Pai, chairman of America's media regulator, the Federal Communications Commission (FCC), said the error was "absolutely unacceptable". The 38-minute delay in issuing the correction made it worse, he added. He called for officials at all levels throughout the US to work together to rectify any vulnerabilities. Residents and visitors to Hawaii were shocked to receive the false alert of an incoming ballistic missile, sent to their mobile phones early on Saturday morning. Apologising afterwards, Hawaii's Governor David Ige said a member of staff had pressed the wrong button, releasing the alert which was also broadcast on TV and radio stations. The alert system is in place because of the potential proximity of Hawaii to North Korean missiles. How should you react to a missile alert? What exactly did the FCC chairman say? In a statement, Mr Pai said the alert had caused a "wave of panic across the state - worsened by the 38-minute delay before a correction alert was issued". "False alerts undermine public confidence in the alerting system and thus reduce their effectiveness during real emergencies," he said. An FCC investigation, he continued, had already established that the "government of Hawaii did not have reasonable safeguards or process controls in place to prevent the transmission of a false alert". "Moving forward, we will focus on what steps need to be taken to prevent a similar incident from happening again," he said. Why was the alert sent? It was a mistake by an employee at Hawaii's Emergency Management Agency during procedures that occur in a shift handover. The message was reportedly sent despite an onscreen prompt requesting confirmation. Mobile phone users received the message at 08:07 (18:07 GMT): "Ballistic missile threat inbound to Hawaii. Seek immediate shelter. This is not a drill." The eventual correction said: "There is no missile threat or danger to the state of Hawaii." Has any immediate action been taken to prevent a recurrence? One of the problems was that the alert system did not allow for a correction to be sent quickly to mobiles. State officials said a "cancellation template" would be created to address the problem, the New York Times reported. Two people are also now required to sign off the issuing of an alert, it said. Will heads roll? Hawaiian state officials were profusely apologetic. Governor Ige said: "I am sorry for the pain and confusion it caused. I, too, am extremely upset about this." Vern Miyagi, administrator of the Hawaii Emergency Management Agency, also apologised for the "inadvertent mistake". Hawaii Congresswoman Tulsi Gabbard told ABC News there had been an "epic failure of leadership". "It was unacceptable that this went out in the first place but the fact that it took so long for them to put out that second message, to calm people, to allay their fears that this was a mistake, a false alarm is something that has to be fixed, corrected with people held accountable," she said. Brigette Namata, a television reporter in Honolulu, said it was "mind-boggling that we have officials here, we have state workers that are in charge of our public safety and a huge, egregious mistake like this happened". President Donald Trump, who was playing golf in Florida at the time of the alert, has been criticised for not commenting publicly on the event. Why was Hawaii already on edge? North Korea's missile and nuclear programme is seen as a growing threat to the United States. Hawaii is one of the US states closest to the country. In September Pyongyang carried out its sixth nuclear test. Last month, the Star-Advertiser reported that a missile launched from North Korea could strike Hawaii within 20 minutes of launch. So Hawaii has reintroduced Cold War-era warning sirens. During a test last month, it was reported that 93% of them worked properly, although some could hardly be heard and 12 mistakenly played the ambulance siren.

  13. Hello, Try to follow the steps of this tutorial maybe your problem will be solved ! • Create a text document that will contain the appid for the game you wish to host a server for. We will need to go the to following directory. C:\Program Files\Steam\steamapps\youremail\dedicated server Once in this folder, right click in your browser, and select New Text Document. Name it the following.. Steam_appid Now that you have the text document created, you now need to enter a number that corresponds to the game, that you wish to host. Here is a list of the following games and their appids. Just enter the number. Counter-Strike 1.6: 10 Example So if you were to make one for a dedicated server, your text document would contain the following... 30 That's it, it's as simple as that. Save the file, restart steam, and start up your dedicated server. Start the game you are hosting for, type connect "the server ip" , assuming that is your default IP and Port, and make sure it has worked. I have not yet tried entering more than one id, as I don't need to, but it should work. If this didn't solve your problem contact me on pm or in our official teamspeak server (ts.csblackdevil.com). Good Luck.
  14. The Tunisian government has announced a wave of social reforms, following days of demonstrations by anti-austerity protesters. Protests broke out ahead of Sunday's seventh anniversary of the ousting of President Zine al-Abidine Ben Ali. Emergency government meetings were held in response to protests, which have seen more than 800 people arrested. Officials said plans had been submitted to parliament to reform medical care, housing and increase aid to the poor. Demonstrations began earlier this month after the government announced New Year tax and price increases in its 2018 budget. Successive governments have failed to resolve national unemployment and poverty, and the country's vital tourism industry has struggled to rebuild after terror attacks targeted foreign nationals in 2015, killing dozens. Tunisia: County profile Tunisia: The revolution that didn't deliver for women People have taken to the streets against the budget measures, despite Prime Minister Yousef Chahed attempting to assure Tunisians that 2018 would be the country's last "difficult" year. Interior ministry spokesman Khlifa Chibani said on Saturday that 803 people had been arrested throughout the week on suspicion of violence, theft and looting during demonstrations. He said 97 members of the country's security forces had been injured in the unrest, but did not say how many protestors had been hurt. Media captionSome anti-austerity protests have turned violent in recent days The United Nations human rights office expressed concern on Friday over the large numbers being detained. But Tunisia's President Beji Caid Essebsi accused the foreign press of "amplifying" the unrest and damaging the country's image with its coverage. He hosted two hours of crisis talks with political parties, powerful trade unions and employers on Saturday to try and decide on reforms to alleviate national tension. Mohammed Trabelsi, the Minister of Social Affairs, said the government proposed increasing welfare payments to those in need by 170 million dinars ($70m; £50m). "This will affect about 250,000 families," he said. "It will help the poor and middle class." He also alluded to plans for guaranteed medical care and housing reform, but did not give further details.

  16. US President Donald Trump has sparked outrage by reportedly using crude language to describe foreign countries in an Oval Office meeting. Mr Trump insists he did not insult Haitians and appeared to deny calling any nations "shitholes", as was reported, prompting a global outcry. Democratic Senator Dick Durbin said Mr Trump called African countries "shitholes" and used "racist" language. But two Republicans present said they could not remember those comments. Senators Tom Cotton and David Perdue, of Arkansas and Georgia, said they heard the president "call out" what they described as "the imbalance in our current immigration system". Amid widespread coverage of his remarks at the private meeting with lawmakers to discuss immigration legislation on Thursday, Mr Trump on Friday tweeted that his language at the meeting had been "tough". But he added that the words attributed to him were "not the language used". Media captionDick Durbin: "Trump said these hate-filled things, and he said them repeatedly" Many US media outlets reported the comments on Thursday, quoting witnesses or people briefed on the meeting. The White House did not deny them. "I cannot believe that in the history of the White House, in that Oval Office, any president has ever spoken the words that I personally heard our president speak yesterday," Mr Durbin told reporters on Friday. House Speaker Paul Ryan, a top Republican, said the reported comments were "unfortunate" and "unhelpful. Mr Trump ignored press questions about the issue as he signed a proclamation declaring a holiday in honour of civil rights hero Martin Luther King Jr - as presidents do every year. He said Americans were celebrating that "self-evident truth" that "no matter what the colour of our skin or the place of our birth, we are all created equal by God". What was the context for the comments? Mr Trump's reported remarks came as lawmakers visited him on Thursday to discuss a bipartisan proposal that would impose new restrictions on immigration but protect the so-called "Dreamers" - hundreds of thousands immigrants brought to the US illegally as children - from deportation. Mr Trump was said to have told them that instead of granting temporary residency to citizens of countries hit by natural disasters, war or epidemics, the US should instead be taking in migrants from countries like Norway. "Why are we having all these people from shithole countries come here?" the Washington Post quoted him as saying, in remarks first reported to be about Haiti, El Salvador and African nations.
  17. US President Donald Trump has said it is "unlikely" he will be interviewed by Robert Mueller, the man investigating possible ties between the Trump presidential campaign and Russia. There was no collusion, Mr Trump said, adding: "I'll see what happens." In June 2017, Mr Trump said he would "100%" be interviewed under oath. He has consistently denied that his campaign worked with Russia to undermine his opponent Hillary Clinton, calling the accusations a "witch hunt". Earlier this week the US media reported that Mr Trump's lawyers were in talks with the Mueller investigation to set a date for an interview. When asked about the specifics of the interview on Wednesday, Mr Trump criticised the FBI's investigation and its 2016 interview with Mrs Clinton for her use of a private email server while she was secretary of state. "When you talk about interviews, Hillary Clinton had an interview where she wasn't sworn in, she wasn't given the oath, they didn't take notes, they didn't record and it was done on the Fourth of July weekend," Mr Trump said. "That's, perhaps, ridiculous, and a lot of people looked upon that as being a very serious breach." Why attacks on Mueller are mounting The Trump-Russia saga in 200 words Russia-Trump: Who's who in the drama to end all dramas? What is the investigation? US intelligence agencies believe Russia tried to sway the election in favour of Mr Trump and a special counsel - that's Robert Mueller - is looking into whether anyone from his campaign colluded in the effort. The charge is denied both by Russia and by the US president. The special counsel has the powers of a US attorney, meaning he can subpoena records and bring criminal charges. He can also prosecute anyone who interferes in his investigation through crimes including perjury, obstruction of justice, destruction of evidence, and intimidation of witnesses. If he decides to question Mr Trump, he may opt to do so on paper, through a voluntary investigation, or by issuing him with a subpoena to appear before a jury. The latter is the only option that would be compulsory for Mr Trump to attend. Media captionWhat the world thinks of Trump There are several ongoing investigations by the special counsel into Russian's alleged election interference. Mr Mueller is looking into: The Russian government's efforts to interfere in the election Any links or co-ordination between Russia and Trump campaign-linked individuals Any matters that arose or may arise directly from the investigation Three congressional panels are also investigating Russia's alleged interference. What has reaction been? In recent weeks, tensions have been rising along party lines in Congress as Democrats claim Republicans are intentionally trying to undermine investigations into the president. Why attacks on Mueller are mounting The White House and many Republicans have argued claims of collusion are a political smear, devoid of credibility. On Wednesday, Senator Dianne Feinstein, a California Democrat, released the transcript of an interview with the head of a Washington firm that commissioned a dossier on Mr Trump compiled by ex-British spy Christopher Steele. Glenn Simpson, head of Fusion GPS, told a Senate committee that Mr Steele took his concerns that Mr Trump was being blackmailed by the Kremlin to the FBI in July 2016. Mr Simpson defended the research file, which purported to show financial and personal links between Mr Trump, his advisers and Moscow. The dossier was reportedly partially funded by Mrs Clinton's campaign and the Democratic party. Democrats also made public a report on Wednesday showing the scope of Russian President Vladimir Putin's attempt to meddle in elections in both the US and Europe and undermine democracies worldwide. The 200-page report directly called out Mr Trump, warning that, "never before in American history has so clear a threat to national security been so clearly ignored by a US president." The report compared the Russia threat to Pearl Harbor and the 9/11 attacks, and commended the actions taken by former US presidents in uniting the country to combat major world threats. What has the FBI investigation established so far? It has come out that senior members of Mr Trump's team - including his son, Donald Jr, and the former National Security Adviser Michael Flynn - met Russian officials or alleged go-betweens, and some of the meetings were not initially disclosed. Mr Flynn was charged after admitting to having made false statements to the FBI about meetings with Russia's ambassador as part of a plea deal. Some analysts have suggested that Mr Mueller may also be investigating if Mr Trump's handling of the Flynn affair amounted to an obstruction of justice. Adviser George Papadopoulos has also admitted lying to the FBI about meeting with alleged Russian go-betweens. In October, Mr Trump's former campaign manager, Paul Manafort, and his business associate Rick Gates were accused of conspiring to defraud the US in dealings with Ukraine. Both deny the charges, which centre on relations with a former Ukrainian president who was very close to Russia.

  18. Some cross-genre games are blended like ingredients in a mixing bowl, while others let their two halves live side-by-side. SpellForce III fits into the latter category, pairing role-playing and real-time-strategy elements. Though the end result is anything but unified, such a contrasting design keeps you from falling into a consistent routine. It also broadens the outlook of the stereotypical fantasy RPG, expanding the limited worldview of a handful of adventurers into the more expansive perspective of a general controlling an army. Opening missions serve as an extended tutorial, first giving you the basics on how role-playing works, then moving into base-building strategizing where you take the fight to foes on a larger scale. You may start off exploring a map as part of a small party of heroes, slaying the odd gang of goblins or undead or giant spiders and cracking open chests stuffed with weapons, armor, and the usual assortment of magical goodies. You may finish off by taking all that you learned about the landscape while exploring, and build a base, constructing facilities to gather resources, and then whip up an army to hurl at foes who have been doing the same thing. The baroque plot carrying you through it all assumes some familiarity with the SpellForce franchise, as you are dropped right into the aftermath of the Mage Wars on the Dungeons & Dragons-ish world of Eo. Events here serve as a prequel to the earlier SpellForce games, so it is tough to get up to speed initially. Main plot points feel like typical fantasy fare, though, as they revolve around your semi-chosen one status as the child of a treasonous mage. But there is a lot of depth and background information to absorb. Thankfully, everything eventually rounds into a compelling story. You just need some time to figure out your place amidst all the initially bewildering references if this is your first visit to Eo. Plot is further developed through dialogue that includes quiet, character-building moments alongside stereotypically epic conversations about gods and magic. But as far as your involvement is concerned, there aren't a lot of meaningful choices to make. There are also strange shifts in tone, like some of the dialogue was written and recorded before any decision was made on what sort of age rating the game would aim for. So you get lengthy stretches where characters clearly go out of their way to avoid swearing, using awkward words like “heck” and “crap,” and others where characters let loose with incessant f-bombs. Impressive presentation gives the game real visual impact whether you are playing adventurer or general. Maps are extremely detailed, with lots of little touches and great variety in background scenery. There is a very good balance here between trudging through murky caverns and wandering through forests and plains. The one drawback is that the settings can be too detailed at times, and things like chests and other points of interest are not all that easy to notice. You need to swivel the camera a lot to ensure that you don't miss anything. And all of this fidelity comes with the price of lengthy loading times, too. Venturing into any new locale drops you to a screen that gives you percentages on loading things like “Initializing Creature Resources,” which pulls you right out of the moment. Character progression involves few surprises compared to other D&D-inspired games, and each character has access to just a few main skill classes and branching abilities. And since you gain experience fairly quickly, you can ultimately sample a lot of what's on offer. There are various schools of magic, combat skills like brutality and archery, and all-around categories such as leadership, with branching talents that include the usual range of attacks, buffs, and spells.
  19. Various technologies at Microsoft that began transforming the lives of individuals and communities in India last year will gain further momentum in 2018, the company's President Anant Maheshwari said on Tuesday. In a mission statement, Maheshwari said he is proud to play a role in the transformation of India's core pillars of education, health care, agriculture and governance, among others. Today, about 25 per cent students drop out from grade 10 to grade 11. "We have partnered with Andhra Pradeshgovernment to see how machine learning can help educators foresee signs of a student being on the risk of dropping out and take preventive action. In 2017, the government expanded the rollout of the programme to all 13 districts in the state," Maheshwari said. Microsoft has also initiated "Project Sangam" that aims to upskill the workforce to prepare it for jobs that exist now and in the future. "The learning modules are hosted on the Cloud and are coupled with the power of LinkedIn to enable candidates to find jobs," he said. Along with the International Crop Research Institute for the Semi-Arid Tropics (ICRISAT), Microsoft is using machine learning and historic weather data to predict the best time for sowing seeds and other stages of the farming process and pass on that information to farmers via SMS. "In 2017, we not only increased the pilot to more farmers across additional states like Telangana, Maharashtra and Madhya Pradesh, but also expanded the crops for which we can provide predictive information and saw increase in crop yields ranging from 10 per cent to 30 per cent," Maheshwari informed. Researchers at Microsoft India are also working on a project which uses low-cost ground-based sensors and aerial photography, along with data analysis systems that can provide even better predictive analysis for individual fields. When it comes to health care, Telangana government is using Microsoft's Cloud-based advanced analytics solution to screen children from birth to 18 years of age for major conditions affecting the health of children in the state. "One of the insights from the screenings indicated that visual impairment was among the most prevalent health issues among children. This led Telangana government to adopt Microsoft Intelligent Network for Eyecare (MINE), which was developed in partnership with LV Prasad Eye Institute," Maheshwari said. MINE uses machine learning and advanced analytics to predict regression rates for eye operations, enabling doctors to pinpoint the procedures needed to prevent and treat visual impairments. While the rest of the world might be talking about self-driving cars, researchers at Microsoft India have devised ways on how low-cost tech can make drivers drive better. "Project 'HAMS' uses a smartphone as an intelligent edge device that can track multiple events such as driver distraction, fatigue and gaze tracking, as well as vehicle ranging, which determines whether a safe separation distance is being maintained with the vehicles in front," he added. Researchers are now looking at Bollywood movie scripts to figure out how bots of the future will be able to understand how humans mix languages in a conversation. "We are also breaking language barriers by adding more Indian languages in Microsoft Translator," Maheshwari said.

Read the full explanation In the immediate future, the plan will see the vast majority of tax payers having lower tax bills, but the cuts expire in 2025. By 2027, the Tax Policy Center estimates that the overall change would be negligible. And 53% of taxpayers would face higher bills, many of them in the lower income brackets. It could also be bad news for Alaskan animals as the bill attached a measure to open drilling in parts of the Arctic that have been protected for environmental reasons since 1960. Read more on the effects on Alaska's wilds What happens next? The bill's final passing hit a last-minute hurdle when it was found that three procedural rules had been violated. As small changes to the wording were made, it now needs to return to the House of Representatives to be approved again. Some democrats say it is the speed at which the bill has been put together that caused the final hitch. "The House re-vote is the latest evidence of just how shoddily written the GOP tax scam really is," House Democratic leader Nancy Pelosi said in a statement. Republicans insist that such a major overhaul will always have hiccups, which are just part of the procedure. "Listen, people screw up. A member of the staff screwed up. It's not the end of Western civilisation," Republican Senator John Kennedy told MSNBC, according to Reuters news agency. It wasn't easy, but in one fell legislative swoop, Republicans have achieved some long-sought political goals. Subject to a vote in the House early on Wednesday, they have reduced taxes by more than $1.4 trillion (£1tn) over 10 years, including significant changes to the corporate tax structure. Congressional conservatives also opened the Arctic National Wildlife Refuge to oil drilling - a pitched partisan battle for years. What one Congress can do another can undo, of course, and the task ahead for Republicans is selling a sceptical public on the benefits of their plan. While they may argue that Americans will come around once they see lower tax bills, many may have already made up their mind. Like Obamacare eight years ago, this tax legislation was passed by partisan muscle alone. And like that law, many Americans view the legislation as largely benefitting others. They will be difficult to convince otherwise. Repealing key provisions of this tax law will be as uniting for Democrats as healthcare repeal was for conservatives. Donald Trump and Republicans have their victories. They will have to fight to keep them. How is the rest of the world affected? The predicted boost for business has caused the stock market to soar in recent weeks. US economic growth is also expected to have a knock-on effect around the world. As a result of the reforms, US companies with offshore dealings could decide to keep their money at home, enticed by lower corporation taxes plus a desire to avoid new restrictions on shifting profits abroad. Trump's tax cuts: Why they matter further afield Companies operating overseas, such as big tech and pharma companies, would be taxed at a low rate - 15.5% - to return the cash to the US in a one-time move. Ireland, where Apple has a major base, still undercuts the US with its headline corporation tax rate of 12.5%.
