We looked at the study cited by Donald Trump to justify the U.S. pullout from the Paris climate pact; the assumptions are so absurd it shouldn't be taken seriously. The AAA has raised insurance rates on the Tesla Model S and Model X by 30 percent; the company is fighting back, calling the data analysis inaccurate. The Sindh government has allocated Rs71 billion, including Rs5 billion for development projects, for the local government’s councils across the province, counting the Karachi Metropolitan Corporation, for the next financial year. The provincial budget comprises a 12-billion-rupee special package for carrying out major development schemes in Karachi in continuation of the 10-billion-rupee package announced in the last fiscal year’s budget. During his budgetary speech on Monday, Chief Minister Syed Murad Ali Shah told the Sindh Assembly that a distribution mechanism for the province’s local councils was to be determined by the Provincial Finance Commission, which had started deliberating on a resource-sharing formula. He said that another important proposal that was being considered was devolution of collection of Urban Immovable Property Tax. “In our own experience, devolution of collection of taxes to the appropriate levels increases efficiency and transparency.” He added that at present the collection of Rs2 billion in lieu of Urban Immovable Property Tax was dismally low but had a huge potential. “Its devolution will increase the tax net while providing considerable increase in resources of the local councils.” He admitted that the municipal authorities of Karachi had been underperforming. “But we are taking steps to bring structural improvements to facilitate the municipal authorities.” He told the House that for the next financial year the government intended to replicate the fiscal management systems of the Sindh administration at the LG level in the metropolis and other districts of the province. “This will control pilferage and improve efficiency of the local councils.” He said two districts of Karachi had been contracted for collection and disposal of solid waste at a cost of Rs1.25 billion. “This intervention has not only provided the people with much needed cleanliness, but has also created newer job opportunities and inflow of capital in the form of investment.” He added that the experience would be replicated in other parts of Sindh. “We have allocated Rs5.5 billion for the Sindh Solid Waste Management Board in addition to Rs71 billion earmarked for the local councils.” The CM said the development portfolio of the LG department for the current financial year was Rs20.73 billion for 422 uplift schemes. “Out of the total allocation, Rs16.271 billion were earmarked for 409 (230 ongoing and 179 new) schemes of the LG wing.” He added that Rs2 billion had been allocated for the new scheme for improvement of major cities and towns, and Rs2.46 billion for 12 solid waste management projects. He told the legislature that for the next fiscal year the Sindh government had earmarked Rs28.78 billion for 411 development schemes of the LG department. He said the Greater Karachi Water Supply Project (K-IV) and the Greater Karachi Sewerage Plan (S-III) were extremely important schemes for the city’s development. “I had earlier announced that our government would go to any extent to secure finances for K-IV. Now, as the federal government has committed Rs9.95 billion for the project, the Sindh administration will provide Rs6.4 billion for timely completion of the scheme. For S-III we have allocated Rs1.5 billion.” Karachi package “We had inherited a ravished, dilapidated, unplanned and ruined Karachi,” said the chief executive, adding that with his sustained efforts, the city was now more peaceful and liveable. He said that during the next financial year major schemes would be completed. “Construction of University Road from the NED University to Safoora Chowk will cost Rs770 million. Reconstruction of Mosamiyat Road from Madras Chowk to Super Highway will cost Rs200 million.” He added that widening both sides of Sharea Faisal from Metropole to Star Gate would cost Rs850 million, while construction of an underpass at Submarine Chowrangi would cost Rs500 million. He said the new schemes to be taken up in the next fiscal year included the 10.5-billion-rupee World Bank-funded Karachi Neighbourhood Improvement Project. “Under the project, infrastructure will be developed in the old city areas of South, Malir and Korangi districts.” He added that construction of a 24-foot road on either sides of Gujjar Nullah would cost Rs1.2 billion, while construction of a 1,000mgd pump house at Dhabeji would cost Rs1.6 billion and would supply 65mgd additional water from Haleji Lake to Karachi. CM Shah said Rs1.4 billion were earmarked for setting up five combined effluent treatment plants in the industrial areas of the metropolis. “A new landfill site for Karachi will be established at Dhabeji for Rs500 million.” He added that Rs1.5 billion had been allocated for constructing a bridge at the Tipu Sultan-Khalid Bin Waleed intersection on Shaheed-e-Millat Road. “Remodelling of 12,000 roads in Landhi and Korangi will cost Rs1.5 billion.” He told the House that to promote ease of doing business, development management committees would carry out uplift and rehabilitation of infrastructures of the industrial areas of the city, for which Rs1.65 billion had been provided. Hyderabad division The chief executive said Rs37.13 billion had been allocated for the development of Hyderabad division. Highlighting the schemes to be taken up in the next fiscal year, he said the sewerage system at Qasimabad would be upgraded. “Phase-II will be completed for Rs1.2 billion and phase-III will be launched with Rs1.9 billion.” He added that construction of the 100mgd water filter plant for Hyderabad would cost Rs1.3 billion. “Establishment of three garbage transfer stations in Hyderabad will cost Rs226 million. Widening of the 38km road from Tando Allahyar Bypass to Jhando Mari will cost Rs183 million.” He said the dualisation of the 24km Tando Allahyar Bypass Road would cost Rs275 million, adding that establishment of a 30-bed paediatric intensive care unit at the Liaquat University Hospital would cost Rs50 million. “The remaining work of the Waste Water Stabilisation Treatment Ponds at Qasimabad will cost Rs50 million. The improvement of drainage system along with water supply lines for Kotri will also cost Rs50 million, while the widening of the 32km road from Badin Serani to Bhugra Memon will cost Rs125 million.” Mirpurkhas division CM Shah said the four districts of Mirpurkhas division would be provided with Rs18.72 billion through the Annual Development Programme. He said the division had remained a high priority for the government in the recent years because of a drought-like situation as well as due to the Thar coalfields. He added that some of the important schemes to be initiated during the next financial year were construction of dams and reservoirs of rainy water in natural flows of hills in Taluka Nagarparkar for Rs50 million. “Construction of Mirch Mandi at Kunri will cost Rs55 million. Construction of six road bridges in different villages along with the Dhoro Puran Outfall Drain, the Kadhan Pateji Outfall Drain and the Left Bank Outfall Drain (spinal drain) will cost Rs100 million.” He said concrete canvas lining of Naukot Branch Canal System and the Akuto Distry of Mithrao division would cost Rs100 million.

RAWALPINDI: The Pakistan Army on Saturday killed five Indian troops in retaliatory fire along the Line of Control in Tata Pani sector, military said in a statement Inter-Services Public Relations (ISPR) Director General Major General Asif Ghafoor said Indian troops violated the ceasefire agreement between the two countries by resorting to unprovoked firing. According to the ISPR the Pakistan Army befittingly responded to the Indian firing, killing five enemy troops and injuring several others besides destroying many bunkers of the Indian army.

Depending on the era in which you came of automotive age, yours could have been a Miura, an LP400 Countach, a Diablo or even a Murcielago, but if you possess the soul of an auto enthusiast, at some point around age 13, you had a poster of a Lamborghini pinned to your bedroom wall. It’s been that way for decades, and it’ll probably be that way for decades to come That appeal -- Lamborghini’s appeal -- to enthusiast youth has been in full force since the Countach stormed car magazines worldwide starting in the 1970s. The pure extremes, the shock value, of that Bertone design (and of every Lamborghini since) seems to burn its way through adolescent boys as predictably as puberty. But then one of three things typically happens: 1) Adult responsibilities and financial realities gradually wear away the appeal of exotic cars; 2) performance specs give way to actual driving impressions, revealing there are more satisfying sports cars for the same price or less; or 3) your trust fund matures and you buy one in every color. Our subject here, the Huracan Performante, exists to challenge assumption number 2, the notion among those of means that a Lamborghini is merely a plaything for the ostentatiously wealthy, a noisemaker for late-night boulevard runs after the clubs close rather than a track-focused supercar for the serious driver. This car is here to prove a point: That while still outrageous-looking and demanding, Lamborghini can build an honest-to-God sports car to challenge the world’s best. Yes, there’s more power --always more power -- but Lamborghini achieves its goal primarily through weight savings and aerodynamic enhancements. Performante models shed 88 pounds over the standard Huracán, while Aerodinamica Lamborghini Attiva (ALA), the company’s name for its active aero system, helps keep things pointed in the right direction. ALA is pretty trick stuff, so let’s take a closer look at what it does. Electrically actuated flaps in the front and rear spoilers can adjust airflow on the fly, based on the car's needs at that moment. Need high downforce for high-speed cornering and maximum braking? The car closes the flaps in the front spoiler. For top speed runs and maximum acceleration, the flaps open, sending air along special channels under the car to reduce drag. Things in back are a bit more complicated: To cool the 640-hp V10 and its accessories, two central ducts are always open. Two other flap-operated ducts connect to the rear wing; when they’re closed, the wing works in conventional fashion, but the design boosts downforce by 750 percent over the standard Huracán. When it detects the car is running wide open, ALA opens the flaps and admits air through ridges underneath the wing, reducing drag; the flaps can also open independently to boost downforce and, subsequently, traction on a particular rear wheel for a sort of aero torque vectoring. To make its 640 hp and 443 lb-ft of torque, Lamborghini’s V10 engine gets titanium valves and refined intake and exhaust systems; you’ll be able to distinguish a Performante from the bronze manifold visible through the engine cover. The power is sent through a seven-speed dual-clutch transmission, then out to the wheels via a Haldex-based AWD system. In the event you skipped all the tech stuff above, here are the Cliffs Notes: Lambo got a camo-clad test car to run a stunning 6:52 Nurbürgring time, beating the Porsche 918 Spyder to become (briefly) the fastest production car ever to circle the Green Hell. The Execution We're testing at Imola -- more accurately, Autodromo Enzo e Dino Ferrari. It's an intimidating racetrack, not only for its remarkable (and tragic) history, but also because of its layout: multiple long straights plus a 640-hp car means the potential for serious speed, and the Lamborghini folks have wisely put prominent BRAKE signs indicating when it’s time to stand on the binders. Setting the drive mode to Corsa — maximum performance and minimum intervention from the electronic controls -- preps the ALA system, opens the exhaust and recalibrates the steering and magnetic suspension settings, when equipped. The Huracan Performante is also offered with a conventional steel spring suspension and nonadaptive electric steering system, but you don’t want that, do you? Best to just get the works. Moving out onto Imola’s front straight and accelerating slight right toward Tamburello, two things are immediately apparent: First, in Corsa, the Performante’s steering response is insanely quick and direct, but not disconcerting –- after a moment of recalibration it feels perfectly natural and makes short work of Imola’s multiple sharp corners. Second, we’re all going to miss naturally aspirated engines once they’re gone: The V10 is magic, with gobs of power across the rev range. As one of my colleagues remarked, “I took a turn in fourth gear on one lap and it felt great; I tried it in third the next lap, and that felt great, too. No idea which one was ‘right’ since the car just powered out onto the straight no matter what.” Then there’s the sound: The new exhaust looks menacing, snarls on startup and shrieks like an F1 car at full tilt on the straights. No matter the performance, a turbocharged engine simply can’t sound as good as the Huracán’s naturally aspirated V10. It’s a thing of beauty visually, aurally and in terms of throttle response. Switching between the more benign Sport mode, which also deactivates ALA, and aggressive Corsa settings shows the effect Lamborghini’s dynamic aero has in hard driving: Corsa lets the driver brake even later than those massive carbon discs already allow, and brings the car around more precisely while still letting the tail slide around a little. There’s just an immense sense of control -- the car feels like it’s on your side and allows for minor correct/pause/recover mistakes without major punishment. On the Italian country roads around Imola, drive mode system set to the softest Strada setting, the Huracán Performante does a remarkable impression of a daily driver. The exhaust is unobtrusive, ride is more than acceptable for a sports car and the seating position remains comfortable even after an hour or two. Oh, you’ll get stares, especially in central Italy where EVERYONE seems to enjoy rooting for the home team (either of them), but there’s no reason you couldn’t use a Huracán Performante to run to Ace for a bag of bolts. On your way to the track, of course The Verdict Reviews be damned, Lamborghinis will continue to haunt the subconscious of tween boys around the globe. But the Huracán Performante is so much more than just dramatic angles and flashy colors. It’s a car that deserves attention from the surprisingly broad range of buyers who might be eyeballing a McLaren 720S, Ferrari 488 orPorsche 911 GT3. The mere fact there’s another legitimate sports car challenger within those ranks is good news for everyone who loves cars, track days and the art of driving. Start saving your lawnmowing money now.

ISLAMABAD: A Supreme Court’s judge remarks during the contempt of court hearing against Nehal Hashmi drew strong reaction from the government on Thursday. The government said in a statement that calling the government 'Sicilian mafia' and Attorney General its representative was deplorable. In a statement issued hours after the court served a contempt of court notice to Hashmi for outburst against those holding the prime minister accountable, a government spokesman said : “Such baseless remarks are against the code of conduct and the oath taken by honorable judges”. He said the remarks damaged the integrity and image of the country, adding that the judge leveled baseless allegations against the government without being informed about the matter. “Honorable judge also didn’t take into account the measures government took against Nehal Hashmi,” said statement. “Beside expressing profound grief and anger over Nehal Hashmi’s remarks, the government also announced that Hashmi’s opinion has nothing to do with PMLN or the government,” the statement noted. Pakistan Muslim League-Nawaz (PML-N) Senator Nehal Hashmi while warning those who were conducting the accountability of the Sharif family, said in a public rally that they would make this land (Pakistan) "restricted for them" and their children, prompting the government to seek his resignation. The Supreme Court also took suo motu notice of the Hashmi's outburst. Nehal Hashmi, in a speech to workers in Karachi at a Yaum-e-Takbeer event, threatened the prime minister’s unidentified enemies. “The one you are investigating is the PM’s son,” roared Hashmi.

BMW is recalling over 45,000 7-Series sedans because one of the doors may open during driving or refuse to shut (we'll take the latter). The recall affects model years 2005-08 with BMW’s “Comfort Access” or “Soft Close Automatic” doors that allows the doors to be closed more gently than traditional doors. About 7,500 of the affected cars were recalled in 2012 for the same problem -- BMW said it was a software error causing the doors to open. There’s no word on what the problem is this time around, but the possibility of having to dodge flailing doors on the highway is a definite problem. No injuries related to the problem have been reported. More complaints of doors opening on vehicles not included in the original 2012 claim prompted the NHTSA to request a new recall. However, the vehicles recalled in 2012 are also being recalled again now. Note that there are many more BMW models with the “Soft Close” feature, but only those included in the recall notice are experiencing problems -- if your car isn't listed, it's not affected. BMW said owners can expect a letter asking them to make an appointment when a fix is available. In the meantime, make sure your seatbelt is fastened.
