Democratic leaders say they could act as soon as this week after President Joe Biden on Monday called on Congress to pass legislation “immediately” to avert a rail shutdown by officially adopting a September tentative agreement approved by labor and management leaders. “I am calling on Congress to pass legislation immediately to adopt the Tentative Agreement between railroad workers and operators – without any modifications or delay – to avert a potentially crippling national rail shutdown,” Biden said in a statement. “This agreement was approved by labor and management negotiators in September,” Biden continued. “On the day that it was announced, labor leaders, business leaders, and elected officials all hailed it as a fair resolution of the dispute between the hard-working men and women of the rail freight unions and the companies in that industry. … Since that time, the majority of the unions in the industry have voted to approve the deal.” A rail strike could become a reality as early as December 9, causing shortages, spiking prices and halting factory production. It could also disrupt commuter rail services for up to seven million travelers a day and the transportation of 6,300 carloads of food and farm products a day, among other items, according to a collection of business groups. Additionally, a freight rail strike could cost the US economy $1 billion in its first week alone, according to a new analysis from the Anderson Economic Group. While the railroads say they are hopeful of reaching new deals, they have so far rejected the demands that union negotiators say their members want. A previous strike threat in September risked causing greater problems with goods slated for holiday sales, but that strike threat was averted by an 11th-hour tentative labor deal. House Speaker Nancy Pelosi, a Democrat from California, said Monday the House will take up this week legislation to avert a possible rail strike. “This week, the House will consider legislation adopting the Tentative Agreement reached in September after months of hard-fought negotiations,” Pelosi said in a statement. Following House passage, Senate action could occur later this week or next, several Senate sources said. The Senate is expected to have the votes to break a filibuster on the bill to avert a potential railway strike, according to those sources. There are likely to be at least 10 Republicans who will vote with most Senate Democrats to overcome a 60-vote threshold. The only question is how quickly the bill can come to the floor since any senator can object, dragging out the process and delaying a quick vote. Sources are watching Vermont Sen. Bernie Sanders closely to see if he upends an effort to get a quick vote. A Sanders spokesman declined to comment. Congress can impose a contract on both parties or extend a negotiation “cooling-off period” to keep the railroads running and avert disruptions to interstate commerce under the Railway Labor Act of 1926. The main crux of the dispute between the railroads and their workers revolves around time off rules. Calling himself a “proud pro-labor President,” Biden said in his Monday statement, “I am reluctant to override the ratification procedures and the views of those who voted against the agreement. But in this case – where the economic impact of a shutdown would hurt millions of other working people and families – I believe Congress must use its powers to adopt this deal.” A rail shutdown, Biden warned, would “devastate the economy.” Earlier Monday, White House press secretary Karine Jean-Pierre said Biden has been “directly involved” in efforts to resolve the ongoing rail union dispute which could lead to a rail shutdown – in contrast with comments from Biden himself, who told reporters in Nantucket over the weekend he has “not directly engaged” with railway and labor negotiators. https://edition.cnn.com/2022/11/28/politics/joe-biden-rail-strike-congress/index.html1 point

HAUPPAUGE, N.Y. -- The battle over sloths has intensified on Long Island, where lawmakers are now proposing restricting the use of exotic animals in traveling performances. It comes after a po[CENSORED]r sloth exhibit was shut down. As CBS2's Carolyn Gusoff reported Monday, the business is taking the show to homes and parties. A legal battle got physical outside Sloth Encounters Long Island, where animal advocate John DiLeonardo was ordered off the property by operator Larry Wallach. The two have also butted heads in court. DiLeonardo's Humane Long Island led the charge to close down the po[CENSORED]r Hauppauge attraction in September on zoning violations. It happened weeks after Wallach showed CBS2 inside. Cute and cuddly, but cruel, say critics, Wallach now brings the slow-moving sloths to homes and children's birthday parties. "I do an educational show. It's a legally obtained animal. My sloths are kept better than 99 percent of all shows -- the room, the food, everything," Wallach said. DiLeonardo is seeking a county ban on exotic animals in traveling shows. "This isn't just about the sloths. It's about monkeys attached to dogs, this is about bears hauled from Florida to New York. Wild animals are thing of the past in animal circuses," DiLeonardo said. Suffolk legislators unveiled their resolution which covers most non-domestic animals. "We want to ensure that all animals are protected, but also our children are protected, and that we do things in a safe and humane way," said Jason Richberg of the Suffolk Legislature. "Some of them, if they're new, would have to be tested for rabies and killed. What is being done now is unsafe, unfair and unhealthy," said Suffolk Legislator Leslie Kennedy. Animal advocates are applauding. "Our interaction with wild animals in an unnatural setting has led to pandemics," said animal rights advocate Denise Bitz. Wallach says his sloths are treated well and happy, legal as pets in New York. He now plans to sell them. He's predicting this first-in-the-state ban on exotic animals in performances will not pass. Legislators say they have bipartisan support for a vote next week. https://www.cbsnews.com/newyork/news/long-island-lawmakers-eye-ban-on-exotic-animals-in-traveling-shows/1 point

n the occasion of the Sotheby's Sealed auction which will take place between 5 and 7 December, a factory matt black Ferrari Enzo will be auctioned. With a production run of only 400 examples ever built, the Ferrari Enzo is one of the most coveted supercars ever for one's collection and in a few days, it will be auctioned by the famous Sotheby's auction house. At the time, the vast majority of Ferrari Enzo specimens were painted red, yellow or black. However, 20 of the 400 cars were produced in custom colors and among these, there is also a Matte Black version with the chassis number 136069. Made especially for a member of the Brunei royal family . The construction of the car started on June 8, 2004 and was completed on October 15 of the same year. Furthermore, the Enzo has recently undergone an aesthetic restoration by Carrozzeria Zanasi for a total of over 110,000 euros of work (which includes painting, replacement of the headlights, rear lights and replacement of the glass on the engine cover). After a long line of V12-powered models that included the Ferrari 250 Testa Rossa , 250 GTO and F50 , the Enzo is the latest Ferrari to feature Maranello's mighty naturally aspirated (non-hybrid) V12 . A 6.0-litre engine capable of delivering 650 HP and 485 Nm of torque, a unique symphony of its kind https://www.automoto.it/news/la-ferrari-enzo-nera-come-il-carbone-unico-esemplare-al-mondo.html1 point

While scrolling social media recently, a post claiming that warm water is effective against any skin issue, and also makes it glow, caught our attention. An Instagram page Indian_Veg_Diet noted, “Medical experts say that warm water is most beneficial if there is a skin problem or to bring a natural glow to the face. In fact, in a few days, your skin will start glowing and become pimple-free too.” But, does it actually help? Dr Jaishree Sharad, a cosmetic dermatologist, told this portal that drinking warm water leads to sweating, which is a natural mechanism of releasing toxins from the body. “Warm water also improves sinus congestion thereby reducing puffiness or swelling around the eyes. Lukewarm water also speeds up digestion by helping better absorption of nutrients. And if the gut is clean, the skin remains clean too,” Dr Sharad said. However, the expert added that there is very little scientific evidence of any direct benefit of drinking warm water to the skin except that it releases nasal congestion and causes “a little extra sweating which can also be obtained by other methods such as taking steam or exercising respectively”. But there is no denying the fact that warm water helps detoxify the body naturally. “Warm water hydrates the skin, avoids dryness and flakiness, and naturally moisturises the skin, which aids the skin to glow naturally,” Dr Rinky Kapoor, consultant dermatologist, cosmetic dermatologist and dermato-surgeon, The Esthetic Clinics told indianexpress.com. Dr Kapoor added that drinking warm water enhances blood circulation in the body. “Proper blood flow will make sure that adequate nutrients are delivered to the skin cells, and that is how you will get healthy skin too,” she mentioned. Dr Sharad went on to state that “if the gut is clean, the skin remains clean”. “When your body is dehydrated, the skin gets dehydrated and loses its turgor. So, it is important to drink about two and a half to three litres of water per day, unless you have certain kidney or heart conditions where you are not supposed to drink too much water. The upper layers of the skin do not get their water from the deeper skin cells. Instead, they draw their water from the environment. Hence it is also important to moisturise the skin along with drinking water,” said Dr Sharad https://indianexpress.com/article/lifestyle/health/warm-water-healthy-glowing-skin-experts-gut-benefits-8258114/1 point

Somali forces have ended a more than 20-hour battle to regain control of a hotel seized by militants in Mogadishu on Sunday evening. At least 14 people were killed, including eight civilians, during the siege, police say. Militants from the al-Shabab group , which said it was behind the attack, had been holed up in one of the rooms in the Villa Rays hotel. Witnesses told the BBC they heard explosions and gunshots at the hotel. Somali police have said that 60 people were rescued from the hotel, which is near the presidential palace. As well as the eight civilians who died during the siege, one soldier was killed as well as five al-Shabab fighters, police spokesperson Sadik Dodishe confirmed. The Villa Rays hotel, which has also been referred to as Villa Rose, is po[CENSORED]r with government officials and several ministers have confirmed being rescued. At least one minister, Mohamed Ahmed, is reported to have been injured while another, Environment Minister Adam Aw Hirsi, told reporters he had survived the attack. Speaking to the BBC Mr Hirsi described the impact of the initial blast: "We prayed evening prayers in the small mosque in the hotel and there is this big explosion, deafening explosion, massive, that shattered glass everywhere, that shook the foundation of the building in which we were meeting. "As soon as the explosion took place we had a 120 seconds leeway between the explosion and the terrorist foot soldiers coming," he continued. An unknown number of assailants, armed with explosives and guns, were involved, police officers told Reuters news agency. One eyewitness described hearing a "huge blast, followed by a heavy exchange of gunfire". "We were shaken," Ahmed Abdullahi, who lives close to the scene, told the news agency. "We are just indoors, listening to gunfire." Some government officials were rescued from Villa Rays after using windows to escape, said police officer Mohammed Abdi. In August, three months after taking office, President Hassan Sheikh Mohamud pledged "total war" against the Islamist militants following an attack on another po[CENSORED]r Mogadishu hotel. More than 20 people died. Two months later, twin car bomb explosions near a busy junction in Mogadishu killed at least 100 people. Al-Shabab also said it was behind that attack. President Mohamud subsequently mobilised the Somali army and government-backed clan militias in a bid to take villages and towns from al-Shabab, which controls large swathes of the country. Al-Shabab has continued to carry out attacks in central and southern Somalia despite recent government troops backed by African Union forces and local militias retaking areas previously captured by the group. BBC Africa correspondent Andrew Harding recently spent time with the so-called "lightning" brigade, which is funded by the US and plays a central role in the uprising against al-Shabab. Al-Shabab has a long history of targeting hotels known to be frequented by government officials and foreigners. The militant group's central aim is to topple Somalia's government and establish its own rule based on a strict interpretation of Islamic law. https://www.bbc.com/news/world-africa-637734251 point

In the United States, the Animal Welfare Act protects all warmblooded animals except rats, mice, and birds bred for research. Rats, mice, and birds are protected – along with fish, reptiles, and all other vertebrates – by the Public Health Service Policy. A proposed measure in Switzerland would have made that country the first to ban medical and scientific experimentation on animals. It failed to pass in February 2022, with only 21 per cent of voters in favour. Yet globally, including in the United States, there is concern about whether animal research is ethical. Scientists Lana Ruvolo Grasser of the National Institutes of Health and Rachelle Stammen of Emory University in the United States say they support ethical animal research that reduces suffering of humans and animals alike by helping researchers discover the causes of disease and how to treat them. Grasser is a neuroscientist who studies behavioural treatments and medications for people with post-traumatic stress disorder – treatments made possible by research with dogs and rodents. And Stammen is a veterinarian who cares for laboratory animals in research studies and trains researchers on how to interact with their subjects. There is no single standard definition of ethical animal research. However, it broadly means the humane care of research animals – from their acquisition and housing to the study experience itself. Federal research agencies follow guiding principles in evaluating the use and care of animals in research. One is that the research must increase knowledge and, either directly or indirectly have the potential to benefit the health and welfare of humans and other animals. Another is that only the minimum number of animals required to obtain valid results should be included. Researchers must use procedures that minimise pain and distress and maximise the animals’ welfare. They are also asked to consider whether they could use non-animal alternatives instead such as mathematical models or computer simulations. These principles are summarised by the “3 R’s” of animal research: reduction, refinement, and replacement. The 3 R’s encourage scientists to develop new techniques that allow them to replace animals with appropriate alternatives. Since these guidelines were first disseminated in the early 1960s, new tools have helped to significantly decrease animal research. In fact, since 1985, the number of animals in research has been reduced by half. A fourth “R” was formalised in the late 1990s: rehabilitation, referring to care for animals after their role in research is complete. These guidelines are designed to ensure that researchers and regulators consider the costs and benefits of using animals in research, focused on the good it could provide for many more animals and humans. These guidelines also ensure protection of a group – animals – that cannot consent to its own participation in research. There are a number of human groups that cannot consent to research either such as infants and young children but for whom regulated research is still permitted so that they can gain the potential benefits from discoveries. https://jamaica-gleaner.com/article/news/20221127/how-ethical-animal-research-saves-lives1 point

"I thank the honourable member," responded Peter Milliken, Speaker at the time. "I assume that 'tweeting' means it went on Twitter." Dosanjh's point of order marked the arrival in Canada of a social media platform that promoted both dialogue and excess — a tool that both enriched debate and created new ways to do things we would later regret. Thirteen years later, Twitter seems to be teetering on the brink of collapse. Even if it carries on in some shape or form, its time as one of the predominant forums in public life may be nearing an end. Many users have already withdrawn from the platform or reduced their presence. Whenever and however the Twitter era comes to an end, its impact on Canadian politics will have been great — but not entirely good. There is a decent chance that you're not a regular user of Twitter. Most Canadians aren't. But the platform has an outsized impact on the political life of this country because most Canadian politicians, journalists, pundits, political strategists, pollsters, lobbyists and partisans do use Twitter — along with a significant number of academics, policy wonks and subject matter experts. It also hasn't been all bad. It gave politicians a new way to communicate with voters, and it created a new way for voters to hold politicians to account. It facilitated the spread of news and information with incredible speed and breadth. It elevated new and underrepresented voices and those voices enriched the wider dialogue. In certain ways, Twitter helped bring more nuance to the political debate. Think of every academic or historian who has used a Twitter thread to illuminate a complicated topic. That, sadly, isn't all that might be said about Twitter's performance as a modern public square. As much as it has helped expose users to important information and valuable voices, it has also spread misinformation, disinformation, harassment and general nastiness. It prizes and rewards snap judgments, hot takes, outrage, condemnation, mockery, doomsaying and disagreement. It sped up the news cycle to a dizzying degree. It elevates the most extreme opinions, offers ample opportunity for bad-faith actors and is a terrible proxy for actual public opinion. If previous media eras reduced politics to soundbites, Twitter reduced it even further — to hashtags. At times, the House of Commons seemed to be little more than a fancy studio for recording video clips to be pushed out on MPs' Twitter feeds. For all of these reasons, it might be tempting to think Canadian politics would be better off without Twitter. But even if Twitter were to disappear tomorrow, there is no going back to a time before social media — just as there is no going back to a time before television or radio or newspapers https://www.cbc.ca/news/politics/twitter-politics-minority-report-wherry-1.66631921 point

For the first time in its history, the Maranello company has pushed the collaboration with Gran Turismo 7 to the maximum of reality, realizing a concept that will be available within the videogame on December 23rd. A futuristic single-seater that sports an even more extreme version of the V6 engine used in the 296 GTB, 296 GTS and 296 GT3 and also featured in the new Ferrari 499P hypercar, which will be fielded at Le Mans next year. Ferrari won the famous endurance race nine times between 1949 and 1965 and the return to endurance racing is awaited by all with high expectations. The Vision GT was born on the occasion of the 25th anniversary of the most famous video game created by the legendary Kazunori Yamauchi and will certainly be one of the most requested cars by gamers. The result, from a design point of view, is simply jaw-dropping. Flavio Manzoni, Ferrari Design Director, said that: " The collaboration with Gran Turismo represented the possibility of giving life to a unique project, developed within the Advanced Design departmentof our Style Center. We wanted to create a vision of the future that was designed without constraints, but born from Ferrari's unrivaled knowledge of engineering, aerodynamics and future technologies, and bring it into the digital world for an entirely new audience to experience ." The project takes great account of aerodynamics , as it is in Ferrari's DNA : the rear wing, the extractor and the air intakes on the wheel arches are carefully studied to ensure the greatest possible aerodynamic load to govern an impressive 1,356 HP power from the 3-liter V6 hybrid engine flanked by three electric motors. The close collaboration between Ferrari and Gran Turismo ensured that the extraordinary sound of this innovative engine was reproduced as faithfully as possible, thus providing players from all over the world with the most realistic driving experience. It already promises to be an extraordinary success among Gran Turismo 7 fans ; the model, as mentioned, will be available to all players from 23 December this year, but the "real" version will find its place, together with other One-Off cars, at the Ferrari Museum in Maranello as early as 15 December. Starting today, a quiz associated with the launch of the video game will allow a winner to race with the Vision GT as early as December 15th https://www.automoto.it/news/la-ferrari-vision-gran-turismo-va-oltre-in-tutti-i-sensi-1-356-cv-video.html1 point

Ayurveda has a lot of natural remedies for various health problems. Skin health, especially, could benefit from natural ingredients for healing. Skin rashes are a common occurrence for various reasons — and they can cause itching, burning, and various other forms of distress. “Allergy occurs when the body reacts negatively to a substance that may have entered the system by the air, food, or touch,” Dr Dimple Jangda, the founder of PRĀNA Healthcare Centre and Academy for Ayurveda writes in her Instagram post. In the post, she talks about how different factors can cause allergies, such as contact dermatitis, in which a rash appears on the skin when it comes into contact with an allergen, or warm weather, which can cause a rash due to high temperature. Food-related allergies are also common, such as experiencing skin rashes after eating certain foods like peanuts. In Ayurveda, various natural oils are useful to treat skin rashes, such as almond oil, chamomile oil, and tea tree oil. They can be mixed in equal proportions to get relief from rashes. Oatmeal bath Oatmeal is anti-inflammatory and can help to repair your skin due to the presence of oleic acid and linoleic oil. These compounds help to decrease surface inflammation and can reduce redness, pain, and itching. Coconut oil can reduce skin inflammation which causes rashes, redness and itching. It helps to strengthen the skin barrier, which minimises irritants from entering the skin and maintains skin hydration, both of which work to reduce potential inflammation https://indianexpress.com/article/lifestyle/health/here-are-some-ayurvedic-remedies-for-skin-rashes-8193993/1 point

Russia's attacks on Ukrainian energy infrastructure amount to genocide, a top Ukrainian official says. Strikes on key facilities targeted "the full Ukrainian nation" and were an effort to force Kyiv to surrender, the prosecutor-general told the BBC. The term genocide refers to an effort to wipe out a group of people. Russia denies having any such aim. Millions of people across Ukraine are facing power cuts in freezing weather, following sustained Russian attacks. Efforts are ongoing to reconnect homes cut off from electricity. Officials say Kherson has now been fully resupplied, following the city's recapture by Ukrainian troops earlier this month. But people in 14 regions and the capital Kyiv remain under usage restrictions, according to President Volodymyr Zelensky. Genocide involves "the intent to destroy, in whole or in part, a national, ethnic, racial or religious group", according to a definition provided by the UN Genocide Convention. Among the acts which may qualify are killing or causing serious harm to members of that group - or forcibly transferring its children elsewhere. In his BBC interview, Ukrainian Prosecutor-General Andriy Kostin said that, as well as the attacks on the energy grid, 11,000 Ukrainian children had been forcibly deported to Russia. Mr Kostin said his office was investigating reports of more than 49,000 war crimes and crimes of aggression since Russia launched its full-scale invasion on 24 February. The "same pattern of conduct" was being seen in every Ukrainian settlement occupied by Russian forces, he observed. A war crime constitutes a violation of the so-called "rules" of war set out by international treaties including the Geneva Conventions. Among other things, the Conventions sti[CENSORED]te that civilians must be protected. Russia has been repeatedly accused of breaking this rule. Shelling of residential buildings in Dnipro over the weekend left one person dead and 13 others injured, according to the governor of the wider region. Meanwhile, police said 32 civilians had been killed by strikes in Kherson since Russian troops left the southern city earlier this month. On Saturday, Ukraine marked the 90th anniversary of the Holodomor - a man-made famine that killed millions of people during Soviet rule. Of the war crimes seen since Russia invaded in February, Mr Kostin said 260 people had been indicted and 13 verdicts had been issued by Ukrainian courts. He called for the creation of an "international ad-hoc tribunal", supported by countries of "the whole civilised world" who opposed the invasion to hold Russia to account. In other developments, the head of Ukraine's state nuclear company Energoatom says there are signals Moscow's soldiers could be preparing to leave the Zaporizhzhia nuclear power plant. Both sides have accused each other of shelling the site - which was captured by the Russians in March - causing worries of a dangerous nuclear accident. But Petro Kotin cautioned that there was no evidence of any Russian departure yet. https://www.bbc.com/news/world-europe-637736541 point

Beta tests often function separately from full game releases—that is, what you do in the beta won't count when the full game comes along. The good news for Warhammer 40,000: Darktide(opens in new tab) players is that any progress they make in the ongoing pre-release beta will carry over to the full game when it launches on November 30. Fatshark left some doubt in an update posted yesterday, November 24, saying that it wanted to allow beta progress to carry over to the full release, but couldn't guarantee it. "The reason is that we are still using this period to test our progression systems, and we want to reserve the opportunity to change or reset things in the event something unforeseen or critical happens," the studio wrote. Apparently the studio has made enough progress on that front to be satisfied, though, because earlier today it committed to saving progress on Twitter. "Some may forget the promise of progress," the studio said. "We did not. Progression will carry over from the beta to the full release." Reaction to the promise was largely positive, although a few replies complained about the state of the beta, which has struggled with bugs and performance issues(opens in new tab). But there's a bright side for players deeply dissatisfied with their beta experience as well, as Fatshark said the Steam refund policy shouldn't kick in until Darktide goes into full release, so people can get their money back regardless of how much time they've spent in the beta. "We believe you will have the ability to refund with the same refund rules applying once Darktide launches and after November 30th," the studio wrote in a recent FAQ(opens in new tab). "Please send an email to (Steam support) for further details or additional clarification." It's not carved in stone, but it makes sense: As Fatshark implied, it's Steam policy so the call ultimately lies with Valve, but Darktide doesn't launch until November 30, so all the playing you're doing now (arguably, at least) doesn't count. I've reached out to Fatshark and Valve for more information on the Darktide refund policy and will update if I receive a reply. https://www.pcgamer.com/warhammer-40000-darktide-progress-will-carry-over-into-the-full-game-fatshark-confirms/1 point

OnePlus 11 powered by the new Snapdragon 8 Gen 2 SoC is in the works. The Chinese smartphone brand is yet to announce the exact launch date of the smartphone, but ahead of it, its colour options have already surfaced online. The OnePlus 11 is said to come in glossy green and matte black colour options. The upcoming handset is expected to succeed the OnePlus 10 Pro. It is said to offer up to 12GB of RAM and a maximum of 256GB of storage. Reliable tipster Max Jambor (@MaxJmb) on Twitter suggested that the OnePlus 11 will be offered in glossy green and matte black colours. The OnePlus 10 Pro that launched in March this year also came in two colour options – Emerald Forest and Volcanic Black. The OnePlus 10T too debuted in Jade Green and Moonstone Black shades. However, there might be more colour options for OnePlus 11 when the phone officially launches. The Qualcomm Snapdragon 8 Gen 2 chip, which was announced last week, is confirmed to power the OnePlus 11. While OnePlus has not shared any other details on the upcoming handset and its launch, there have been several leaks in the past shedding light on the possible design and some specifications. The OnePlus 11 is tipped to run on Android 13-based OxygenOS 13 and will have a 6.7-inch 2K LTPO display with a 120Hz refresh rate. The display could feature a hole-punch cutout to house the selfie shooter. It is said to come in two RAM variants — 8GB, and 12GB — and two storage options — 128GB, and 256GB. It could include an alert slider as well. For optics, the OnePlus 11 is expected to carry Hasselblad-branded triple rear camera unit, comprising a 50-megapixel IMX890 sensor, a 48-megapixel ultra-wide angle sensor, and a 32-megapixel sensor. It is said to carry a 32-megapixel selfie shooter as well. OnePlus could provide a 5,000mAh battery on the OnePlus 11. It could come with support for 100W wired and 50W wireless charging. https://www.gadgets360.com/mobiles/news/oneplus-11-colour-options-glossy-green-matte-black-leak-3555184#pfrom=topstory1 point

Lenovo has confirmed and leaked out two upcoming AMD Ryzen 7000 Non-X CPUs, the Ryzen 9 7900 & the Ryzen 7 7700. Lenovo Leaks AMD Ryzen 7000 Non-X CPUs Including Ryzen 9 7900 12-Core & Ryzen 7 7700 8-Core The AMD Ryzen 7000 Non-X CPU lineup is no mystery. We recently covered the alleged prices of three SKUs that will be making their way to the AM5 platform and it looks like Lenovo is further confirming through this leak that these chips are headed to OEM PCs & consumer desktops real soon. Lenovo has confirmed and leaked out two upcoming AMD Ryzen 7000 Non-X CPUs, the Ryzen 9 7900 & the Ryzen AMD has so far only introduced its "X" series SKUs in the Raphael "Zen 4" family. These parts aim towards enthusiasts and extreme gamers but like all generations that came before it, the Ryzen 7000 CPUs are bound to get Non-X parts. Although the company hasn't officially confirmed the release of any Non-X chips yet, we know that there are more chips coming to consumers soon in addition to the 3D V-Cache parts which are expected to be introduced at CES 2023. The AMD Ryzen 7000 Non-X 'Zen 4' CPUs will include a total of three variants. These include the Ryzen 9 7900, Ryzen 7 7700, and Ryzen 5 7600. The differences between these & the standard X chips are that these will feature a 65W TDP by default and slightly lower clock speeds. So let us begin with the specifications. AMD Ryzen 9 7900 - 12 Zen 4 Cores For Just $429 US The AMD Ryzen 9 7900 will feature 12 cores, 24 threads, and 76 MB of cache (64 MB L3 + 12 MB L3) and will feature a base clock of 3.6 GHz with a maximum clock speed of up to 5.4 GHz. The CPU will retail at $429 US which is a difference of $120 US versus the Ryzen 9 7900X. While the base clock remains to be seen, the boost clock sees a 200 MHz reduction but given the price point, this 12-core chip looks incredible & I can already see a lot of users upgrading to this sub-$500 US 12-Core Zen 4 chip. AMD Ryzen 7 7700 - 8 Core Gaming Champ Under $350 US Next up, we have the Ryzen 7 7700 which will feature 8 cores, 16 threads 40 MB of cache (32 MB L3 + 8 MB L3), and will feature a base clock of 3.6 GHz with a maximum clock speed of up to 5.3 GHz. The CPU will retail for $329 US which is a difference of $70 US versus the Ryzen 7 7700X which retails at $399 US. The Ryzen 7 7700 seems to be clocked just 100 MHz lower than the Ryzen 7 7700X which is impressive given its 65W power budget. The final TDP should fall around 90-100W given the 1.375x multiplier for the PPT. AMD Ryzen 5 7600 - Making AM5 Affordable For Entry-Level Builders Lastly, we have the AMD Ryzen 5 7600 which will feature 6 cores, 12 threads, 38 MB of cache (32 MB L3 + 6 MB L2) and will feature a maximum clock speed of up to 5.1 GHz. The CPU will hit retail at $229 US which is also $70 US lower than the Ryzen 5 7600X which retails at $299 US. The boost clock is 200 MHz lower than the 'X' chip. Based on the above: Ryzen 9 7900 12 Core- $120 US cheaper vs 7900X Ryzen 7 7700 8 Core- $70 US cheaper vs 7700X Ryzen 5 7600 6 Core - $70 US cheaper vs 7600X Overall, the chips sound like they will offer the best performance per dollar value on the AM5 platform and we will also be looking at cheaper A620 motherboards by the mid of 2023. https://wccftech.com/amd-ryzen-9-7900-12-core-ryzen-7-7700-8-core-zen-4-non-x-cpus-confirmed-by-lenovo/1 point

Despite the fact that it is not the time to file the income statement with the Dian, it is already possible to know whether or not they will be charged the withholding at source in 2023, which is the mechanism through which the entity collects the tax in advance. directly from your salary. (You can also read: Regional Tax: the reasons to make a reform in the departments) If it is taken into account that the accumulated variation of the Consumer Price Index (CPI) for average income between October 1, 2021 and October 1, 2022 was 11.60 percent, it can be establish that the Tax Value Unit (UVT) that will govern for 2023 will go from the current 38,004 pesos to 42,412 pesos, that is, the adjustment will be 4,408 pesos. With this calculation, it is also possible to know from what monthly income the people who declare income would be subject to the next year's withholding tax collection for their salaries. According to that account, it will be applied from a tax base of 4,029,166 pesos and a monthly salary of 5,903,540, in the case of an employee who does not have additional discounts beyond health, pension and ARL. Now, if that person has a child, the salary may be higher. It will depend on each case. How is the calculation done? According to article 383 of the Tax Statute, the withholding at the source for labor income is based on a taxable base equivalent to or greater than 95 UVT, that is, 4,029,140 pesos for the year 2023 with the UVT of 42,412 pesos. In order to establish the tax base on which withholding is applied to workers, not only the salary as such must be taken into account, but also all the payments from the employment or legal and regulatory relationship received by the employee. Once the amount of the income of 5,903,540 pesos has been established, the values corresponding to the obligatory payment to the pension fund (4 percent), health (4 percent) and the Occupational Risk Administrator (ARL) must be subtracted. It is also important to note that workers can deduct some things. For example, payments made for interest on housing loans or prepaid medicine that have a limit of up to 16 UVT per month, which for the year 2022 would be 678,592 pesos. You can also deduct up to 32 UVT for having dependents, that is, 1,357,184 pesos with a UVT of 42,412 pesos for the next year. Voluntary contributions made by the worker to voluntary and mandatory pension funds are also not part of the basis for applying withholding at source and are exempt income. https://www.eltiempo.com/economia/finanzas-personales/retencion-en-la-fuente-a-partir-de-que-salario-aplica-en-el-2023-7209231 point

The Andean cat has adapted so well to its environment that it has become practically invisible to the human eye. Elusive. Reserved. Completely silent and, unlike other deadly hunters, really small: the Andean cat has been a headache for biologists studying the biosphere of the Andes. Due to the incredible ability to hide, and a coat that has exactly the same color as the stones on the summits, the locals know it as 'the Andean ghost'. Despite its unique camouflage ability, the Andean cat has forged an intimate relationship with the native peoples of the region. The Aymaras, for example, know it as 'titi'. For their part, the Quechuas refer to the species as 'chinchay'. The truth is that it is considered a sacred feline, which governs the Elqui Valley in Peru. Known by its scientific name, Leopardus jacobita, the Andean cat is distributed along the coldest peaks of the mountain range. Specifically, in Peru, Bolivia, Chile and Argentina. Its length varies between 75 and 85 centimeters, with up to 35 centimeters in height. It is distinguished from other feline species by its silver-colored fur, with discreet black and brown lines. In adulthood, this feline can weigh up to 7 kilos, no more than a domestic cat. What is truly impressive about the species is that it is rarely seen—and not because there are few left in the wild, but because they are incredibly agile at hiding and hunting. As masters of camouflage, they coincide with other species of wild cats in the absolute stealth they have when moving. From sacred animal to endangered species Therefore, the Andean cat has been very difficult to study. In fact, explains the Behavioral Ecology of Mammals in a statement, "very few researchers have seen it face to face." Therefore, in the 2000s, a team of scientists from the National University of the South (Argentina) brought together more than 30 specialists to document it. Only in this way, the researchers said, could their extinction be avoided. Before the project was completed, the International Union for the Conservation of Nature (IUCN) cataloged the Andean cat as part of its red list of animals in danger of extinction. To prevent the damage from growing, the researchers set up photo traps to record their diet and wild behavior. This is how the Alianza Gato Andino was founded. With these photographs and videos, they discovered that their main activity is at night, in the Patagonian steppe. Despite its symbolic, ritual and religious importance for native cultures, the Andean cat is threatened. "Their po[CENSORED]tions have low genetic diversity, which could be another conservation problem," says Mauro Lucherini, a researcher at the National Council for Scientific and Technical Research (Conicet). Currently, the Los Andes research group is fighting to preserve the species in nature reserves. The most important of them, where a large po[CENSORED]tion of wild cats is preserved, is the Sajama National Park, which extends through Bolivia and Chile. Only in these spaces, the researchers explain, can the species be analyzed in more detail, in order to guarantee its persistence in its native environment. https://www.ngenespanol.com/animales/gato-de-los-andes/1 point

Let’s deal with some numbers first, starting high: £87,650. That’s a huge sum of money for an Audi TT, even a hot one that is the last of its kind in a sports coupé market that seems to have got a case of the dreaded shrinks. So let’s temper it with a lower number: 100. That’s how many of these Audi TT RS Iconic Editions will be built, with just 11 coming to the UK. There’s an even smaller number as well: 0. That’s how many remain on sale in the UK. Say what you will about Audi, but it knows its market intimately well. To me, nigh-on £90k for a TT is ridiculous money, but the Germans have sold every single one before people even had a drive in them. And unlike in the Audi R8 GT we also tested in November, the TT RS Iconic Edition doesn’t get any engineering special treatment. There’s no coilover suspension here, or trick rear diff, just a regular TT RS with a bit of added aero fairy dust. This stretches to additional flics on the front apron (plastic, not carbonfibre), a new front splitter and a new rear wing. It ups the aggression a bit, but not overly so and not to the detriment of the iconic TT shape. The wheels are also exclusive to this model, but only by a narrow margin. They’re the same shape and size (20in) as the regular RS’s but are gloss black on the Iconic. And that’s it for the exterior. Oh, wait, I almost forgot: there’s also an ‘Iconic Edition’ sticker in the rear quarter light window. Inside, the seats get ‘Iconic Edition’ embroidered in yellow stitching, a colour that is continued elsewhere and one that helps lift the Alcantara/leather mix a bit. It’s a nice touch and does add a bit more exclusivity to proceedings, as the rest of the interior is typically Audi - stylish, immaculately built but just a touch on the dark side. It also remains a 2+2 and that really is a rare thing these days. There’s a numbered plaque on the gear knob as well so you know exactly which Iconic Edition you’ve paid quite a lot of money for. Sorry, I’m in danger of being a bit glib about all this because, to be fair, any TT RS, even one as overpriced as this, is still a mighty all-season weapon. The Iconic has the same 2.5-litre five-cylinder turbocharged engine as the regular car so pushes out a not inconsequential 395bhp and 354lb ft. Back in the day when it was launched, those figures (aligned with the Quattro all-wheel drive) were enough to see off a Ferrari F430 and even the 997-generation Porsche 911 Turbo. Even in 2022, the power is still staggering. There are few cars more capable of monstering cross-country miles with ease despite whatever the weather throws at you. With the simplicity of the seven-speed dual-clutch gearbox, it’s a doddle to point and squirt across any road. Plus, no one would ever get tired of that five-cylinder beat - loud enough to be interesting, quiet enough to be civilised. The various driving modes remain from the normal RS, so you can tweak things like the steering weight and gearshift but, as ever, Individual remains the one to pick with everything bar the suspension dialled up. This is not a particularly comfortable car, and in Sport, it’s downright bouncy. If only it breathed a bit more with the road, like its Porsche 718 Cayman GTS rival. Then it would feel a bit more delicate in your hands and a bit more nuanced, rather than the sledgehammer/nut thing that it currently does, admittedly with its typical confidence-inspiring Quattro. It’s fast and grippy, but a bit one-dimensional. We return, then, to one last number: £26,775. That’s the price difference between a normal TT RS and this. What price exclusivity, eh? Frankly, it’s a ridiculous sum of money for a TT, even one as rare as this, and if I’d bought one, I’d feel like I’d had my leg taken up. But then this is the last of the line, a dying breed of car with a brilliantly wonderful engine. What price posterity, eh? https://www.autocar.co.uk/car-review/audi/first-drives/audi-tt-rs-iconic-edition-2022-first-drive1 point

London Fire Brigade is "institutionally misogynist and racist", according to a damning review into its culture. A black firefighter had a noose put by his locker, while a female one received video of a colleague exposing himself. The independent review was established by the London Fire Commissioner after a trainee firefighter took his own life in August 2020. Commissioner Andy Roe said there was no place for discrimination, harassment and bullying in the brigade. "From today it will be completely clear to all staff what behaviour isn't acceptable and what the consequences will be," he added. 'Grim reading' The review, conducted by the former Chief Crown Prosecutor for north-west England, Nazir Afzal, concludes that unless the "toxic culture" is tackled then other firefighters will take their own lives. It lists a number of instances of abuse and poor behaviour at almost all levels of London Fire Brigade (LFB), including: Multiple cases of bullying "and the targeting of ethnic minorities and women" with some complaints not investigated Women "sexually taunted", including one who received video calls from a man exposing his genitalia Men "huddled around a screen watching porn" at some fire stations Talking to the BBC, Mr Afzal said the report made for "grim reading". "We've heard example after example about women who were harassed or sexually assaulted - constant sexual taunting to the point that I am now saying that the London Fire Brigade is institutionally misogynist," Mr Afzal said. "In addition to the misogyny, there is an enormous amount of racism. One black man had a noose put up above his locker, another Muslim officer had bacon rolled on his plate before he ate. "Women told us they were told [by male firefighters]: 'We want to get you out of here, we don't want you to be a fire officer.' It goes back to the whole fireman concept. "I sat with a very senior female officer who said to me, through tears, that whenever she goes through a dangerous incident, she's always thinking: 'Will the men have my back? Will the men around me protect me given how they have treated me back at the station? "If they feel they can't trust the men around them because of their behaviour or misbehaviour and worse, then they aren't safe and neither are we." The report also found that while there was often "considerable sensitivity" in the brigade around issues of race, there appeared to be "a worrying blind spot" concerning misogyny and sexism. One firefighter told the review that she advised her female friends not to let male firefighters in the house to give safety advice because "they go through women's drawers looking for underwear and sex toys". The review recommends firefighters now wear body-worn video for home visits. The behaviour of some brigade staff "left a clear trail of psychological harm", the report said. Mr Afzal said the racism, misogyny and bullying identified within the LFB was far more widespread. Speaking to the BBC Radio 4's Today programme, he said he was approached by other fire brigades and organisations as he undertook the review. "People telling me please, please come and have a look at my culture. "I ask anyone who's rushing to judgement on London Fire Brigade to look in the mirror and look at themselves because they will see similar things happening. "Their staff need the same support and protection that London Fire Brigade need to provide to theirs." The Fire Brigades Union (FBU) said in a statement the report confirmed concerns it had raised over many years. Gareth Cook, FBU's regional organiser for London, said morale and engagement at LFB was low. He said 40% said they were frustrated in their job with staff shortages, no leave availability and poor work-life balance. "The review has found that staff fear the consequences of speaking out as they fear the repercussions. That is entirely unacceptable and must change," he said. He added: "We have raised concerns about many of the issues contained within this report historically and as a consequence we remain sceptical about the changes senior leaders will implement with regards to their own behaviours." LFB Commissioner Mr Roe told BBC Radio 4's Today programme he was "horrified" and "heartbroken" to read the report. 'Change starts now' Asked if he agreed with the review's finding the organisation was institutionally misogynist and racist, he said: "I think when 2,000 of your staff have written that story you can't deny any of it. I accept the report in full, I accept all the recommendations. "There will be change and the change starts now." "From Monday we are putting externally into the hands of independent experts all of our complaint, harassment, bullying investigations," he added. Mr Roe said he hoped employees would have the confidence to raise concerns and the organisation would "take action against people who let the service down." Even seniority appears not to have insulated some women from abuse: former Commissioner Dany Cotton, who became the first woman to lead LFB, said she had received death threats following an anti-sexism campaign she was promoting. Despite a series of failings, the review found most participants thought their workplace was "supportive and friendly". It also found examples of "good leadership" including people who "went out of their way to build inclusive environments and operate a zero-tolerance policy around discrimination" but described it as "uneven and patchy" across the brigade. 'Watershed moment' Black, Asian and minority ethnic staff felt they "must work twice as hard to be seen and heard", the report said, adding that non-white staff were more likely to be disciplined and less likely to be promoted. In one instance a Muslim firefighter was spoken to in an Indian accent by his colleagues and had a piece of bacon put in his sandwich. When he transferred to another watch, his colleagues put a pork sausage in his pocket, the report said. He subsequently had a terrorism hotline sticker placed on his locker, but his complaints were dismissed. He eventually collapsed at work and was admitted to hospital, and has since been diagnosed with PTSD and has had suicidal thoughts. The Grenfell Tower fire was described as having a "seismic impact on the culture of LFB", particularly on the mental health of staff. North Kensington fire station, which is less than a mile from the tower, was "widely recognised as a supportive station with a strong and diverse culture". Mayor of London Sadiq Khan said the details of misogyny and racism were "abhorrent" and said the findings of Mr Afzal review "must be nothing short of a watershed moment for the London Fire Brigade." https://www.bbc.com/news/uk-england-london-637494441 point

Something is rotten in the state of Revachol. This year has seen the gradual unfurling of a bitterly ironic real-world tale, one in which the creators of perhaps the best PC game ever(opens in new tab) have been cut out of the company(opens in new tab) they co-founded, Disco Elysium studio ZA/UM, and are now fighting for it in the courts. How did it get to this point? According to one side, the answer is simple: four concept sketches of a man in a scarf, the first glimpses of a Disco Elysium sequel, which were allegedly bought last year for just over €1 by a shell company controlled by a ZA/UM executive, and then immediately re-sold to ZA/UM for €4.8 million. The first set of players in this fight includes Robert Kurvitz and Aleksander Rostov, the key creatives behind Disco Elysium, and Kaur Kender, who acted as executive producer and marketing manager on the game. All are partners in Studio ZA/UM. On the other side are Ilmar Kompus, the director and largest shareholder of Studio ZA/UM, and Tõnis Haavel. The Estonian Ekspress newspaper(opens in new tab) describes Haavel as a "smooth-talking ex-banker who was convicted of investment fraud in 2015 and received a seven-month suspended prison sentence." He was also an executive producer on Disco Elysium. https://www.pcgamer.com/the-legal-war-over-disco-elysium-reaches-disco-elysium-levels-of-complexity/1 point

Elon Musk said on Thursday that Twitter will provide a "general amnesty" to suspended accounts starting next week after running a poll on whether to do so for users who had not broken the law or engaged in egregious spam. In a poll Musk posted on Twitter on Wednesday, 72.4 percent of the more than 3.16 million users who took part voted in favour of bringing back those who had been suspended by the social media platform. "The people have spoken," Musk, who acquired Twitter last month, tweeted on Thursday. "Amnesty begins next week." Last week, Musk, the world's richest person, reinstated some previously suspended accounts, including former US President Donald Trump, satirical website Babylon Bee and comedian Kathy Griffin. He tweeted in October that Twitter would form a content moderation council "with widely diverse viewpoints." Musk said no major content decisions or account reinstatements would happen before the council convened. Change and chaos have marked the billionaire's first few weeks as Twitter's owner. He has fired top managers, including former Chief Executive Parag Agarwal, and it was announced that senior officials in charge of security and privacy had quit. Those resignations drew scrutiny from the US Federal Trade Commission, whose mandate includes protecting consumers and which said it was watching Twitter with "deep concern." On Thursday, Musk tweeted that Twitter users might notice small, sometimes major improvements in the platform's speed, which would be significant in countries far away from the US. Earlier this week, Reuters reported that a coalition of civil rights activists was urging Twitter's advertisers to issue statements about pulling their ads off the social media platform after its owner Elon Musk lifted the ban on tweets by former US President Donald Trump. Last week, Donald Trump said that he had no interest in returning to Twitter even as a slim majority voted in favor of reinstating the former US President, who was banned from the social media service for inciting violence, in a poll organized by new owner Elon Musk. https://www.gadgets360.com/social-networking/news/elon-musk-twitter-general-amnesty-suspended-accounts-poll-decision-donald-trump-3551847#pfrom=home-po[CENSORED]r1 point

Android 13 brought a lot of under-the-hood improvement, and while it surely was not a massive overhaul in terms of looks and design, it was still infinitely better than Android 12 in terms of functionality. One highlight of Android 13 was predictive back, a feature that would remind the users that they are exiting the app by giving visual feedback. Now, with Android 14 on the horizon, Google is working on the feature even further so it can work within the applications and even shows you the previous screen. Android 14 Should Make the Overall User Experience Even Better as Google Starts Working on the Upcoming OS The new Android 14 feature was announced during the Developer Summit's Platform Track. The company talked about a term they call "falling," or how the back gesture ends up in “people leaving the app by mistake,” which might seem like a harmless thing but in reality, it does affect the app usage statistics, which are very important for apps that earn revenue based on the amount of time user spends on the app. Google is pretty confident in how the gesture navigation works, but also mentioned some concerns that users have shown over the year about how easy it is for them to mistakenly switch to another app or to the home screen, in order to deal with that, Android 14 will deliver predictive back gesture. For those wondering, on Android 14, users will get a small preview of the home screen as they are swiping, and the app window is shrinking. On paper, it looks good, but the feature is already available if you want to try it out on Google Phone and TV. However, you will have to enable it from the Developer options. With Android 14, the predictive back gesture will be enabled by default, making it much easier for users to make sure that they don't end up exiting the app. Google even showed an example of the Google Calendar and how it works. When the feature is working, upon swiping to go back, you see the screen shrink with a little arrow at the spot. This is an indicator that lets you double-check if the gesture you are going for is the one you want or if you are exiting the app. These are the small inclusions that make Android a great ecosystem. However, it is worth noting that this feature is currently being discussed in vanilla Android 14. We cannot be sure if this is going to make out in other Android skins like One UI or OxygenOS. I have been using gestures on my Galaxy S22 Ultra for as long as I have had the phone and never really had any issues where I ended up leaving the app by mistake. However, considering how Google's working on this feature, it is safe to say that there is a user base out there that experiences this. Let us know what you think of this feature. https://wccftech.com/android-14-will-enable-predictive-back-gesture-to-work-inside-apps/1 point

AMD is set to present the newest Radeon RX 7900 series graphics cards on December 13. Shortly after that, AMD board partners were said to release each of their custom card designs. Now, it is not becoming a case of "should" release, but "could" release at the presented timeframe. AMD to release flagship Radeon RX 7900 series GPU, delaying AIBs as far back as two weeks With NVIDIA's launch, the playing field was different. We saw some retailers selling or displaying cards before the GeForce RTX 4090 street date launch. AMD's partners, however, appear to be running into a roadblock for launch. Additionally, the current companies' announcements do not reveal critical specifications, such as power consumption levels, base and boost clock speeds, etc. Only three AIBs have so far revealed that they are working on the cards and none of them have revealed the full specs or their designs yet while NVIDIA's AIB had full specs, designs, and even prices appeared on the same day as the RTX 40 series unveil. To capitalize on sales, AMD might want to ensure that reference cards are sold before custom AIB partner graphics cards. This could be mainly part of the flagship AMD models stacked against the NVIDIA GeForce RTX 4080 GPU. AMD's dramatic cost difference from NVIDIA could sway buyers to consider its company above the competition. Once the initial AMD batch of reference cards has been on the marketplace to garner those sales, then the AIB partners, who are rumored to have more expensive options coming soon, will be allowed to receive sales of GPUs, but not to the level that AMD is anticipating. We reported that AMD might have a launch supply better than NVIDIA's RTX 40 series but it looks like the red team really wants users to have a taste of their reference designs first. It's definitely going to be a heated December with NVIDIA and AMD both battling out in the high-end GPU space. AMD will begin selling the Radeon RX 7900 XT and Radeon RX 7900 XTX on December 13, 2022, for $899 and $999, respectively. https://wccftech.com/only-a-few-select-amd-board-partners-have-radeon-rx-7900-custom-designs-ready-for-launch-day/1 point
